- coming. We appreciate it. Um, I'm here to talk about Athens again. Surprise, surprise. Um, again, I have asked
- this many times, how much was Athens asking for to comply with the Senate bill? Nobody seems to know. I
- over and over Athens knows, maybe you guys know, maybe the city knows, I'm not too sure, but we we
- talked to. Um, Athens also, you also reported at the last meeting that Athens said that they've talked to all
- . So who is lying at Athens? Why are we not holding Athens responsible? They lied to you guys that
- in, uh, six months, eight months, everything was done. You know, uh, Athens, the gentleman over here, he's been
- , you're correct. Whatever I've said was told by Athens, that's what they have told me. So obviously tomorrow
- a contract with Athens were contacted. Now, it could be, you know, with Haven City or a shopping center, you
- Athens, and I'll also include it in my upcoming, uh, city manager's reports. However you can hear, uh, what
- . And that concludes my responses for tonight. Um, just please make sure we need to hold Athens accountable to
- to answer all the business questions and concerns. So make that, you know, priority that Athens come here to
- also make sure that we, we reread the contract. So when Athens does come, uh, the city staff is
- prepared to, uh, if Athens is not saying something, that's correct, that, uh, our city staff is ready to respond

- . How much money did the 17% to 303% increase give Athens each month? I have met with Athens six times
- to 303% in December. Who made that increase? How, how did it change to that? Athens has told me that
- , four of your guys' questions to Liz, the vice president of Athens on December 16th. I do believe that you
- guys were lied to. The next question is what city staff who read this contract, who met with Athens from
- to the city from Athens days after this contract, who took those gold boxes of seas candy, 22 boxes were
- from Athens, it's a great event that you did, but a generous donation from Athens. Is that why you guys
- hold Liz, the VP from Athens accountable from lying or misleading you guys? 'cause she did. It's clear as day
- million. Give it back to Athens. And Athens has a low income program. Wouldn't it be nice to take an
- a gentleman now speaking of the Athens and he's stating that there wasn't, you know, the integrity on Athens
- meeting again this week with Athens to follow up on these things. I've, um, and I'll get with you on

- understanding was the business people all thought, uh, it was gonna be a 17% increase on a Athens trash. And
- and form. Uh, and on that note, I just wanna bring something else. I'll get off Athens. I'm just
- Athens here, Liz, on 1216. Tony, you asked her two times at the 58 minute mark and the hour and
- % to 17 to 301% increase. What happened? Why I have asked this several times. How much money did Athens
- make for Athens pockets residents? I'm gonna run outta time, but there are fees for you guys. We are all
- resident here of 60 plus years. And this Athens is the most ridiculous thing I've ever heard of. Ridiculous this
- from Athens. You have said you wanna hire 10 new policemen on the backs of our businesses, which their
- to get this done. That's on the Athens thing. And and thank you Doug, for bringing all this up and
- Council's five oh vote, approving the Athens Amendment, we formally requested that the Cedar Review, the proposed trash
- businesses, residents, city staff, Athens representative hospitals, and civic organizations. So that impacts alternatives and mitigation
- , you know, we did not look at that for the Athens contract. We're not reinventing the wheel here. Athens is
- our community partners today, Athens Suburban Water, um, Royal coaches, McIntyre Ecosystems, et cetera. There's a tenant
- was donated for free by Athens to help the seniors in need. We beautified that property, it people have
- , Athens Services, suburban Tenant Foundation, and all of our community partners. Thank you for coming out. My board
- that, I know Athens is currently, uh, working with residential more specifically, they're also working with the business

- agenda items that we're gonna be discussing with, I'm gonna be discussing with Athens is identifying, quantifying how
- Light. As for Athens, thank you for providing the breakdown of the sheet. I know in the past we had
- told Athens previously to compare it with other cities that it wasn't gonna hurt our businesses. I mean, we
- , when it comes to Athens Trash Services, um, this is just one business bill. But when you look at the
- the concerns relating to the, the, the higher Athens bill. And I know that, that, uh, myelin is already

- Council. My name is Liz Ramirez with Athens Services. Uh, we are here tonight to provide an update on Senate Bill
- , members of the city council, as Liz said, Jonathan Hughes, vice President Government Affairs here at Athens Services. I'm very excited
- month, Athens will continue to provide support in a number of areas ensuring the city's compliance. And SB 1383 requires
- reports to Cal Recycle. The state governing agency that documents their SB 1383 programs and progress. Athens services has
- overseeing and supporting local food recovery programs. Athens provides the outreach and education to these customers, and the city
- part of the amendment between the city and Athens, we've implemented weekly bulky sweeps at each of the designated parks
- in February, so look forward to, to seeing those from Athens as well as from the city. As you can see here
- actual cost of service with no surplus retained by Athens? Maybe this, this Is a presentation from Athens right now that
- . And again, Madam Mayor, this is, this is a presentation from Athens right now. This is, yeah. This isn't time to
- contract is the enforceable mechanism that guarantees residents or refunded or credited if Athens collects more than its
- documented costs? Again, the contract isn't before you right now. This is a presentation from Athens on, on the
- . And I know sometimes I have forwarded to Athens, which then Athens had replied in specific because they have
- showed that Athens collective revenue exceeding its service costs, would you agree yes or no? That Zoe and, and
- that Athens collective revenue exceeding its service costs, would you agree yes or no, that Zoe requires these changes
- with us. You can always visit our website as well at athens services com. Could You post your website to
- link. Uh, it links to Athens services, but you can put in there literally hundreds of different items, and it'll
- the new, what Athens is doing to address that? And you guys have Jeeps going around and checking the trash
- to Athens, or, I am gonna ask Liz to, to pinch hit on that one. There, There's the, the process
- when we, uh, voted on this, um, I think Athens committed to putting stickers on the lids color, like
- didn't replace all the equipment right up front 'cause we were trying to mitigate costs. So Athens commit that
- their customer service center, that if a resident calls and says they can't see something, the Athens customer service
- question. Uh, mayor Pro tem Contos, like I mentioned, a Athens has developed a, a proprietary, and I think it's
- City of Athens logo, right? Just Okay. Yes, yes. They're clearly marked. And they'll be, uh, the drivers of
- those are typically wearing an Athens Polo. They'll have an Athens badge, probably a safety vest as well. So
- getting for Athens? And then the city tax, How Much, what, how much were they trying to gather? 5 million? Or
- is this upping at 25 million or 50 million? Since Athens is here, can we have a representative? So again, I
- , I'd like to also know the results of that information as well. Thank you Sherry Barian, jd. Yeah, Athens
- that. And I think that's all I had to say. Thank you. Next speaker. JD . Think Athens. Good
- manager, oh, no, no, we're up against the clock. We need to get this approved tonight. You approve Athens
- know you're up top there talking with Athens regarding the 1380, um, three increase. I encourage, um, questions
- regarding Athens to be directed to Athens. Um, again, I'm always available to assist where I can, but, um, Athens
- following the, yeah, I mean, I, I do like to have Athens come in and explain. Well, that's the Same
- thing. That's, oh, well yours worked a little differently, but Ma Madam Mayor, If it's Athens or, or staff
- explain to us Yes. To be Athens And about business, about the small business or any other restaurant, uh

- million dollar plus Athens, uh, payback. First, for the record, false narratives have been circulated specifically by
- . I'm the president and CEO of the Greater West Covina. We'd like to speak on the Athens 12 Amendment. The
- the years. Uh, last time was 2022. When I informed the council that if they adopted the Athens contract
- little bit about the Athens contract. Jim talked about the franchise fee. We all know that's a tax, that's
- , I'm gonna, I I like Athens, right? They do good service. They've always been good with me. Nothing against
- customer of Athens in West Covina, we would see a rate decrease instead of increase. We could see a savings
- businesses. Um, I wanna talk about Athens. Nothing against Athens. I think they're a great company. Um, I think
- just, just to pick up trash. Um, again, nothing against Athens. Um, it's just a lot of money. We're putting
- , the, the Athens item is on the agenda tonight. I'll let counsel answer your questions and, uh, the provider
- , pulled by Councilman Gutierrez. Yes. Thank you, mayor. Um, I think, uh, this is the Athens contract, so I think
- either if city staff or uh, Athens could present on it or vice versa. Um, I'll give a brief
- , the c inter city entered into negotiations with Athens to amend the existing agreement to comply with the state's
- is or is not in compliance. And we are subject to fines at that time. Uh, we have Athens here
- also to answer any further questions. Councilman , you would like to ask any questions? Um, yes. If Athens
- and City Council. My name is Liz Ramirez, the Vice President of Government Affairs at Athens Services. So as
- go in your green container. No plastic. So I will say Athens is unique in that we do allow clear
- Athens or the city is proposing to do. This is written in the SB 1383, uh, regulations. So contamination
- doesn't go there, What Athens been doing, that automatically We will, that's going to be part of the new program
- . Great. So if, um, city staff at an Athens today, uh, report on it. Thank you, council member, honorable Mayor
- . Um, before I use the sustainability agreement, um, Athens in West Covea have no ne negotiated an agreement
- to help further increase the city's overall diversion. This agreement will enable the city in Athens to capture and
- capacity with these additional tons at an Athens facility. The city will be responsible for encouraging those third
- parties to haul to an Athens facility. It'll also allow all of our residents and businesses to self haul
- , um, to the Athens Murph facility. It will also better track all of the tons we do not track now
- , which will help us to be more, um, landfill avoidance. And again, we have Athens here to answer any other
- further questions. Um, yeah, so if Athens could elaborate on it, So many of you know, I think most of
- those tons to an Athens facility, there is value to us there. Do you have any questions? Councilman Gutierrez
- staff, whoever wants to talk about it or, or Athens, um, or maybe staff. Um, , I think one of
- maybe if Athens or, or, or whoever wants to speak about, um, what, what the contract specifically is about
- agreement encourages the city to help redirect tons to an Athens facility. It is on a five year, uh
