OVER THE PAST TWO YEARS, THE SHOPPING CENTER HAS TRANSFORMED FROM A RETAIL CENTER INTO A SHOPPING CENTER WITH SCHOOLS, BUSINESSES THAT SUSPICIOUSLY NEVER OPEN IN AN ENCAMPMENT FOR THE HOMELESS. THEY HAVE ALSO ADDED A PARK ON THE PROPERTY AND I BELIEVE THE CHURCH ARE NOW, OR AT LEAST TWO SCHOOLS THAT OCCUPIED THE CENTER, THE FLY HERE ACADEMY AND THE MATH NASEUM, BOTH OF THESE SCHOOLS ARE GEARED TOWARDS GRADES K THROUGH 12. WHEN THE SCHOOLS WERE PROPOSED BY THE OWNER OF THE PROPERTY, I DIDN'T OPPOSE THE SCHOOLS BECAUSE IT SEEMED LIKE A WARREN COULD OCCUPANCY OR THE CENTER BASED ON THE DIRECTION OF THE TENANT MIX. HOWEVER, SCHOOLS IN BOOZE DON'T MIX THE APPLICANT, RENTED BUILDINGS TO HOUSE THESE SCHOOLS. AND NOW IT'S ASKING FOR THE COMMUNITY TO FORGET THEY EXIST. THERE WAS ALSO A JUDO STUDIO, WHICH IS PREDOMINANTLY YOUTH ORIENTED. THERE MAY BE OTHER SCHOOLS OR YOUTH PROGRAMS IN THE CENTER THAT I'M NOT AWARE OF. THE OCCUPANCY OF MANY OF THE BUILDINGS [00:25:01] IS VERY SECRETIVE WITH REGARDS TO BUSINESSES THAT SUSPICIOUSLY NEVER OPENED. IT CONCERNS ALL RESIDENTS TO SEE NEW BUSINESSES UNDER CONSTRUCTION FOR OVER A YEAR AND NEVER OPENED OR EXAMPLE AN 88 SANDWICH SHOP STARTED CONSTRUCTION IN EARLY 2019 AND OPENED FOR A WEEK. OVER THIS PAST SUMMER, THE ENCLOSED NOODLE SHOP HAS BEEN UNDER CONSTRUCTION FOR OVER A YEAR AND STILL NOT OPEN. ARE THESE SCAM BUSINESSES OWNED BY THE CENTER OWNERS OR THEY FRONTS FOR ILLEGAL OPERATIONS IS VERY SUSPICIOUS FOR SOMEONE TO INVEST THE MONEY. TOTAL TENANT GOTTEN REHABS IN THESE BUSINESSES AND NEVER OPENED THEM BEFORE ANY PERMITS ARE ISSUED. I BELIEVE THE CITY SHOULD ANSWER THESE QUESTIONS FOR THE PUBLIC. THE HOMELESS PROBLEM AT THE CENTER HAS MULTIPLIED OVER THE PAST TWO YEARS. OWNERSHIP HAS DONE NOTHING TO PREVENT BUSINESSES AND THE PUBLIC FROM BEING HARASSED AND INTIMIDATED BY INDIVIDUALS WHO SLEEP ON CENTER SIDEWALKS OR BEHIND BUILDINGS. THIS LACK OF ACTION SPEEDS TO THE TRUST BETWEEN THE OWNERSHIP OF THE SHOPPING CENTER, THE BUSINESSES AND THE RESIDENTS WHO PATRONIZED IT. THE GOPRO RESTAURANT HAS BEEN AN OPERATION AND THIS MAY BE WRONG. I THOUGHT THEY WERE AN OPERATION FOR OVER TWO YEARS WITHOUT BEER AND WINE AND THE VENUE. UM, WHY NOW IN THE MIDDLE OF A PANDEMIC, WHEN NO ONE COULD EAT INSIDE OR THEY'RE REQUESTING TO SERVE BEER AND WINE, WILL THEY BE SELLING THIS TO GO? I KNOW SOME RESTAURANT, I DON'T KNOW. THE ALCOHOL PERMITS ALLOW THAT NOW IN CONCLUDE WELL FIGHTING NUMBER SIX, CLEARLY SPELLS OUT THAT YOU MUST CONSIDER SCHOOLS, PRESCHOOLS PARKS, DAYCARE CENTERS, AND SIMILAR USES IN APPROVING THIS USE PERMIT. IT MUST NOT BE DETRIMENTAL TO THE HEALTH, SAFETY, AND WELFARE OF THE PUBLIC. SO IF YOU FEEL ALCOHOL USAGE NEAR A LOT OF CHILDREN IS OKAY, THEN GO AHEAD AND APPROVE THE PERMIT. I SHOULD POINT OUT THAT STAFF DOESN'T ADDRESS THE ISSUE OF CHILDREN, SCHOOLS, PARKS, AND VARIOUS USES IN THE CENTER. INSTEAD THEY SAY THE FOLLOWING, THE AVAILABILITY OF BEER AND WINE IN CONJUNCTION WITH MEALS SHOULD NOT BE DETRIMENTAL TO THE HEALTH PIECE OR GENERAL WELFARE OF PERSONS RESIDING OR WORKING IN THE VICINITY. IN CONCLUSION, I'M NOT OPPOSED TO RESTAURANTS SERVING BEER AND WINE. HOWEVER, THE OWNERSHIP OF THIS CENTER CHOSE TO OPEN SCHOOLS IN THE CENTER. THEY BUILT APART. THEY HAVE A JUDO STUDIO AND A CHURCH. UM, EVEN THE GOT THE NAME, I THINK MARUCA WAS THERE BEFORE TOKYO CENTER AND THEY WERE CONSISTENT, BUT EVERYONE ELSE IS SORT OF LIKE, NOT, NOT THEY'RE OPEN OR WHAT HAVE YOU, IT'S BEEN VACANT UNTIL THE NEW OWNER JUST PICKED UP A COUPLE OF YEARS BACK. SO I GUESS WITH THE QUOTE UNQUOTE SCHOOL, WHICH IS A, IT'S ACTUALLY NOT A SCHOOL BECAUSE IT'S NOT OPEN FROM EIGHT TO THREE OR SO, THEIR AFTER SCHOOL TUTORING CENTER. SO IT'S AFTER SCHOOL, THE KIDS GETS BUSED THERE OR THEIR PARENTS BUS THEM THERE. UM, AND A LOT OF TIMES THESE KIDS ARE BEING, YOU COULD SAY WATCH, OR WHETHER IT'S INSIDE THE CLASS OR GET PICKED UP RIGHT AWAY, BECAUSE I KNOW MY 10 YEAR OLD NEPHEW GETS REALLY UPSET IF I'M LATE. SO THEY'RE BEING SUPERVISED AND YOU HAVE TO SIGN OUT, YOU KNOW, YOU HAVE TO SIGN THE KID OUT OF THE, THE PLACE. SO THEY'RE NOT GOING TO BE WANDERING AROUND THE PLAZA. I DON'T THINK THEY CAN. SO I THINK, UM, DUE TO THAT, AND I ALSO WANT TO MENTION THAT THE RESTAURANT BUSINESS DUE TO THIS COVID SINCE MARCH, IT HAS BEEN VERY DIFFICULT. AND ALSO IT HAS, YOU KNOW, IT HAS BEEN STATED THAT SOME OF THESE RESTAURANTS WILL NEVER COME BACK A GOOD 30% OR SO. AND, AND WE GUARDING KOREAN RESTAURANTS. THEY HAVE A LOT OF BARBECUE, A LOT OF SIDE DISHES, AND THAT, I DON'T KNOW, IT MAY BE BECAUSE I DON'T DRINK. SO IT MAY BE GOOD FOR GOING WITH BEER. AND IF ANYTHING THAT WE CAN DO TO HELP AS A CITY, WE WOULD LIKE TO SUPPORT THAT AND SUPPORT THEIR BUSINESS. AND ESPECIALLY ITS OWN HAS BEEN A MONTH. THERE'S ALSO A, ANOTHER COMMENT MENTIONED IN THE REPORT THAT, UH, IT IS A PREDOMINANTLY TWO-STORY NEIGHBORHOOD, UH, IN REALITY OF THE 15 NEIGHBORING HOMES, ONLY THREE HOMES, INCLUDING THE APPLICANT ARE TWO-STORY ALL THE OTHER HOMES ARE ONE STORY. AND SO THE PROPOSAL TO BUILD A HOME OF OVER 7,000 SQUARE FEET, WHEN YOU LOOK AT THE REQUIREMENTS, THE MAXIMUM SIZE IS 4,000 SQUARE FEET. AND TO REQUIRE IT, CONDITIONAL USE PERMIT IS THAT YOU NEED TO GO 25% OVER THAT. SO THE MAXIMUM UNIT SIZE HER, THESE ZONING REQUIREMENTS IS 4,000 SQUARE FEET. UM, TO 5,000 IS 25% MORE. UM, THE PROPOSAL IS FOR A 7,465 SQUARE FOOT HOME. WE ARE VERY CONCERNED AS NEIGHBORS ABOUT THIS EXCESSIVELY SIZE STRUCTURE, A COUPLE WELL POINTS I'D LIKE TO ADDRESS THAT ARE IN THE STAFF'S REPORT. UM, THERE IS ONE CONDITIONAL USE PERMIT REQUIREMENT THAT STATES THAT IN AN AREA THAT'S PREDOMINANTLY ONE-STORY, WHICH IS THE CASE HERE IS ENCOURAGED AT THE SIZE OF THE SECOND STORY, BE REDUCED IN RELATION TO THE GROUND FLOOR, A SMALLER SECOND STREET, SECOND FLOOR WILL NOT APPEAR AS MASSIVE OR BOXY. AND THAT IS ONE CONCERN THAT WE HAVE AS AT THE ARCHITECTURAL DESIGN DOES PURE A BIT BOX. THERE'S ANOTHER ELEMENT HERE, ADDING A SECOND STORY ELEVATION IN ONE STAR AREAS ENCOURAGED TO PROVIDE A SIGNIFICANT SECOND STORY SETBACK ON THE FRONT ELEVATION, LIKE ADDING BACK. THE SECOND STORY FROM THE FIRST STORY, THE FRONT OF THE HOUSE WILL FIT BETTER IN THE CONTEXT OF A ONE-STORY NEIGHBORHOOD. YOU KNOW, HE DID A GREAT JOB AND HE'S BEEN INVOLVED IN THIS CITY FOR DECADES, AND I'M SURE HE WILL CONTINUE TO DO SO. AND, UH, I APPRECIATE HIS, HIS SERVICE ON THE CITY COUNCIL. SO I JUST WANT TO GET THAT OUT THERE. AND I ALSO WANT TO THANK, UH, THE OTHER COUNCIL MEMBER WHO WAS DEFEATED, JESSICA SHOEMAKER, WHO WAS APPOINTED TO THE COUNCIL. AND IN MY VIEW, DID A TREMENDOUS JOB, YOU KNOW, ALWAYS PREPARED, NOT AFRAID TO CHALLENGE HER, HER FELLOW COUNCIL MEMBERS AND STAFF WHEN NECESSARY. SO, YOU KNOW, I THINK SHE DID A GOOD JOB AND, AND SHE'LL BE MISSED. I ALSO WANT TO FLIP THE PAGE AND WELCOME THE TWO NEW COUNCIL MEMBERS, UH, BRIAN TO BUY, TO BUY WHO I DON'T KNOW VERY WELL, BUT, UH, YOU KNOW, HE WON, YOU KNOW, THE ELECTION FAIR AND SQUARE AS THEY SAY. AND, UH, I LOOK FORWARD TO, UH, TO HIM BEING ON THE COUNCIL AND I ALSO WANT TO WELCOME AND CONGRATULATE THE OTHER COUNCIL MEMBERS. UM, WAS IT, UH, UH, ROSARIO DIAZ WHO, UH, WAS THE VICTOR IN, UH, DISTRICT THREE. SO, YOU KNOW, UH, THE CITY HAS A LOT OF ISSUES GOING FORWARD AND I'M LOOKING FORWARD TO, UH, THEIR CONTRIBUTIONS AND I WANT THEM TO SUCCEED BECAUSE IF THEY SUCCEED, THEN WE ALL SUCCEED. AND THE CITY SUCCEEDS, UH, I HAVE ANOTHER ANNOUNCEMENT TO MAKE THAT, UH, WE HAVE A NEW BUSINESS COMING INTO THE CITY OF WEST COVINA FLOOR AND DECOR, WHICH IS REPLACING THE, UH, KMART AT THAT SITE. THEY TOOK THAT, THAT, UH, BUILDING AND RE-IMAGINED IT AND REPURPOSED IT. AND THEY'VE BEEN DOING, THEY'RE HAVING A HEAVY ADVERTISING CAMPAIGN FOR THAT STORE, BOTH ON RADIO AND TELEVISION, A LOT OF ROTATION ON THAT AD. AND THAT IS OPENING ON NOVEMBER 12TH. AND I GUESS THEY'RE JUST UNLOCKING THE DOOR CAUSE WE HAVEN'T BEEN GIVEN ANY NOTIFICATION TO [02:10:01] COME BY AND WITH BALLOONS OR ANYTHING. SO I GUESS THEY'RE JUST GONNA OPEN UP A, BUT WE WELCOME THEM. I MEAN, YOU KNOW, EVEN THOUGH WE'RE IN A, YOU KNOW, THE ECONOMY IS WHAT IT IS AND WE'RE GOING TO COPE IN SITUATION. I MEAN, UH, YOU KNOW, THEY'RE COMING FORWARD WITH A BRAND NEW BUSINESS AND IT'S EXCITING. IT'S GOING TO, THEY'RE GOING TO EMPLOY A LOT OF PEOPLE. I THINK A LOT OF WEST COVINA RESIDENTS AND THEY'RE GOING TO ADD TO OUR TAX BASE. SO BY GOLLY, WE NEED THAT.
