[00:05:01]
A VARIETY OF, UM, AS MAYOR WOOTS DISCUSSED, HE TALKED ABOUT THE CONGREGATE MEALS PROGRAM.THAT'S AN IMPORTANT PART OF A LOT OF PEOPLE'S DAYS.
I ACTUALLY HAVE BEEN WORKING IN THE MEALS PROGRAM THE LAST COUPLE OF WEEKS.
AND SOMETIMES THIS IS THE ONLY INTERACTION THOSE PEOPLE GET.
SO, YOU KNOW, OUR TEAM HAS BEEN EXCELLENT PROVIDING THE SERVICE, GETTING THAT STUFF OUT.
WE'RE LOOKING FORWARD TO USE SPORTS, GET IT COMING BACK, ENRICHMENT CLASSES, DAYCARES, GETTING THE FRONTLINE, FRONTLINE STAFF OUT THERE AND HELPING THE COMMUNITY.
SO WE'LL CONTINUE TO BE FLEXIBLE AND DO EVERYTHING WE CAN DURING THIS PANDEMIC AND TRY TO FILL THE GAPS.
THAT'S WHAT RECREATION DOES WE TRY TO DO WHATEVER NEEDS TO BE DONE? SO MY TEAM, WHICH ISN'T HERE, I WISH THEY WERE, BUT WE WILL CONTINUE TO WORK AT THIS AND GET THROUGH THIS PANDEMIC TOGETHER.
AND AS AGAIN, THANK YOU FOR YOUR SUPPORT.
AND SUSIE PEREZ AND OLDER STEPH ERIC.
ALL THE PEOPLE, I CANNOT NAME THEIR NAMES, BUT THEY ARE ALL OUR SILENT HERO.

WHEREAS THEY TOGETHER HELPING EACH OTHER.
AND NOW WE LET, WE CONTINUE TO HAVE OUR RESIDENT AND A DIFFERENT GROUP AND TO SPONSOR AND DONATE FOR OUR SENIOR MEAL PROGRAM.
BECAUSE WHY NOW DUE TO BUSINESS IS VERY TOUGH AND THE INCOME COMING IN, VERY SCALES.
SO IN THAT WAY, WE NEED A SPONSORSHIP.
AND THEN THIS IS BECOMING SOMETHING IS VERY IMPORTANT TO OUR SENIOR FOR OUR PROGRAM.
BUT HERE WE PRESENT OUR RESIDENT.
I HAVE A PROCLAMATION TO PRESENT IT FROM THE CITY TO YOU, TO A PRESENT OUR COMMUNITY SERVICE STAFF.
SO HERE IS A PROCLAMATION FOR YOU.
AND TO SAY HI FOR ALL THE STAFF THERE, WORKING FOR YOU AND WORKING FOR THE CITY AND WORKING FOR OUR RESIDENTS AND CONTINUE TO KEEP UP THE GOOD WORK.
[Donations - Adopt a Senior Program - Suburban Water Systems]
UH, NEXT GUESS IS SOMETHING I LIKED THE MOST IS THEY'RE GOING TO GIVE US THE MONEY.WE AS A SENIOR MEAL PROGRAM AND CURRENTLY STILL SERVING 550 AND OUR CURRENT SENIOR RESIDENT, SOME OF THEM IS NOT SENIOR, BUT THEY NEED HELP AND A CITY WILLING TO STEP UP AND TO HELP ANY PEOPLE NEED FOOD.
ANY PEOPLE NEED ANY KIND OF ASSISTANT CITY STEP UP TO HELP THEM BECAUSE THERE'S A PANDEMIC.
AND WE DO EVERYTHING TO SERVE OUR RESIDENTS.
EVEN THEY ARE NOT ALWAYS THERE.
AND HERE DUE TO THE BUDGET ISSUE, THE COUNTY AND THE CITY.
AND THEN WE LAST TIME WE HAVE A TRANS TECH, OUR ENGINEER COMPANY.
THEY'LL NEVER TELL US $1,500 FOR ONE WEEK, ABOUT 500, OUR RESIDENT, YOU HAVE MAIL.
AND THEN WE HAVE OUR LOCAL RESIDENT AND SOME OF US, OKAY.
IT'S THE OLD CHINESE AMERICAN CEO GROUP.
AND THEN WE HAVE A PRIVATE SECTOR DAY.
AND HERE I WANT TO INVITE THE SUBURBAN WHITE SUBURBAN WATER COMPANY BECAUSE YOU GUYS ARE SO BIG.
YOU HAVE METROPOLITAN SUBURBAN.
SO THAT'S THE BOURBON COME OVER HERE, GREG AND LAURA.

THE CITY STAFF DOING A GREAT JOB, TAKING CARE OF THE RESIDENTS OF WEST COVINA.
UH, I WANT TO SAY HOW PROUD I AM OF SUBURB MORE SYSTEMS, EMPLOYEES THAT ARE CONTINUING, CONTINUING TO WORK OUT THERE DURING THE TIME, UH, WITH THE VIRUS.
AND SINCE MARCH WE'VE HAD ADJUSTED OPERATIONS, BUT WE'VE KEPT THE WATER ON AND UH, VERY PROUD OF THEM.
I'M VERY PROUD OF THE WAY THAT THE CITY HAS KEPT EVERYTHING RUNNING.
AND WE'RE GLAD TO BE PART OF THE COMMUNITY AND GRATEFUL THAT WE CAN PARTICIPATE LIKE THIS.
UH, HE'S A NICE GENTLEMAN, BUT HE GUYS SAW HIM AUTO PLACES AND OUR CTE EVENT.
HE ALWAYS SHOW UP TO HELP OUT.
THE VENDORS, ALL OF PROVIDERS AND NEED TO KIND OF
[00:10:01]
KNOW THEIR RESIDENT AND PROVIDE, AND I HOPEFULLY YOUR OFFICE WOULD MOVE BACK TO WEST COVINA BECAUSE OKAY.YOU SERVE AS ALMA, 90%, ALL YOUR BUSINESS WISE, NOT ENOUGH WE WANT, WE WANT EVERYTHING.
I'M SELLING YOU BACK SHOOTING.
I WANNA SAY SOMETHING I JUST WANT TO THANK AND OUR PARTNERSHIPS, OUR ONGOING PARTNERSHIPS.
THANK YOU FOR SUPPORTING SUBURBAN.
AND WE LOOK FORWARD TO SUPPORTING OUR RESIDENTS AND THANK YOU FOR GIVING US THIS OPPORTUNITY TO DONATE TO THE SENIOR MEALS PROGRAM.
WE'RE AVID, UM, PARTICIPANTS WITH THE MEALS ON WHEELS PROGRAMS THROUGHOUT OUR CITY.
SO WE'RE HAPPY THAT WE'RE ABLE TO SUPPORT THE RESIDENTS OF CITY, OF CITY, OF WEST COVINA.
YOU KNOW, SUBURBAN OUR MOTTO IS SERVING OUR COMMUNITY.
SO THAT'S WHAT WE'RE HERE TO DO.
THANK YOU COUNCIL FOR ALLOWING THIS.
I THINK THIS CHECKS UP ALL THE KNOWLEDGE IS A WEEKLY WAY.
JUST LIKE WITH PAYING THE WATER BILL.
IT'S LIKE
BUT ANYWAY, BUT THANK YOU SO MUCH.
LET'S HAVE PICTURES AND I HAVE A CERTIFICATE FOR YOU.
WE'RE PRESENTED 120,000 POPULATION.
FOR YOUR LOVE AND FOR YOUR DEBT.
CONTINUING TO SUPPORT OUR SENIOR MEAL PROGRAM.
AND IT'S REALLY NOT IMPORTANT.
A MONTH IS REALLY YOU WILLING TO STEP UP AND TO HELP.
I THINK IT'S THE MOST IMPORTANT THING IS FOR YOUR HEART.
[ORAL COMMUNICATIONS - Five (5) minutes per speaker]
OKAY.UM, NOW WE'LL MOVE ON TO ORAL COMMUNICATION AND, UH, DUE TO THE CURRENT AND ONGOING PUBLIC HEALTH EMERGENCY OR COMMUNICATION, I'VE BEEN A COMMON DATA VIA EMAIL AND TELEPHONE CALLED.
I KNOW MY SCRIP FOR FIVE MINUTES.
I KNOW YOU WANT TO CROSS OVER THE OVER-COMMUNICATION BUT I LOVE ORAL COMMUNICATION.
I CANNOT WAIT TO HEAR EVERYTHING.
UH, NOW THE ASSISTANT CITY CLERK.
NOW WE'LL READ THE ORAL COMMUNICATION THAT WE'LL RECEIVE BY SIX 30 THIS EVENING.
AND THEN PLEASE TELEPHONE CALL.
THAT WILL REQUEST BY SIX 30 THIS EVENING AND CITY.
CAUSE HOW MANY EMAILS, HOW MANY PHONE CALL WE HAVE? GO AHEAD.
WE HAVE 16 EMAILS THAT I WILL READ INTO THE RECORD AND WE HAVE THREE PEOPLE ON THE PHONE CALL ON LINE TO TALK FIRST.
SO IF IT'S OKAY WITH YOU, I WOULD PREFER TO HAVE THOSE WHO ARE ONLINE.
THEY HAVE A ONLINE FOUCAULT PHONE CALL.
OUR FIRST SPEAKER, MS. SMITH, GO IN AND GO AHEAD.
NOW THEY WANT A HOTEL AND I DON'T KNOW WHAT IT IS NOT THERE BECAUSE THE PEOPLE AROUND THE AREA, WHEN IT COMES TO
[00:15:01]
THE GROUND RIGHT NOW ANDTHEY AIN'T GONNA LOOK UGLY GREEN, BRING INTO THE CITY.
I LIKE TO READ IT WITH VERY LITTLE WONDER BY THE CITY.
WHAT? AND THAT'S NOT THE ONLY ONE.
WHEN PEOPLE COME TO CALIFORNIA ON VACATION, THEY USUALLY LIKE TO STAY A SHORT DISTANCE AWAY FROM WHERE THEY'RE GOING.
PEOPLE ARE NOT TO CLOSE TO THE SHOPPING MALL, RESTAURANT THEATER.
YOU CAN FIND YOUR WALL, NOT IN A HAZARDOUS WASTE DUMP.
WHY DON'T WE PUT SOLAR PANELS UP THE WEEKEND TO THE CITY WHERE THEY WON'T BE ANY, HAVE TO WORRY ABOUT LAWSUITS.
AND THERE WAS VERY LITTLE UPBEAT.
NOTHING IS UP THERE FOR ALL THESE YEARS.
IF YOU THINK ABOUT IT, PEOPLE, WHY DIDN'T THEY MAKE A BID ON IT? YOU GOTTA BE A REASON.
I LIVE IN WELCOME DENA AND I'M PART OF AN ORGANIZATION.
LET ME GIVE YOU A LITTLE BACKSTORY.
A FEW DAYS AGO, WE UPLOADED A POST ABOUT THE POTENTIAL HOTEL DEVELOPMENT MBK, AND THEN THE DAY FOLLOWING THE POST OF THE MAP, SORT OF HUGE AMOUNT OF VIEWERSHIP WE DID NOT EXPECT.
AND IT WAS JUST A LONGER DAY AND MORE THAN 400 FOLLOWERS ON OUR PERSONAL ACCOUNT.
AND THEN THE CLOSEST HAS REACHED MORE THAN 36,000 PEOPLE.
I HONESTLY DON'T THINK THAT I NEED TO HEAR THE FACTS BECAUSE EVERYONE KNOWS THE FACTS.
IT'S ALL JUST A MATTER OF WANDERING BACK FOR WORK WITH THEM.
THAT'S WHY, WHEN I FIRST HEARD IT, I COULD NOT WRAP MY HEAD AROUND HOW SOMEONE CAN BUILD OR EVEN THINK ABOUT BUILDING A HOTEL DIRECTLY OF MORE THAN 400 ACRES OF FATTY ACID, ARSENIC LEAD MERCURY CHROMIUM.
I GOT A LOT MORE TRASH CANS ON FLOOR AS A, HE DIDN'T SLEEP ON.
THE REALITY IS IF WE BEGIN TO DIGGING FOR THOSE EXACT PROJECTS, WE WILL DIG OURSELVES IN A FINANCIAL, PRIVATE, RESIDENTIAL, PRIVATE PRACTICE.
AND I WOULD ARGUE MOST IMPORTANTLY, IF WE DON'T WANT TO TALK ABOUT THE SITUATION FINANCIALLY, YOU GET A HOTEL OCCUPANCY TAX, BUT THE TAX DOESN'T MATTER.
IF YOU DON'T HAVE ANY OCCUPANTS IN THE HOTEL, YOU DIDN'T FORGET TWO HOTELS WITH THE MOMENT WHEN EVERYBODY HAS A BIG HOTEL, IT'S ALMOST THE TIME, WHATEVER GREAT NAME TO ANYONE COMING UP HERE.
I CAN ASSURE YOU THAT BE KNOWN THAT THE HOTEL CAUSES THE MILLIONS OF DOLLARS AND THEN HE CAN THREATEN THE PROCESS THERE'S NEW PATTERNS.
AND THEN GOVERNMENT IN GENERAL, I WOULD SAY FINANCIAL GAIN THE ENVIRONMENT AND OVER THE PEOPLE AND OVER COMMON SENSE.
I THINK YOU ALL KNOW IT'S A BETTER PLACE FOR THE YOUNG FAMILIES AND LONGTERM THAT CALL THIS PLACE HOME.
THANK YOU FOR THE OPPORTUNITY TO SPEAK.
I'M GOING TO SPEAK ON ITEM THREE ALSO.
I HAVE GOING BACK TO THE EARLY 19 BECAUSE MY MOM GRADUATED FROM HIGH SCHOOL AS IT PROVIDES OTHER BROTHERS AND SISTERS.
I HAVE SIX YEARS OF EXPERIENCE WORKING IN THE PUBLIC SECTOR AS WELL.
THERE ARE SO MANY REASONS NOT TO GO FORWARD.
[00:20:01]
FOCUS ON THE SUBJECT OF PUBLIC PLANNING AND THE LACK OF PUBLIC OPEN SPACES AND GREEN SPACES IN THE CITY.LIKE I SAID, THREE YEARS AGO, I MOVED FROM SACRAMENTO RECREATIONALLY RUNNING ON THE TRAIL AND INTO THE KNIFE BOX THING AND IT WOULD BE DIFFERENT.
AND I SINCERELY
THERE ARE ALSO NO PLACES TO RUN ANY OF YOUR ROAD LEADS AND IT IS NOT PAINFUL AND ENJOYABLE, BUT OTHER LADIES, CYCLISTS RUNNERS, WALKERS
BUT I THINK IT'D BE 16 PER MILES, APPROXIMATELY 5,500 PEOPLE PER SQUARE MILE.
THERE WERE ONLY SIX, VERY SMALL TRADITIONAL PARKS PLUS FORTUNATELY WILDERNESS PARK.
WHY WOULD YOU NOT JUMP ON THE OPPORTUNITY TO MEET A FUSE, NEED THE COMMUNITY? AND I LOVE TO RUN ON THE TRAILS AND ALL THAT.
I ALSO LOVE TO DRIVE UP TO THE ANNUAL NATIONAL COURT.
IT WOULD INCREASE THE DESIRABILITY AND PROPERTY VALUES OF THE PRICE.
IT WAS ALSO MORE IMPORTANTLY LOVE WITH AS A PLACE TO LIVE, WORK AND PLAY.
THANK YOU GENTLEMEN, MAYOR, THAT IS ALL OF THE PHONES COMMENTS THAT WE HAVE A MAYOR.
WE HAVE RECEIVED 280 COMMENTS, OPPOSING AGENDA ITEM NUMBER THREE, CONSIDERATION OF FIRST AMENDMENTS TO THE AGREEMENT OF PURCHASE AND SALE AND RIGHT OF ACCESS AND ENTRY AGREEMENT WITH SEEING POLI BD CAPITAL GROUP LLC.
FORD'S ABOUT DEVELOPMENT OF THE FORMER BKK LANDFILL OF THOSE 280 COMMENTS, 204 OF THEM WERE SUBSTANSIVE SUBSTAN TIVOLI.
THE SAME, ALL COMMENTS RECEIVED WILL BE MADE PART OF THE OFFICIAL PUBLIC RECORD OF THIS EVENING, UH, THROUGH THE MAYOR AND BEHALF OF THE MAYOR AND THE COUNCIL.
WE WOULD LIKE TO THINK ALL OF THE MANY MEMBERS OF THE PUBLIC WHO TOOK THE TIME TO SUBMIT THEIR PUBLIC COMMENTS ON THIS ITEM, THE COMMENTS THAT WERE THE SAME, UH, PRETTY MUCH THE SAME, LIKE THE SAME.
I'M GOING TO READ THAT PORTION OF THE PUBLIC COMMENTS INTO THE RECORD.
I AM EMAILING YOU TODAY TO URGE YOU TO VOTE THOUGH ON CONTINUING OUR CONTRACT TO BUILD A 400 ROOM HOTEL RESORT ON THE BKK LANDFILL, YOUR NEGLECT AND RIDICULOUS DECISION TO MOVE FORWARD WITH BUILDING THIS HOTEL NEXT TO AN UNLINED TOXIC WASTE.
LANDFILL IS ONE THAT SHOWS YOU DO NOT UNDERSTAND THE LEVITY OF THE SITUATION AND THE HARM THAT MAY CAUSE TO BOTH THE RESIDENTS AND THE WILDLIFE.
THE BKK LANDFILL IS CALIFORNIA'S LARGEST, LARGEST TOXIC HAZARDOUS WASTE LANDFILL.
AND AS ONE OF OUR STATE'S MOST DANGEROUS, THEREFORE THE CONSTRUCTION OF ANY HOTEL OR INTENSIVE DEVELOPMENT ADJACENT TO THE WASTE IS UNSUITABLE AND DANGEROUS.
THE LONG CONSTRUCTION ACTIVITIES THAT WILL BEGIN DUE TO THIS HOTEL WILL EXPOSE RESIDENTS OF WEST COVINA WALNUT, BELINDA, AND LAPOINTE DAY TO LANDFILL GAS, LEAKS BLOWING, TOXIC DIRT AND MORE GROUNDWATER CONTAMINATION.
ACCORDING TO THE UNITED STATES CENSUS DATA OVER 26,000 PEOPLE LIVE WITHIN ONE MILE OF BKK AND OVER 176,000 PEOPLE LIVE WITHIN THREE MILES.
WE CAN NOT PUT THESE PEOPLE AT RISK FOR A PROJECTS THAT WILL MOST LIKELY BE A FINANCIAL FAILURE.
THE LANDFILL HAS YET TO BE CLEANED UP AND THE RESIDENTS OF WEST COVINA WILL NOT ALLOW ANY INTENSIVE DEVELOPMENT AND TELL IT IS WE PROPOSE A MORE SUSTAINABLE OPTION THAT LISTENS TO THE SCIENTIST AND STATISTICS.
THE FIRST COMMENTS I'M GOING TO READ MAYER IS FROM TATUM GOODWIN, DEAR MAYOR,
[00:25:01]
WOO, AND THE WEST COVINA CITY COUNCIL MEMBERS.I AM A RESIDENT OF WEST COVINA AND I'M EMAILING YOU TODAY TO URGE THE CITY OF WEST COVINA TO DEFEND THE WEST COVINA POLICE DEPARTMENT AND PRIORITIZE THE NEEDS OF THE COMMUNITY OVER A DRAMATIC SALARY RAISE FOR LAW ENFORCEMENT, THE CITY OF WEST COVINA PER THE 2020, 2021 PRELIMINARY BUDGET ALLOCATES $31,163,716, 47% TO LAW ENFORCEMENT AND INCREDIBLE FRACTION OF OUR CITY'S RESOURCES.
WEST COVINA IS RANKED 17TH OUT OF A 700 OUT OF 471 CITIES IN CALIFORNIA FACING FISCAL CHALLENGES.
FURTHERMORE, WE ARE RANKED NUMBER ONE IN FUTURE PENSION COSTS AND OBLIGATIONS ALMOST ENTIRELY DUE TO OUR POLICE DEPARTMENT.
IF WE DO NOT REFORM OUR BUDGET NOW AND INVEST IN OUR COMMUNITY, WE WILL BE BANKRUPT FOR THE NEXT FEW YEARS, DESPITE OUR PRESSING FINANCIAL ISSUE IN OCTOBER, 2019, THE WEST COVINA CITY COUNCIL VOTED FOUR TO ONE TO RAISE THE SALARIES OF POLICE OFFICERS BY 12%, WHICH WILL ULTIMATELY COST TAXPAYERS AROUND $600,000 IN THIS CURRENT FISCAL YEAR AND DOUBLE THAT THE FOLLOWING YEAR, DESPITE THE ONGOING ECONOMIC HARDSHIPS, MANY RESIDENTS AND SMALL BUSINESSES IN WEST COVINA FACE AS A RESULT OF THE COVID-19 PANDEMIC, THE CITY COUNCIL HAS PRIORITIZED A SALARY INCREASE OVER THE ESSENTIAL SERVICES AND SUPPORT MOST NEEDED BY RESIDENTS.
RIGHT NOW I IMPLORE THE CITY OF WEST COVINA TO INCREASE SPENDING AND COMMUNITY RESOURCES, SUCH AS EDUCATIONAL ENRICHMENT PROGRAMS, SMALL BUSINESS RESOURCES, AFFORDABLE HOUSING AND COMMUNITY CENTERED, ALTERNATIVE TO PUBLIC SAFETY.
WE AS A CITY NEED A BUDGET THAT WILL EFFECTIVELY SERVE THE NEEDS OF OUR COMMUNITY AND CREATE SAFE ENVIRONMENT FOR ALL OF US DURING THIS UNPRECEDENTED TIME.
IT IS NOW THE TIME TO DECIDE WHETHER OR NOT WEST COVINA WANTS TO BE ON THE RIGHT SIDE OF HISTORY, TRUST THE PEOPLE OF WEST COVINA AND LISTEN TO WHAT WE WANT, WHICH IS A BUDGET FOR THE PEOPLE AND THE DEFUNDING OF OUR POLICE DEPARTMENT.
NEXT COMMENT IS FROM DAVID BERKSHIRE, DEAR MAYOR, TONY WILSON, WEST COVINA CITY COUNCIL MEMBERS.
I AM A RESIDENT OF WEST COVINA AND I'M EMAILING TODAY TO URGE THE CITY OF WEST COVINA TO DEFEND THE WEST COVINA POLICE DEPARTMENT AND PRIORITIZE THE NEEDS OF THE COMMUNITY OVER A DRAMATIC SALARY RAISE FOR LAW ENFORCEMENT, THE CITY OF WEST COVINA PER THE 2020, 2021 PRELIMINARY BUDGET ALLOCATES $31,163,716 OR 47% TO LAW ENFORCEMENT AND INCREDIBLE FRACTION OF OUR CITY'S RESOURCES.
WEST COVINA IS RANKED 17TH OUT OF 471 CITIES IN CALIFORNIA FACING FISCAL CHALLENGES.
FURTHERMORE, WE ARE RANKED NUMBER ONE IN FUTURE PENSION COSTS AND OBLIGATIONS ALMOST ENTIRELY DUE TO OUR POLICE DEPARTMENT.
IF WE DO NOT REFORM OUR BUDGET NOW AND INVEST IN OUR COMMUNITY, WE WILL BE BANKRUPT IN THE NEXT FEW YEARS, DESPITE OUR PRESSING FINANCIAL ISSUE AND OCTOBER, 2019, THE WEST COVINA CITY COUNCIL VOTED FOUR TO ONE TO RAISE THE SALARIES OF POLICE OFFICERS BY 12%, WHICH WILL ULTIMATELY COST TAXPAYERS AROUND $600,000 IN THIS CURRENT FISCAL YEAR AND DOUBLE THAT THE FOLLOWING YEAR, DESPITE THE ONGOING ECONOMIC HARDSHIPS, MANY RESIDENTS AND SMALL BUSINESSES IN WEST COVINA FACE AS A RESULT OF THE COVID-19 PANDEMIC, THE CITY COUNCIL HAS PRIORITIZED THE SALARY INCREASE OVER THE ESSENTIAL SERVICES AND SUPPORT MOST NEEDED BY RESIDENTS.
RIGHT NOW I EMPLOY THE CITY OF WEST COVINA TO INCREASE SPENDING AND COMMUNITY RESOURCES, SUCH AS EDUCATIONAL ENRICHMENT PROGRAMS, SMALL BUSINESS RESOURCES, AFFORDABLE HOUSING AND COMMUNITY CENTERED ALTERNATIVES TO PUBLIC SAFETY.
WE AS A CITY NEED A BUDGET THAT WILL EFFECTIVELY SERVE THE NEEDS OF OUR COMMUNITY AND CREATE A SAFE ENVIRONMENT FOR ALL OF US DURING THIS UNPRECEDENTED TIME.
IT IS NOW TIME TO DECIDE WHETHER OR NOT WEST COVINA WANTS TO BE ON THE RIGHT SIDE OF HISTORY, TRUST THE PEOPLE OF WEST COVINA AND LISTEN TO WHAT WE WANT, WHICH IS A BUDGET FOR THE PEOPLE AND THE DEFUNDING OF OUR POLICE DEPARTMENT.
AND ALYSSA, WE RECEIVE MORE THAN 200 IDENTICAL EMAILS SIMILAR LIKE THIS.
AND I THINK YOU SHOULD DO THE SAME THING.
JUST REWIND WHERE PRESENT ENTIRE GROUP, BECAUSE YOU REALLY THE SAME THING FOR THIS TWO EMAIL.
PUT ON THE RECORD SO WE CAN PUT ON THE CITY CLERK OFFICE FOR ALL THOSE PEOPLE SEND AN EMAIL THAT WOULD MAKE US A RECORD, HOW MANY WE HAVE AND IDENTICAL WITH THE SAME EMAIL, WITH THE SAME CONTENT, UNDERSTAND? OKAY.
MARY HAD VOLUNTEERED TO HELP OUR CITY CLERK'S OFFICE WITH THE READING OF SOME OF THESE LETTERS AND IN KEEPING WITH THE DIRECTION YOU JUST GAVE.
I'D LIKE TO NOTE THAT WE DID GET LETTERS TONIGHT FROM OTHER INDIVIDUALS AS WELL.
UM, ALEX, UM, JEN INEZ AND CHRISTINA OBARA, BUT WE WILL RECORD THOSE IN ACCORDANCE WITH OUR PRACTICE OF MAKING IT A PART OF THE RECORD RATHER THAN READING THEM BECAUSE THEY ARE INDEED IDENTICAL.
OH, WHAT I'M SAYING? IS THIS OKAY.
WE ALLOW PEOPLE TO SEND AN EMAIL, BUT AT THE SAME TIME, WE DON'T WANT THE SYSTEM BEING ABUSED.
WE WANT TO MAKE SURE THAT PEOPLE IS ALL RESIDENT.
[00:30:01]
A CONSENT ON ANY OFA WE PETITIONED OVER EMAIL.WE WILL PUT TOGETHER AND WE ONE.
AND SO IN THAT WAY, WE DON'T HAVE TO LISTEN TO A 17 FOR 200 TIMES.
I HAVE OTHERS THAT ARE NOT IN THAT SAME CATEGORY.
I'D LIKE TO BEGIN BY ACKNOWLEDGING THAT THE LAND WE INHABIT TODAY WAS STOLEN FROM THE HOME OF THE GABRIELINO TONGVA PEOPLE, THE ORIGINAL STEWARDS OF THIS LAND, THE SU THE ORIGINAL STEWARDS OF THIS LAND, ACCORDING TO THE OXFORD DICTIONARY, STEWARDSHIP IS THE TAKING CARE OF SOMETHING SUCH AS AN ORGANIZATION, A CITY'S BUDGET, OR AS WE ARE TALKING ABOUT TODAY, PUBLIC LAND DURING THE JULY 7TH COUNCIL MEETING OUR MAYOR AND THIS COUNCIL EMPHASIZED HOW SERIOUS THEY TOOK BEING STEWARDS OF THE CITY'S TAX REVENUE.
AS THE CITY, AS THE COUNCIL DISCUSSED INTEREST RATES, MAYOR WILL CONSISTENTLY PRESS THE POINT THAT WEST COVINA WOULD NOT BE CHARGED AN INTEREST RATE HIGHER THAN NEIGHBORING CITIES.
HE STATED THAT THIS IS OUR RESIDENTS MONEY, AND IT IS THE JOB OF THE COUNCIL TO PROTECT IT TODAY AND THE FUTURE.
AND YET TODAY WE FIND OURSELVES DISCUSSING SOMETHING EVEN MORE VALUABLE.
THE TONGVA PEOPLE HAD A RELATIONSHIP WITH THE NATURAL LANDS BASED ON A DEEP RESPECT, TONGVA DESCENDANT, CRAIG TORRES.
ONCE STATED THERE IS A RECIPROCITY THAT IS NEEDED IN ANY TYPE OF RELATIONSHIP WE HAVE, WHETHER IT'S HUMAN OR ANIMAL PLANET, WHATEVER IT'S A GIVE AND TAKE.
AND THAT'S HOW MY ANCESTORS WERE ABLE TO SURVIVE ON THIS LAND FOR NOT A FEW HUNDRED YEARS, BUT FOR THOUSANDS OF GENERATIONS, UNLIKE TAX REVENUE, THE LAND THAT IS TODAY, WEST COVINA CANNOT BE INCREASED, NO CHANGE IN THE ECONOMY OR VACCINE FOR COVID CAN BRING OUR CITY MORE LANDS ALL OF THE RESOURCES THE COUNCIL IS GIVEN STEWARDSHIP.
IT IS THE STEWARDS OF OUR PUBLIC LAND THAT NEEDS TO WEIGH HEAVIEST ON EVERY DECISION THAT IS MADE IN THIS CHAMBER.
WHEN SPEAKING ON THE BKK, I REFERENCED THE FILM, ROGER AND ME, THE FLINT FAILED HOTEL AND AMUSEMENT PARK DEVELOPMENT.
AT THAT TIME, I THOUGHT TO MYSELF, WOW, WHO'S GOING TO MAKE THAT MOVIE ABOUT WEST COVINA SO MUCH HAS CHANGED IN OUR WORLD.
SINCE THAT DAY IN NOVEMBER, WE ARE LIVING IN A WORLD WITH COVID-19 A WORLD WHERE HOTELS LAY EMPTY, WHERE INDOOR DINING AND LARGE CONVENTION HALL SIT AS RELICS OF A TIME THAT WILL NEVER COME BACK.
IT IS TIME FOR OUR COUNSEL TO ENVISION WHAT POST COVID WEST COVINA MUST LOOK LIKE.
IT WAS COVINA WITH AN OPEN AIR MALL WITH OUTSIDE DINING AOS, COVINA, WITH LARGE PROMENADES AND PARKS THAT WILL ALLOW FOR OUR NEIGHBORS TO GATHER AND ENJOY WITHOUT THE THREAT OF A NEW REALITY.
A WEST COVINA WITH ONE THAT THE MOST VALUABLE PIECES OF LAND, THE BKK AND ALL OF SOUTHERN CALIFORNIA, WHICH CAN BE MOLDED INTO A SPACE THAT MEETS THE NEEDS OF A 21ST CENTURY CITY.
PREVIOUS COUNCILS HAVE ALREADY SET SOME OF THIS VISION FORWARD WITH OUR GENERAL PLAN.
THIS COUNCIL SHOWS THE LEADERSHIP TO HOLD ONTO OUR LANDS AND TAKE RESPONSIBILITY FOR ITS DEVELOPMENT.
LET'S MAINTAIN OUR RELATIONSHIP WITH THIS LAND.
LET'S BE ACCOUNTABLE TO OUR LANDS.
LET'S NOT CHOOSE TO TAKE THE EASY WAY.
LET'S NOT CHOOSE TO SHY FROM ACCOUNTABILITY, WHICH HAS BEEN THE PATTERN.
REMEMBER, REMEMBER WHAT THIS LAND ONCE WAS.
MY ANCESTORS WERE ABLE TO SURVIVE ON THIS LAND FOR NOT A FEW HUNDRED YEARS, BUT FOR THOUSANDS OF GENERATIONS SAID TORRES.
AND THAT'S WHY IT LOOKED THE WAY IT DID.
WHEN THE SPANISH FIRST CAME UP HERE, THEY NOTED IT IN THEIR DIARIES.
BE THE STEWARDS OF THE RESIDENTS OF WEST COVINA ELECTED YOU TO BE.
OUR NEXT COMMENT IS FROM MR. JIM
I WOULD LIKE TO THINK THE CITY COUNCIL FOR THE PENSION BONDS ACTION THAT YOU TOOK AT THE LAST MEETING BY ADOPTING AT A MAXIMUM INTEREST RATE FOR THE PENSION BONDS OF 4.1%, RATHER THAN THE PROPOSED 5.8%.
YOU SAVED THE CITY 3.5 MILLION IN ONE YEAR.
AND BY MY ESTIMATE, 42 MILLION OVER THE 24 YEARS.
SECOND, NOW THAT YOU HAVE DEMONSTRATED THE COURAGE TO DO RIGHT FOR TAXPAYERS, I'M ASKING THAT YOU NOT ACCEPT ANY PROPOSAL THAT DOES NOT LOOK FINANCIALLY SOUND.
I AM SPECIFICALLY CALLING OUT THE DRAFT AGREEMENT WITH THE LOS ANGELES COUNTY FIRE DEPARTMENT POSTED ON THE CITY'S WEBSITE.
THE PROPOSED CONTRACT IS TERRIBLE.
I ASK, WOULD ANY OF YOU SIGN A CONTRACT IN YOUR PERSONAL LIFE THAT SAID YOU WOULD PAY WHATEVER THE CONTRACTOR WANTED TO CHARGE YOU? THAT IS EXACTLY WHAT THE LOS ANGELES COUNTY FIRE DEPARTMENT DEPARTMENT CONTRACT SAYS.
I QUOTE FROM THE PROPOSED CONTRACT, AS SOON AS ACTUAL COST AND INFORMATION IS AVAILABLE, THE FIRE DISTRICT SHALL PROVIDE THE CITY A STATEMENT OF THE ACTUAL FIRE ANNUAL FEE FOR PROVIDING SERVICES.
THE ADDITIONAL AMOUNT DUE THE FIRE DISTRICT WILL BE PAID BY THE CITY.
SECTION THREE C THE CONTRACT SPEAKS AT 4%, 5%, 6% PAYMENT INCREASE LIMITS PER YEAR, WHICH ARE EXCESSIVE BY THEMSELVES.
THE REALITY IS THAT ALL CHARGES ABOVE THE LIMITS MUST BE PAID AT DETACHMENT.
ALSO KNOWN AS A BALLOON PAYMENT.
[00:35:01]
THIS MEANS THE CITY IS ON THE HOOK FOR ANY FUTURE PAY INCREASES.PENSION INCREASES, OVERHEAD INCREASES, FACILITY IMPROVEMENTS, OR EQUIPMENT PURCHASES, THE COUNTRY WISHES TO DO SO.
THANK YOU, JIM, IF YOU WANT EVIDENCE, LOOK TO POMONA WHERE THEY ARE LAMINATING, THE 5% INCREASE THEY HAVE ENDURED EACH OF THE LAST FIVE YEARS.
HOW DOES THE CITY COUNCIL STOP THIS FROM HAPPENING DEMAND THAT STAFF PROVIDE REAL OPTIONS.
THE CITY RESIDENTS DESERVE BETTER THAN AN OUTRAGEOUSLY EXPENSIVE CONTRACT THAT ELIMINATES TWO OF FIVE FIRE STATIONS AND ONE OF THREE PARAMEDIC AMBULANCES.
JESSICA, CAN YOU MUTE YOUR PHONE PLEASE? YEAH, GO AHEAD.
CAN I ASK MAYOR, IS JESSICA ON THE LINE? JESSICA? ARE YOU ON THE LINE? THERE MIGHT BE A DELAY COUNSEL.
OUR NEXT SPEAKER IS JERRY PATRAS.
SHE PROVIDED THIS COMMENT FROM MR. BILL ROBINSON.
MY COMMENTS TONIGHT, ADDRESS THE LEASE REVENUE BOND.
THE COUNCIL APPROVED AT THE LAST MEETING, THE REVENUE LEASE.
THE REVENUE LEASE BOND SCHEME IS NOT RIGHT BECAUSE JESSICA, WOULD YOU PLEASE MUTE YOUR JESSICA COUNCIL MEMBER? SHE MAKE HER HEAR ME? YES.
WE ARE STEERING THE ORAL COMMUNICATION.
WOULD YOU PLEASE MUTE IT? SO THEN THEY TELL THEM WE CAN THEN AMIR, YOU WOULD YOU PLEASE, SHE MIGHT HEAR A DELAY.
THIS IS ON JERRY, RIGHT? THIS IS FROM A BILL ROBINSON.
I'M GOING TO RESTART OVER MAYER.
MY COMMENTS TONIGHT, ADDRESS THE LEASE REVENUE BOND.
THE COUNCIL APPROVED AT THE LAST MEETING, THE REVENUE LEASE BOND SCHEME IS NOT RIGHT BECAUSE IT OBLIGATES THE CITY FOR 25 YEARS.
WEST COVINA COULD MISS OUT ON THE ADVANTAGES WE COULD RECEIVE FROM STATE PERS PENSION REFORM.
OH, IT'S A LOOK LIKE IT'S A LONG DELAY THOUGH.
SO JESSICA, WOULD YOU PLEASE BE PATIENT LED? UH, OURS ISN'T CLOSED.
FINISHED THE OVER-COMMUNICATION THEN WE TRY TO FIX YOUR SITUATION.
A SHORTER TERM WOULD BE BETTER.
THE REVENUE LEASE BOND NEEDS TO BE VOTED ON BY CITY RESIDENTS.
OUR NEXT SPEAKER IS STEVE BENNETT.
THE CITY COUNCIL IS VOTING ON THE ACCEPTANCE OF RENEGOTIATED EMPLOYEE AGREEMENTS WITH THE NINE EMPLOYEE BARGAINING UNITS OF THE CITY OF WEST COVINA.
ONCE AGAIN, LIMITED DETAILS WERE PROVIDED ABOUT THE NEGOTIATIONS AND THE TERMS OF THE AGREEMENTS TO THE PUBLIC AS NOT ALL OF THE SIDE LETTERS ARE ATTACHED TO THE AGENDA ONLINE.
THIS IS A LIST OF ESTIMATED SAVINGS BY EACH EMPLOYEE BARGAINING GROUP.
ACCORDING TO THE STAFF REPORTS, FIREFIGHTERS ASSOCIATION 350,000 POLICE OFFICERS ASSOCIATION 375,000 FIRE MANAGEMENT EMPLOYEES, $20,900 POLICE MANAGEMENT EMPLOYEES, 48,000 NON-SWORN SAFETY SUPPORT EMPLOYEES, 78,000 MAINTENANCE AND CRAFT EMPLOYEES, 30,000 GENERAL EMPLOYEES, 53,000 CONFIDENTIAL MANAGEMENT, 47,000 MIDDLE MANAGEMENT EMPLOYEES, 101,002.
THE ENTIRE SAVINGS WILL COME TO ABOUT ONE POINT $1 MILLION BETWEEN ALL NINE OF THE EMPLOYEE BARGAINING GROUPS.
IN CONTRAST, THE CITY MANAGER IS ONLY GIVING BACK 11.5% OF HIS RETIREMENT HEALTH SAVINGS PLAN, HEALTH INSURANCE CONTRIBUTIONS, AND EMPLOYEES, AUTOMOBILE ALLOWANCE.
BUT THE STAFF REPORTS DOES NOT GIVE A DOLLAR VALUE OF THIS 11.5% CONCESSION INSTEAD.
WHY DOESN'T THE CITY MANAGER GIVE BACK 11.5% OF HIS $212,000 PER YEAR SALARY FOR A SAVINGS OF APPROXIMATELY 24,000.
THAT WOULD BE A TRUE LEADING BY EXAMPLE.
AND OCTOBER OF 2019, THIS CITY COUNCIL APPROVED A MEMORANDUM OF UNDERSTANDING WHAT THE POLICE OFFICER'S ASSOCIATION FOR AN ESTIMATED 1.2 MILLION IN SALARY AND BENEFITS.
THEN IN NOVEMBER, THE SAME COUNCIL APPROVED A SIMILAR MEMORANDUM OF UNDERSTANDING WHAT THE FIREFIGHTERS ASSOCIATION
[00:40:01]
FOR ABOUT THE SAME 1.2 MILLION IN SALARY AND BENEFIT INCREASES THE POLICE AND FIRED UNIONS HAVE ONLY GIVEN BACK A QUARTER OF WHAT THEY WERE GIVEN AND THEY ARE NOT EVEN PERMANENT NEGOTIATIONS.THESE TEMPORARY SAVINGS WILL END AND WE WILL BE RIGHT BACK WITH THE SAME PROBLEM.
IN JUST A FEW MONTHS, WE SEND THE ORIGINAL MOU THAT GAVE THE POLICE AND FIRE UNIONS.
THE 12% RAISES IF THEY TRULY CARE ABOUT WEST COVINA, AS THEY SAY THEY DID DURING THE MEASURE WC CAMPAIGN, THIS SHOULD BE A NO BRAINER FOR THEM.
TWO POINT $4 MILLION CAN FIX MANY THINGS THAT ARE WRONG WITH THIS CITY.
DURING THE CITY COUNCIL MEETING IN OCTOBER, MAYOR TONY BU ASKED THE CITY MANAGER, IF THE CITY HAD ENOUGH MONEY TO GIVE 12% RAISES TO POLICE OFFICERS ASSOCIATION, THE CITY MANAGER REPLIED WITH, I WILL FIND THE MONEY.
I GUESS WHEN THE CITY MANAGER SAID HE WOULD FIND THE MONEY, HE MEANT THAT HE WOULD FIND IT IN THE POCKETS OF THOSE CITY EMPLOYEES THAT DID NOT GET A 12% RAISE STEVE MAYOR.
OUR NEXT SPEAKER IS JAY METER.
I AM JAY METER, A RESIDENT OF WEST COVINA.
I WOULD LIKE TO TALK ABOUT TWO SUBJECTS TODAY.
ONE THE CONCESSIONS MADE BY THE VARIOUS EMPLOYEE GROUPS AND TONIGHT'S RESOLUTIONS AND TO THE PUBLIC SAFETY MOU SIDE LETTERS.
THE REDUCTIONS IN PAN BENEFITS AGREED TO BY THE VARIOUS EMPLOYEE GROUPS AND SOME OF TONIGHT'S RESOLUTIONS, TOTAL ONE POINT $1,209,000.
THIS REPRESENTS APPROXIMATELY 39% OF THE PROJECTED REVENUE SHORTFALL SHORTFALL FOR THE 2019 2020 PERIOD OF 2.8 MILLION.
I WANT TO POINT OUT THAT IN TONIGHT'S AGENDA IS STEADY STATED THAT ROUTE RESERVES IN 2016 WERE MORE THAN 15 MILLION AND ARE NOW AROUND 8 MILLION.
IF THE 41% REMAINING REVENUE SHORTFALL OF ALMOST 1.7 MILLION IS GOING TO BE REPLACED USING RESERVE FUNDS, THE RESERVE FUND BALANCE WILL DROP TO 6.3 MILLION.
THE PROJECTED REVENUE SHORTFALL FOR 2020, 2021 IS 2.1 MILLION.
THERE IS NOT GOING TO BE SOME MAGICAL BAIL OUT THAT LITTLE.
HE WAS ONLY TWO WAYS TO CLOSE THE GAP BETWEEN REVENUE AND EXPENDITURES, REDUCE SPENDING OR RAISE REVENUE THROUGH INCREASED TAXES.
RAISING TAXES IN THE CURRENT CLIMATE WILL BE VERY DIFFICULT.
THE TAXPAYERS BELIEVE THAT THEY ARE PAYING ENOUGH.
NOW MANY RESIDENTS AND BUSINESSES ARE SIMPLY UNABLE TO PAY MORE BECAUSE OF JOB LOSSES AND BUSINESS CLOSURES RESIDENTS, ANGER AT THE DISPARITY BETWEEN PRIVATE AND PUBLIC SECTOR EMPLOYEES PAY AND BENEFITS IS GROWING DAILY RESIDENTS AND BUSINESSES, BUSINESS OWNERS ARE AWARE THAT THE PUBLIC SAFETY EMPLOYEES HAVE HAD NO INTERRUPTION IN INCOME.
AND IN SOME CASES RECEIVED STIMULUS PAYMENTS.
THE SIDE LETTER IS ATTACHED TO THE PUBLIC.
OUR IDEAL KILLER AND TONIGHT'S RESOLUTION 2020, 74 AND 20 2075.
IT IS STATED THAT THE PUBLIC SAFETY UNIONS HAVE AGREED TO CHANGES IN THE MOU.
IT IS IMPORTANT THAT THE COUNCIL CONFIRMED THE RESIDENTS AS TO WHAT THOSE CHANGES ARE.
THIS BRINGS ME TO THE SECOND SUBJECT, THE SIDE LETTERS IN THE MOU AND QUESTION PROMISED BONUSES AND RAISES.
IF NEW ONGOING REVENUE IS OBTAINED IS NEW REVENUE THAT WHICH EXCEEDS THE PRESENT DEPRESSED LEVELS IS AT REVENUE FROM NEW PAYERS OF REVENUE, OR IS IT REVENUE FROM A NEW WHAT TYPE OF TAX THIS POINT? DOES ANYONE REALLY THINK WE CAN ENTERTAIN RAISES AND BONUSES? I WOULD LIKE TO REMIND THE COUNCIL THAT THOSE SAME MOU IS PROVIDE FOR ONGOING PAM BENEFIT ADJUSTMENTS THAT WOULD KEEP OUR PUBLIC SAFETY UNIONS AND PERPETUAL NUMBER THREE RANKING POSITION IN RELATION TO A 10 CITY GROUP.
IN THE CASE OF OUR FIRE UNION, LA COUNTY FIRE WOULD ALSO BE USED TO DETERMINE THAT NUMBER THREE RANKING IN THE PAY AND BENEFIT HIP PARADE, WE SIMPLY CANNOT AGREE TO BENEFIT AND PAY STRUCTURES THAT ARE NOT STRICTLY DEFINED AND QUANTIFIED.
THIS IS NOT RESPONSIBLE NOR IS THAT REASONABLE IMPLEMENTATION OF THE TERMS IN THESE SIDE LETTERS WOULD OBLIGATE THE CITY TO A VICIOUS CIRCLE OF RES AND COUNTER RAYS WITH THESE MOU IN PLACE.
ANY REVENUE ENHANCEMENTS, NO MATTER HOW INVITED WILL NOT HAPPEN.
THESE SIDE LETTERS TO THE MOU HAVE BEEN MADE AND ATTAINABLE BY CURRENT EVENTS AND HAVE, HAVE TO BE RESCINDED WHEN HIS EMPLOYEES WOULD ASK HIM FOR A RAISE AND EXPLAIN THAT THEY THOUGHT THEY WERE WORTH THE MONEY.
MY DAD USED TO TELL THEM YOU'RE RIGHT, YOU ARE WORTH MORE MONEY, BUT THIS IS WHAT THE JOB PAYS.
AND IT IS STILL FITTING TODAY AND CLOSING FOR THE FORESEEABLE FUTURE.
ANY TAX INCREASE COULD KILL THE GOOSE THAT LAYS THE GOLDEN EGG.
THIS NEXT IS FROM BETTY TAYLOR AS A FORMER WEST COVINA PD RECORDS CLERK.
I AM SO SADDENED TO HEAR THEIR BENEFITS AND POSSIBLY THEIR PAY WILL BE AFFECTED BY PROPOSED CUTS.
HOW DOES THIS HAPPEN IF THEY WERE NEVER GIVEN A RAISE WHEN THE PD OFFICERS AND FIREWARE, THIS IS MADNESS.
HOW DO YOU EXPECT PEOPLE TO BE MOTIVATED TO DO THEIR JOB AND STAY IN WEST COVINA? WHAT KEEPS THEM HERE TO DO A JOB WHEN THEY'RE OBVIOUSLY NOT IMPORTANT NOR VALUED SOME OF THESE EMPLOYEES DEPEND ON THEIR JOBS FOR THEIR LIVELIHOOD, SHAME ON YOU, CITY MANAGER AND CITY COUNCIL THAT COULD DO
[00:45:01]
SOMETHING SO MEAN AND NASTY TO THESE EMPLOYEES.NEXT HERE WE HAVE THREE MORE LETTERS.
FIRST FROM WEST QUEEN RESIDENT, MARK TAYLOR.
I AM VERY CONFUSED BY THE WEST COVINA FIREFIGHTERS ASSOCIATION POSITION ON GOING TO COUNTY FIRE IN 2018.
WHEN THE QUINT WAS BEING DEBATED TO REPLACE ENGINE FOR THE FFA, THEIR FAMILIES, AND EVEN SMALL CHILDREN CAME TO THE COUNCIL MEETINGS, TALKING ABOUT HOW THAT CHANGE WOULD INCREASE RESPONSE TIMES AND PUT RESIDENTS LIVES IN DANGER.
THEY EVEN PUT OUT ELECTION MATERIALS CRITICIZED IN THE PREVIOUS COUNCIL FOR REDUCING THEIR BUDGET.
BY 10% IN THEIR ELECTION MATERIAL, THEY INTIMATED THAT THE COUNCIL WAS CLOSING STATION FOUR, WHICH HAD NEVER BEEN DISCUSSED.
IN FACT, THIS WAS A CHANGE IN EQUIPMENT, NOT A STATION CLOSURE, CLEARLY A TACTIC TO SCARE THE RESIDENTS.
NOW WITH THE POSSIBLE COUNTY FIRE CONTRACT, THEY ARE SILENT AND APPEAR TO BE TOTALLY FINE WITH GOING FROM FIVE FIRE STATIONS TO THREE.
THEN THE FIRE CHIEF ASKED US TO BELIEVE THAT RESPONSE TIMES WON'T CHANGE AND THREE FIRE STATIONS WILL BE SUFFICIENT.
HOW IS THIS POSSIBLE? IF IT IS TRULY THE CASE, WHY DOESN'T OUR FIRE DEPARTMENT JUST CLOSE TWO STATIONS AND SAVE MONEY? AND THE REASON IS THAT NONE OF THE FIRE MAN, INCLUDING THE CHIEF LIVE IN WEST COVINA AND MOST WILL NOT BE ASSIGNED TO WEST COVINA AS COUNTY EMPLOYEES, THE COUNTY PROPOSALS, IRRESPONSIBLE, NOT IN THE BEST INTEREST OF THE RESIDENTS.
THE CITY MANAGERS SHOULD BE ASHAMED OF THIS CONTRACT PROPOSAL.
THIS IS THE SAME GUY THAT GAVE THEM THE 12% RAISE PRIOR TO THE VOTE ON INCREASING THE SALES TAX AND MAKING A PROMISE TO THE FFA THAT IF THE TAX DIDN'T PASS, HE WOULD SEEK A BID FROM THE COUNTY.
WHEN THE CITY COUNCIL ASKED HIM ABOUT THE RAISES, THAT ACCOUNTS, MEANING HE SAID HE WOULD FIND THE MONEY.
I BELIEVE THE CITY MANAGER HAS A PROBLEM TELLING THE TRUTH.
THE CITY'S MONEY PROBLEMS ARE NOT FROM THE PANDEMIC, BUT FROM POOR DECISIONS.
THIS IS ALL ABOUT THE FFA WANTING TO GO COUNTY.
ALSO, WHY IS THE CITY TAKING AWAY BENEFITS FROM ALL EMPLOYEES? IT IS NOT FAIR TO REDUCE BENEFITS TO ALREADY UNDERPAID GENERAL EMPLOYEES WHO HAVE NOT BEEN GIVEN ANY RAISES BECAUSE OF THE POOR DECISION POLICE OFFICERS AND FIREFIGHTERS AT 12% RAISE THESE RAISES COST IN EXCESS OF TWO POINT $5 MILLION PER YEAR.
THE GENERAL EMPLOYEES SHOULD KEEP THEIR CURRENT BENEFITS REGARDING THE PROPOSAL FOR BKK MANY RESIDENTS HAVE CRUDELY STATED THEY DID NOT WANT THE PROPOSED HOTEL AND OTHER THINGS AT THIS SITE.
THIS IS SOMETHING OUR CORRUPT COUNCIL.
MAJORITY IS PUSHING DOWN OUR THROATS.
I BELIEVE MIRROR WU HAS REFERRED TO SEEING POLIO AS HIS BUSINESS PARTNER.
HOW MUCH IS HE RECEIVING TO GET THIS DEAL IN PLACE? IT MAY BE TIME TO GET THE LOS ANGELES COUNTY DISTRICT ATTORNEY'S PUBLIC INTEGRITY UNIT TO INVESTIGATE THESE ACTIONS.
I AM STRONGLY AGAINST THE EXISTING BKK PROPOSAL.
NEXT NEXT LETTER IS FROM, UM, SAMUEL WONG.
YOU KNOW, I WANTED TO SAY ONE THING.
HE'S A VERY RACIST TO TALK ABOUT WITHOUT UNFUNDED.
ALKALIZATION LET MYSELF BECAUSE OKAY.
THE POLI OWNER IS ASIAN AND ASIAN.
HE'S WELCOME TO GO TO THE DA OR FFA.
THE FREEDOM OF SPEECH DOESN'T MEAN YOU CAN'T ATTACK PEOPLE WITHOUT ANY EVIDENCE.
AND I'M TALKING ABOUT JUST BECAUSE WE ARE SETTING RACE, THEN WE HAVE TO BE PANO RELATIVE.
THIS IS ALL, IT'S ALL ACCEPTABLE.
OUR NEXT LETTERS FROM SAMUEL WONG, GOOD EVENING, HONORABLE COUNCIL MEMBERS AND FELLOW WEST COMMUNITY RESIDENTS.
MY NAME IS SAMUEL WONG AND I HAVE BEEN A RESIDENT AND HOMEOWNER OF WEST COVINA SINCE 1989.
I AM AN ACTIVE 70 YEAR RETIRED SENIOR.
WHO'S TAKEN UP WALKING 3.5 MILES DAILY IN LIEU OF MY CLOSED GOLD'S GYM.
YOU'D BE QUITE SURPRISED AT WHAT YOU WOULD SEE IN OUR CITY STREETS WHEN YOU WALK IT VERSUS DRIVING BY THE FOLLOWING ARE ITEMS OF CONCERN, WHICH I HAVE PERSONALLY SEEN ON MY WALKS ONE.
WE'RE GETTING RIPPED OFF BY OUR LANDSCAPE CONTRACTORS MERCHANTS IN MARIPOSA ON TUESDAY MORNINGS.
I'VE SEEN MERCHANTS EMPLOYEES CUTTING THE GRASS ON FAIR GROVE AVENUE ACROSS THE STREET FROM OUR FIRE STATION.
THEY THREE EMPLOYEES SPEND A TOTAL OF 10 MINUTES THERE.
ONE GUY IS TRIMMING THE GRASS EDGE.
THE OTHER GUY'S ON A LARGE, MORE CUTTING THE GRASS.
THAT THIRD GUY BLOWS ALL THE GRASS AND DEAD LEAVES HERE IN LIES.
THE PROBLEM, THE GUY BLOWS ALL THE DEAD LEAVES IN ANY TRASH OFF THE SIDEWALKS ONTO THE STREET.
CURBSIDE, THE GRASS CLIPPINGS ARE BLOWN BACK ONTO THE GRASS.
THEY DID NOT CARRY OFF THE ACCUMULATED DEAD LEAVES.
THAT SAME PROCEDURE OCCURRED AT WOODGROVE PARK.
I ASK ANYONE OF YOU COUNCIL MEMBERS TO TAKE EVEN A QUICK DRIVE ON PARKSIDE AVENUE.
DEAD LEAVES ARE LITTERED ALL OVER THE STREET.
MARIPOSA EMPLOYEES DID THE SAME THING WHEN THEY BLEW OFF THE SIDEWALKS ON BELINDA AVENUE, BETWEEN MEADOWSIDE AND SUMMER PLACE,
[00:50:01]
THEY HAD THE AUDACITY TO BLOW SOME HOMELESS GARMENTS OFF THE SIDEWALKS ONTO BELINDA AVENUE DID NOT BOTHER TO PICK IT UP.MY CONCERN WHO IS WATCHING OUR CONTRACTORS, NUMBER TWO, THE CURB PAINTING.
I SEE A CURB FRESHLY PAINTED RED AND FURTHER DOWN THE SAME STREET.
THE FADED RED PAINT CHIPPING OFF THE CURB.
NUMBER THREE WOOD GROVE PARK IS A DISASTER AREA.
THERE'S GRAFFITI ON THE GAZEBO PILLARS, TRASH CANS, WALKWAY, AND EATING BENCHES.
THIS CONDITION HAS BEEN LIKE THIS FOR OVER TWO WEEKS.
MY CONCERN WHERE OUR CITY MAINTENANCE WORKERS WHO ARE RESPONSIBLE FOR THIS AREA, NUMBER FOUR, THE WALL ON BELINDA AVENUE BETWEEN DORY STREET AND MAPLE GROVE DESPERATELY NEEDED A FRESH COAT OF PAINT.
I HAVE LIVED HERE OVER 30 YEARS AND HAS LOOKED THE SAME.
THE WALL ON THE SIDE OF THE CITY OF LINDA HAS A FRESH COAT OF PAINT.
MY CONCERN, HOW IS A SMALLER CITY LIKE PHILANDO WITH A SMALLER BUDGET CAN DO A BETTER JOB THAN WEST COVINA.
AGAIN, I ASK ANY ONE OF YOU TO GET OUT OF YOUR OFFICE AND CAR AND TAKE A WALK ON SOME OF OUR CITY STREETS.
TAKE A SHORT WALK ON EMAR NORTH SIDE OF THE STREET BETWEEN BRENTWOOD AND BELINDA.
YOU WILL SEE A PILE OF DEAD LEAVES, TRASH BAGS, CUPS, SIDEWALK, GRAFFITI RED CURBS THAT NEED PAINTING BUS TOP WITH GRAFFITI, ET CETERA.
TAKE A LOOK AT ACROSS THE STREET ON THE BELINDA SIDE.
AND THEIR SIDEWALK IS CLEAN DEVOID OF TRASH AND DEAD LEAVES.
COUNCIL MEMBER, LLOYD JOHNSON IS AWARE OF MY CONCERNS, BUT HE'S NOT MY DISTRICT COUNCIL MEMBER.
I REQUEST THAT MY RESPECTIVE COUNCIL MEMBER ADDRESS THESE BASIC CITY ENHANCEMENT ISSUES OR DELEGATE SOMEONE FROM THE MAINTENANCE DEPARTMENT TO FOLLOW UP.
THESE ARE NOT COMPLICATED ISSUES WITH BASIC CITY ENHANCEMENT ISSUES, WHICH AFFECT OUR BASIC QUALITY OF LIFE.
I TRULY UNDERSTAND THERE ARE MORE PRESSING ISSUES FACING OUR FAIR CITY AND I APPLAUD AND SUPPORT ALL THOSE YOUNG AND OLD THAT HAVE APPEARED IN PERSON TO VOICE THEIR CONCERNS REGARDING FREEDOM OF SPEECH, THE CITY BUDGET, THE PROPOSED BOND ISSUE, ANIMAL CONTROL, AND THE PAY RAISES FOR THE POLICE AND FIRE DEPARTMENT.
THANK YOU FOR YOUR ATTENTION, SAMUEL WALGETT.
NEXT IS A LETTER FROM CECELIA ROMO, DEAR MAYOR, TONY WU AND WEST COVINA CITY COUNCIL MEMBERS.
I AM A RESIDENT OF WEST COVINA AND EMAILING TODAY TO URGE THE CITY OF WEST COVINA TO DEFUND THE WEST COVINA POLICE DEPARTMENT.
MARY, THIS IS THE SAME LETTER FROM PREVIOUSLY IT'S IDENTICAL LETTER.
UM, AND THE LAST LETTER I HAVE THIS EVENING IS FROM JAMES FLOURNOY.
UH, MARIN CITY COUNCIL REGARDING LAND SALE SAVE OUR COMMUNITY IS A NONPROFIT PUBLIC BENEFIT ASSOCIATION, SAN GABRIEL VALLEY.
WE ARE CONCERNED ABOUT THE SEISMIC SAFETY OF THE SITE AND THE CITY'S LIABILITY.
THE 2008 USG SHAKEOUT OF 2008, INTRODUCED A NEW SEISMIC HAZARD IN THE SAN GABRIEL VALLEY.
OR IN THIS CASE, THE SAN JOSE CREEK ANTICLINE SHAKE OUT SHOWS THAT THE MOST LIKELY PROBABLE SEISMIC EVENT IS ON ONE OF THE SOUTHERN SAN ANDREAS AND THAT A CHAIN OF SEDIMENT, TERRY BASINS PATH EFFECT FROM THE SOURCE IN THE SAN BERNARDINO AREA, AMPLIFIES THE GROUND MOTIONS AT WEST COVINA IS DISTANCE FROM THE FAULT.
THE EFFECTS ARE MOSTLY AT LONGER WAVELENGTHS AND ALSO FOR LONGER DURATIONS THAN A SIMPLE MAGNITUDE DISTANCE RELATION SHIP SHOWS THAT IS IN THE SAFETY ELEMENT AND COATS.
THIS AFFECTS LANDSLIDE AND OTHER GROUND MOTIONS AND HAS A MAJOR EFFECT ON TALL BUILDINGS IN WATER TANKS.
IT MAY NOT BE APPROPRIATE FOR A LARGE MULTISTORY BUILDING ON THAT SITE.
WATER TANKS USED FOR FIREFIGHTING AND WE HOLD FOR ESSENTIAL WATER SUPPLIES ARE CONSIDERED ESSENTIAL SERVICES STRUCTURES, AND THEREFORE REQUIRE INCREASED LEVEL OF ANALYSIS.
SIMILAR TO SCHOOLS, HOSPITALS, POLICE STATIONS, ET CETERA, BELIEF.
MOST LOCAL WATER TANKS WERE DESIGNED INSTALLED PRIOR TO THIS INFORMATION BEING AVAILABLE AND THEREFORE MUST BE RETROFITTED WITH MATTE FOUNDATIONS OR PIES AND PEGS TO ANCHOR THE TANKS AWAY, BREAKAWAY VALVES AND OTHER PROVISIONS TO PREVENT THE FLOODING OF PRECIOUS WATER.
IT WOULD ALSO APPEAR THAT A LARGE HOTEL MAY NEED INFRASTRUCTURE AND FIRE PUMPS WITH BACKUP PROVISIONS PRIOR TO ANY SALE.
A SURVEY OF THE WATER INFRASTRUCTURE MUST BE MADE AND A PRELIMINARY GEO-TECHNICAL REPORT MADE TO CHARACTERIZE THE SITE SINCERELY YOURS, JIM FLORIDA.
SENIOR MANAGER, YOU CAN RESPOND SOME OF, UH, OKAY.
WE HAVE A 200 MORE TALKING ABOUT A 17 PKK IS THAT IDENTICAL EMAIL.
AND THAT WE HAVE A MORE THAN 200 TALK ABOUT IDENTICAL EMAIL ABOUT THE FOUNDER POLICE.
SO MAYBE YOU CAN BOTH, AND THEN YOU HAVE, UH, UH, UH, JIM MADE REGARDING THE MOU.
THE PROPOSED DECREASE OF THEIR 10%.
THEY WILL NEED TO PIGEON, SO MAYBE YOU CAN ANSWER THOSE QUESTION.
WE HAD A NUMBER OF SPEAKERS TONIGHT, LCMS MEN, PETER DEANN, JESSICA ARM, SPEAK AGAINST ITEM THREE, WHICH IS A AMENDMENT TO THE ESCROW INSTRUCTION TO DOESN'T
[00:55:01]
GRANT PERMISSION TO BUILD ANY DEVELOPMENT ON THE PROPERTY, BUT RATHER REDEFINES THE BUSINESS TERMS, EXTENDING THE CONDITIONS OF THE ESCROW THROUGH APRIL AND TRANSITIONING THE EARNEST MONEY.SOME $400,000 TO NON-REFUNDABLE IN THE CITY'S FAVOR REGARDING THE DEFUND, THE POLICE LETTERS.
WE'VE, WE'VE TALKED ABOUT THOSE, UM, REGARDING, UM, MR. GRITCH AND JERRY PORTRAITS REGARDING THE LEASE REVENUE BONDS.
UM, WE APPRECIATE THE KUDOS REGARDING THE PENSION BONDS.
AND I ALSO NOTE MR. GOODRICH'S SUGGESTIONS ABOUT THE TERMS OF THE COUNTY FIRE CONTRACT, UM, WHICH IS A STANDARD CONTRACT AND NOT ON YOUR AGENDA TONIGHT, BUT THERE'S A LOT OF WORK GOING ON WITH RESPECT TO THAT.
UM, MR. BENNETT AND MR. METER BOTH NOTED THE ONE POINT $1 MILLION SAVINGS FROM THE EMPLOYEES, UM, GIVING BACK BENEFITS, UM, SOME OF THOSE CONTRACTS.
AND WHEN WE GET TO THAT PORTION OF AGENDA, I'M GONNA ASK ME PULLED OFF TONIGHT.
CAUSE WE NEED SOME MORE WORK ON THOSE AND THEY'RE NOT READY FOR COUNCIL ACTION.
AND THE LAST, UM, COMMON I HAD FROM BETH TAYLOR, WHO WAS ALSO AGAINST THE PROPOSED, UM, EMPLOYEE BENEFIT CUTS AS SHE BELIEVED THEY WERE DEMOTIVATIONAL.
I CAN TELL YOU WE'VE BEEN IN CONSTANT COMMUNICATION WITH OUR EMPLOYEE GROUPS AND, UM, GOT TO THIS, UM, THESE AGREEMENTS, UM, COOPERATIVELY FALLING, THE, THE STATE LAW PROCESS FOR MEET AND CONFER.
I THINK THAT'S ALL I HAVE BY WAY OF MR. RESPONSE.
MAY I ASK YOU A QUESTION, PLEASE? GO AHEAD.
SO YOU MANAGER, WOULD YOU LOOK INTO THE SAMUEL WALTZ ISSUES THAT HE HAD UP THERE PLACE FOR US REGARDING THE MAINTENANCE ISSUES? I DID MAKE NOTE OF THAT.
AND I TOLD HIM I'D BRING IT UP THE ISSUE TONIGHT, EVERY NEED TO LOOK INTO IT.
AND PLEASE LET THE PUBLIC LOOKING TOWARDS, SEE HOW CAN WE IMPROVE? SEE YOU.
I THINK SHE SENT AN EMAIL TO ALL THE COUNCIL.
I THINK WE ARE POLAR TO THE CITY MANAGERS AND ALL OF THE MICRO OFFICERS REGARDING THIS ISSUE.
SO HOPEFULLY WE CAN HAVE OUR CONTRACTOR TO MAKE SURE, OKAY.
AND I THINK, SO I WANT TO ADD ON QUICKLY, I KNOW THAT PEOPLE ARE CONCERNED ABOUT DEFUNDING POLICE.
AND THE VPK K, BUT THE BKK BASICALLY WE'RE NOT PUTTING ANYTHING.
WE BASICALLY JUST EXTEND THE ESCROW.
NOBODY CAN DO NOTHING UNLESS THEY HAVE TTSC EPA OR ANY REGULATORY AGENCY OR SEQUEL TO APPROVE OTHERWISE THEY CAN APPEAL NOTHING.
SO ANYWAY, BUT PEOPLE SHOULD UNDERSTAND THE CTO, MOLDINGS 13 POINT $5 MILLION BOND ON THE PARCEL.
WE WANT TO GET OUR MONEY IS FINANCIAL STRESS.
WHAT THEY CAN DO IS NOW WHAT WE CAN DECIDE THAT WILL BE SUBJECT TO ENTIRE STATE OR REGULATORY AGENCY TO DECIDE WHAT THEY CAN DO.
AND THEY WON'T DO SOLAR PANEL OR TO DO ANYTHING.
AGAIN, THERE HAS TO BE THE REGULATORY AGENCIES, OKAY.
APPROVAL AND DECISION TO ALLOW THEM TO DO IT.
AND THIS IS SAYS, WE'LL FUND THAT WE DEVELOP AGENCY BECOME SUCCESSFUL AGENCY.
WHILE OUR CT, OUR JOB IS GET OUR MONEY BACK.
SO THAT MONEY BACK TO OUR TAXPAYER, AND THIS IS OUR JOB, BUT WE HAVE TO DO THAT.
BUT WE GOT IN, OTHER THAN THAT, PEOPLE HAVE A DIFFERENT AGREEMENT.
BUT ONE THING IS THIS PEOPLE CAN AGREE OR DISAGREE, BUT NOT TO ATTACK WITHOUT ANY OF EVIDENCE REGARDING ANY REGARDING THE CHARACTER ASSISTANCE ASSASSINATION.
AND IF YOU HAVE ANY EVIDENCE, PLEASE SEND TO DA, OKAY.
FBI GOT TO CIA, GO TO ANY AGENCY.
IF THERE'S EVER ANY WRONGDOING, WE MIGHT GUESS A WELCOME TO DO IT.
OUR JOB IS WHAT WE ARE SWAYING TO TAKE CARE OF THE CITY VISITORS, ESPECIALLY THE MONEY OKAY.
BASICALLY BURDEN US THAT WE HAVE TO PAY 600 YEARS OLD AND ALL THE INTEREST OKAY.
YEARLY TO PAY FOR THIS POUND, THE PKK SIDE.
ALL THOSE PEOPLE, IF YOU ARE THE REAL PERSON, WHEN ASSOCIATE EMAIL, PLEASE GO TO RESEARCH OR HOW THEIR PKK IS ABOUT, OKAY, THIS IS IMPORTANT THING TO SEE THE DETAIL.
NOW THE ONLY ONE SIDE I SENT YOU A PROPAGANDA OR SOME OLD PEOPLE AGAINST, BY MOLDING, BOTH ANYTHING YOU ARE, YOU CAN DECIDE HOW YOU WANT TO DECIDE ABOUT THIS THEME, BUT GET THE EFFECT I THINK, BUT ANYTHING TO GET EFFECT I'LL WE GOT INTO THE FUNDER POLICE.
I THINK THAT'S WHAT WE'RE TALKING ABOUT.
THE ALL POLICE COVEN IS ON THE PHONE.
AND THEN WE TRIED TO DO A LOT OF STUFF, TRY TO PROTECT OUR CITY, BUT AGAIN, OKAY.
I HOPE THAT PUPIL WANT TO DEFEND THE POLICE, LOOKING TO OUR POLICE BUDGET, TO SEE WHAT WE CAN DO AND HELP TO PROTECT OUR CITY, OUR RESIDENT.
AND I THINK WE'LL MOVE ON TO THE NEXT WOULD BE A MANAGER REPORT TO GO AHEAD.
UM, GOOD EVENING AGAIN, MARIN COUNCIL, WE HAVE A COUPLE OF STAFF REPORTS TONIGHT.
[4th of July Enforcement - Chief Bell and Chief Capelle]
[01:00:01]
UM, WAS TO BE UPDATE REGARDING OUR DIRECTED PATROL AND 4TH OF JULY ENFORCEMENT.WE HAD INTENDED TO DO THAT IN TWO PART HARMONY WITH CHIEF OF POLICE, RICHARD BELL AND FIRE, CHIEF VINCE CAPELLI, CHIEF BELL IS INCAPACITATED AND UNABLE TO BE HERE TONIGHT, BUT I'D LIKE TO BEGIN WITH THAT OVERVIEW REPORT BACK TO COUNCIL BY CHIEF CAPELLI AND THEN MOVE INTO THE CITY MANAGER'S REPORT.
GOOD EVENING, MR. MAYOR, MAYOR PRO TEM COUNCIL MEMBERS, CITIZENS, CITY MANAGER MINCE, CAPELLI FIRE CHIEF.
I'M GONNA GIVE YOU A 4TH OF JULY REPORT, UH, ON THE POLICE AND FIRE DEPARTMENT DOING DIRECTED PATROL AND ENFORCEMENT AND, UH, LEADING UP TO 4TH OF JULY AND DURING 4TH OF JULY IN REGARDS TO ENFORCEMENT OF FIREWORKS.
SO SOMETIME A FEW MONTHS AGO, WE GAVE YOU AN UPDATE OF WHAT OUR PLAN WAS FOR THE 4TH OF JULY ENFORCEMENT.
THE PLAN WAS THE POLICE DEPARTMENT AND FIRE DEPARTMENT AND OTHER CITY DEPARTMENTS.
WE'RE GOING TO PUT ONE TO TWO BANNERS, PROMINENT LOCATIONS IN APRIL AND MAY, WHERE WE'RE GOING TO DO PUBLIC SERVICE ANNOUNCEMENTS ON ALL OF OUR SOCIAL MEDIA AVAILABLE SITES DO DISCOVER NEWSLETTER AS WELL AS CITY MOBILE MESSAGE BOARD.
THAT WAS OUR PLAN THAT WE BROUGHT TO YOU, WHAT WE WERE ABLE TO DO DUE TO OTHER CIRCUMSTANCES, COVID-19 PEOPLE TO DO THE WORK AND FUNDS AVAILABLE.
WE'RE ABLE TO DO BANNERS OVER AZUSA AVENUE AND OVER VINCENT, WHICH WERE VERY NICE BANNERS, ADVISE WHAT DANGEROUS AND ILLEGAL FIREWORKS THAT WERE NOT ALLOWED IN WEST COVINA, AS WELL AS SAFE AND SANE.
THE POLICE DEPARTMENT AND FIRE DEPARTMENT, AS WELL AS THE CITY SOCIAL MEDIA PLATFORMS, WE ALL ADVERTISE AND EDUCATE THE ABOUT THE WEST COMMUNITY MUNICIPAL CODE FOR HAVING FIREWORKS IN THE CITY AND ON MONDAYS AND THURSDAYS LEADING UP TO 4TH OF JULY IS WHEN WE WERE POSTING THOSE.
WE ALSO SENT OUT MAILERS THAT WENT OUT THROUGH ATHENS IN THE MONTHLY BILL.
UH, THIS SLIDE RIGHT HERE SHOWS SOME OF THE SOCIAL MEDIA POSTINGS THAT WAS SENT OUT.
THIS ONE, I EXPLAIN WHAT FIREWORKS THAT ARE PROHIBITED, WHAT FIREWORKS ARE, WHAT THE VIOLATIONS WERE AND WHAT THE FINES WERE.
HERE'S ANOTHER POST THAT EXPLAINED THE LEGAL FIREWORKS ALSO SHOWS ONE OF THE ARRESTS THAT WAS DONE BY THE POLICE DEPARTMENT, ILLEGAL FIREWORKS THAT WERE LOCATED OBTAINED ON JUNE 7TH.
PRIOR TO 4TH OF JULY, I KNOW THEIR SOCIAL MEDIA POSTS EXPLAINING THAT A POLICE DEPARTMENT DID DIRECTED STINGS TO ARREST PEOPLE THAT WERE SELLING THROUGH ONLINE SALES LOCATIONS, LIKE OFFER UP.
THE POLICE DEPARTMENT, DID A STING OPERATION WHERE THEY WENT ON THESE MEDIA WEBSITES AND THEY, THE SALES WEBSITES, AND THEY WENT TO GO BUY THE FIREWORKS.
AND WHEN THE SELLER SHOWED UP WITH THE ILLEGAL FIREWORKS, THEY CONFISCATED THEM MADE ARREST.
UH, THE DEPLOYMENT PLAN WE BROUGHT TO YOU WAS TO HAVE AN INCIDENT COMMANDER ASSIGNED FROM THE POLICE DEPARTMENT, POLICE AND FIRE PERSONNEL WILL HOLD JOINT INCIDENT BRIEFINGS, DISCUSS RESPONSIBILITIES.
THERE WAS GOING TO BE FOUR, THREE MAN UNITS CONSISTING OF TWO POLICE OFFICERS IN A FIREFIGHTER, ONE IN ONE ADDITIONAL PUBLIC SAFETY DISPATCHER, AND ONE DEDICATED POLICE FIELD SUPERVISOR A REGULARLY AND REGULARLY SCHEDULED PATROL OFFICERS RULE FOCUS ON CALLS RELATED.
IF THEY WERE ABLE TO REGULAR SCHEDULED FIREFIGHTERS WERE FOCUSED ON OTHER CALLS AND SERVICE AND ONE AVAILABLE ENFORCED LEGAL FIREWORKS, ORDINANCES, FIRE STATION TWO WAS GOING TO HOST LOCATION FOR CONFISCATED FIREWORKS AND ANY EXPLOSIVE.
WE'RE GOING TO GO THROUGH THE LA ARSON EXPLOSIVES UNIT.
WHAT WE ACTUALLY DID IS WE HAD THREE, ONE MAN PATROL UNITS WOULD INCLUDING A SUPERVISOR FROM THE POLICE DEPARTMENT.
WE HAD SEVEN TWO MAN PATROLS, FIVE OF THOSE SEVEN UNITS WHERE ONE POLICE OFFICER AND ONE FIRE PERSONNEL, INCLUDING CHIEF BELL AND MYSELF.
AND WE HAD TWO UNITS WITH FIRE POLICE BAR PERSONNEL ALSO.
AND WE HAD ONE EVIDENCE COLLECTION UNIT.
THE ENFORCEMENT PLAN WAS THE POLICE, THE FIRE ENFORCEMENT TEAM.
WE'RE DEDICATED TO JULY 3RD AND FOURTH.
THEY WOULD USE CITY ORDINANCES, STATE LAWS, AND ABSOLUTELY BONAFIDE PUBLIC SAFETY DEMAND.
THEY WOULD DO ENFORCEMENT ACTIVITIES.
WHAT WE WERE ABLE TO DO WAS WE WERE ABLE TO HAVE THE ENFORCEMENT TEAM AS I OUTLINED IN THE LAST SLIDE ON JULY 4TH, FROM 1400 HOURS UNTIL MIDNIGHT, THE DIRECTOR DIRECTED PATROL TEAM THAT WAS DEDICATED TO FIBERS CALLS ON JULY 4TH FROM THE FIRE DEPARTMENT, WE HAD ONE FIRE ASSISTANT, CHIEF FIRE, CAPTAIN ENGINEER, AND ONE FIREFIGHTER PARAMEDIC, WHICH WAS ASSIGNED TO POLICE OFFICERS AND TWO MAN CARS.
AND THE FIRE CHIEF THAT FIRE PERSONNEL
[01:05:01]
COSTS WAS $2,070.WE HAD ONE EXTRA FIRE ENGINE TO HANDLE FIREWORKS RELATED FIRE CALLS WITH ONE CAPTAIN ENGINEER, TWO FIREFIGHTERS AT $1,580 POLICE DEPARTMENT HAD ONE POLICE SERGEANT SEVEN POLICE OFFICERS, ONE RESERVE OFFICER AND A COMMUNITY SERVICE OFFICER.
AND OBVIOUSLY THE DISPATCH POLICE HOURS SPOKE ABOUT EARLIER FOR A COST OF 5,226.
ESTIMATED COST IS TIME COMBINED TOTAL FOR THAT DAY WAS $8,878.
THERE'S AN ASTERISK ON THAT BECAUSE THERE'S PROBABLY GOING TO BE SOME EXTRA COSTS LATER ON WHEN SOME OF THE CASES GO TO COURT, PERSONNEL WILL HAVE TO GO AND TESTIFY AND DO OTHER RELATED ACTIVITIES TO THE ARREST.
THE NEXT IS, WE'RE GOING TO TALK ABOUT SPECIFICALLY FIREWORKS RELATED CALLS FOR SERVICE LEADING UP THE 4TH OF JULY AND OUR 4TH OF JULY.
SO FIREWORKS RELATED CALLS, WE WANTED TO GIVE YOU A PERSPECTIVE OF WHAT HAS TAKEN PLACE IN THE PAST AND WHAT IT TOOK A PLACE IN 2020.
EVERYBODY KNOWS THAT 2020 WAS A BANNER YEAR FOR ILLEGAL FIREWORKS.
IT WAS OUT OF CONTROL THROUGHOUT THE WHOLE UNITED STATES, 2018.
THERE WAS 365 CALLS FOR SERVICE FROM JANUARY.
WE HAD 314 AND IN 2020 WE HAD 1007 AND THERE'S PROBABLY SOME CALLS THAT DIDN'T GET DOCUMENTED.
THEY MAY HAVE BEEN CALLED SOMETHING ELSE AND THEY ENDED UP BEING FIREWORKS RELATED.
YEAH, TO NARROW THAT DOWN TO 2020, JANUARY 1ST TO MAY 31ST, THERE WAS 141 FOCUSING ON JUNE 1ST TO JUNE 30TH, THERE WAS 540 CALLS FOR SERVICE JULY.
FIRST THROUGH JULY 3RD, WE HAD 109 CALLS FOR SERVICE.
AND ON JULY 4TH, WE HAD 217 CALLS FOR SERVICE
SO FIREWORKS RELATED ADMINISTRATIVE CITATIONS AND ARRESTS FROM JUNE 1ST TO JULY 4TH, 2020, THERE WAS 46 ADMINISTRATIVE CITATIONS THAT WERE ISSUED AND NINE ARREST THAT TOOK PLACE THROUGH JULY 3RD.
LIKE WE STATED THERE WAS NINE CITATIONS THAT WERE GIVEN AND TILDRA DO THIS DISTINCT OPERATIONS AND SOME NIGHTLY AND DAILY PATROLS THAT HAPPENED UPON ILLEGAL FIREWORKS.
THEY WERE TAKING PLACE ON JULY 4TH.
THE ENFORCEMENT TEAMS WERE ABLE TO GIVE OUT 37 CITATIONS.
THERE WAS ROUGHLY 37 ADMINISTRATIVE CITATIONS AND NINE CRIMINAL CITATIONS, A ROUGH ROUGH ESTIMATE.
THIS TIME IS SOMEWHERE OVER $20,000.
THAT WILL BE RECOUPED IN REVENUE DUE TO THESE FINES.
AND CITATIONS IS ASTERISK NEXT TO THAT BECAUSE OBVIOUSLY WHEN THEY GO TO COURT AND THEY GO TO THE ADMINISTRATOR VIEW, SOMETIMES THOSE FINES MAY NOT BE EXACTLY WHAT THEY WERE SUPPOSED TO BE.
THAT'S UP TO THE COURT, SOME FIREWORKS RELATED INJURIES ON JUNE 23RD, WE HAD A FIREWORK THAT EXPLODED AND A CITIZEN HAD SOME TRAUMATIC INJURY WHERE HE HAD EXTENSIVE DAMAGE TO HIS HAND AND TO HIS FACE.
AND HE HAD TO BE TRANSPORTED TO A TRAUMA CENTER, BASICALLY A VERY LARGE EXPLOSIVE EXPLODED IN HIS HAND ON JULY, BASICALLY THE SAME THING.
IT WAS NOT AS DRASTIC AS THE JUNE 23RD.
ANOTHER INCIDENT ON JULY 4TH WAS ANOTHER EXTREMITY INJURY, UM, FIREWORKS RELATED FIRES.
WE HAD EIGHT FIRES LATER FIRES BETWEEN JULY 1ST AND JULY 10TH FOR THESE FIRES OCCURRED ON JULY 4TH.
THERE WAS A BRUSH FIRE ON JULY 1ST, UM, THE HILLSIDE BEHIND TARGET.
UM, WE ON JULY 4TH, THERE WAS A MUTUAL AID STRUCTURE FIRE JUST OUTSIDE OF THE CITY OF WEST CONVENIENT THAT, UH, ENGINE THREE WENT TO ON JULY 4TH.
WE HAD A STRUCTURE FIRE ON AZUSA, UM, THAT PATROL UNITS ACTUALLY SPOTTED DOING OUT THERE PATROL AND HAPPENED TO SEE THE FIRE AND STOPPED IT FROM, UH, EXTENDING INTO HOUSE JULY 4TH.
THERE WAS A GRASS FIRE ON A HILLSIDE NEAR RESIDENCE ON MAPLE GROVE WHERE IT WAS EXTENDING UP TO THE WATER TOWERS.
UH, CRUZ DID A GREAT JOB GOING UP THERE AND STOPPING THAT FOR GOD INTO ANY OF, UH, OUTBUILDINGS OR ANY STRUCTURES OR THE WATER TANKS.
UH, ON SEVEN FOUR, THERE WAS ALSO A GRASS FIRE ON TEMPLE AVENUE IN HILLSIDE, NEAR APARTMENT COMPLEX.
UH, AT THAT TIME THERE WAS ACTUALLY NO CREWS AVAILABLE CAUSE THEY WERE ON OTHER CALLS.
SO, UH, ACTUALLY CHIEF BELL AND MYSELF WENT THERE IN A CAR AND THERE WAS SOME RESIDENTS THAT WERE, UH, ASSISTING, TRYING TO PUT THE FIRE OUT.
AND THEN WE WERE ABLE TO BREAK AWAY ENGINE TO STOP THAT FIRE FROM ADVANCING ANY FURTHER ON JULY 5TH, THERE'S A STRUCTURE FIRE THAT MOVED INTO A GRASS FIRE ON THE HILLSIDE BETWEEN BEHIND HOMES ON SCENIC VIEW.
UH, THERE WAS A GRASS FIRE ON JULY 8TH AT GIULIANO'S SCHOOL FIRE IN WEST COVINA, UH, AND LA FUENTE IS A MUTUAL AID.
IT HAPPENED RIGHT THERE ON THE BORDER BETWEEN BOTH CITIES AND ON JULY 10TH, THERE WAS A BRUSH
[01:10:01]
FIRE ON FREEHOLD AND LOUISA.I JUST WANT TO SAY REAL QUICK THAT THE POLICE DEPARTMENT FIRE DEPARTMENT WORKED REALLY WELL TO GET THIS PLAN GOING AND TO WORK TOGETHER.
UH, THE GUYS ON OUR FIRE INVESTIGATION TEAM WORKED, UH, MONTHS IN ADVANCE WITH THE POLICE DEPARTMENT TO HAVE SOME INTEROPERABILITY AND TO WORK WITH THEM AND LEARN THEIR RULES.
UH, THEY WENT OUT AND DID A LOT OF TRAINING WITH THEM, UM, FOR ENFORCEMENT, FOR, UM, ARREST AND FOR, UH, GUN USE.
SO THEY DID THAT ALL ON THEIR OWN DIME.
THEY DID IT, UH, WITHOUT ANY REQUESTS FROM THE CITY FOR PAYMENT.
UM, THE POLICE DEPARTMENT STOOD UP AND THEY ALSO HELPED BY HELP TEACH THESE GUYS TO GET THESE GUYS READY FOR THAT NIGHT, UH, WITH THAT, UH, AND THE REPORT.
ANY QUESTIONS? THANK YOU TO CAPELLI.
WHO HAS A QUESTION? COUNCILMAN JOHNSON.
I SEE YOU SAID TWO THINGS ABOUT THERE WERE 37 CITATIONS PUT OUT, BUT YOU SAID THERE WAS ONLY $20,000.
I THOUGHT THAT COUNCIL MADE IT CLEAR THAT WE WANTED THE MINIMUM FINE FOR THOSE A THOUSAND DOLLARS.
SO WHY DON'T WE HAVE $37,000 INSTEAD OF 20? OKAY, THANK YOU.
COUNCILMEN OR JOHNSON? THE ANSWER TO THE QUESTION IS THERE'S, THERE'S TWO, UM, MUNICIPAL CODES.
ONE IS FOR SAFE AND SANE FIREWORKS THAT ARE ILLEGAL IN WEST COVINA.
AND THERE'S ANOTHER, UM, MUNICIPAL CODE FOR DANGEROUS FIREWORKS THAT ARE ILLEGAL IN THE STATE OF CALIFORNIA AND OUR PATROLS WHEN HE WENT OUT THERE.
AND IF THEY WERE ABLE TO CONFISCATE AND, UM, CITE PERSONS WITH SAFE AND SANE, UNFORTUNATELY THAT IS A $350 FINE DUE TO MISERABLE CODE, DANGEROUS FIREWORKS DO HAVE A THOUSAND DOLLARS MINIMUM FINE.
SO THERE WAS A NUMBER OF BOTH CHIEF.
BUT MY UNDERSTANDING WEST COVINA IS ZERO TOLERANCE.
I DON'T THINK SEVEN SANDING IS APPROVING NOW THE CITY, RIGHT? THAT'S CORRECT.
I CAN GO BACK AND SHOW YOU THE MISSILE.
WE ARE ZERO TOLERANCE TO VOLTA VOLVO AND OKAY.
AND WE WENT THROUGH SO MANY TIMES OKAY.
AND EVEN A COUPLE OF YEARS AGO, SOME COUNCIL, PREVIOUS COUNSEL ON THE BEAN BAG AND A BUD.
COUPLE OF YEARS, I THINK SIX, SEVEN YEARS AGO.
AND HE SAID, HE SAID WE ARE ZERO TOLERANCE.
AND THIS SHOULD BE ALLOWING WEST COVINA.
AND WE DID CONFISCATE AND SITE PEOPLE WITH SAFE, SANE, AND WITH DANGEROUS FIREWORKS THAT ARE ILLEGAL IN CALIFORNIA.
THE DIFFERENCE IS THE MUNICIPAL CODE IN WEST COVINA HAS TWO DIFFERENT FINE CATEGORIES, THE SALE AND POSSESSION OF SAFE, INSANE FIREWORKS THAT YOU CAN GO BUY IN LA FUENTE OR BOWEN PARK.
THAT'S WHY WE BROUGHT IT TO YOU BEFORE WAY IN ADVANCE.
WE BROUGHT IT UP THE WHOLE COUNCIL RIGHT HERE.
WE SAID THE MINIMUM FLYING WAS TO BE A THOUSAND DOLLARS, NOT $350.
IT GAVE YOU PLENTY OF TIME TO CHANGE THEM, ADMISSIBLE CODE AND BRINGING IT BACK TO US.
I WANT TO KNOW WHY WASN'T THAT DONE? I AGREE.
DISAPPOINTED IN THAT WE, WITH COUNCILMAN JOHNSON, WE DID CHANGE TO THE FINES WHEN THOUSAND WE WANT TO GET TEAS TO YOU GUYS.
SO IN NO WAY, UH, ON THE JULY 4TH, THEN I THINK YOU SAW IT.
IT'S LIKE NONSTOP OF A BOMBBOMB AND LIKE A JOHNSON'S OLD COUNTRY OF VIETNAM, LIKE THE NONSTOP.
AND THE PEOPLE, ALL THE RESIDENT AND A LOT OF PEOPLE COMPLAINING ABOUT, AND I KNOW YOU'RE DOING A LOT OF GOOD STUFF, BUT STILL OKAY.
BECAUSE WE, PEOPLE DON'T THINK WE SERIOUS.
SO, AND IT BECOME AN ISSUE FOR THE VETERAN, FOR THE PAD, FOR PEOPLE, CHILDREN THAT REALLY BECOME AN ISSUE.
I KNOW SOME PEOPLE REALLY LIKE ENJOY, BUT THEY CAN DO IT MAYBE TO SOME OTHER CITY, BECAUSE AGAIN, OUR CITY VOTE ALREADY
WE CAN GO BACK TO BALLOT AGAIN, HAVE PEOPLE TO VOTE.
SO, BUT OTHER THAN THAT, I THINK WE CALL ENFORCEMENT HAD TO BE ENFORCED.
AND YOU WANT TO COME AND KNOW THAT QUESTION ON, THIS IS MY FINAL.
MY FINAL STATEMENT IS I'M VERY DISAPPOINTED.
WE BROUGHT THIS UP MONTHS IN AND FINDING A TIME BEFORE THE 4TH OF JULY THAT WE WANT THE MINIMUM FLYING TO BE A THOUSAND DOLLARS.
IF THEY THROUGH THIS SORT OF BEEN A MINIMUS MORE CORE SHOULD HAVE BEEN CHANGED IN A STATE OF RESCUE ARENA.
I SHOULD HAVE BEEN DONE WAY IN ADVANCE BEFORE THE 4TH OF JULY, NOT COME BACK AFTER THE FACT AND TELL US OUR MISERABLE COATS.
AND THE MORE SRI COMPLIANT IS 350.
IT SHOULD HAVE BEEN CHANGED, REIN ADVANCE.
SO YOU HAVE TEETH IN IT, YOU KNOW, SO I DON'T KNOW IF WE'VE DROPPED THE BALL ON THAT AND I'M VERY DISAPPOINTED WITH IT.
THANK YOU, COUNCILMAN JOHNSON.
I JUST WANTED TO, I MEAN, BESIDES THE WHOLE FINE AND EVERYTHING, I JUST WANTED TO, UH, THINK, WELL, FIRST QUESTION IS, DID THEY IMPLEMENT THE CODE ENFORCEMENT TO SEND THE WARNINGS? LIKE FIRST I
[01:15:01]
KNOW THAT THE POLICE HAS TO CATCH THEM, BUT IN REGARDS TO WHEN RESIDENTS CALLED IN AND THEY GIVE AN ADDRESS, UM, DID ANYBODY GO AND JUST INFORM THE HOUSEHOLD THAT WAS FIRING OFF FIREWORKS THAT, YOU KNOW, RESIDENTS HAD CONCERNS AND THEY KNOW IT'S THIS ADDRESS.AND THAT'S PRETTY MUCH A WARNING PRIOR, WAS THAT GIVEN OUT? SO ANY CALLS FOR SERVICE OF A FIREWORKS? UM, ANYTIME THAT THAT WAS CALLED, THAT WAS DONE.
THE POLICE DEPARTMENT WENT OUT AND WHEN THEY GOT THERE, IF THEY WERE ABLE TO IDENTIFY A RESIDENCE OR A PERSON THAT WAS IN POSSESSION OF, UH, LEGAL, DANGEROUS FIREWORKS, OR SAFE AND SANE FIREWORKS, OR WERE, UM, SHOOTING THEM OFF, THEY FOLLOWED MISERABLE CODE AND THE HEALTH AND SAFETY CODE.
AND AT SOME OF THOSE INCIDENTS, PEOPLE WERE ARRESTED AND THEY WERE GIVEN CITATIONS.
UM, LIKE I STATED ON JULY 4TH, THERE WAS, I BELIEVE IT WAS 216 CALLS FOR SERVICE.
AND THE SAME THING HAPPENED WHEN WE GOT THERE AND WERE ABLE TO IDENTIFY THE HOUSE.
IF WE WERE UNABLE TO SEE WHO ACTUALLY LIT OFF THE FIREWORKS, BUT THERE WAS STILL FIREWORKS IN THE POSSESSION OF RESIDENTS.
THEN THE CITATION WAS GIVEN TO THE RESIDENT OF THE HOUSE.
UH, MOSTLY WE WANT TO DO IT TO THE PERSON.
I WAS ACTUALLY VIOLATING THE LAW AND PHYSICALLY WITH THE LIGHTER IN THEIR HAND.
BUT ONE THING THAT WE HAVE THE LATITUDE THAT IF THE FIBER IS SITTING ON THE PORCH AND NOBODY WANTS TO SAY I WAS THE ONE, LIGHTENED THEM OFF, THEN WE'D GIVE IT TO THE RESIDENT OF THE HOUSE AND WE TAKE DOWN THEIR LICENSE AND WE GIVE THE MINISTRATIVE CITATION TO THE HOUSEHOLD.
UM, AND JULY 4TH, I WASN'T SURPRISED.
I MEAN, JUST EVERYWHERE THE WHOLE CITY, OBVIOUSLY THERE WASN'T A PLACE WHERE PEOPLE CAN GO AND GATHER AND WATCH A FIREWORK SHOW.
SO IT WASN'T SURPRISING THAT JULY 4TH WAS A WAR ZONE JUST ANYWHERE YOU TRAVELED.
UH, BECAUSE EVERYBODY IS AT HOME.
UH, THE MAIN CONCERN WAS THE PRELIMINARY OF MAKING SURE THE ENFORCEMENT, BECAUSE I KNOW A LOT OF OUR RESIDENTS WERE SLEEPING.
SO PRIOR TO JULY 4TH, THAT WHOLE, YOU KNOW, I WAS EXPECTING MORE ENFORCEMENT DURING ALL THAT TIME.
SO THAT THOSE WITH PETS, THOSE HAVE TO WORK.
YOU KNOW, WE HAVE RESPECT FOR ALL THE RESIDENTS THAT ARE IN OUR CITY, BUT I DO WANT TO THANK OUR POLICE.
CHIEF AND FIRE CHIEF WERE WORKING THAT NIGHT.
UM, IT WAS GOOD TO SEE YOU OUT THERE.
I DON'T KNOW IF I WOULD LIKE FOR YOU.
I'D LIKE FOR YOU TO SHARE WITH EVERYBODY THAT DURING YOU, YOU WERE JUST DRIVING AROUND AND YOU SAW ONE HOUSEHOLD, UH, RESIDENT, WHICH THE RESIDENTS WERE SLEEPING, A FIRE, THE FIREWORKS WENT INTO THEIR HOUSE.
UM, I DON'T HAVE THE FULL DETAILS, BUT I, I DID.
UM, YOU DID SHARE THAT YOU CAME AND YOU KNOCKED ON THEIR DOOR TO WAKE THEM UP AND PUT THE FIRE OUT, YOU KNOW, AND CALLED THE FIRE, UH, FIRE DEPARTMENT.
IF YOU CAN SHARE THAT, UH, FIRST, IF I CAN MENTION WHAT YOU WERE TALKING ABOUT ABOUT PRIOR TO ONE OF THE MAIN PROBLEMS IS, IS SOMEBODY CALLS AND SAYS, HEY, I THINK MY NEIGHBORS SHOOTING OFF FIREWORKS WHEN THE POLICE CAR GETS THERE AND THERE'S NO LONGER SHOOT THEM OFF.
AND IT TOOK PLACE IN THE BACKYARD, THERE'S NOBODY TO, UH, GET, MAKE A CONTACT WITH, TO TAKE THAT.
AND THAT'S UNFORTUNATE BECAUSE PRIOR TO JULY 4TH, 99, OUT OF A HUNDRED TIMES, THIS HAS BEEN A DINOSAUR IN HIS BACKYARD.
AND IT'S UNABLE TO DO THAT FROM THE PUBLIC RIGHT AWAY.
THERE'S NO WAY TO LOOK OVER THE FENCE, SEE IF THEY'RE CURRENTLY DOING IT.
UH, SO ON JULY 4TH, AS WE ALL KNOW, EVERYBODY'S SITTING OUT ON THEIR PORCH AND DOING IT IN THE STREET, THAT'S WHAT MAKES JULY 4TH DIFFERENT.
THERE WAS A LOT OF CALLS FOR SERVICE, AS YOU SAW IN THE POLICE DEPARTMENT, WENT TO ALL OF THEM AND TRIED TO GET AS MANY PEOPLE AS WE COULD BACK TO YOUR OTHER COMMENT.
YES, THE POLICE CHIEF AND MYSELF WERE DRIVING AROUND AND THE POLICE CHIEF IN HIS, UH, KEEN, UH, UH, POLICE, UH, I NOTICED A SIDE OF A HOUSE THAT WAS ON FIRE.
AND HE SAID, HEY, I THINK THE HOUSE IS ON FIRE.
AND IT WAS, AND WE TURNED AROUND AND CALLED RESOURCES AND WE WOKE UP THE HOUSEHOLD OF THE HOUSE WAS ON FIRE AND THE NEIGHBORS, AND WE GOT A GARDEN HOSE AND THE POLICE CHIEF STARTED PUTTING IT OUT.
WHY I GOT THE PEOPLE OUT OF THE HOUSE AND FIRE DEPARTMENT CAME AND, UH, CONTINUED EXTENSION THE FIRE, UH, AND KEEPING IT FROM OUT OF THE GARAGE.
I DO BELIEVE THAT IF WE WOULDN'T HAVE HAPPENED TO SEE THAT WE WOULD HAVE HAD A PRETTY SIGNIFICANT HOUSE FIRE AND GARAGE AND THE RESIDENTS WOULDN'T HAVE WOKEN UP TO SMOKE IN THEIR HOUSE.
SO IT WAS GREAT THAT WE WERE ON PATROL IN THE RIGHT PLACE AT THE RIGHT TIME.
I THINK I HOLD THE WAY THEY UNDERSTAND THAT WE NOT TRYING TO BE A PARTY POOPER.
SERVE A HOME OR A PANDEMIC TO PEOPLE, SEND OUT THEIR FRUSTRATION.
BUT THE POINT IS THAT THEY USE, DESCRIBE HIS FIRE HAZARD.
HE'S GOING TO BURN DOWN PEOPLE'S HOME.
AND THERE MAY BE CREATED SOME PEOPLE THEIR LIFE OKAY.
ESPECIALLY, IT'S ALSO ILLEGAL.
AND SO IT'S QUITE, WE CONCERN OUR JOB, TRY TO PROTECT OUR RESIDENT AND OUR STAFF, POLICE AND FIRE.
THIS IS GOING TO DO THE SAME THING.
SO THIS IS WHY WE WANT TO EMPHASIZE HOW IMPORTANT.
[01:20:01]
HE COULD STILL HEAR DALE.AND PEOPLE STILL THINKING OF BALL, WE WERE NOT GOING TO ENFORCE.
I THINK THE ENFORCEMENT IS VERY, VERY IMPORTANT.
AND THEN SINCE I'M JESSICA, JESSICA, DO YOU HAVE ANY COMMENT, JESSICA? A COUNCIL WOMAN, SHOEMAKER JUST GOT YOU AROUND WILL BE EASIER FOR HER.
JUST PHONE WILL BE NO DELAY, BUT, UH, WHEN WE WENT IN WITH JESSICA, BUT I THINK CHIEF.
WE ARE PUTTING, WAITING FOR YOU.
DO YOU HAVE ANY COMMENT? GO AHEAD.
THIS DELAYS TOO LONG, SUCH A BIG DELAY.
THIS DELAY, IT'S LIKE A GO TO THE NEXT CENTURY.
I DON'T THINK IT'S THAT LONG OF A DELAY.
COULD YOU JUST FILL IN, WOULD BE EASIER FOR ME.
JUST GO ON TO SAY SOMETHING
WE NEED TO, MOST IMPORTANT THING IS TRYING TO PROTECT IS, IS WE, WHAT WE CONCERN LOOK AT? I SAW IT ON THE, ON THE SOCIAL MEDIA.
WE HAVE A, QUITE A FEW FIRE GOING ON THAT NIGHT AND THAT WE HAD A BIG DAYDREAM.
UH, WE ARE AMER AND WE HAVE SOME OTHER PLACES, SOME PALM TREE.
AND, UH, SO WE, WE KNOW SOME PLACES NINE, OUR CT, BUT THEY'VE BEEN DOWN TELL APART BECAUSE OF THE DELAY IS THAT LONG.
WELL, THIS LOAN CAN JUST CHECK OUT.
CAN YOU, COEN WILL BE REAL TIME.
OTHERWISE IT WILL BE VERY DIFFICULT TO, FOR HER TO COME IN.
OKAY, MS. MAYOR, I WILL WORK WITH THE STAFF AND WE WILL BRING A NEW ORDINANCE THAT WILL BRING, I THINK THIS IS WHERE NOW YOU GUYS STILL HAVE TO KIND OF MAYBE WORK WITH POLICE AND WORK WITH CODE ENFORCEMENT TO MAKE SURE THAT THIS CURRENT IS STILL GOING ON FIREWALL TO MAKE SURE, OKAY.
LED WE HAVE A, SOME KIND OF A STRATEGY AND TO STOP THIS KIND OF THING, BECAUSE PEOPLE KIND OF REALLY TIED ALL OF THIS AND PEOPLE ARE LIVING IN FEAR.
WE GOT IN THE WARRIOR BALL, THIS BIG FIREWALK WOULD GO DROP ONTO THE ROOF.
SO, SO I THINK IT'S, THIS IS THIS SOMETHING THAT PEOPLE CONSENT.
OTHER THEN THAT WE'RE GOING TO MOVE ON.
WE'LL BE, DO WE HAVE ANYTHING ELSE ON THE MANAGEMENT REPORT WE DO.
AND WE'LL GET THAT ON THE SCREEN AND PRESENT IT JUST ONE MOMENT.
AND HE'S JESSICA READY? OR JUST GO ON THE FOAM.
I REMEMBER ONE TIME WHEN JESSICA WAS ALL THE STATE.
WE HAVE A WHOLE PHONE IN, UNLESS WE HAVE TIME.
AND THEN WHILE OF THE STAFF USING THE PHONE SEATED RIGHT BEHIND ME, SO MAYBE WE CAN DO THE SAME THING.
SO MAKE THE, THE FLOW OF THE MEETINGS.
SO WE DON'T HAVE DELAYED AND IT'S, SO JESSICA CAN PARTICIPATE IN ALL THAT DISCUSSION.
[CITY MANAGER'S REPORT]
JUST TO BRIEF, UM, CITY MANAGER'S REPORT, WE HAD A INCIDENT AS THE COUNCIL IS AWARE OF TESTING AND OCCURRENCE OF THE COVERT INFECTION WITHIN OUR OWN WORKFORCE.I THINK IT'S INEVITABLE WITH THE INFECTION IN THE COMMUNITY, THAT IT'S GOING TO HAVE A, TAKE A TOLL ON THE CITY WORKERS THAT ARE, ARE SERVING THE COMMUNITY BECAUSE OF THIS.
WE DID, UM, CLOSE THE POLICE STATION LOBBY AND THE CITY HALL TO THE PUBLIC.
ALTHOUGH ALL THE WORKERS ARE THERE AND CITY HALL IS, IS OPEN FOR BUSINESS AND WE'RE HELPING THE PUBLIC AGAIN, VIRTUALLY VIA TELEPHONE AND
[01:25:01]
CONTINUING WITH ALL THE ESSENTIAL FUNCTIONS, BUILDING AND SAFETY INSPECTIONS, ET CETERA.THE SENIOR MEALS PROGRAM IS RESUMED AS OF JULY THE 13TH.
WE'RE ONLY DOING FROZEN MEALS.
UM, EARLIER TONIGHT WE RECOGNIZE SOME DONORS.
THERE'S SOME OTHER DONORS WE'RE GOING TO RECOGNIZE AT THE NEXT MEETING.
THOSE, UM, DONATIONS OF MONEY, LARGE AND SMALL ALL FROM THE HARDER ARE MUCH APPRECIATED AS WE'RE FUNDING STAFF COSTS WITH THOSE, WE'VE GOT GRANTS TO DO THE FROZEN MEAL DELIVERY TO THE SENIORS, AND THAT'S BACK UP AND RUNNING.
I WANTED TO GIVE A VERY BRIEF UPDATE ABOUT SOME FALTERING OF ONE OF OUR MAJOR TAX REVENUES.
THE GOVERNOR IN ONE OF HIS ORDERS HAD AUTHORIZED SMALL BUSINESSES DEFINED AS THOSE BUSINESSES THAT HAVE FEWER THAN 500 EMPLOYEES.
IN OTHER WORDS, EVERY BUSINESS I CAN THINK OF IN WEST COVINA TO DELAY SUBMIT ALL OF THE PROPERTY TAX REVENUES THAT THE TAXPAYERS HAVE PAID AT POINT OF SALE THAT THEY DON'T HAVE TO REMIT THOSE MONIES.
NOW THE IMMEDIATE EFFECT ON US IS GOING TO BE SOME, UM, $736,000.
AND THAT'S NOT, UM, ALL OF OUR SALES TAX, BUT WE'RE WATCHING CASHFLOW QUITE CLOSELY.
AND SO WHEN WE REPORT TO COUNCIL AT YOUR NEXT MEETING, UH, YOU'LL SEE THAT ONE APPEAR AT ALL.
IT'LL HAVE, UH, AN EFFECT ON US AND OUR OPERATIONS OR CONTINUING TO ENCOURAGE PEOPLE TO SHOP LOCAL.
I WANTED TO MAKE MENTION OF THE FACT THAT WE HAVE THIS, UM, OVER THE COUNTER ADMINISTRATIVE USE PERMIT, UM, NO FEE BASIS, WE'VE BEEN EXPEDITING THOSE AS BEST WE CAN AND APPROVING SOME OF THEM, EVEN OVER THE PHONE.
OUR ISSUE IS PRIMARILY SAFETY.
WE WANT SOCIAL DISTANCE SPACING.
AND IF PEOPLE DO WANT TO BE OUT IN THE PUBLIC RIGHT AWAY, WE'RE GOING TO NEED PROPER BARRICADING AND AN ENGINEERED PLAN IN ORDER TO ALLOW THAT BECAUSE NOT EVERYONE DRIVES WITH THE ATTENTION WE WISH THEY WOULD.
AND WE JUST CAN'T RISK INJURY IN THE PUBLIC RIGHT OF WAY.
BUT WE'VE HAD SOME ON GLENDORA.
AS RECENTLY AS TODAY, I WANT TO GO OUT INTO THE PUBLIC RIGHT OF WAY.
AND OUR ANSWER WAS YES, AND WE'RE GOING TO NEED A STAMPED PLAN, BUT BON STREET BURGERS WAS ONE OF THOSE.
THAT'S QUITE ANXIOUS TO DO THAT.
AND WE'RE GONNA MAKE IT HAPPEN FOR THEM.
LAST BIT OF UPDATE ABOUT OUR BOND FINANCING.
UM, IT'S, IT'S ONLY GOOD NEWS.
I BROUGHT JUST ONE ITEM FOR SHOW AND TELL YOU BETTER.
THE COUPA IS A BELOW 3% INTEREST RATE.
YOU'RE GONNA LIKE THE RESULTS.
THIS IS THE PRELIMINARY OFFICIAL STATEMENT.
AND THIS IS WORK THAT TRULY TURNED INTO A LABOR OF LOVE.
IT'S TO SERIES OF MEETINGS AND VIRTUAL MEETINGS AND REVISIONS.
AND I'D ESPECIALLY LIKE TO COMPLIMENT OUR TEAM, OUR ASSISTANT CITY MANAGER, MARK PERSICO, AND ESPECIALLY OUR FINANCE DIRECTOR, ROBIN BERT, WITHOUT WHO ALL OF THIS EFFORT WOULD NOT BE POSSIBLE.
WE'RE GOING TO HAVE A PRE PRICING TOMORROW.
UM, I WISH WE COULD HAVE PULLED THE TRIGGER ON IT TODAY BECAUSE OUR INTEREST RATE REALIZATION WAS BETTER THAN ANY OF THE NUMBERS YOU SAW AT YOUR LAST MEETING.
AND WE'RE REALLY HOPING WE CAN LOCK THAT INCOME, SURPRISE US THIRSTY.
AND I HOPE YOU WILL ALL BE PLEASANTLY SURPRISED, MAKING EVERYBODY HAPPY.
WE'RE DOING OUR VERY BEST TO GET THE VERY BEST RATE IN RETURN FOR OUR RESIDENTS.
UM, WE WERE ESPECIALLY PLEASED WITH THE STANDARD AND POOR'S RATING COMING IN AT A PLUS.
SO IT'S COFINA IS A PLUS RATING.
A PLUS IT'S VERY GOOD AND STANDARD AND POOR'S UM, THEY GAVE US A QUITE THOROUGH, UH, OVERVIEW.
UM, WE WERE IN MY OFFICE ON THE PHONE WITH THE RATING AGENCY AND COUNCIL MEMBER JOHNSON, WHO WAS IN CITY HALL QUITE A BIT AND WELCOME, UM, WALKED IN DWELL THAT WAS GOING ON AND GOT TO HEAR OUR PRESENTATION.
I THINK HE COULD VOUCH THAT WE WERE, WE WERE READY FOR THAT MEETING.
AND THEN THE RESULT WAS IN OUR FAVOR.
SO, UH, BY YOUR NEXT MEETING, I HOPE DEAL TO REPORT VERY SUCCESSFUL CLOSING.
WE'RE HOPING NOTHING HAPPENS IN THE WORLD MARKETS AND THEN THE INTEREST RATE DROPPING, NO TWEETING, NO, NO WARS, NO FURTHER PESTILENCE.
WE JUST WANT THINGS TO HOLD CONSTANT WHERE THEY ARE.
AND WE'RE, WE'RE GOT OUR FINGERS CROSSED.
IF THERE ARE SOME PENSION OBLIGATION RELEASE THAT LATER ON SHOULD COME ON THE WAY.
ARE WE STABLE TO TAKE ADVANTAGE OF IT, DESPITE REFINANCING IT? THE BOND WE ARE, UM, WE DIDN'T PAY EXTRA FOR AN EARLY CALL PROVISION.
WE DON'T THINK INTEREST RATES ARE GOING TO GET MUCH LOWER THAN THIS FOR THE NEXT 10 YEARS.
WE LOOKED AT SOME COMPARATIVES TODAY AND THE TAXABLE MUNICIPAL BONDS HAVE NOT BEEN THIS LOW IN QUITE SOME TIME.
ANYBODY'S MEMORY KIND OF A TIMEFRAME, BUT WE DID PRESERVE THE CITY'S OPTION TO DO THAT IN THE FUTURE.
[01:30:01]
WHERE THEY ARE NOW, THAT WOULD BE AMAZING, BUT WE WOULDN'T BE HANDCUFFED AGAINST DOING THAT OR PRECLUDED FROM DOING THAT.IF IT MADE BUSINESS SENSE, YOU KNOW, A DECADE FROM NOW, I THINK CITY MANAGER THAT'S QUIET AND LAST MEETING, WE SPENT HOURS TRY TO DISCUSS WITH OUR BOND, THE REPRESENTATIVE.
DID HE UNDERSTAND? OKAY, WELL, BECAUSE WE HAVE TO LOCK HIM FOR 24 YEARS.
AND THE 10 YEARS PREPAYMENT PENALTY.
SO WE NEED TO LOCK IN THE RATE.
AND NOW WHEN WE HAVE A PLAUSIBLE CREDIT RATING, SO MANY MEANING WE HAVE MUCH STRONGER BUGGING POLISH.
IT'S LIKE ANYBODY, WHEN THEY HAVE GOOD CREDIT, THEY WANT TO DO A REFUND FOR THEIR HOME.
THEY GET A BETTER, MUCH BETTER INTEREST RATE.
AND TO HAVE THE PERSON THAT WE HIRE CAN GIVE US A VERY DESIRABLE INTEREST RATE LEVEL.
NOW YOU GUY AND OTHER CITY COUNCIL HAVE ANY OTHER QUESTIONS YOU PRONOUNCED? I CAN MAKE A LITTLE COMMENT.
I DID WALK IN UNDER A CALVIN
AND I TELL YOU WHAT I WAS VERY, VERY PLEASED WITH ROBIN WHO DAVE AND WATER.
I MEAN, THEY HAD ALL THE RIGHT ANSWERS AND LISTEN, JUST A COUPLE OF QUESTIONS THAT WERE ASKED AND THEY DID NOT HESITATE ONE BIT.
SO I THINK THAT WAS A GREAT INTERVIEW THAT THEY DID.
I NEVER DOUBTED ABOUT WEST COVINA HAS A PLUS QUITE A RATING BECAUSE THE CT HAS A LOT OF A GOOD THING.
SOLVE HICCUP HERE OR THERE, BUT WE HAVE EXTREMELY SUN SYSTEM AND THE CITY ANYWAY, LET'S MOVE ON NEXT.
DO WE HAVE A NEXT MANAGER REPORT? OTHERWISE WE'RE GOING TO ALL
[CONSENT CALENDAR]
CONSENT CALENDAR, BUT I THINK WE'RE READY FOR THE CONSENT CALENDAR.ON THE CONSENT CALENDAR, I THINK CE MANAGER, YOU WANT TO PULL SOME OF IRON AND JESSICA JESSICA THERE.
IF YOU WANT TO PULL SOME OF THESE, MAYBE WE SHOULD PULL EVERYTHING SO THAT WE'LL BRING BACK EVERYTHING NEXT MEETING.
I THINK MAYBE THEN WE JUST GO THROUGH HALF.
I'D LIKE TO REQUEST THAT YOU PULL ITEM SEVEN, 10, 11, 12, 13, AND 14, 10 AND SEVEN, 10, 11, 12, 13, AND 14, 1114.
AND WHAT THE, THE REASON HOLD ON, YOU WANT TO PULL SEVEN, 10, 11, AND 14 NUMBER SEVEN, NUMBER 10, NUMBER 11, NUMBER 12, NUMBER 13.
AND NUMBER 14, SIX ITEMS, RIGHT? ONE, TWO, THREE, FOUR, FIVE, SIX.
I'D LIKE TO EXPLAIN WHY I'D LIKE THE OTHER ONES TO BE APPROVED, TO HELP RULE TONIGHT.
WE, IN OUR STANDARD IN POROUS RATING AND IN OUR PRELIMINARY OFFICIAL STATEMENT, WE HAD TO GIVE THE CANDID TRUTH ABOUT THE CITY AND EVERY ASPECT.
AND IT'S ACTUALLY A PRETTY GOOD SNAPSHOT SNAPSHOT OF WHERE WE ARE IN TERMS OF OUR FINANCES AND OUR OPERATION.
ONE OF THE QUESTIONS THEY ASKED US WAS WHERE ARE YOU WITH RESPECT TO YOUR LABOR RELATIONS? AND WE, WE TOLD THE TRUTH WHERE THE CITY HAS BEEN HISTORICALLY AND WHERE THE CITY IS NOW, BUT IT'S QUITE IMPORTANT TO OUR VESTORS IN IT.
IT GIVES A MESSAGE OF STABILITY THAT WE'VE GOT OUR TWO MAJOR UNIONS UNDER CONTRACT.
AND I WOULD REALLY BE RELUCTANT TO REWRITE THAT PRELIMINARY, OFFICIAL STATEMENT THAT I JUST SHOWED YOU.
BECAUSE IN THERE WE SAY THAT WE HAVE SIGNED AGREEMENTS WITH OUR MAJOR UNIONS.
I CAN TELL YOU, I'M QUITE CONFIDENT WE'RE GOING TO GET TO THROUGH THE MEET AND CONFER PROCESS AGREEMENTS WITH ALL THE OTHERS.
BUT IT'S IMPORTANT TO ME FOR PURPOSES OF THIS BOND FINANCING THAT I BE ABLE TO SAY, TRUTHFULLY, THAT THESE ARE OKAY UNDER OUR BELT, PLEASE, WE WILL FOLLOW YOUR DIRECTION.
BASICALLY YOU WANT TO PULL THE ITEM NUMBER SEVEN, 10, 11, 12, 13, AND 14.
AND HOW ABOUT JESSICA? DO YOU WANT TO PULL ANYTHING? JESSICA COUNCIL MEMBER? SHE MAACO WOULD LIKE TO PULL ITEM NUMBER.
YOU ENDED UP PULLING THE SEVEN, 10, 11, 12, 13, 14, BASICALLY TO, FOR NEXT MEETING.
AND JESSICA WANTED TO PULL A NUMBER, KNIFE OR DISCUSSION.
AM I RIGHT NOW ONE THAT WILL PULL FOR DISCUSSION OR YOU WANT TO PULL FOR LATER MARIN? IF I MAY SUGGEST, I THINK NUMBER NINE IS READY TO GO, BUT THE LOGISTICS OF HAVING COUNSELOR SHOEMAKER PARTICIPATE TONIGHT, REMOTELY ARE AWKWARD FOR EVERYBODY WITH THE TIME LAGS.
AND I KNOW SHE HAD SOME QUESTIONS I'D LIKE TO ANSWER IF I COULD THAT ONE AS WELL.
[01:35:01]
PULL IT SO YOU CAN HAVE A MORE, HAVE A JUST, OKAY.COUNCIL MEMBER, SHOEMAKER HAVE A MORE DETAILED CONCERNS.
SO IN THAT WAY, BE FAIR TO HER.
SO SHE CAN HAVE A DISCUSSION WITH YOU AND THEN PREPARE FOR NEXT MEETING TO FINALIZE.
SO WE'RE GOING TO PULL, SO WE'RE GOING TO APPROVE OF YOU MADE MY JOB.
TOUGH NOW, NUMBER ONE, TWO, THREE, FOUR.
IF I MAY, I WILL ALREADY KNOW ONE NUMBER THREE.
ONE, TWO, THREE, FOUR, FIVE, SIX, EIGHT, AND 15, 16, 17, 18, 19, AND 20 MRI.
WE'RE GOING TO MOVE THE MOTION TO APPROVE ONE, TWO, THREE, FOUR, FIVE, SIX, EIGHT, 15, 16, 17, 18, 19 AND 20.
NO ON NUMBER THREE AND OTHER THAN LEG.
MR. MAYOR I'LL MAKE THE MOTION.
UH, MOVED THE MOTION AND A MALE POTEN, UH, LOPEZ RICARDO SECOND AND ROLL CALL PLEASE.
COUNCILMAN CASTELLANOS, COUNCILMAN JOHNSON.
NUMBER THREE, COUNCIL MEMBERS, SHOE MAKER.
SHE HAS COMMUNICATED TO ME THAT SHE IS AN AYE.
SO YOU HAVE APPROVED, RIGHT? SO YOU HAVE APPROVED IN WRITING.
I MADE IT, I MOTION APPROVAL OF FIVE, ZERO, EXCEPT NUMBER THREE IS FOUR ONE, RIGHT? OKAY.
[21) PUBLIC HEARING TO CONSIDER CODE AMENDMENT NO. 20-01 FOR FILM PERMIT STANDARDS]
WE MOVE IN TO, OKAY.I DONE 21 PUBLIC HEARING TO CONSIDER THE CORE AMENDMENT NUMBER 20 DASH ZERO ONE FOUR PER ME STANDARDS.
THE MATTER SET FOR PUBLIC HEARING CONSISTS OF AN AMENDMENT TO CHAPTER 26 OF WEST COVINA MUNICIPAL CODE RELATED TO FIELD PERMIT STANDARDS WHERE THE CITY CODE VERIFY LAB PROPER LEGAL NOTICE HAS BEEN GIVEN.
AT THIS TIME, AS YOU OPEN THE PUPPY HEARING ON KOA AMENDMENT NUMBER 20 DASH TWO OH ONE, THERE WILL FIRST BE THE PRESENTATION OF THE STAFF REPORT.
THEN WE SHALL HEAR FROM THOSE IN FAVOR OF THE PROPOSAL.
THEN THOSE POSTS MS. KAMENI CITY MANAGER, WHO WILL PRESENT THE STAFF REPORT, MARION COUNCIL, THIS TARIFF REPORT WILL BE GIVEN BY OUR PLANNING MANAGER.
HONORABLE MAYOR MEMBERS OF THE CITY COUNCIL AND ALSO MEMBERS OF THE PUBLIC AT HOME TONIGHT.
UM, PRIOR, UM, BEFORE I GO ON WITH THE REST OF MY PRESENTATION AND DISCUSS THE, THE, UM, THE QUOTA MINIMUM, I'LL GO, GO OVER THE BACKGROUND AND HISTORY OF THIS CODE AMENDMENT ON JANUARY 21ST, 2020, THE CITY COUNCIL INITIATED THIS CODE AMENDMENT PERTAINING TO FILM PERMIT STANDARDS.
THE FOLLOWING MONTH ON FEBRUARY, THE PLANNING COMMISSION HELD A STUDY SESSION TO DISCUSS POTENTIAL STANDARDS.
THE PLANNING COMMISSION HELD A PUBLIC HEARING AND APPROVED RESOLUTION, 20 DASH 60 30 RECOMMENDING CITY COUNCIL APPROVAL OF THE CODE AMENDMENT ON MARCH, 2020.
THE IDA, THIS ITEM WAS FIRST HEARD BY THE CITY COUNCIL AT A PUBLIC HEARING ON APRIL 21ST, 2020.
AT THAT TIME, THE CITY COUNCIL FELT THE ITEM NEEDED THE CODE AMENDMENT NEEDED AT SOME MINOR, SOME REVISIONS AND REFINEMENTS.
SO THE PLAN THE CITY COUNCIL VOTED TO FORWARD THE ITEM BACK TO THE PLANNING COMMISSION ON MAY 26, 2020, THE PLANNING COMMISSION HELD A PUBLIC HEARING AND ADOPTED A
[01:40:01]
RESOLUTION RECOMMENDING CITY COUNCIL APPROVAL OF THE DRAFT CODE CODE AMENDMENT.THE CHAFF CODE AMENDMENT WAS WRITTEN IN RESPONSE TO THE COMMENTS THAT THE CITY COUNCIL HAD PROVIDED ON THE APRIL, 2020 CITY COUNCIL MEETING THE F THE FIRST SECTION THAT IS PROPOSED TO BE REVISED IN THE DRAFT ORDINANCE IS SECTION 26 DASH TWO EIGHT ONE.
THIS IS FOR LANGUAGE PERTAINING TO FILMING IN RESIDENTIAL ZONES IN THE PREVIOUS DRAFT LANGUAGE THAT THE CITY COUNCIL REVIEWED AT THE LAST CITY COUNCIL MEETING.
THE, THE CITY COUNCIL COMMENTED THAT THE THREE, UM, THAT THE, UM, FIVE DAYS PROPOSED, UM, INCLUDING SETUP IN DISMANTLING WERE TOO FEW OF WERE TOO LITTLE, UM, FOR FILMING AND RESIDENTIAL ZONES.
AND SO THE, THE REVISION THAT THE PLANNING COMMISSION IS RECOMMENDING THAT THE DRAFT ORDINANCE IS WRITTEN BASED ON IS, IS FOR FIVE DAYS, UM, IN RESIDENTIAL ZONES, NOT INCLUDING SETUP IN DISMANTLING AND WITH THIS, UM, UH, MINT, UM, THE LANGUAGE REGARDING THE REFERRING TO THE THREE MONTHS, UM, IN BETWEEN PERIODS, UM, WAS REVISED TO 90 DAYS JUST TO CLARIFY THAT, UM, JUST TO MAKE IT EASIER TO COUNT AND ENFORCE.
THE NEXT SECTION THAT WAS REVISED WAS FOR FILMING IN NON RESIDENTIAL ZONES, WHICH IS SECTION 26 DASH TWO EIGHT ONE, NUMBER TWO, UM, THE, THE INITIAL OR THE PREVIOUS DRAFT.
MAY I ASK YOU A QUESTION BEFORE YOU GO ANY FURTHER ON THE PREVIOUS SLIDE BACK WHERE I SAID FIVE DAYS BY THERE, IT SAYS FIVE DAYS, INCLUDING ANY SETUP, AND YOU SAID NOT INCLUDING, SO WHICH ONE IS IT? SO IT'S THE PREVIOUS CODE THAT WAS REVIEWED BY THE COUNCIL AT THE LAST COUNCIL MEETING.
WHEN THIS ITEM WAS BROUGHT FORWARD, IT WAS FOR FIVE DAYS INCLUDING SETUP AND THIS DISMANTLING, BUT BASED ON THE COMMENTS THAT, THAT WERE PROVIDED BY THE CITY COUNCIL MEMBER, THE DAYS WERE CHANGED TO FIVE DAYS AND TO NOT INCLUDE, UM, SET UP IN THIS MONTH'S LANE.
AND THE NEXT ITEM IS FOR COMMERCIAL, THE PREVIOUS DRAFT LANGUAGE THAT WAS INITIALLY REVIEWED BY THE CITY COUNCIL AND THE PLANNING COMMISSION, W W UM, WAS FOR 20 TIMES PER PRODUCTION FILM, AN APPLICATION AND A CALENDAR YEAR WITH A MINIMUM OF SEVEN DAYS IN BETWEEN EACH TIME PERIOD, WHEN THE CITY COUNCIL FIRST REVIEW THIS LANGUAGE, THE COUNCIL COMMENTED THAT THIS, THE LANGUAGE HERE IS NOT CONSISTENT WITH THE LANGUAGE PROVIDED IN THEIR RESIDENTIAL.
UM, IN THE LENGTH IN THE LANGUAGE PROVIDED IN PREVIOUS SECTION SECTION, WHICH IS THE
SO THE COUNCIL ASKED THAT THE LANGUAGE BE MADE CONSISTENT AND RATHER THAN CITING TIMES PER PRODUCTION OR APPLICATION IN A CALENDAR YEAR, UM, THE CITY COUNCIL STATED THAT IT WOULD BE EASIER TO UNDERSTAND, AND ALSO ENFORCE IF, IF THE NUMBER OF DAYS WERE CITED SO THAT IT IS CLEAR.
SO WHEN THE PLANNING COMMISSION REVISED THE ORDINANCE, UM, THEY, THEY CHANGED THIS TO 15 DAYS, NOT INCLUDING ANY SETUP AND DISMANTLING WITH A MINIMUM OF 30 DAYS IN BETWEEN EACH TIME PERIOD ON ANY ONE PROPERTY OR SHOPPING CENTER.
THIS ALLOWS FOR A TOTAL COMBINED MAXIMUM OF 125 DAYS PER CALENDAR YEAR.
UM, ALSO KEEPING, PLEASE KEEP IN MIND THAT THE MAXIMUM COMBINED TOTAL OF 125 DAYS PER CALENDAR YEAR WAS COUNTED AS IF, UM, FOR EXAMPLE, AN APPLICATION IS SUBMITTED IN DECEMBER TO START TO BEGIN FILMING ON JANUARY 1ST FOR 15 CONSECUTIVE DAYS, AND THEN WITH A 30 DAY COOLING OFF PERIOD IN BETWEEN AND ANOTHER 15 DAYS AFTER THAT.
SO, SO THAT, THAT WAS WHERE, THAT'S HOW WE COUNTED THAT 25, 125 DAYS MAXIMUM FILMING ALLOWED.
UM, BUT WITH THIS MOST FILMING, MOST FILMING APPLICATIONS ARE NOT
[01:45:01]
STARTED ON JANUARY 1ST AND THEY, THEY, UM, VARY ON THE LENGTH OF TIME.SOME MAY LAST FIVE DAYS AND SOME MAY LAST ALL 15 DAYS.
AND THE HOURS OF BETWEEN THE HOURS OF 6:00 AM AND 11:00 PM ARE FILMING ACTIVITIES ALLOWED IN ALL OTHER ZONING DISTRICTS, WHICH BASICALLY IS COMMERCIAL ZONES.
UM, BEFORE I CONCLUDE THIS PRESENTATION, I, I WOULD ALSO LIKE TO POINT OUT THAT IF, IF THERE ARE CERTAIN ACTIVITIES THAT FILMING IS PROPOSED, UM, IS BEING PROPOSED FOR THAT, THAT, THAT DOES NOT COMPLY WITH THESE STANDARDS.
THERE IS A, THERE IS A SEPARATE SECTION IN THE WEST COVINA MUNICIPAL CODE THAT ALLOWS APPLICANTS TO APPLY FOR A MAJOR PRODUCTION FILM PERMIT, WHICH REQUIRES NEIGHBORHOOD NOTIFICATION AND MAY REQUIRE A PLANNING COMMISSION APPROVAL.
AND THEN INTRODUCING THE ITEM FOR FIRST READING BY TITLE, IF THE CITY COUNCIL HAS ANY QUESTIONS FOR STAFF, I'M AVAILABLE TO ANSWER.
WELL, THANK YOU SO MUCH, JOANNE.
AND THE COUNCIL HAVE ANY QUESTIONS BEFORE I OPEN TO THE PUBLIC COMMON, I ACTUALLY HAVE A LOT OF QUESTIONS, A FEW QUESTIONS, BUT, UM, ACTUALLY, CAN WE HEAR PUBLIC COMMENT FIRST BEFORE DISCUSSING? NO, YOU HAVE TO ASK QUESTION 10 AFTER PUBLIC COMMENT THAT WE WENT BACK TO THE DISCUSSION BETWEEN US AND THE COMMON AND DEVOTE.
UM, WELL ACTUALLY, I, I JUST WANTED PEOPLE TO UNDERSTAND, I DID HAVE ONE, UH, RESIDENT ASKED ME IN REGARDS TO WHAT, WHAT THIS WAS, AND NO, IT'S NOT MY, UH, FILM AT WEST COVINA.
IT HAS NOTHING TO DO WITH THIS.
UM, IT ACTUALLY, I WANTED THE PEOPLE TO KNOW THAT THIS STEMMED UP BECAUSE, UM, UNDER THE DISCUSSION PROPOSED CHANGES TO ZONING CODE NEEDS TO BALANCE ALL OF THE CITY'S ECONOMIC DEVELOPMENT PRIORITIES.
SO FOR EXAMPLE, IF THE REVENUE FROM FILMING ARE SUBSTANTIAL, A PROPERTY OWNER HAS LITTLE INCENTIVE TO RAISE THE PROPERTY FOR ITS INTENDED MORE ECONOMIC, BENEFICIAL COMMERCIAL USE.
AND THIS IS PARTICULARLY IMPORTANT IN THE AUTO PLAZA BID, WHERE THE CITY IS ENCOURAGING YOU VEHICLE SALES AS A PRIMARY LAND USE, AND THEY WERE TAKING ADVANTAGE OF THIS FILMING.
SO IN REGARDS TO THIS, WHETHER, YOU KNOW, A RESIDENT WANTS TO BUY A CAR OR EAT AT A RESTAURANT, BUT THEY ARE CONSTANTLY CLOSED DUE TO FILMING PEOPLE, STOP GOING TO THOSE LOCATIONS ON CITY DOESN'T BENEFIT ON SALES.
I DON'T LIKE THE FACT THAT RESIDENTIAL SONGS AND NONRESIDENTIAL ZONES ARE QUITE DIFFERENT.
WHY IS THE COOLING OFF PERIOD SO SUBSTANTIALLY DIFFERENT FROM RESIDENTIAL ZONES AND NON RESIDENTIAL ZONES? IS THERE A PARTICULAR REASON WHY ONE HAS TO WAIT THREE MONTHS, WHICH IS RESIDENTIAL AND THE NON RESIDENTIAL COULD WAIT ANYWHERE FOR PRETTY MUCH 30 DAYS.
THE COOL OFF PERIOD IN BETWEEN FILMING, UM, FOR NON, FOR RESIDENTIAL ZONES WERE DESIGNED.
SO THAT FILMING IN RESIDENTIAL ZONES DOES NOT HAPPEN THAT OFTEN, BECAUSE THERE ARE THE RESIDENTIAL ZONES ARE MORE, A MORE SENSITIVE TYPE USE, BUT WHY, WHY DID THEY IMPLEMENT THREE MONTHS? WHY IS IT, WHY IS IT THREE MONTHS, 90 DAYS? WHERE DID THAT NUMBER COME FROM? THREE MONTHS CAME FROM THE CURRENT CODE.
THAT'S, THAT'S ALREADY IN THE CURRENT CODE.
AND CURRENTLY, DO WE HAVE ANY FILMING THAT OCCURS AT RESIDENTIAL ZONES? WE HAVEN'T RECEIVED AN APPLICATION.
I REMEMBER LAST YEAR WE HAVE A JUSTIN BIEBER.
SHE JUST A, YET SHE HAS A SHIP PRODUCER FILMING ONE OF, UH, I THINK,
[01:50:01]
UH, HALFWAY YEAH.SHE'S ALSO, WE WELCOME HER TO COME BACK AGAIN.
UM, THE LAW, THE LAW, THAT WAS THE LAW, THAT, THAT WAS ACTUALLY THE LAST FILMING IN A RESIDENTIAL ZONE, IN A RESIDENTIAL ZONE.
THAT WAS THE LAST APPLICATION THAT WE RECEIVED FOR FILMING IN A RESIDENTIAL ZONE, WHICH OCCURRED APPROXIMATELY A YEAR AGO.
SO PRIOR TO, I MEAN, BESIDES HER, DO WE EVEN GET ANY RESIDENTIAL PERMITS? WE WE'VE GOT, WE'VE RECEIVED INQUIRIES FOR FILMING IN RESIDENTIAL ZONES.
AND THOSE INQUIRIES WERE FOR MAINLY FOR STUDENT FILMING AND THEY WEREN'T, THEY WEREN'T A FULL PRODUCTION.
SO WE DIDN'T REQUIRE A PERMIT FOR THAT.
UM, BECAUSE THEY WERE, UM, STUDENT FILMS WITH JUST BASICALLY A BASIC CAMERA AND LIKE FIVE STUDENTS.
BUT OTHER THAN THAT, OTHER THAN THAT, WE DON'T, WE HAVEN'T RECEIVED ANY INQUIRIES.
UM, WE HAVEN'T RECEIVED ANY APPLICATIONS FOR FILM PERMITS.
WE, WE HAVE RECEIVED SOME INQUIRIES.
UM, BUT SOME OF THOSE INQUIRIES DID NOT HAPPEN MAINLY BECAUSE AT THAT TIME, THE PROJECT, THE SCOUT, THE FILMING SCOUT DID NOT FIND A LOCATION IN WEST COVINA.
UM, THAT WAS, THAT WAS SUITABLE OR THAT THEY WANTED AS FAR AS, AS FAR AS, UM, THE, THEIR, THEIR ACTUAL FILMING SITE.
IT WASN'T BECAUSE OF OUR FILMING RESTRICTIONS.
IT WAS MAINLY BECAUSE THEY DIDN'T FIND THE HOUSE THAT THEY ENVISIONED.
YOU KNOW, I KNOW IT SAYS WE'D LIKE THE CITY TO BECOME FILM FRIENDLY, KNOWING THAT THE ERA CURRENTLY RIGHT NOW IS THE FUTURE OF FILMING.
AND IF OUR CITY WANTS TO BE FILMED FRIENDLY, I THINK IT SHOULD BE FAIR FOR RESIDENTIAL AND NONRESIDENTIAL ZONES.
IT JUST SEEMS LIKE THE BUSINESSES ARE GETTING, UM, MORE ADVANTAGE OF THIS COMPARED TO OUR RESIDENTIAL ZONES WHEN RESIDENTIAL ZONES, I MEAN, I KNOW WE DON'T TAKE CITY TAX REVENUE FROM THEM, BUT YOU KNOW, THEIR PERMIT FEES DOES HELP.
UM, BUT YEAH, MY CONCERN WAS THE NON RESIDENTIAL ZONES.
I LIKE TO SEE CERTAIN BUSINESSES, UM, POSSIBLY A LIMIT TO CERTAIN TYPES OF BUSINESSES, BECAUSE LIKE I SAID, WITH THE AUTO PLAZA BID, THEY TAKE FULL ADVANTAGE OF THIS AND NOBODY ELSE BENEFITS, BUT THAT BUSINESS OWNER.
AND SO I, FOR THE PURPOSE OF WHAT THE BUSINESS IS SUPPOSED TO BE SHOULD STAY THAT WAY, UNLESS THAT BUSINESS IS TO BE JUST PERMANENTLY FILMING.
UM, BUT I DON'T AGREE WITH, UM, THE COOLING OFF DAYS, ESPECIALLY IN THE RESIDENTIAL.
I MEAN THAT THREE MONTHS, WE'VE NEVER HAD ANY ISSUES ACTUALLY, FROM WHAT YOU'RE SAYING, NOBODY'S EVEN PUTTING IN FOR US.
UM, I DON'T KNOW IF THAT, THAT IS RESTRICTED.
HAVE YOU COMPARED THIS TO OTHER CITIES REGARDS TO THEIR FIELD AND PERMITS? UM, I HAVE LOOKED AT SOME CITIES, UM, FILM PERMIT STANDARDS, AND, UM, SOME CITIES ALLOW MORE, UM, MORE FILMING THAN WE DO IN RESIDENTIAL ZONES.
HOWEVER THEY DO REQUIRE THEY DO REQUIRE THE MAJORITY OF, LIKE FOR INSTANCE, SOME CITIES REQUIRE THE MAJORITY OF THE NEIGHBORS TO SIGN OFF ON, ON CERTAIN FILMING ACTIVITIES.
I MEAN, IF JUST FIVE DAYS IS NOT, THAT'S TOO LITTLE, UM, WHILE THE OTHER, WHAT THEY GET 20 DAYS IS IT NON-RESIDENTIAL GETS 20 DAYS.
AND RESIDENTS GET ONLY FIVE DAYS.
UH, NO, NON-RESIDENTIAL GETS 15 DAYS WITH A 30 DAY CO UM, COOL OFF IN BETWEEN PERIOD.
I JUST FEEL LIKE IT'S NOT FAIR.
SO WITH THE OTHER, UH, AND ACTUALLY I DO LIKE THE FACT THAT THE REZ, THE NEIGHBORS ARE INVOLVED.
SO DEPENDING ON THE TYPE OF FILM, IT WOULD REQUIRE THE NEIGHBOR'S PERMISSION, BUT I'D LIKE TO EXTEND THAT WITH THE, UH, ABILITY FOR DEPENDING ON THE TYPE OF FILMING RESIDENT'S INVOLVEMENT HAS A SAY, UM, BECAUSE IT AFFECTS THE, THE AREA SO THAT I'D LIKE TO SEE.
BUT, UM, I DON'T HAVE ANY OTHER QUESTIONS IN REGARDS TO THIS, EXCEPT THAT I DON'T, I DON'T LIKE THE, UH, THE PROPOSAL.
AND ANY OTHER COUNCIL HAVE ANY QUESTION? AND OTHER THAN THAT, THEN I'M GOING TO OPEN THE PUBLIC COMMENT.
DO WE HAVE ANY EMAIL PHONE CALLS REGARDING THIS ISSUE? NO MAYOR OR SO, OKAY.
THEN I'M GOING TO CLOSE THE PUBLIC COMMENT.
I'M GOING TO BRING BACK TO THE COUNCIL DISCUSSION AND THE COMMON, AND THEN WE ARE GOING TO DECIDE WE'RE GOING TO PASS THIS OR NOT.
SO ANY COUNCIL HAVE ANY QUESTIONS MR. MAYOR? I JUST SAID I DON'T HAVE A PROBLEM WITH IT.
I MEAN, I JUST, I THINK THE CHANGE HAS BEEN MADE, BUT YOU KNOW, IT'S THOSE TWO QUESTIONS THERE WITH COUNCILMAN
[01:55:01]
LOPEZ.FIALA SAID ABOUT, UH, AIR FORCE AND I'M SORRY, I GOT, I GOT THE LAST NAME CRACK THIS NIGHT.
I JUST GOT A TITLE ON MY REPORT THAT THREE MONTHS, INSTEAD OF LIKE THE 30 DAYS, YOU KNOW, I WOULD SAY IF IT WASN'T IN THE SAME NEIGHBORHOOD, BECAUSE SOMETIMES I COULD SEE IT THAT IF A PERSON WANTED TO HAVE A FILM, LIKE THE HOUSE, THEY WANTED TO DO SOME FILMING AND NOT ONE LOCATION.
AND THEN THEY WANT TO COME BACK ANOTHER 30 DAYS AND ANOTHER 30 DAYS THEIR RESIDENTS MIGHT GET UPSET ABOUT THE OTHER RESIDENTS BECAUSE THEY DO BLOCK OFF A BIG STREET.
SO I DON'T KNOW IF WE CAN WORK OUT SOMETHING THEY'RE MOSTLY NOT ON THE SAME HOUSE, YOU KNOW, WE COULD CHANGE IT.
I WOULDN'T WANT TO SEE IT IN THE SAME NEIGHBORHOOD EVERY 30 DAYS.
UH, THANK YOU FOR BRINGING THAT UP, BUT THAT BRINGS ME ANOTHER QUESTION.
SO IF THE FILM PERMIT WANTS TO FILM, UH, AT HIS HOUSE, BUT IN ONE DISTRICT AND THEN A WHOLE NEW, IN A DIFFERENT AREA IN ONE OF OUR OTHER DISTRICTS, DO THEY STILL HAVE TO WAIT, UH, THREE MONTHS OR IS IT PER LOCATION? I MEAN THAT WE CAN LIMIT PER LOCATION.
YEAH, I'M OKAY WITH THAT BECAUSE IT CAN GO 30 DAYS HERE OR 30 DAYS THERE AT 30 POUNDS APART WITH THAT.
NO, IT WAS JUST, THE NONRESIDENTIAL WILL PRETTY MUCH BE ABLE TO DO THIS EVERY SINGLE MONTH.
AND THE, I MEAN, THE NONRESIDENTIAL AND RESIDENTIAL WILL ONLY GET TO DO IT FOUR TIMES IN A YEAR.
ONE HOUSE, BUT THEY CAN GO TO ANOTHER NEXT BLOCK OVER THERE.
I JUST WANTED TO MAKE THAT, MAKE IT, THAT DURATION A LITTLE SHORTER.
AND IF IT IS CONCERNED WITH CERTAIN GUIDELINES AND REGULATIONS AND, UM, YEAH, I MEAN, I DON'T, I WOULD LIKE TO SHORTEN IT.
I'D LIKE TO SEE IT, IF IT IS A CONSENSUS THAT EVEN IF IT'S TWO MONTHS, THAT'S FINE.
BUT IF WE ARE CITY FILM FRIENDLY, I MEAN, FILM FRIENDLY, I'D LIKE TO MAKE SURE THAT THAT OCCURS, BUT THE NONRESIDENTIAL ZONE, I STILL HAVE A CONCERN ON REGARDS TO THAT.
UM, PARTICULAR, IF YOU RUN A PROMOTION ON THAT FOR 60 DAYS, I'M SORRY, MR. NEMICK JOIN SOME, UH, COMMENT OVER HERE OR, UH COSMIN OKAY.
YOU, YOU DON'T, YOU DON'T MIND.
YOU WANT TO GO, GO, GO, GO AHEAD, MR. MAYOR.
I MEAN, I, I WAS ABOUT TO, UH, SUGGEST A MAYOR PRO TEM LOVERS WILL MAKE A MOTION, BUT, UM, I WONDER IF HE WANTS TO MAKE SOME COMMENTS, BUT I HAVE NOTHING TO ADD.
ISSUE I HAVE IS I UNDERSTAND THE CONCERN ABOUT THE THREE MOUNTS, BECAUSE IT'S THE RESIDENTIAL, RESIDENTIAL, IT'S NOT COMMERCIAL.
RESIDENTIAL IS PEOPLE, SLEEP, PEOPLE STAY IN THEIR HOME.
THEY WANT TO HAVE A QUIET ENJOYMENT.
SO, SO, SO IN A WAY, POSSIBLY THE ISSUE, BUT AT THE SAME TIME AS THREE MONTHS, KIND OF A LONG DURATION.
IF WE CAN, IF YOU WANT TO SHOW THEM THE TIME WE, WE NEED TO HAVE A NEIGHBOR'S AGREEMENT.
SAY, HEY, WE'RE GOING TO COME OVER HERE.
WE'LL BECAUSE THIS IS A HISTORICAL BUILDING.
WE REALLY WANT TO TAKE SOME KIND OF A PHOTOSHOOT OVER THERE AFTER PANDEMIC.
MEANING WE ARE TALKING ABOUT AFTER PANDEMIC, WHEN WE GO BACK TO THE NORMAL TIME, WHEN THE FILM PRODUCTION CAN WE ASSUME THAT THEY, THEIR, THEIR THING.
BUT, SO, SO I THINK POSSIBLE, WE, WE NEED TO HAVE, OKAY, BECAUSE WHEN YOU SHOOTING A MOVIE, OKAY, THIS IS A COMMERCIAL, OKAY.
YOU CAN HAVE A GOLFER GOING TO HAVE A LIGHTING.
YOU'RE GOING TO HAVE A TRAILER.
YOU MIGHT HAVE, IF THIS IS A REGULAR PRODUCTION, OKAY.
THEN YOU MIGHT HAVE A LOT OF PEOPLE AND THEN YOU HAVE THE WRONG INTO THE HOME AND TO GET SOME CABLE, THIS AND THAT.
SO, SO THIS IS, AND THEN WE HAD TO RESTRICT THE TIME.
WHEN SHE SHE'S A VERY COURTESY TO THE NEIGHBORS.
SHE CAME IN AND I REMEMBER WE WELCOME HER TO CONTINUE HER PRODUCTION IN OUR CITY BECAUSE SUCH A NICE PRODUCERS AND THEY CARE ABOUT THE NEIGHBORS.
SO IF WE CAN HAVE A SIMILAR SITUATION, BUT WHAT I'M SAYING, I'LL AGREE WITH THESE THREE MONTHS, HE SAID LIKE VERY LONG BY THE SAME TIME, BUT WE NEED TO HAVE A COURTESY REGARDING THE NEIGHBOR.
MAKE SURE THE NEIGHBOR IS OKAY.
AND THAT YOUTUBE IS A COOL PRODUCTION COMPANY COMING WITH ALL THE COURTESY DON'T DISTURB.
PEOPLES LIVE JUST LIKE LOUD MUSIC.
A LOT OF PEOPLE WHY? BUT QUIET ENJOYMENT.
THAT WALK WHOLE DAY AGAIN AFTER PANDEMIC.
THEY WANT TO HAVE A QUIET ENJOYMENT.
SO, AND IF YOUR NEIGHBOR HAVE A PRODUCTION GOING ON, THEY MAY BE DISTURBED THERE.
SO WE NEED A NEIGHBORS TO, TO AGREE.
I THINK POSSIBLE IF WE, IF YOU'RE OKAY WITH THAT SHOW THAT THE TIME, BUT GET A NEIGHBOR'S AGREEMENT.
NO MATTER THREE MONTHS, TWO MONTHS, OR I THINK THIS IS BECAUSE OF HIS DAY SHOW.
[02:00:01]
SECOND THING, COMMERCIAL.I THINK COMMERCIAL COMMERCIALS IS THE PROBLEM.
WE WANT THE PEOPLE TO HAVE A POVERTY TO DO THEIR JOB.
IF THIS IS A, A RETAIL, THEY SHOULD BE A RETAIL.
IF THIS IS A DEALERSHIP, IT SHOULD BE A DEALERSHIP.
SOME KIND OF A WAREHOUSE OKAY.
BUT NOW YOU'RE NOT USING YOUR TYPICAL BUSINESS WHERE YOU APPLY.
AND THEN YOU STARTING DOING SOME OUTER BUSINESS.
AND THEN WE ALLOW YOU TO DO ALL THE TIME.
AND THEN IT WILL CREATE A PROBLEM IS FOR THE NEIGHBOR.
FOR EXAMPLE, WE'LL SAY DEALERSHIP AND OUR NEXT DOOR NEIGHBOR, NEIGHBOR DEALER, THEY MIGHT BE SAY, HUH, IT'S GOING TO EFFECT MY BUSINESS, REDUCE MY BUSINESS AND WHERE PEOPLE DON'T WANT TO COME OVER HERE BECAUSE WE HAVE A EMPTY LOT EMPTY BUILDING IS SUPPOSED TO BE A DEALERSHIP.
AND NOW YOU HAVE A LIE ALL THE TIME.
IT'S THIS IS OUR AUTO DEALERSHIP PLAZA OR WHAT? THIS HAS BECOME SOME KIND OF A DIFFERENT BUSINESS.
SO THIS IS SOMETHING IMPORTANT.
WE NEED TO MAKE SURE OUR REVENUE AND DEBT NUMBER ONE IS OUR DEALERSHIP.
CONTINUE TO THIS INTEGRITY NEEDS TO BE PROTECTED.
STOP PEOPLE MAKING MONEY, BUT WE WANT TO PEOPLE, WHEN THEY BUILD THE DEALERSHIP, WE WANT THEM TO, AS A DEALERSHIP, WE WANT THEM TO LEASE OUT TO THE DEALER OR THEY CAN CONTINUE TO DEALERSHIP BECAUSE THAT'S WHAT THE AGREEMENT WAS.
WE WANT TO CONTINUE TO HAVE THIS BUSINESS.
THAT'S WHAT THE AUTO PLAZA, OUR PURPOSE IS.
AND ON THE FREEWAY 10, FOR MORE THAN 10 YEARS OF OBSTACLE, AN EMPTY LAW OVER THERE IS HURTING THE BUSINESS.
HURTING OUR NEIGHBOR, THEY COMING IN.
TRY TO DO THE, SELLING THE CAR AND TAKE THE CUP ROBYN.
SO, SO WE NEED TO BE CAREFUL ON THIS ISSUE, UH, TO PROTECT OUR BUSINESS, WILLING TO SPEND ALL THE MONEY IN OUR CITY AND WE NEED TO HAVE A COURTESY, MAKE SURE WHAT ORIGIN DESIGN IS A DEALERSHIP.
AND THEN WE, WE DON'T WANT TO GIVE THEM 200 DAYS, 200 DAY AND TO SHOOT, OKAY.
SO THIS IS A CONCERN, MAJOR CONCERN I HAVE.
SO ANY WAY I HAVE A PROBLEM WITH GIVE SUCH A LONGER TIME FOR THE COMMERCIAL TO MAKE OKAY.
THING, UNLESS WE MAKE IT AS A STUDIO, TENTER CAN SHOOT A MOVIE TO 365 DAYS.
AND THEN WE HAVE THE CULTURE OF THE STUDIO AND FOR ME A WINDOW INTO THE TOTALLY DIFFERENT KIND OF A USE OF THE LAND.
AND IF WE ALL AGREE UPON AND ALL OF THEM THAT I HAVE, APARTMENT WHICH COMMERCIAL, I HAVE NO PROBLEM TO SHOW THAT THE TIME, BUT I HAVE A MAJOR PROBLEM WITH COMMERCIAL, WITH A LONG DURATION TO ALLOW THEM TO SHOOT MOVIE IN THE COMMERCIAL ALL THE TIME.
I DID HAVE ONE QUESTION FOR RESIDENTIAL ZONE BECAUSE I KNOW THE COMMERCIAL HAS 15 DAYS.
I MEAN, THAT'S PRETTY MUCH HALF THE MONTH.
UM, RESIDENTIAL, I KNOW IT'S FIVE DAYS, UM, DEPENDING ON THE SHOOT DO, IS THERE A POSSIBILITY LET'S SAY, I MEAN, WE ALL KNOW THAT THEY ALL RANGE.
SOME CAN ONLY SHOOT ONE DAY, THAT'S ALL THEY NEED, BUT IF THEY NEED LIKE SEVEN DAYS, IS IT POSSIBLE FOR THEM TO REQUEST AN EXTENSION OR ANYTHING LIKE THAT? UM, CURRENTLY THE CO THERE IS A SEPARATE CODE SECTION, UM, IN THE WEST COVINA MUNICIPAL CODE PERTAINING TO MAKE, UM, MAJOR, MAJOR PRODUCTION PERMITS.
SO BASICALLY IF IT DOESN'T COMPLY, IF THE PROPOSED FILMING DOES NOT COMPLY WITH THIS PARTICULAR SECTION, BECAUSE THEY'RE THERE, THEY'RE FILMING IS GOING TO BE LONGER OR THEY WANT, THEY DON'T WANT THE, YOU KNOW, THE, THE COOL OFF PERIOD, OR THEY DON'T WANT A SHORTER, COOL OFF PERIOD OR SO FORTH.
UM, THEY CAN APPLY FOR THE MAJOR PRODUCTION FILM PERMIT.
AND THAT REQUIRES, UM, THE, THE PROCESS FOR THAT IS SIMILAR TO, UH, THE PROCESS FOR ADMINISTRATIVE USE PERMIT, WHERE WE NOTIFY WHEN THE APPLICATION COMES IN, WE REVIEW IT, WE NOTIFY THE NEIGHBORS.
AND IF THE NEIGHBORS, UM, REQUEST A HEARING, THEN IT WOULD BE TAKEN TO THE PLANNING COMMISSION FOR A PUBLIC HEARING, DEPENDING ON THE SCHEDULE, FOR INSTANCE, THAT FILM PERMIT THAT THE MAJOR PRODUCTION FILM PERMIT THAT WAS SUBMITTED LAST YEAR FOR THAT FOR JUSTIN BATEMAN, JUSTINE BATEMAN, UM, WE PROCESSED IT IN THIS WAY CAUSE SHE HAS SUBMITTED A MAJOR PRODUCTION FILM PERMIT BECAUSE SHE WANTED TO FILM LONGER THAN, THAN FIVE DAYS.
AND SHE ALSO WANTED TO FILM AFTER HOURS, UM, IN, IN THE, LIKE AS LATE AS 2:00 AM BECAUSE OF THE NIGHT SHOTS.
SO, SO WE BROUGHT THIS ITEM TO THE PLANNING COMMISSION.
WE NOTIFY THE PUBLIC OF THE PUBLIC HEARING, UM, AND BROUGHT THE ITEM TO THE PLANNING COMMISSION WITHOUT, WITHOUT NOTIFYING, WITHOUT PROCESS, WITHOUT PROCESSING IT SIMILAR TO AN AUP AND JUST BROUGHT IT TO THE PLANNING COMMISSION, WITHOUT ANYBODY REQUESTING A HEARING, MAINLY BECAUSE SHE WAS SHORT ON TIME, SHE WANTED, SHE WANTED AN ANSWER
[02:05:01]
RIGHT AWAY.SO WE HAD SCHEDULED, WE W W WE HAD SCHEDULED IT TO THE NEXT AVAILABLE PLANNING COMMISSION MEETING RATHER THAN WAITING FOR SOMEBODY TO REQUEST A HEARING.
AND THEN IF, IF SOMEBODY REQUESTS A HEARING, THE MEETING WILL BE SCHEDULED AT A LATER TIME.
SO WE PROACTIVELY PROCESSED IT QUICKER THIS WAY.
I THINK I REMEMBER THIS IS A VERY GOOD JOB AND THE OTHER PLANNERS PRU IS A EXTREMELY HARMONY.
AND NO REMEMBER NO NEIGHBOR COMPLAINT.
I THINK HE LET TIME YOU ARE THE PLANNING COMMISSIONER.
AND I THINK THIS IS WHAT EXTREMELY ENJOYABLE I SAW IT, MY, MY, MY EYE AND SEE, AND I, I DON'T KNOW WHAT HAPPENED TO THE MOVIE.
I HOPE THAT WE CAN INVITE THEM FOR THE PREMIER.
BUT, BUT I THINK THIS IS SOMETHING WE CAN DO IS WE CONTINUE TO CASE-BY-CASE OKAY.
WITH A BIG PRODUCTION, NOT JUST BLANKET AND TO THEM AND SENT INTO THE COMMERCIALS ONLY INTO, I THINK THAT NEED TO BE SUPERVISED.
BY OUR PLANNING COMMISSIONERS.
WITH, WITH YOU, WITH PLANNING COMMISSION, TO MAKE SURE EVERYTHING COMPLY WITH WHAT THEY HAVE TO PAY THE PROPER PERMIT FEE.
AND SO, IN A WAY, CT WON'T LOSE THE REVENUE, BUT MORE IMPORTANT THING WE DO NOW WANT TO, OKAY.
THE ZONING IS A FOUR SUPERMARKET ZONING.
DEALERSHIP AND A WAREHOUSE AND A CHANGE INTO SOMETHING.
WE ALLOW WE CHANGING ANYTHING AND THAT WE ALLOW THEM TO CONTINUE TO USING A DIFFERENT USE.
AND I THINK THIS IS A CONCERN BECAUSE THEN NOT ONLY THE PROBLEM OF THE SUBJECT POVERTY, YOU CREATE A PROBLEM FOR THE NEIGHBOR, MEANING OTHER DEALERSHIP.
BECAUSE I HEARD A LOT OF COMPLAINTS.
THEY'RE BIG IN POVERTY OVER THERE.
WE DO NOW WANT TO LOSE ANY OF OUR DEALER.
WE WANT OUR DEALER MAKING MONEY, SELLING A LOT OF COSTS.
SO I THINK THIS IS SOMETHING WE REALLY HAVE TO BE CAREFUL.
AND TO, TO, TO, TO APPROVE THE THING, WE NEED TO MAKE SURE PEOPLE FEEL A DEALERSHIP OR PEOPLE WHO ARE SUPER MARKET, THEY NEED TO MAKE IT SOMETHING THEY USE.
NOT CONTINUE TO LET THE POVERTY OF BACON OVER THERE.
I THINK THE SOUTH SIDE, WE HAVE A COUPLE BIG PROPERTIES VACANT AND THE NO SIDE.
I THINK YOU'LL HAVE A SMILE AND FIND OUT NO SMART.
WHAT ARE YOUR SUPERMARKET? AND IT'S STILL VACANT.
SO, SO YEAH, THEY COME AND GO, BUT, BUT WE NEED, OKAY.
IN NO TIME, WE CAN HAVE A TENANT COMING IN SO MANY WHILE WE CAN HAVE A SERVICE AND THAT WE CAN HAVE A REVENUE ECHO AHEAD.
ARE THOSE, ALL THOSE EMPTY PROPERTIES AND EMPTY LOTS ARE THEY ALSO CAN BE USED PART OF THE FILMING? UH, HAVE WE WORKED WITH OUR BUSINESS OWNERS? I MEAN, THEY ARE EMPTY.
I MEAN, HE DID, UH, MAYOR, WE MENTIONED THE FRESH UNEASY WHERE, UH, PANERA BUILDINGS AT THAT BIG BUILDING IT'S EMPTY ANYWAYS, IS THAT POSSIBLE? DO WE SHOW THESE CLIENTELES THAT THEY COULD UTILIZE? DO WE HAVE A JOINT AGREEMENT? POSSIBLY WE CAN.
ALL THESE EMPTY BUSINESSES, EMPTY PLACES, IS THAT POSSIBILITY TO HAVE A JOINT USE AND PROPOSE THAT OUT? I MEAN, UH, THERE, THERE, THERE ISN'T ANYTHING IN OUR MUNICIPAL CODE THAT PREVENTS FILMING IN EMPTY SPACES.
SO THAT IS A POSSIBILITY TO, TO, UM, FILM IN BUSINESSES THAT ARE NOT OCCUPIED WITH A, WITH A USE AT THIS TIME.
I'M GOING TO MOVE ON TO KN I THINK YOU OKAY, COUNCILMAN, CASIANO GO AHEAD.
THANK YOU, MR. MARIA, JUST LIKE TO ECHO YOUR SENTIMENT.
I AGREE WITH MAYOR PRO TEM LOPEZ VRO AS WELL.
I'M MORE IN FAVOR OF BEING FLEXIBLE AND LENIENT WITHIN RESIDENTIAL AREAS, AS LONG AS THE NEIGHBORHOOD IS OKAY WITH IT.
AND IT MAKES SENSE, AND IT GOES THROUGH A GOOD STAFF REVIEW.
AND I'M LESS IN FAVOR OF JUST GIVEN A BLANK CHECK TO ONE OF, ONE OF OUR DEALERSHIPS OR SUPERMARKET OR ANYTHING THAT REALLY, THAT'S NOT THE INTENDED USE THAT YOU MENTIONED CAUSES PROBLEMS WITH THE NEIGHBORS.
AND IT ALSO HURTS THE CITY IN THE LONG RUN.
SO I'D LIKE TO TIGHTEN THOSE STANDARDS UP A LITTLE BIT MORE, LIKE GET MORE RESTRICTIVE THERE AND LESS RESTRICTIVE OR MORE FLEXIBLE FOR RESIDENTIAL.
SO, SO ANY SUBJECTION YOU WANT TO AMEND IT? YEAH, GO AHEAD.
I HAVE A HAVE IT THAT I CAN MAKE A PLANNING, JUST HAVE HER MAKE SOME REVISIONS THAT WE'VE TALKED ABOUT AS IF THEY BRING IT BACK TO US WITH THOSE REVISIONS.
WE, WE ARE REALLY BRINGING BACK LAST TIME SHOW, CAN WE AMEND IT OURSELVES? OR WE HAVE TO BRING BACK TO THE, OKAY.
HE CAN MAKE CHANGES SO WE CAN MAKE CHANGES.
WE DON'T HAVE TO SEND BACK TO THE, UH, PLENTY COMMISSIONER BECAUSE WE ALWAYS SEND THEM.
AND THIS YEAR DOING THE SAME THING,
[02:10:01]
THEY DIDN'T CHANGE TOO MUCH.SO, SO THEY DIDN'T, THEY DIDN'T USE SOUR SUBJECTION TO TIE IT UP, ALWAYS THE COMMERCIAL, BECAUSE THE CONCERN, AGAIN, WE MENTIONED SO MANY TIME TO CONCERN IS THE USE AND NOW PEOPLE DON'T USE AND WE SAW WORRY ABOUT, OKAY, WE WERE LOSING MORE DEALERSHIPS.
WE WANT TO MAKE SURE THAT IS OUR FROM LA IS AUTO PLAZA WOULD BE ALL THE PUZZLE.
MR. MAN, IF I MAY GO AHEAD, JUST A SUGGESTION.
IF YOU'RE READY TO GO FORWARD WITH IT.
I DO AGREE WITH OUR METAPHOR TAB.
IF WE COULD CHANGE THAT FOR 60 DAYS WITH NOTIFICATION OF THE RESIDENCE.
AND I'D LIKE TO SEE IN COMMERCIAL INSTEAD OF LIKE 115 DAYS, AT LEAST GOT THAT DOWN TO 90 DAYS INSTEAD OF 115.
SO WE'RE TAKING OUT 25 DAYS A YEAR OFF, AND THEN ONE FOR THAT ONE.
SO
HOW MANY DAYS, HOW MANY DAYS WE HAVE ALWAYS DANGER RIGHT NOW, 90.
SHALL WE, CAN WE GET EQUAL 1990? I THINK WE SHOULD GO 1990 EQUAL.
THAT SOUNDS A GOOD COMPROMISE THROUGH THE CHAIR.
WE HAVE A COMMENT FROM COUNCIL MEMBER SHOEMAKER.
SO YOU DO NOT INCONVENIENCE YOUR NEIGHBORS.
MY AUNT HAD A NEIGHBOR WHO MOVED TO HAWAII EVERY FALL, ANY FOOD NETWORK SHOW FILMS IN THE HOUSE.
WE HAD TO DODGE THE TRUCKS AND FILM CREWS ALL DAY FOR MONTHS.
THEY ALSO LIKED TO STOP TRAFFIC DURING FILMING.
SOMETIMES THAT'S WHY I SAY WE NEED A NEIGHBOR'S APPROVAL.
IF THEY WILL SAY NO, THEY CANNOT SHOW THERE.
SO I THINK IT'S OKAY TO COMMERCIAL.
RESIDENT LIVING NEARBY, SO, OKAY.
SO HOPEFULLY UNLISTED, THEY GET YOUR COMMERCIAL, BUT NEXT DOOR IS RESIDENTIAL.
AND THAT WE JUST WANT TO MAKE PEACE.
MAKE SURE DON'T DISTURB OUR RESIDENTS LIFE.
SO AGAIN, THIS IS HOW HE'S TALKING ABOUT.
WE NEED A RESIDENT APPROVAL, RIGHT? SO THERE'S SOME MEAT AND THEN WE HAVE TO, TO NOTIFY THE SURROUNDING NEIGHBORHOOD.
WE'RE TALKING ABOUT PEAK PRODUCTION.
NOW WHEN I'M TALKING ABOUT, OKAY.
FILM, STUDENT FILM, AM I RIGHT? THAT IS CORRECT.
UH, THIS DOES NOT COVER LIKE STUDENT FILMS, AS YOU MENTIONED, RIGHT? NO.
WELL, IT DEPENDS ON WHAT TYPE OF STUDENT FILMS IN THE PAST, IF IT'S A LITTLE HIGH, YOU KNOW, HIGH SCHOOL STUDENT FILM, OR EVEN LIKE A SMALLER SCALE COLLEGE STUDENT FILM, THEN WE DON'T, WE DON'T REQUIRE ANYTHING LIKE THIS.
BUT IF IT'S, IF IT'S, UH, UH, FOR INSTANCE, UM, A STUDENT FILM FROM A FILM SCHOOL THAT THAT'S A LARGER PRODUCTION WHERE THERE'S GOING TO BE, THERE'S GOING TO BE 20 VEHICLES ON, YOU KNOW, ON THE, ON THE PROPERTY OR ON THE STREET.
THEN, THEN WE MAY, MAY REQUIRE SOMETHING LIKE A FILM PERMIT LIKE THIS.
BUT WHEN WE, WHENEVER WE GET APPROACHED BY A STUDENT, AS STUDENTS WANTING TO FILM, WE ASK, WE ASK THEM FOR, FOR SPECIFICS ON WHAT THEY PLAN ON DOING SO THAT WE CAN MAKE A DETERMINATION WHETHER OR NOT WE, THEY WOULD BE REQUIRED TO GO THROUGH THIS PROCESS.
AND IS A COUNCIL MEMBER SHUMAKER HAVE ANY COMMON? NOPE.
WE DO ANY COUNCIL WANT TO MAKE AN AMENDMENT AMENDED ABOUT THIS ITEM REGARDING HOW MANY DAYS AND THE COMMERCIALS, HOW MANY DAYS? OKAY.
CONSENT REGARDING WE HAVE A PROFESSIONAL PRODUCTION COMING IN, SO WE WANT TO MAKE SURE THE NEIGHBOR HAD BEEN NOTIFIED AND OKAY.
SO IN THAT WAY WE DON'T DISTURB THE PEACE.
AM I RIGHT, TWEN, UM, YOU MAY REQUIRE AN, UM, NEIGHBOR NOTIFICATION ALSO, UM, IN SOME CITIES, WHAT, UM, WHAT THEY, WHAT IS DONE IS IT'S AN APPLICATION REQUIREMENT SO THAT THEY WOULD HAVE TO, BEFORE THEY SUBMIT THE APPLICATION, THE APPLICANTS WOULD HAVE TO GET THE NEIGHBOR'S SIGNATURE SO THAT, UM, AND ALSO CONTACT INFORMATION TO SUBMIT TO THE CITY.
UM, SO THAT IT REDUCES THE AMOUNT OF TIME THE SAFETY WOULD HAVE TO DO THE OUTREACH.
LET, LET THE APPLICANT TO DO THE OUTREACH.
LET DALE, WE DID HAVE THE CHEESE AND NEIGHBOR.
FOR THEM TO SHOW A MOVIE OVER THERE TOO.
DO YOU HAVE A, DO WE HAVE A TIME? OKAY.
THE MUTATION, HOW EARLY? OKAY.
FOUR O'CLOCK IN THE MORNING THEY START START SHOOTING OR ARE THEY IN THE MIDNIGHT TO THREE O'CLOCK THEY'RE STILL DOING THE SHOOTING.
SO WE HAVE A REQUIREMENT FOR THE TIME SCHEDULE, TIME SCHEDULE FOR FILMING AND RESIDENTIAL RIGHT NOW IS 7:00 AM THROUGH 9:00 PM.
UM, BUT IF THEY WANT TO FILM BEYOND THESE
[02:15:01]
HOURS, IT'S A MAJOR PRODUCTION PERMIT, WHICH WRECK, WHICH MAY REQUIRE A PLANNING COMMISSION, PUBLIC HEARING.NOW HOW ABOUT COMMERCIAL? ANY MEN? OKAY.
THE, FOR COMMERCIAL, THE TIME IS BETWEEN THE HOURS OF 6:00 AM AND 11:00 PM.
AND IF THEY WANT TO GO EARLIER OR LATER, THEY NEED TO GO TO THE PLANNING.
AND SO, AND THEN ONE THING IS, SO THE DAY, HOW ABOUT A DATE? OKAY.
AND THE COOLING PERIOD COUNSEL, YOU GUYS WANT TO AMEND IT, MR. MAYOR.
I MEAN, I'LL TAKE A STAB AT IT TO GET IT STARTED.
AND HOW ABOUT IF WE START WITH JUST MAKING EVERYTHING THE WAY THE RESIDENTIAL ZONE IS, BUT WITH THE STIPULATION THAT EVEN IN NON RESIDENTIAL ZONES, THAT NEIGHBOR CAN ALSO NOTIFY EVERYTHING EQUAL.
SO WE COMPLY WITH THE RESIDENTIAL AND COMMERCIAL WITH THE ASCEND CALLED IN US.
AND THE DAY WE ALLOWED HIM TO SHOOT AND AT THE SAME TIME, WE NEED TO HAVE A RESIDENT'S CONSENT.
I'LL MAKE THE MOTION THAT WAY.
SO THERE WILL BE HOW MANY, HOW MANY MONTHS, TWO MONTHS, TWO MONTHS COOLING, COOLING PERIOD.
AND HOW MANY, HOW MANY DAY ALLOWED HIM TO SHOOT? OH, I THINK JUST THE WAY THE ONE IS WRITTEN RIGHT NOW, I'D BE FINE WITH THAT AS IT IS WITH THAT BULLET POINT AND WITH, UH, SO EVERYTHING THEY, COMMERCIAL WOULD BE EQUAL TO RESIDENTIAL, CORRECT? SAME GUIDELINES, SAME.
BUT THREE MONTHS BECOME TWO MONTHS.
THREE MONTHS BECOME TWO MONTHS.
SO BOTH, UH, RESIDENTIAL AND NONRESIDENTIAL, WHICH IS COMMERCIAL BOTH WILL BE TWO MONTHS.
AND THEY'RE BOTH GOING TO BE ONLY FIVE DAYS.
THAT, THAT'S WHAT I'D BE COMFORTABLE WITH TO GET THE CONVERSATION STARTED.
AND IF THEY WANT EXTENSION OF FIVE DAYS, THEY CAN ASK THEM FOR APPROVAL.
THEY CAN PRINT, THEY CAN PRINT TO THE PLANNING COMMISSION TO PLANNING, TO, TO APPLY, TO APPLY.
IF THEY WANT TO MORE THAN THE TIME.
AND THEN THEY CAN HAVE EXTENDED GUIDELINE.
BECAUSE SOME WERE COMMERCIAL TOUCHES INTO RESIDENTIAL.
UM, YES, THEY CAN APPLY FOR A MAJOR FILM PRODUCTION, UM, PERMIT IF THEY WANT TO GO BEYOND THE HOURS AND ALSO APPLY FOR MORE DAYS.
UM, ALSO IF I MAY, I W UM, WE WOULD LIKE TO GET CLARIFICATION ON THE NEIGHBOR, THE NEIGHBOR, THE NEIGHBOR NOTIFICATION.
IS IT A NOTIFI? UM, PLEASE CLARIFY IF YOU WANT, IF THE COUNCIL WANTS NEIGHBOR NOTIFICATION OR NEIGHBOR APPROVAL, AND ALSO IF IT IS NEIGHBOR APPROVAL, UM, IF, IF THE NEIGHBOR IS NOT AVAILABLE, UM, WOULD BE, I THINK NEIGHBOR NOTIFICATION, I THINK NEIGHBOR NOTIFICATION, IF THEY HAVE OBJECTIONS AND THERE WAS A OBJECT IT'S LIKE, YOU WANT TO VIEW A HOUSE.
AND YOU'RE TOO BIG, TOO SMALL, TOO, TOO, TOO HIGH OR TOO LOW OR SOMETHING.
AND THEY CAN OBJECT ABOUT YOU BUILDING NEXT TO THEIR HOME, AND THEN WE'LL GO TO HEARING AND THEN PLANNING, COMMISSIONER WILL SAY OF NOTE, EVERYTHING COMPLY.
I THINK ELLIS, WE HAVE SOME OF FLEXIBILITY AT THE SAME TIME.
WE HAVE SOME SUPERVISION, SO PEOPLE DON'T ABUSE.
CURRENTLY WHAT WE HAVE RIGHT NOW, ISN'T THE NOTIFICATION PART OF THE STANDARD.
ANYWAYS, I KNOW IN LA, WHEN THEY USE OUR, WHEN THEY FILM AT OUR FACILITIES, THEY NOTIFY ALL THE NEIGHBORS.
I MEAN, JUST GIVING THEM A LITTLE LEAFLET, EXPLAINING THAT THEY'RE GOING TO BE FILMING HERE THESE DAYS IS THE NOTIFICATION NOT PART OF THE STANDARD HERE.
UM, IT'S, IT'S USUALLY THE STANDARD PROTOCOL.
AS FAR AS THE PRODUCTION COMPANIES ARE CONCERNED.
UM, THAT'S WHAT THEY DO WHEN THEY BE PRIOR TO FILMING.
BUT THIS WOULD BE, UM, THAT THIS NATIVE NEIGHBOR NOTIFICATION, UM, THAT WE'RE DISCUSSING HERE WOULD BE PRIOR TO APPLYING FOR THE FILM PERMIT.
SO PRIOR, PRIOR TO THEM GETTING APPROVAL, UM, JUST, JUST BEFORE YOU APPROVE THAT PEW, YOUR HOME, YOU NEED TO NOTIFY YOUR NEIGHBOR.
YOU'RE BUILDING SOMETHING, THIS AND THAT.
SO SIMILAR TO THE SAME STAGE, YOU WANT TO HAVE A BIG PRODUCTION COMING IN AND THEN YOU WANT TO, OKAY, DON'T DO SUBJECT POVERTY.
YOU NEED TO NOTIFY YOUR SURROUNDING NEIGHBORHOOD AT THE SAME TIME, APPLY TO THE PLANNING DEPARTMENT.
WELL, THIS ONE'S A LITTLE BIT DIFFERENT BECAUSE, UM, YEAH, THIS ONE'S GOING TO BE A LITTLE BIT DIFFERENT BECAUSE YOU'RE GOING TO PUT A LOT OF STIPULATIONS IN THIS.
AND FOR JUST THE LITTLE AMOUNT OF DAYS THAT THEY'RE USING FOR JUST FOR TWO MONTHS IS GOING TO MAKE IT JUST BECAUSE OBVIOUSLY RIGHT NOW, THERE IS NO PROBLEM WITH THIS.
NOBODY'S REALLY DOING ANY OF THIS.
[02:20:01]
TO BE FILM FRIENDLY.WHY CREATE ALL THESE RED TAGS AND MAKING IT DIFFICULT? I THINK THE NOTIFICATION PROBABLY DEPENDS ON CERTAIN CRITERIA AS IF IT WILL HIT, UH, WHICH WOULD CAUSE A MAJOR STOPPAGE IN THE NEIGHBORHOOD OR ANYTHING.
I THINK THAT DEPENDS ON WHAT IT ENTAILS.
I THINK THE CONCERN JUST LIKE COUNCIL MEMBERS SHOULD MAKE REGARDING THEIR PRODUCTION.
I KNOW THE PRODUCTION WENT VERY WELL.
THE PRODUCTION IS A LOT OF PEOPLE.
AGAIN, HE WAS A FULL PRODUCTION.
COMEY WAS GOLFER, WAS LIGHTING PEOPLE WITH PRODUCTION, ASSISTANT WITH A TRAILER.
IF WE'RE TALKING ABOUT THE PRODUCTION AND THE LIGHT, THE LIGHT POLLUTION, THEY WILL PUT ON THE LIGHT AT NIGHTTIME.
YOU SEE IT EVERY TIME WE WENT THROUGH A TEMPORARY WAY, WE SEE THE BUILDING LITTERED LIKE US.
SO LESS POLLUTION TO THE NEIGHBORS.
SO LESS POSSIBLE WE NEED TO NOTIFY.
AND THE NEIGHBOR WE TALKING ABOUT THE PRODUCTION, NOT A SMALL FILM, THIS WE'RE TALKING ABOUT PRODUCTION, CORRECT? JUSTIN, JUSTIN.
THEY'RE COMING IN AND THEY WANT TO DO A WIDER WAY TO NOTIFY THE NEIGHBOR.
AND WE CAN USE IT USING THAT AS A PROTOCOL.
LET, WHILE WE FOLLOW THE THING, COME OUT, WE ALLOWED HIM TO SHOW AT THE RESIDENTIAL AT THE SAME TIME, NOBODY COMPLAINED AND EVERYBODY WILL COME AND WE WANT TO BE FRIENDLY.
BY THE SAME TIME, WE NEED TO BE CAREFUL OUR NEIGHBORS.
WELL, THAT'S WHAT I MENTIONED.
SO IF IT'S A BIG PRODUCTION, THEN OF COURSE THESE ARE THE STEPS.
BUT IF IT'S SOMETHING MINOR, CAUSE I'VE SEEN SMALLER LITTLE, I MEAN, THEY DO HAVE THE GAFFERS AND ALL THAT STUFF.
BUT IF IT'S IT'S A SMALLER ONE THAT YOU DON'T EVEN REALIZE WHEN YOU GO, OKAY, AGAIN, ANY PRODUCTION, IF IT'S A PROFIT PRODUCTION, THEY NEED TO APPLY TO CITY NONPROFIT TO STUDENTS, STUDENT FILM, THIS IS VERY LIGHT.
THEN OF COURSE THEY HAVE NO BUDGET FOR THAT.
BUT IF YOU ARE PROFIT, THEN THIS IS A FOR PROFIT AND THEY NEED TO APPLY AND THEY NEED TO PAY AND THAT'S FINE.
AND THEN WE NEED TO MAKE SURE, OKAY.
AND THEY DO IT PROPERLY TO HAVE A COURTESY TO THE NEIGHBOR BECAUSE SOMETIMES THEY WANT TO SHOW ON THE RESIDENTIAL BECAUSE SEE A LOT OF MOVIE IN THE RESIDENTIAL NEIGHBORHOOD.
SAUDI, THEY SHOOT IN THE STUDIO.
AND THEY LOOK LIKE A HOME, BUT IT'S ALL FAKE.
BUT SOME OF THEM, THEY REALLY WANT TO SHOE ON THE STREET, ON THE WHEEL.
SO, SO WE, THAT'S WHY WE WANTED TO COME AND DATE, BUT AT THE SAME TIME WE WANTED TO SEE OUR RESIDENT THAT THEY'VE BEEN, DON'T BE DISTURBED.
SO ANYWAY, LET'S, LET'S GET THIS THING OVER.
SO WE ARE GOING TO AMENDED THIS WITH COMPLY, WITH THE SAME GUIDELINE, WITH A RESIDENTIAL AND COMMERCIAL.
WE ARE NOT GOING TO STOP PEOPLE TO SHOOT.
I THINK THIS IN THE SAME GUIDELINE, JUST LIKE JUSTIN, THE SAME THING THEY COME IN.
SO NO MATTER COMMERCIAL OR RESIDENTIAL, THEY SHOULD DO THE SAME THING EQUALLY.
AND I THINK THIS IS WHAT I HEARD ABOUT FROM COUNCIL MEMBER CASIANO AND THE MALE PROTEIN ABOUT WHAT THEY'RE THEY WANT TO BE FILM FRIENDLY, BUT AT THE SAME TIME, WE NEED TO BE TAKING CARE OF OUR RESIDENTS AT THE SAME TIME.
THE COMMERCIAL DON'T BE ABUSE USE PROPERLY NOW ON THE TWO DIFFERENT WAY.
SO ANYWAY, I WANTED TO SAY SOMETHING, I KNOW IT'S OFF THE TOPIC, BUT I JUST WANTED TO JUST MAKE IT CLEAR THAT, UM, NO, WE DON'T WANT TO DISRUPT BUSINESSES.
WE DON'T WANT TO DISRUPT RESIDENT'S WAY OF LIVING.
THAT'S NOT THE PURPOSE OF THIS.
IT'S NOT ONLY ABOUT MONEY, BUT, UM, IT'S WE DON'T WANT TO DO THAT.
I DID WANT TO SHARE, UM, WAY BACK IN COLLEGE, I SHOT A MCDONALD'S COMMERCIAL.
AND YOU KNOW, WHEN YOU SEE THESE COMMERCIALS AND THE DRIVE THROUGH AND ALL THAT, YOU THINK IT'S A REAL OPERATING MCDONALD'S NO, THAT WE ACTUALLY SHOT.
I BELIEVE IT WAS IN CITY OF INDUSTRY.
IT LOOKS LIKE A REAL MCDONALD'S, BUT IT'S NOT OPERATING.
SO IT'S ONLY USED FOR SHOOTING PURPOSES.
SO WHEN WE, IN REGARDS TO THE COMMERCIAL ZONES WITH ANY OF OUR RESTAURANTS OUT HERE, THAT'S WHY I SAID, I DIDN'T WANT TO HAVE THEM STOP OPERATING AND, YOU KNOW, CLOSE TO THE PUBLIC SO THAT THEY CAN MAKE THEIR OWN MONEY.
IT'S I JUST DON'T WANT TO DISRUPT OUR, THE BUSINESS AND OUR RESIDENTS UTILIZING THESE RESTAURANTS OR BUSINESSES OR EVEN DEALERSHIPS.
SO THAT'S WHAT ALL I WANTED TO DO.
SO WE'RE GOING TO CONCLUDE THIS.
SO ARE WE GOING TO MAKE THE MOTION WITH AMENDED THIS? OKAY.
COUNCILMAN CASIANO YOU WANT TO PUT YOUR MEN AMENDMENT ON THIS ITEM? OKAY.
OR THEN MAYBE JOANNE CAN REFRESH.
LOSS EACH AND ALL THIS DEBATE.
SO, UM, TO SUMMARIZE, UM, THE COUNCIL WANTED NEIGHBOR NOTIFICATION, UM, AND ALSO THE COUNCIL WANTED TO REVISE, UM, OR TO ALLOW FIVE DAYS OF FILMING, INCLUDING SETUP IN DISMANTLING FOR BOTH, FOR BOTH.
UM, NOT INCLUDING THE INITIAL PROPERTIES, YOU SAID NOT INCLUDING DISMANTLING AND SET
[02:25:01]
UP.NOT INCLUDING SET UP AND DISMANTLING ONLY, ONLY FIVE DAYS, FIVE DAYS.
UM, THE MOTION BY, BY PLANNING COMMISSIONER CASIANOS WAS FOR, UM, FOR COMMERCIAL TO BE THE SAME DAYS.
UM, UM, COUNCIL MEMBER CASIANOS WAS FOR FOUR OR FIVE DAYS, UH, FOR COMMERCIAL THE SAME DAY AS RESIDENTIAL.
SO
AND SO, AND SO ANY, ANY SHOOT THEY WANT TO, MORE THAN FIVE DAYS TAKEN APPLY? YES.
THEY CAN APPLY FOR A MAJOR PRODUCTION FILM, FILM PERMIT.
AND ALSO, I WOULD ALSO LIKE TO ADD THAT IF, UM, THIS TYPE OF FILM PERMIT IS SIMILAR TO THE, UM, TO A TEMPORARY USE PERMIT.
SO BASICALLY IF THERE IS ANY PROBLEM, UM, IN THE OPERATION DURING THE FILMING, UM, IF WE GET TOO MANY NEIGHBORHOOD COMPLAINTS OR IF WE, IF THE APPLICANT IS IN OUR COMPLAINT WITH THE CONDITIONS OF APPROVAL, THAT DIRECTOR DOES HAVE THE AUTHORITY TO REVOKE THE TEMPER, THAT THE FILM PERMIT.
SO IT'S, THIS IS THE AMENDMENT, WHICH IS, THIS IS THE MOTION.
SO DO I HAVE A MOTION TO APPROVE? YES.
MR. MAYOR, THAT'S THE MOTION AS SUMMARIZED.
DO I HAVE A SECOND? ONE SECOND? OKAY.
MOVE THE MOTION OF COUNCILMAN CASIANO AND WE HAVE SECOND FOR MALE, POTENT LOPEZ BEATO AND A VOCAL PLEASE.

I'D LIKE TO CONTINUE THIS ITEM TO THE, SO WE'RE GOING TO GO SOUTH.

SO I THINK THIS IS BETTER THIS WAY.
WE PRAYED TO OUR CHIEF SAFELY RETURN AND BECAUSE OKAY.
DUE TO HIS ABSENCE, I KNOW HE'S DOING PRETTY GOOD BY WORKING.
WE CANNOT WAIT FOR HIM TO COME BACK AND WE NEED A LEADERSHIP.
OF COURSE WE DON'T HAVE, AND WE'RE GOING
[CITY COUNCIL COMMENTS]
TO THE CT.AND THEY COME IN ANY REQUEST FOR REPORT VIA CO-HEAD OKAY.
THROUGH THE MAYOR, WE HAVE A COMMENT THROUGH COUNCIL MEMBER SHUMAKER.
SHE WOULD LIKE US TO READ COMMENTS INTO THE RECORD FROM MR. BRIAN.
THESE ARE THE COMMENTS OF BRIAN.
JOB'S A 31 YEAR RESIDENT OF WEST COVINA COMMENTS FOR THE CITY COUNCIL MEETING OF JULY 21ST, 2020.
THIS EVENING YOU'LL BE VOTING ON WHETHER OR NOT TO EXTEND THE PURCHASE AND SALE AGREEMENT WITH SINGH POLI AT BKK LANDFILLS BKK INCLUDES CALIFORNIA'S LARGEST TOXIC HAZARDOUS WASTE LANDFILL.
IT CONTAINS OVER 3.9 MILLION TONS OF TASKS, TOXIC HAZARDOUS WASTE.
ACCORDING TO THE U S ENVIRONMENTAL PROTECTION AGENCY.
WHAT'S IN BKK INCLUDES ACIDS, ARSENIC, CYANIDE, MERCURY OIL, SLEDGE, VINYL, CHLORIDE, AND PESTICIDES.
JUST TO NAME A FEW OF OVER 100 DIFFERENT TOXINS DISPOSED OF THERE.
MOST OF THAT WAS DISPOSED OF AS LIQUIDS DISPOSED OF DIRECTLY ONTO DIRT OR TRASH OR INJECTED INTO THE GROUND.
OVER 26,000 PEOPLE LIVE WITHIN ONE MILE OF BKK OVER 176,000 PEOPLE LIVE WITHIN THREE MILES.
THE CALIFORNIA DEPARTMENT OF TOXIC SUBSTANCES CONTROL HAS TOLD YOU DIRECTLY.
AND IN WRITING THAT BKK IS AN ONGOING PUBLIC HEALTH THREAT.
THE MAJORITY OF THIS CITY COUNCIL CONTINUES TO TREAT BKK AS JUST DIRT.
THAT'S A QUOTE FROM MAYOR TONY WOO, AND AS LAND THAT ENTIRELY SUITABLE FOR SINK POLIES HOTEL DIRECTLY ADJACENT TO THE TOXIC HAZARDOUS WASTE LANDFILL.
THERE IS NO PHYSICAL BARRIER BETWEEN THE
[02:30:01]
LANDFILL AND ADJACENT LAND WHERE THE HOTEL HAS BEEN PROPOSED.THIS HOTEL DEFIES BASIC COMMON SENSE.
YOU ARE PUTTING POTENTIAL MONEY AHEAD OF RESIDENTS, PUBLIC HEALTH AND SAFETY.
YOU ARE LITERALLY PUTTING GREED AHEAD OF PEOPLE'S WELLBEING SINK.
POLI HAS BEEN TRYING TO FIGURE OUT IF THEY CAN DO A HOTEL AT BKK.
SINCE THE THIRD QUARTER OF 2016, WE ARE RAPIDLY APPROACHING THE FOUR YEAR MARK, NO SOUND HOTEL DEVELOPER NEEDS MORE THAN ONE YEAR TO FIGURE OUT IF THEY CAN BUILD A HOTEL SOMEWHERE PERIOD, VOTE TO END THIS NOW DO NOT EXTEND THE SALES AND PURCHASE AGREEMENT WITH SINGH POLI.
THIS VOTE IS ONE OF THOSE THAT DEFIES WHO YOU ARE AND WHAT YOU STAND.
AND DO WE HAVE ANY OTHER MS. COMMON? NOPE.
AND BEFORE I END, OKAY, JIM, I WANT TO SAY ONE THING.
IS THIS OKAY? I KNOW A CITY MANAGER POOL PREDOMINANT, MOST OF A LABEL NEGOTIATION.
I WANT TO THANK ALMOST EVERYBODY, BUT STILL I WANT TO THANK EVERYBODY.
I KNOW IT'S A VERY TOUGH TIME, ESPECIALLY COVID SITUATION.
AND THE CT IS NOTATION ONE TO LAY OFF ANYBODY.
WE WANT TO KEEP ALL EVERYBODY'S JOB AND THAT WE JUST TRY TO CUT SOME OF OVER EXPENDITURE AND LIKE THE REFI, AND THEN MAYBE SOME OF THE SELLING THIS THING TO GET OUR MONEY BACK.
AND THIS IS SOMETHING VERY IMPORTANT TO HAVE OUR FINANCIAL SITUATION NORMALIZED, ESPECIALLY CURRENTLY IN THIS TOUGH TIME.
BUT I WANT TO SHOW MY DEEPEST APPRECIATION FOR THE POA POLICE OFFICER UNION AND FFA, OUR FIREFIGHTER UNION.
AND THEY ARE BASICALLY WILLING OF OUR UNTIL REALLY OKAY.
WILLING TO TAKE, OKAY, THIS, THIS, THIS REDUCTION IS CUT.
I THINK THIS IS A VERY TOUGH, THEY, THEY REALLY STAY ALIVE.
AND THEY, THEY, THEY DO DO THEIR JOB FOR US TO KEEP OUR CITY RESIDENT SAFE ZONE.
AND AT THE SAME TIME THEY UNDERSTAND HOW DIFFICULT NOW OUR RESIDENT, OUR CT AND OUR FINANCIAL, OKAY.
THE COVEN, JULIAN, THIS PANDEMIC, AND WE ARE STRUGGLING AND THEY'RE WILLING TO, TO PITCHING.
SO, SO I THINK THIS IS SO IMPORTANT.
AND PLUS OUR CITY MANAGER, OUR CITY MANAGER, YOU OWN TUB A LITTLE BIT MORE, YOU ARE 11.5%.
SO I WANT TO THANK YOU BECAUSE I REMEMBER TWO YEARS AGO AND I REQUEST A QUIZ FREELANCE IN 2018, THE PREVIOUS CITY MANAGER SAY, HEY, OKAY.
IF WE ARE SO TOUGH, CAN EVERYBODY TAKE A 10% CUT? OKAY.
THEY REFUSE, BUT THIS TIME, OKAY, EVERYBODY'S TRYING TO HELP.
AND I THINK THIS IS SHOWING THE SACRIFICE AND THE PEOPLE REALLY CARE ABOUT OUR CT, ABOUT OUR RESIDENTS, ABOUT HOW TO CONTINUE TO SERVE AND KEEP OUR CT IN TECH.
AND SO I WANT TO REPRESENT OUR RESIDENT AND I WANT TO THANK THE POA FFA AND A CITY MANAGER.
WE APPROVED TO NY AND FOR US SACRIFICE AND HOPEFULLY NO TIME NEXT YEAR, WHEN A MALE PROTEIN BECOME THE MAYOR, YOU'RE GOING TO ENJOY THE SO-CALLED.
WE'VE REVISED THE REVENGE OF ECONOMY AND YOU'RE GOING TO ENJOY ALL THE GOOD TIME AND THE AQUA ECONOMY.
AND I HOPE THE TIME AND WE CAN HELP.
ALL THOSE SACRIFICE PEOPLE TO HAVE THEIR FAIR SHARE.
AND AGAIN, I WANT TO THANK OKAY.
ONE MORE TIME AND TO, OH, YOU GUY.
AND TO ALL THE OTHER STAFF AND THEY ARE THINKING ABOUT DOING THE SAME THING.
AND THE OTHER THAN THAT AND THESE OTHER, YEAH.
ACTUALLY IT JUST REMIND ME, I KNOW WE WERE ALL DISCUSSING ABOUT THE FILM AND I SAID IT WASN'T RELATED TO MY FILM, BUT I JUST WANTED TO JUST SEND A REMINDER TO ALL THE RESIDENTS OUT THERE, FILM IT WEST COVINA, THE NONPROFIT.
AND WE DO HAVE LAST YEAR'S WINNERS.
UM, AND THE COMMITTEE HAS BEEN WORKING VERY HARD WITH THIS, THE DEADLINE TO SUBMIT THE FILM, THE SHORT FILM FIVE MINUTES OR RENDER IS AUGUST SEVEN.
THIS IS NOT JUST FOR STUDENTS.
I KNOW SOME PEOPLE SAYING, IS IT ONLY FOR STUDENTS? NO, IT'S FOR EVERYBODY.
AS LONG AS YOU LIVE IN THE CITY OF WEST COVINA, AS LONG AS YOU'RE A RESIDENT HERE, YOU KNOW, FEEL FREE TO SUBMIT, THEY CONFIRM THE CASH PRIZES.
AND YOU KNOW, IN TIMES LIKE THIS, THAT MAKES A LOT OF DIFFERENCE.
SECOND PLACES I BELIEVE IS FIVE AND THIRD PLACES, 300.
AND THEN THERE'S LIKE FOUR DIFFERENT CATEGORIES FOR LIKE GIFT CARDS AND STUFF.
SO I JUST WANTED TO THANK THE COMMITTEE.
UM, AND SO THEY THEY'LL SEND OUT THE FLYERS, BUT I JUST WANT TO REMIND EVERYBODY, EVERYONE SUBMIT.
AND IT'S THE THEME IS TOGETHER AT HOME, BUT HOME IS NOT LITERALLY THE ACTUAL HOME HOME COULD BE WHATEVER IT IS TO USE AS SOME PEOPLE'S HOME IS THEIR, YOU KNOW, BUSINESS, THEIR JUST THEIR LITTLE PLACE AT A PARK, YOU KNOW, WHATEVER THAT IS, YOUR DEFINITION OF HOME IS YOU.
SO IT'S OPEN, UM, YOU KNOW, HAVE YOUR FAMILY, YOUR HOUSEHOLD GET INVOLVED.
AND IT'S A GREAT OPPORTUNITY TO, YOU KNOW, BRING THIS
[02:35:01]
TOGETHER, BRING OUR RESIDENTS AND OUR CITY TOGETHER AND OUR FAMILY.AND WE HOPE TO SEE ALL THOSE FILM SUBMISSIONS FROM EVERYBODY OUT THERE.
ANY OTHER COUNCIL MEMBER WANTS TO TALK? OKAY.
ANYTHING? I KNOW WE GOING BACK TO THE CLOSED SESSION.
ARE WE GOING, WHY WE'RE GOING TO CONTINUE OR GOING BACK? OKAY.
OTHERWISE WE CAN GO TO THE YES OR NO.
AND OTHER THAN THAT, I'M GOING TO A GYM TO HAVE A MOTION TO A GYM.
I'LL MAKE A MOTION TO ADJOURN AND I WANT TO THANK EVERYBODY.
I WANT TO THANK COUNCIL TO STAB AND PEOPLE, ALL RESIDENT AND A MEETING, A GYM, AND WE GOING BACK TO THE CODE SESSION.
