TODAY WE'LL BE PRESENTING CONDITIONAL USE PERMIT 2004 FOR VALENCIA HEIGHTS WATER COMPANY.

IT IS LOCATED AT 33 SOUTH CITRUS STREET, UM, INSIDE OF MALBEC GRIDS RIDER PARK IN BETWEEN THE BASEBALL FIELD AND THE QUESTION AREA.

THE APPLICANT IS OF ATLANTA HEIGHTS WATER COMPANY.

UH, THE CURRENT ZONING IS SINGLE FAMILY RESIDENTIAL AND THE EXISTING LOT AREA IS 14,146 SQUARE FEET.

SOME BACKGROUND ON THE SITE, THE WATER PUMP STATION WAS INITIALLY APPROVED IN 1996 THROUGH CUP FOUR 83 A 43 WAS THEN AMENDED IN 2001 THROUGH TO ALLOW FOR THE REPLACEMENT OF THE WATER.

WELL.

CURRENTLY THE APPLICANT IS NOW REQUESTING A CONDITIONAL USE PERMIT TO ALLOW FOR THE UPGRADED OPERATION OF A PUBLIC UTILITY STATION AND YARD INCLUDING THE INSTALLATION OF A NEW FUEL STORAGE TANK.

THIS IS THE CURRENT, WELL THIS IS THE PROPOSED SITE PLAN AND GREEN

IS THE EXISTING BUILDING AND BLUE IS THE NEW CONCRETE PAD AND THEN RED IS THE PROPOSED STORAGE TANK.

THE NEW TANK WILL BE SIX FEET TALL AND THE VENT PIPE WILL GO UP TO 12 FEET.

WE HAVE AN EAST AND WEST ELEVATION AND IF YOU CAN SEE THAT THERE IS CURRENT SCREENING ON SITE WITH THE CHANNELING FENCE ALSO SURROUNDED BY A SIX FOOT HIGH UM HEDGE THAT ALLOWS FOR SCREENING OF THE SITE AND ITS NEW EQUIPMENT.

UM, I THINK THE MAIN QUESTION YOU WERE ASKING ABOUT SECURITY, UM, WE ARE ACTUALLY PLANNING ON INSTALLING CAMERAS ON SITE JUST BECAUSE THIS IS SOMETHING THAT, UH, COULD HAVE SOME INTEREST TO PEOPLE.

SO WE HAVE A GENERATOR THAT WE CAN TAKE TO DIFFERENT FACILITIES, THE PUMP, UM, BUT WE HAVE TO HAVE FUEL AVAILABLE.

UH, SHOULD THERE NOT BE POWER AND A GAS STATION OR SOME OTHER FACILITY TO PURCHASE FUEL.

WE NEED TO HAVE IT ON THE SITE SO THAT WE CAN FUEL OUR SERVICE TRUCKS AND FUEL GENERATORS TO MAINTAIN OPERATIONS IN AN DURING AN EMERGENCY.

THE SLIDE SHOWS THAT THE PREVIOUS DRAFT LANGUAGE FOR FILMING IN RESIDENTIAL ZONES AND ALSO THE RECOMMENDED REVISION THAT IS PRESENTED PER THE CITY COUNCIL DIRECTION.

SO IN THE PREVIOUS DRAFT LANGUAGE UP THE FILMING WAS LIMITED TO FIVE DAYS INCLUDING SETUP AND DISMANTLING DURING THE PLANT.

DURING THE CITY COUNCIL MEETING, THE CITY COUNCIL EXPRESS THAT THEY THOUGHT FIVE DAYS IN INCLUDING SETUP AND DISMANTLING WAS TOO LITTLE.

SO THE RECOMMENDED THE PROVISION IS FIGHT TO ALLOW FIVE DAYS NOT INCLUDING SETUP ANY SETUP AND DISMANTLING.

AND IN ADDITION TO THIS, WE STAFF IS RECOMMENDING THAT THE CHANGE THE THREE MONTHS IN BETWEEN TIME PERIODS BE REVISED TO 90 DAYS IN BETWEEN TIMES EACH TIME PERIOD BECAUSE THREE MONTHS IS A LITTLE BIT DIFFICULT TO QUANTIFY SINCE EACH, UM, SOME MONTHS ARE LONGER THAN OTHERS.

SO THAT IS IN THE SCHEDULE FOR THE PUBLIC HEARING.

AND ANOTHER ITEM THAT WE ARE HOPING TO BRING TO THE PLANNING COMMISSION FOR REVIEW IS A TENTATIVE PARCEL MAP TO SUBDIVIDE 70 11 NORTH AZUSA AVENUE.

THAT'S SINGLE PARCEL INTO TWO DIFFERENT LAWS.

AND ANOTHER ITEM IS WE'RE OFF THAT WE'RE ALSO HOPING TO BRING FORWARD TO THE PLANNING COMMISSION IS THE STUDY SESSION FOR THE GUIDELINES FOR WIRELESS FACILITIES IN THE PUBLIC RIGHT OF WAY.

I AM IN THE PROCESS OF CONTACTING PROVIDERS, TELECOMMUNICATION PROVIDERS TO GET SOME INFORMATION FROM THEM AS FAR AS SAMPLES OF FACILITIES IN THE PUBLIC RIGHT OF WAY THAT HAS ALREADY BEEN DEPLOYED OR PHOTOGRAPHS OF THEM AND ALSO WHAT THEY FEEL ABOUT OUR CURRENT DESIGN STANDARDS.

AND I'M HOPING TO BRING THE COLLECTION OF ITEMS BACK TO THE PLANNING COMMISSION ON JUNE 23RD IF I DO NOT HEAR FROM ENOUGH PROVIDERS THAT WOULD BE CONTENT THAT WOULD BE RESCHEDULED TO THE FOLLOWING MEETING IN JULY.

UH, THIS IS MARK PERSICO, ASSISTANT CITY MANAGER, AND THERE'S JUST ONE ITEM, UH, THAT I'D LIKE TO UPDATE THE PLANNING COMMISSION ON.

UH, THE PLANNING COMMISSION, UH, OVER THE LAST SEVERAL MONTHS HAS, UH, HELD A SERIES OF HEARINGS AND WORKSHOPS ON SMALL CELL SITES IN THE PUBLIC RIGHT OF WAY.

UH, THAT ITEM WENT TO THE CITY COUNCIL, UH, LAST WEEK AND THE CITY COUNCIL DID ADOPT, UM, THE, UH, BRYCE SOLUTION.

UH, THERE WAS A FAIR AMOUNT OF DISCUSSION, UM, ON THE PART OF THE CITY COUNCIL.

UM, THERE WAS ALSO COMMENTS SUBMITTED BY, UH, ONE OF THE CARRIERS, UH, VERIZON WIRELESS, UH, SUBMITTED COMMENTS.

AND AS A RESULT OF THAT DISCUSSION, THE CITY COUNCIL HAS, UH, DETERMINED THAT THEY SHOULD ALSO MAKE CHANGES TO SELL SITES, UM, ON PRIVATE PROPERTY.

SO, UH, JOANNE IS PREPARING A REPORT, UH, FOR THE CITY COUNCIL ON THE 16TH TO INITIATE FURTHER CODE AMENDMENTS TO THE CITY'S, UM, WIRELESS TELECOMMUNICATIONS ORDINANCE.

SO THAT PLANNING COMMISSION WILL BE HOLDING WORKSHOPS AND PUBLIC HEARINGS, UH, LATER THIS FALL AND SUMMER, EXCUSE ME, SUMMER AND FALL, UH, TO LOOK AT CHANGES TO THE, UM, TELECOMMUNICATIONS ORDINANCE ON CIDER PROPERTY.
