THE CITY DID NOT HAVE THE MONEY TO PAY FOR THE INCREASES. EXCEPTIONALLY THE INCREASED PENSION COSTS. ABOUT THE SAME TIME TO STATE AUDITOR PUBLISHED A REPORT RANKING WEST COVINA 17TH WORST OF CALIFORNIA 471 CITIES FOR FISCAL RISKS. DESPITE RESIDENT AND STATE AUDITOR CONCERNS ABOUT THE CITY'S FISCAL RISK, THE CITY COUNCIL VOTED TO GIVE THE HUGE INCREASE. ANYWAY, THE CITY COUNCIL IGNORED RESIDENT CONCERNS ABOUT OUR CITY FINANCIAL MISMANAGEMENT, WHICH RESULTED IN 211 RESIDENTS SUBMITTING A PETITION TO THE STATE AUDITOR. THE STATE AUDITOR IS NOW SCHEDULED TO BE COMPLETED. THIS AUGUST, WE RESIDENTS ALSO FORMED A GROUP, WEST COVINA NEIGHBOR TO STOP A UNION SPONSORED SALES TAX INCREASE. WE DID THIS PRIMARILY BECAUSE OF ELIMINATED THE RESIDENT DAYS, FINANCE AND AUDIT COMMITTEE, AND HAD A COUNCIL AND UNIONS COLLECTIVE BARGAINING CLAUSE REQUIRING WEST COVINA POLICE AND FIRE TO BE A MEMBER. THE HIGHEST PAID IN THE SAN GABRIEL VALLEY. DESPITE THE CITY'S HIGH FISCAL RISK, OUR GROUP LED THEIR NEIGHBORS. OUR GROUP LEFT THEIR NEIGHBORS. NOW WHAT WAS GOING ON. AS A RESULT, 15,000 CITIZENS, 80% OF THOSE VOTING REJECTED MEASURE WC WAS COVINA. CITIZENS VOTED FOR RESPONSIBLE MANAGEMENT OF OUR CITY. LAST YEAR, THE CITY SPENT THREE POINT $2 MILLION MORE THAN X. AGAIN THIS YEAR IT APPEARS THAT THE OVERSPENDING WILL BE 3.6 MILLION BASED ON THE NUMBERS PRESENTED TO THE COUNCIL AT TODAY'S MEETING. IT PROBABLY WILL BE WORTH SINCE THE FIRE DEPARTMENT WILL OVERDRAFT ITS BUDGET AGAIN, AS IT ALWAYS HAD, THESE ISSUES WERE NOT CAUSED BY THE PANDEMIC. YOU ARE IN TROUBLE. WHAT ARE YOU GOING TO DO ABOUT IT? YOU ARE NEVER GOING TO GET THE VOTES TO APPROVE A TAX INCREASE UNLESS THE ENTIRE COUNCIL SHOWS A WILLINGNESS TO DO YOUR JOB. STAY WITHIN YOUR BUDGET. SECOND QUARTER FINANCIAL REPORT FOR FISCAL YEAR TWO 2019 TO 2000 QUESTIONS, COMMENTS, CONCERNS, ITEM NUMBER TWO, EXPENSES THAT WERE NOT BUDGETED, NEEDING AN AMENDMENT ITEM NUMBER THREE, BEING MINDFUL OF HOW WEST COVINA RESIDENTS SPEND THEIR TAX DOLLARS. NUMBER ONE, I'D LIKE TO THINK THE FINANCE DEPARTMENT FOR PREPARING THIS DETAILED REPORT WHICH UPDATES THE COUNCIL AND COMMUNITY OF THE CITY'S FINANCIAL STATUS AND FORECAST ENDING 1231 20 IN REVIEWING THE REPORT, IT CAME ACROSS. I CAME ACROSS SOME QUESTIONS AND OR CONCERNS THAT I WOULD LIKE TO ADDRESS. MAINLY FOR CLARIFICATION, THE REPORTS STATE THAT THE MAIN TWO SOURCES OF THE CITY'S REVENUE ARE PROPERTY TAXES AND SALES TAX BASED ON INFORMATION GIVEN ON THE HATCH HATCHMOTT NUMBER ONE PAGE ONE PROPERTY TAXES REVENUE BUDGETED FOR 2019 2020 IS $26,680,400 AS OF 1231 19 WE OBTAINED $4,937,311 PUTTING US AT AN 18.5% OF THE BUDGET, WHICH MEANS THAT BETWEEN NOW AND SIX 30 28 WE NEED TO SEE $21,743,089 IN REVENUE TO BE AT 100% OF THE BUDGET. GIVEN THE CURRENT FINANCIAL SITUATION OF THE CITY STATE AND NOT TO MENTION THE NATIONS, HOW LIKELY ARE WE TO SEE THE FULL AMOUNT OF REVENUE THAT HAS BEEN PROJECTED? OUR SECOND MAIN FOURTH OF REVENUE IS SALES TAX. THE BUDGET PROJECTED 16.9 MILLION IN REVENUE AS OF 1231 19 WE'VE ACQUIRED 5.7 MILLION, WHICH IS 33.8% OF OUR GOAL. I MENTIONED IN THAT REPORT THE CITY EXPECTS TO SEE DECREASES TWO TO 4 MILLION IN SALES TAX REVENUE THIS YEAR. WHILE NO ONE COULD FORESEE THIS PANDEMIC COMING LAST JUNE, THIS LARGE OF AN AMOUNT DECREASE WILL DEFINITELY TAKE A TOLL ON THE CITY'S BOTTOM LINE QUESTION. WHAT PLAN IN PLACE TO TRY TO RECOUP THE SALES TAX REVENUE? FOR ONE AGE, ONE OTHER REVENUE WAS BUDGETED AT $591,146 AS OF 1231 19 IT EXCEEDED BUDGET BY 1.4 MILLION, WHICH PUT IT AT 341% OF BUDGET. AS STATED IN THE REPORT, THE CITY DID PROP A EXCHANGE EARLY ON ALLOWING US TO OBTAIN IN LARGER SOURCE OF REVENUE THAN WHAT WAS ORIGINALLY PROJECTED. QUESTION TO YOUR KNOWLEDGE, ARE THERE ANY OTHER PROPOSITIONS OR MEASURES THAT WE CAN TAP INTO THAT MAYBE WE HAVEN'T COLLECTED WHICH WOULD ALLOW US ADDITIONAL BROTHER NOW? THEREFORE, ON PAGE THREE OF THEIR REPORT UNDER GENERAL FUND BUDGET OF MCMAHON, THERE IS A REQUEST TO BE AMENDED ON 20 1920 BUDGET BY $2,332,379 IF YOU HAVE THE KEY AMENDMENTS ARE ASSAULTED, BUDGETED FOR THE CLERK'S MARCH 3RD ELECTION WAS $3,200 WHAT HAS WHAT WAS NOT BUDGETED WAS 280,000 TO COVER COSTS RELATED TO THE TAX MEASURE INITIATIVE, INCREASING THE BUDGETS OF $283,200 LESS THAN THE FIRE DEPARTMENT WAS HIT WITH A REPAYMENT EXPENDITURES FOR GROUND EMERGENCY MEDICAL TRANSPORTATION AND THE AMOUNT OF $241,000 ALONG WITH 20,000 TRAINING COSTS WHICH WAS UNEXPECTED. THERE WAS AN UNPROJECTED INCREASE OF 160,000 FROM THE NEW ANIMAL CONTROL CENTER IN POMONA. I AM TOLD THIS AMOUNT WAS GIVEN TO TO THE CITY AFTER THE BUDGET HAD BEEN COMPLETED AND AMENDMENT TO WEST COVINA POLICE DEPARTMENT IN THE AMOUNT OF $652,800 FOR SALARY ADJUSTMENTS BASED ON THE MOU BETWEEN IT REFLECTING THREE YEARS OUT OF CONTRACT AND THREE YEARS WITHOUT COLA ADJUSTMENT QUESTION. GIVEN THE ABOVE INFORMATION REGARDING THE POLICE DEPARTMENT, WHAT I DON'T SEE IN THIS REPORT IS IF THERE WAS AN INCREASE TO THE WEST COVINA FIRE DEPARTMENT FOR SALARY ADJUSTMENTS BASED ON THEIR MOU AGREEMENT, SHOULD THERE BE AN AMENDMENT REQUEST AT THIS TIME AS WELL OR COULD THIS OR WILL THIS SHOW UP IN THE NEXT FINANCIAL REPORT? SEED ME TO AGENDA 90. AGENDA ITEM NUMBER SEVEN, WHICH CONCERNS THE SECOND QUARTER FINANCIAL REPORTS FOR THE CURRENT FISCAL YEAR 1920. THIS REPORT COVERS THE FIRST SIX MONTHS OF THE YEAR AND EMPHASIZES BALANCES AND TRANSACTIONS RELATED TO THE OPERATING BUDGET. UM, FIRST LIKE TO THANK BOTH SPEAKERS FOR THEIR ATTENTION TO THE CITY'S BUDGET. I'LL EXPLAIN AND RESPOND TO A COUPLE OF THEIR QUESTIONS AND SUGGESTIONS, BUT WE'D LIKE TO, BEFORE I BEGIN, JUST EXPRESS MY DEEP PERSONAL PROFESSIONAL GRATITUDE FOR THE EXCELLENT SERVICES BEING PROVIDED BY OUR CITY STAFF. AND ESPECIALLY IN THIS MOMENT, OUR FIRST RESPONDERS, BOTH POLICE AND FIRE. UM, A LOT OF ATTENTION IS FOCUSED ON OUR FIRE DEPARTMENT BUDGET AND OUR POLICE DEPARTMENT BUDGET. PUBLIC SAFETY IS THE MAJORITY OF WHAT WE DO OUT OF THE GENERAL FUND. OUR ANNUAL FIRE DEPARTMENT BUDGET IS JUST OVER $20 MILLION A YEAR. IT'S 20.4 MILLION AT THE END OF THIS MONTH. AT THE END OF APRIL, WE'RE ABOUT 83% OF THE WAY THROUGH OUR FISCAL YEAR AND THE FIRE DEPARTMENT GENERAL FUND EXPENDITURES IN TOTAL STAND AT 85% USED. SO 83% OF THE WAY THROUGH THE YEAR AND WE'VE USED 85% OF THAT WHICH WAS BUDGETED OUR REGULAR FULL TIME SALARIES AND OUR FIRE DEPARTMENT IS IT 75% USED AND THE OVERTIME BUDGET STANDS AT 97% USED AT THIS POINT IN THE FISCAL YEAR. THE SAVINGS IN THE FULLTIME ACCOUNT JUST ABOUT OFFSET THE SAVINGS, UM, FOR THE OVERAGES IN THE OVERTIME ACCOUNT BY THE END OF THE FISCAL YEAR. AT THIS RATE, OUR FIRE DEPARTMENT WILL BE OVER BUDGET BY ABOUT 1%. SECONDLY, REGARDING THE COMMENTS AND SUGGESTIONS OF THE CITY TREASURER, UM, I'D LIKE TO SAY THAT WITHOUT QUESTION, WE ARE EXPECTING THAT 2021 WILL BE A VERY DIFFICULT BUDGET YEAR. I THINK WITH THE ANTICIPATED REDUCTION SALES TAX REVENUE, THERE WILL BE SOME VERY IMPORTANT COMMUNITY CONVERSATIONS ABOUT SERVICE LEVELS FOR FISCAL 2021 I'M WATCHING THE REVENUES AND EXPENDITURES QUITE CAREFULLY. I'M RELUCTANT TO USE THE PHRASE HIRING FREEZE AT THIS MOMENT BUT IT'S CERTAINLY CASE BY CASE. THE COST OF RUNNING THIS CENTER IS ABOUT $125,000 A WEEK AND UNDER THE CONTRACT WITH ULTIMATE AND THE CITY IS PAYING ABOUT HALF OF THOSE COSTS. I WAS BY THERE ONCE THIS WEEK JUST TO PUT MY EYES ON IT IN PERSON AND I KNOW WE'RE GETTING DAILY REPORTS. I'M HAPPY TO TELL YOU WE'RE GETTING SOME VERY GOOD PARTICIPATION THROUGH THIS. WE'RE GETTING IN TERMS OF PREREGISTRATION IS ABOUT A HUNDRED A DAY AND 80 OF THOSE ARE ACTUALLY SHOWING UP, BUT IN TOTAL WE'RE SEEING BETWEEN 120 AND 130 PEOPLE EVERY DAY COME THROUGH THE COVERT TESTING CENTER. WE'VE TRANSITIONED FROM, YOU KNOW, A HUNDRED MEALS IN THE SENIOR CENTER A DAY TO NOW ABOUT 400 MEALS A DAY, 250 OF THOSE BEING DELIVERED AND ON A DRIVE UP WINDOW BASIS BETWEEN 11 AND 12, WE'RE OFF TO DOING QUITE A BIT OF WORK WITH GLOVE AND FACE MASS DISTRIBUTION AS SUPPLIES PERMIT AND RESIDENTS SEEM TO BE TAKING ADVANTAGE.
