THERE'S TWO MEETINGS OCCURRING TONIGHT.

THE FIRST IS THE SPECIAL MEETING OF THE CITY COUNCIL IN WHICH THE COUNCIL WILL BE ASKED TO CONSIDER A RESOLUTION RATIFYING A DISASTER PROCLAMATION NUMBER 20 DASH OH ONE DECLARING THE EXISTENCE OF A LOCAL EMERGENCY UNDER STATE LAW, THE CITY IS ALLOWED TO DECLARE A DISASTER DURING TIMES OF GRAVE EMERGENCY.

THE PROCEDURES FOR THIS ARE OUTLINED IN THE WEST COVINA MUNICIPAL CODE CHAPTER EIGHT IN THIS CASE, THE DISASTER THAT WE'RE ADDRESSING IS COLVIN 19 THIS IS AN UNUSUAL, I THINK IN A TYPICAL DISASTER.

TYPICALLY IT'S THE THING LIKE A FLOOD FLOOD OR A FIRE OR AN EARTHQUAKE, AND WE'RE ABLE TO REQUEST MUTUAL AID FROM OTHER AGENCIES AROUND US.

WHAT MAKES THIS ONE SO SPECIALLY UNIQUE IS THAT IT'S A WORLDWIDE, NATIONWIDE, STATEWIDE, AND REGIONAL ISSUE THAT AFFECTS ALL OF US.

BY SO ADOPTING THIS RESOLUTION, THE CITY WILL BE ABLE TO ENACT EMERGENCY POWERS THAT SHOULD BECOME NECESSARY AND WE'LL BE ABLE TO AVAIL OURSELVES OF FUNDING THROUGH THE STATE AND FEDERAL SYSTEM.

SO I'M ASKING THE COUNCIL TO CONSIDER ADOPTION OF THE RESOLUTION NUMBER 20 DASH OH ONE AND I'M AVAILABLE TO ANSWER ANY QUESTIONS.

THE COUNCIL WOULD BE REQUIRED TO MEET WITHIN A SEVEN DAY PERIOD TO EITHER RATIFY IT OR LET IT LAPSE AND YOU'D HAVE TO RENEW IT EVERY 30 DAYS.

SO BASICALLY THE FIRST SEVEN DAYS WE WILL SEE HOW IT'S GO RIGHT.

THE FIRST, THE FIRST SEVEN DAYS IN THIS CASE IS ONLY A ONE DAY PERIOD BECAUSE THE PROCLAMATION GOT ISSUED BY THE CITY MANAGER YESTERDAY.

SO, SO BASICALLY IF WE APPROVED TO NINE, WE NEED TO VOTE, RIGHT? WE NEED TO .

SO PURCHASING PROCEDURES CAN BE SUSPENDED TO BE EXPEDITED.

I'D LIKE TO JUST EMPHASIZE THAT THIS IS A VERY RARE THING.
