ISN'T THAT WHERE OUR CITY MANAGER, UH, WHO WAS FIRED FROM LA PAWLENTY? I SEE NO LEADERSHIP OR STAFF MEMBERS THAT HAVE BEEN HERE ANY LENGTH OF TIME AND PROBABLY DON'T KNOW THAT WE EVEN EXIST.

THEY ARE TRYING TO SAY THAT THE COUNTY PICKED UP THE POLLING PLACES, BUT I WOULD THINK THE PLACE HAD TO BE APPROVED BY THE CITY OF WEST COVINA FIRST.

NOW THE CITY HAS 17 PLACES TO VOTE.

IN FACT, CITY HALL AND THE LIBRARY IS SHORT DISTANCE WAS APPROVED, BUT ON THE SOUTH SIDE FROM AZUSA, AMR TO VALLEY BOOT AND BOULEVARD, WE DO NOT HAVE ONE PLACE TO VOTE.

NOGALES HIGH SCHOOL IS LOCATED IN VALENTA.

HOW CAN YOU TELL US TO SHOP IN WEST COVINA WITH A STRAIGHT FACE? I JUST WENT TO THE CITY OF CHINO WHERE THERE WERE SALES.

TAX WAS 7.75 AND GAS WAS THREE 12 A GALLON IN CASE YOU HAVEN'T HEARD.

WE ARE THE 17TH WORST IN A CITY OF 417 CITIES.

NOW WE HAVE A NEW COUNCIL, A NEW CITY MANAGER AND THEY APPROVE SOMETHING THAT THE OTHER COUNCIL MEMBERS COULDN'T DO.

NOW NOW THEY WANT TO RAISE THE TAXES ON RESIDENTS TO PAY FOR THIS MISMANAGEMENT.

WAS THAT IN THE BUDGET? I DIDN'T SEE IT AND I'VE GONE TO MOST OF THE MEETINGS BEFORE I SAID IT WAS LIKE TALKING TO THIS WALL.

A RUMORS GOING AROUND THAT WEST WILL HAVE A MULTI MILLION DOLLAR BUDGET DEFICIT AND THAT STAFF IS DELIBERATELY NOT DISCLOSING THE MULTIMILLION DOLLAR BUDGET DEFICIT UNTIL AFTER THE MARCH 3RD ELECTION.

I HOPE THE RUMOR IS NOT TRUE, BUT IT DOES SEEM CREDIBLE.

CREDIBLE BASED ON WHAT HAS BEEN SAID STATED AT PUBLIC MEETINGS BY STAFF AND WHAT HAS BEEN STATED AT PUBLIC MEETINGS BY RESONANCE AND WHAT HAS BEEN WRITTEN IN THE TRIBUNE WHEN PUBLIC SAFETY PAY INCREASES WERE APPROVED AND THE FACT THAT THE STATE AUDITOR WILL BE AUDITING OUR CITY, THE ELECTION IS OVER.

SO WE THOUGHT, OKAY, THAT'S FINE.

UM, WHICH I WOULD HAVE RATHER HAD IT THERE AND THEN WHERE IT IS NOW.

SO ANYWAY, SO THEY TALKED TO THE FIRE DEPARTMENT AND TALKED TO THE WATER DEPARTMENT AND DISCOVERED THAT THERE WERE JUST GOING TO PUT IT RIGHT IN FRONT OF THE PROPERTY IN FRONT OF THEIR GATE THAT, SORRY.

THE WAY THAT THE NEIGHBORHOOD IS SITUATED IS THERE'S FIVE HOUSES IN THE AREA, BUT THERE'S THIS DRIVEWAY THAT GOES UP TO THEIR PROPERTY.

UM, SO THE ISSUE IS THAT IT HAD TO BE ACCESSIBLE TO THE WATER COMPANY, SEWER AND WATER COMPANY BECAUSE THEY NEED TO COME OUT AND MEN, UM, MY MOM IS MY MIND, MY WORDS, THEY HAVE TO COME OUT AND MONITOR IT LIKE ONCE A YEAR OR SO.

THE FIRE DEPARTMENT NEEDS TO GET TO IT IF SOMETHING HAPPENS.

BUT I'VE BEEN TOLD BY RANDY BEALE THAT THE FIRE DEPARTMENT IS GOING TO HAVE ACCESS TO THE GATES.

SO IT COULD HAVE BEEN ON THE OTHER SIDE OF THE GATE, BUT THAT DOESN'T SOLVE THE PROBLEM OF THE WATER TO THE WATER COMPANY.

MY POINT IS I FEEL LIKE WHERE IT WAS PLACED, MMM ISN'T ACCEPTABLE AND THAT IT COULD HAVE GONE FURTHER BACK, TUCKED IN THE GATE TO WHERE IT'D BE A LITTLE MORE IN THE BUSHES STILL ON THEIR PROPERTY AND WHERE THE WATER COMPANY COULD HAVE ACCESS TO IT.

SO RIGHT NOW AS YOU CAN SEE, IT'S KIND OF STUCK THERE IN THE MIDDLE.

IN 1965 DAVID GRADUATED FROM WIDOW HIGH SCHOOL AND HE JOINED THE U S MARINE CORPS AND HEADED FOR CAMP PENDLETON, WHICH HE COMPLETED BOOT CAMP BASIC TRAINING IN DECEMBER, 1965 THE VIETNAM WAR WAS ALREADY IN MOTION AS DAVID PREPARED HIMSELF FOR EXPERIENCE.

UH, THE FIRST MOTIVE, I'M GOING TO GO QUICKLY THROUGH SOME OF THIS THAT WAS DISCUSSED AT THE PREVIOUS MEETING.

UM, FIRST MODE OF SERVICE WAS THE, UH, IS THE SHUTTLE SERVICE.

THERE ARE THREE ALIGNMENTS ARE RED, BLUE AND GREEN, WHICH ARE RUN MONDAY THROUGH FRIDAY AND AN ESTIMATED ANNUAL OPERATING HOURS OF, UH, 11,006 50.

UH, THE BLUE LINES IS A ROUTED ON THE WESTERN PORTION OF THE CITY.

THE, UH, RED LINE, UH, IS LOCATED ON THE EASTERN PORTION OF THE CITY AND THE GREEN LINE RUNS NORTH AND SOUTH DOWN TO THE SOUTHERN TIP OF THE CITY.

THE RIDERSHIP NUMBERS WERE DISCUSSED LAST TIME.

THIS IS THE, UH, 18, 19 MONTHLY RIDERSHIP BY LINE FOR THIS SHUTTLE.

THE SECOND MODE OF OPERA, UH, OF TRANSIT SERVICES, THE DIAL RIDE, WHICH IS, UH, FOR ELDERLY FOLKS 55 AND OVER AND PERSONS WITH DISABILITIES RUNS MONDAY THROUGH FRIDAY AND A, A SHORTENED SUNDAY SCHEDULE.

THE ESTIMATED ANNUAL OPERATING HOURS OF OPERATION ARE A 7,600 HOURS.

THIS IS THE 18, 19 RIDERSHIP NUMBERS BY MONTH.

AND THE ORIGINAL AGREEMENT WAS APPROVED IN DECEMBER 13 AND EFFECTIVE MARCH 14.

TOTAL COSTS OF A FIVE YEAR AGREEMENT WAS FOUR POINT $9 MILLION.

THE, UH, AGREEMENT INCLUDED A PROVISION FOR TWO ADDITIONAL, UH, OPTIONAL EXTENSIONS TO BE AWARDED ON A ONE YEAR BASIS.

UH, THERE HAVE BEEN SUBSEQUENT AMENDMENTS.

FIRST AMENDMENT WAS APPROVED IN 2017, WHICH, UH, IT WAS IN RESPONSE TO THE MINIMUM WAGE, UH, BILL THAT WAS SIGNED IN 2016.

AND UH, THAT FIRST AMENDMENT COVERED THE BALANCE OF YEAR FOUR.

UM, AND THE, UH, YEAR FIVE OF THE AGREEMENT IN ITS TOTALITY.

THE SECOND AGREEMENT THAT WAS, UH, APPROVED LAST YEAR WAS FOR THE EXTENSION OF THE FIRST OPTIONAL YEAR.

AND THEN, UH, WE'RE, THE THIRD AMENDMENT IS BEING CONSIDERED THIS EVENING.

NOW THE NEW INFORMATION, THE COST OF, UH, COST OF SERVICE, THE CITY IS INVOICED FOR ACTUAL OPERATING HOURS.

AT AN HOURLY RATE.

THE SHUTTLE IS ON A FIXED, IT'S ON A FIXED ROUTE AND IT'S SCHEDULED.

AND SO THAT YOU'RE GOING TO SEE A PRETTY CONSISTENT COST AND WE'RE GOING TO BE CLOSE TO THAT, UH, OPERATING THE CONTRACTED, UH, OPERATING HOURS OF 11, SIX 50.

THE DIAL MAN DIAL RIDE IS A DEMAND DRIVEN SERVICE AND A LESS THAN PLANNED RIDERSHIP IS GOING TO RESULT IN LESS PLANNED EXPENDITURES.

UH, THE AMOUNTS THAT ARE LISTED IN THE AGREEMENT ARE SHOWN IN THE AGREEMENT ARE PRICES THAT ARE NOT TO BE EXCEEDED.

AND, UH, THE PAST THREE YEARS THE CONTRACT HAS BEEN UNDERSPENT THOSE AUTHORIZATIONS, PREVIOUS CONTRACT AMENDMENTS INCLUDED BUDGET AMENDMENTS TO, TO ACCOUNT FOR THE FULL OBLIGATION OF THE CONTRACT AT THE NEW RATES.

UH, AND WHEN, AS THEIR UNDERSPENT UNDERSPENT, THE FUNDS WERE JUST ENCUMBERED, WENT BACK TO THE FUND BALANCE WHERE REPROGRAM FOR ELIGIBLE OTHER ELIGIBLE ACTIVITIES.

YOU KNOW, BASED ON THE EXPENDITURES THROUGH JANUARY, 2020, THE INCREASED RATES INCLUDED IN THE PROPOSAL FOR THE EXTENSION CAN BE SUSTAINED, UH, IN THE APPROVED BUDGET FOR THE PORTION THAT OCCURS IN 1920 WITHOUT AN AMENDMENT.

AND THIS IS DUE TO DIAL RIDE PARTICIPATION BEING LESS THAN PLANNED.

THE UH, BALANCE OF THE EXTENSION CAN BE INCLUDED IN THE 20 2021 BUDGET PROPOSAL.

BUT IF A STATUS QUO BUDGET IS DESIRED FOR 2020, 21, UH, SERVICE ADJUSTMENT WOULD BE DEPENDENT UPON PARTICIPATION IN THE PROGRAM.

UH, DICHLORIDE, UM, WAS BROUGHT UP THAT THE AGREEMENT STATES THAT THERE WERE FIVE, UM, THE CONTRACTORS TO PROVIDE FIVE VEHICLES WITH ONE BEING A SPARE.

UH, WE ALSO ASKED THAT THEY, UH, MAKE GOOD

FAITH EFFORTS TOWARDS FINDING EFFICIENCIES OF SERVICE AND B, BASED ON DEMAND AND THE ROUTING, SCHEDULING AND SO FORTH.

AND, UH, LITERATURE POINTS TO, UH, THE IMPROVED ECONOMY, LOWER GAS PRICES, THE RISE IN TNCS LIKE UBER AND LYFT IS, AND A REPORT THAT WAS CITED IN THE, UH, THE, THE STAFF REPORT THAT WAS PERFORMED BY UCLA.

PROVIDE ADVICE TO CITY ON PROMOTION AND MARKETING AS WELL AS TO PARTICIPATE IN EVENTS AT THE CITY'S REQUEST.

AND WE PLAN TO HAVE FUTURE VISITS, UM, RELATIVE TO EVENTS WE'VE ASKED, UH, ASKED THEM TO BE PRESENT AT THE ARBOR DAY, EARTH DAY AT THE END OF APRIL, AS WELL AS A SUMMER CONCERT SERIES TO PROMOTE THE SERVICE.

AND THE, UH, AN ANOTHER THING WE'RE LOOKING AT WITH JUST DOING A PROCLAMATION ON ONE OF THE NATIONAL ANNUAL, UH, PUBLIC TRANSIT DAYS, UH, DUMP THE DUMP THE PUMP DAY, WHICH IS, UH, I THINK IN ITS 13TH, 14TH ANNUAL, UH, ANNUAL, UH, CYCLE IS IN JUNE.

AND TALKING ABOUT POTENTIALLY HAVING FREE RIDES FOR THE DAY OR THE WEEK TO PROMOTE THE SERVICE AND COMMEMORATE THAT, UH, DAY IN CONJUNCTION WITH IT, WITH THEIR PROCLAMATION AND NOW LOOKING FOR OPPORTUNITIES TO OUTREACH TO POPULATIONS, UH, THAT WOULD USE PUBLIC TRANSIT, THE SENIORS AND IN YOUTH STUDENTS, HIGH SCHOOL STUDENTS, AND UH, TRYING TO GET ENTREE INTO, UH, SCHOOL DISTRICTS IN, UH, THE SENIOR HOUSING COMPLEXES.
