NEXT, IF I CAN INVITE UP, UH, MARIO VTA TO THE FRONT. SO, UH, MARIO, UH, HAS WORKED WITH HERITAGE PARK VILLAS FOR THE LAST NINE YEARS, MANAGING THE APARTMENT COMPLEX. UH, DURING THE PANDEMIC, WHICH IS THE, THE FIRST TIME I, I MET MARIO, UM, HERITAGE PARK VILLA HOSTED TWO SEPARATE VACCINE DRIVES IN PARTNERSHIP WITH THE COUNTY OF LOS ANGELES AND FULT, WHERE TENANTS AT THE COMPLEX AND SURROUNDING RESIDENTS OF WEST COVINA COULD COME TO THE PROPERTY AND BENEFIT FROM VACCINE DRIVES. HERITAGE PARK VILLAS HAS BEEN PARTNERING IN THE WEST COVINA MULTI-HOUSING PROGRAM AND HOSTING NATIONAL NIGHT OUT EVENTS FOR THE LAST NINE YEARS. AND THIS YEAR THEY HAD ONE OF THE BIGGEST EVENTS. YES, THEY DID GIVE IT UP. THEY'VE ALSO DONATED LUNCH FOR THE HARDWORKING POLICE AND FIRE DEPARTMENTS OF WEST COVINA. UH, MARIO TRULY APPRECIATES EVERYONE TRIES TO HELP OUT IN ANY WAY HE CAN. UH, HE IS AN AMAZING, UH, PARTNER IN THE CITY. WE ARE, UH, YOU KNOW, I'M HONORED TO BE ABLE TO, TO FINALLY GIVE YOU YOUR ACKNOWLEDGEMENT, YOUR RECOGNITION. IT IS WELL DESERVED. UH, AND SO LET'S GIVE IT UP FOR MARIO V IA. NOW, MARIO, IF YOU CAN GO AHEAD AND, AND, AND SAY A FEW WORDS. ALRIGHT, WELL, WELL, FIRST AND FOREMOST, I JUST WANNA SAY THANK YOU, UH, TO MAYOR TABBA, TONY WU, UH, ALL OF YOU GUYS THAT WERE AT OUR EVENT FOR THE NATIONAL NIGHT OUT. UM, LIKE I SAID, IT'S, UH, IT'S BEEN THE LAST NINE YEARS THAT I'VE BEEN HOSTING THAT EVENT. SPECIFICALLY. WE DID KIND OF PUT EVERYTHING ON A PAUSE WITH THE PANDEMIC, BUT, UH, YOU KNOW, ONCE EVERYTHING CAME OUT, WE WERE, YOU KNOW, WE HIT THE GROUND RUNNING. AND, YOU KNOW, THIS, THIS PAST, UH, EVENT WAS A, A, A SHOW OF HOW OUR, OUR TENANTS AND COMRADERY THAT WE HAVE AT OUR COMPLEX IS, YOU KNOW, WHAT, WHAT WE, WHAT WE TRY TO, YOU KNOW, PUSH FOR EVERYONE. SO I JUST WANNA SAY THANK YOU TO ALL OF YOU GUYS, ALL THE HARD WORK THAT YOU GUYS DO, AND, UH, YOU KNOW, MAKING IT POSSIBLE FOR EVERYONE TO BE HERE TONIGHT AND ALLOWING US TO DO THIS AND THE RECOGNITION, ALL THE KIDS AND EVERYTHING. THAT WAS GREAT. SO THANK YOU AGAIN FOR, FOR YOU GUYS ALLOWING ME TO BE HERE AS WELL. I, I REALLY APPRECIATE IT. ALRIGHT, MARIO. THANK YOU. THANK YOU AGAIN. ALL RIGHT. ANSWER? YES. OKAY. SO IF I CAN INVITE, UH, MONICA FAIA, UH, AND JR TO THE FRONT. SO WE HAVE, UH, A PROCLAMATION AND A CERTIFICATE. WE'RE GONNA START WITH THE PROCLAMATION FIRST. UH, RECOGNIZING AND CELEBRATING HISPANIC HERITAGE MONTH. HISPANIC HERITAGE MONTH IS A MONTH LONG CELEBRATION OF HISPANIC AND LATINO HISTORY AND CULTURE. WHILE WE CELEBRATE HISPANIC AND LATINO COMMUNITIES BEYOND THIS MONTH, FROM SEPTEMBER 15TH TO OCTOBER 15TH, WE GIVE EXTRA RECOGNITION TO THE MANY CONTRIBUTIONS MADE TO THE HISTORY AND CULTURE OF THE UNITED STATES, INCLUDING IMPORTANT ADVOCACY WORK, VIBRANT ART, POPULAR, AND TRADITIONAL FOODS, AND MUCH MORE. HISPANIC HERITAGE MONTH PROVIDES AN ADDITIONAL OPPORTUNITY TO EXPLORE THE INCREDIBLE IMPACT LATINOS AND LATINOS HAVE HAD ON THE UNITED STATES FOR GENERATIONS. THE LATINO PRESENCE IN AMERICA SPANS CENTURIES PREDATING SPAIN'S COLONIZATION OF WHAT IS NOW PART OF THE UNITED STATES. AND THEY HAVE BEEN AN INTEGRAL PART OF SHAPING OUR NATION SINCE THE REVOLUTIONARY WAR. THROUGH THE TREATY OF GUADALUPE IGO AND THE TREATY OF PARIS THAT FOLLOWED THE MEXICAN AMERICAN AND SPANISH AMERICAN WARS, THE UNITED STATES [00:15:01] GAINED TERRITORIES IN THE SOUTHWEST AND PUERTO RICO. THIS INCORPORATED THE PEOPLE OF THIS AREA INTO THE UNITED STATES AND FURTHER EXPANDED THE PRESENCE OF HISPANIC AMERICANS. AND SO, UM, WE HAVE THE PROCLAMATION FOR HISPANIC HERITAGE MONTH, WHICH IS SEPTEMBER 15TH THROUGH OCTOBER 15TH. I'M GONNA HAND THIS TO JR, BUT WE ALSO YEAH, WE CAN COPY IT OFF. I ALSO, UM, YOU KNOW, WANTED, UH, MONICA AND JR HERE, UH, TO GIVE A CERTIFICATE OF RECOGNITION FOR THE GREATER WEST COVINA BUSINESS ASSOCIATION, UM, FOR THEIR HISPANIC HERITAGE MONTH CELEBRATION THEY HAVE AT THE PLAZA WEST COVINA. I'M GONNA LET THEM SPEAK ON THAT, UH, IN A MOMENT. UH, BUT ALSO, UH, THIS IS A LATINA RUN SMALL BUSINESS. AND WHEN, WHEN YOU THINK ABOUT, UH, HISPANIC HERITAGE MONTH, YOU, YOU THINK ABOUT, UM, ALL THE, THE WAYS WE CONTRIBUTE TO THE SOCIETY, RIGHT? UH, YOU KNOW, AS, AS A LATINO, UH, YOU KNOW, I, I THINK BACK TO STANDING ON THE SHOULDERS OF MY ANCESTORS, UH, AND BECAUSE OF THE HARD WORK AND PATH THEY SET FORWARD, UH, I, I AM HERE TODAY. UH, AND THE PATH THAT MONICA AND JR ARE SETTING, RIGHT? THEY ARE ALLOWING OTHERS TO STAND ON THEIR SHOULDERS TOO. UH, AND SO I WANTED TO RECOGNIZE THEIR HAR HARD WORK, UH, AND HONOR IN CELEBRATING, UH, HISPANIC HERITAGE MONTH TO GREATER WEST COVINA BUSINESS ASSOCIATION. UH, AND SO I'D LIKE TO GIVE MONICA THE, THE MIC AND, UH, HAVE YOU SPEAK ABOUT THE CELEBRATION, SPEAK ABOUT THE G-W-C-B-A, UH, AND JUST SHARE WHAT, WHAT THIS IS. THIS EVENT IS GONNA BE THIS MONTH LONG EVENT, RIGHT? SO, HERE YOU GO. THANK YOU. GOOD EVENING, EVERYBODY. WELL, I JUST WANNA, YOU KNOW, I JUST WANNA SAY THANK YOU. THANK YOU SO MUCH, MAYOR TOBA FOR THIS, UH, PROCLAMATION AND FOR RECOGNIZING THE GREATER WEST COVINA ON THIS GREAT EVENT THAT THE GREATER WEST COVINA IS PUTTING TOGETHER FOR THE COMMUNITY. SO THIS EVENT MEANS A LOT TO US BECAUSE WE ARE HISPANICS. I AM A MEXICAN AMERICAN, YOU KNOW, WHO CAME HERE WHEN I WAS EIGHT YEARS OLD, AND, YOU KNOW, I REALLY FELL IN LOVE WITH, UM, YOU KNOW, WITH LIVING HERE. AT FIRST I DIDN'T, BUT NOW, YOU KNOW, I LOVE IT. AND I LOVE SHOWCASING OUR, YOU KNOW, OUR HISTORY, OUR, YOU KNOW, OUR, UM, OUR CUSTOMS, YOU KNOW, ALL, EVERYTHING THAT MAKES US. SO I'M REALLY PROUD TO BE HERE REPRESENTING THE GREATER WEST COVINA WITH MY PARTNER, JR. AND, UM, AND JR COULD SHARE WITH YOU ALL THE GREAT THINGS THAT HE HAS BROUGHT TO THE GREATER WEST COVINA AND WHAT THIS EVENT IS ALL ABOUT. LOOK FORWARD. YEAH. YES, YES, YES. IT USED TO BE, YES, BUT NO, THANK YOU AGAIN, MAYOR. WE REALLY APPRECIATE THIS. THIS MEANS A LOT BECAUSE, YOU KNOW, BEING HISPANIC, UH, A CHICANO RIGHT HERE, RAISED IN LA PUENTE, UH, YOU KNOW, IT'S, IT'S AMAZING THAT I, I'VE BEEN GIVEN THE OPPORTUNITY TO BE A PART OF THE GWC AND HELP OTHER HISPANIC BUSINESSES AND DOING THIS, UH, HISPANIC HERITAGE MONTH MEANS A LOT BECAUSE WE'RE ABLE TO RECOGNIZE THOSE HISPANIC LEADERS THAT ARE MAKING A DIFFERENCE, WHETHER IT'S IN HOLLYWOOD OR A COMMUNITY, BUT WE BRING THEM TOGETHER AND THEY TAKE TIME OUT OF THEIR DAYS, WHETHER THERE'S, UH, WE HAVE SOCIAL MEDIA INFLUENCERS COMING, WE HAVE, LIKE I SAID, UH, PEOPLE FROM ACTORS AND MUSICIANS THAT WON GRAMMYS, AND THEY ALL COME TO THE PLAZA, WES COVINA, TO, TO SHARE AND, AND EXPRESS THAT, HEY, IT'S OUR MONTH AND LET'S CELEBRATE TOGETHER BECAUSE, YOU KNOW, THERE'S A, THERE'S SO MUCH ALREADY, UH, PULLING DOWN ON ONE ANOTHER, BUT AT LEAST WE GET A MONTH THAT WE COULD EXALT ONE ANOTHER. SO, I, I LOVE IT. AND YOU GUYS ARE ALL INVITED. YOU GUYS ARE ALL INVITED TO COME OUT . ABSOLUTELY. AND WITH THAT, I'D LIKE TO BRING A COUPLE OF PARTNERS. I LIKE TO BRING OUR EVENTS MANAGER. SHE IS HERE, BLANCA, SHE COMES FROM THE VALLEY, YOU KNOW, TWO HOURS AWAY. SHE CAME HERE JUST FOR THE SPECIAL OCCASION. ALSO, OUR MARKETING TEAM IS THERE, YOU KNOW, FELIX, IT'S RIGHT THERE. SAY HI. AND I ALSO LIKE TO INVITE MY BOARD MEMBERS, ALEX, AND SOME OF MY ADVISORY MEMBERS AS WELL, COMING UP PLEASE. AND THEN A VERY SPECIAL PARTNER. I LIKE TO INVITE MY FRIEND, MY GOOD FRIEND NOW, UH, VALERIE RIVAS. AND, UM, I LIKE FOR HER TO SHARE A COUPLE OF THINGS ABOUT HOW SHE'S PARTNERING AND WORKING WITH US. WHERE DID I GO? ? NO, YOU'RE GOOD. HI, GOOD EVENING EVERYBODY, AND THANK YOU SO MUCH FOR BEING HERE. I'M ACTUALLY REALLY EXCITED TO BE PART OF TONIGHT AND THANK YOU MARY BRAND FOR HAVING ME HERE AND THE CITY OF WEST COVINA. MY NAME IS VALERIE RIVAS. I AM WITH BANK OF AMERICA. I'M VICE PRESIDENT FOR BUSINESS COMMUNITY HERE IN THE LOS ANGELES COUNTY AREA. AND, UH, WHAT I DO ON A DAY-TO-DAY BASIS, AS PART OF BUSINESS COMMUNITY ENGAGEMENT, I PROVIDE FINANCIAL LITERACY RESOURCES TO BUSINESS OWNERS AND ALSO ACCESS [00:20:01] TO CAPITAL OPTIONS. THERE'S A HUGE GAP WHEN IT COMES TO THAT. AND I WANTED TO TALK A LITTLE BIT, JUST A LITTLE BIT ABOUT WHAT BANK OF AMERICA IS DOING FOR OUR COMMUNITIES. AND YOU MAY NOT SEE IT, BUT IT'S OUT THERE. SO WE DO HAVE A $2 BILLION COMMITMENT FOR COMMUNITY DEVELOPMENT FINANCIAL INSTITUTIONS. THOSE ARE THE LENDERS OUT THERE THAT ARE NON-PROFITS THAT ACTUALLY HAVE A CAUSE AND WHERE THEY ACTUALLY PROVIDE ACCESS TO CAPITAL OPTIONS TO THOSE THAT ARE NOT, ARE EITHER DECLINED BY THEIR BANK OR THEY'RE TRYING TO CREATE JOBS. SO, I DON'T KNOW IF YOU KNOW THIS, BUT SOMETHING THAT MAKES ME SO PROUD IS HISPANICS ARE ACTUALLY DRIVING A LOT OF OUR ECONOMY RIGHT NOW, BECAUSE THEY'RE ACTUALLY THE ONES THAT DRIVERS FOR, FOR CREATING THESE JOBS AND CREATING, CREATING BUSINESSES ESSENTIALLY, WHICH IS GOOD FOR OUR ECONOMIC GROWTH. NOW WITH THAT BEING SAID, WHEN I MET MONICA AND JR, UH, WHEN I WAS INTRODUCED BY ALEX, ONE OF THEIR BOARD MEMBERS, I WAS, YOU COULD JUST SEE THE PASSION THAT THEY HAVE TO HELP THEIR COMMUNITIES. AND THAT'S WHAT IT WAS. IT, I WAS IMMEDIATELY EXCITED BECAUSE OF THE PASSION, ALL THE RESOURCES THAT I HAD TO OFFER. THEY WERE JUST, IT'S ALMOST LIKE THEY FOUND A GOAL MINE, AND IMMEDIATELY THEY GOT ME ON A PODCAST, WANTED TO SHARE TO THE CITY OF WEST COVINA WHAT WE HAD TO OFFER AT THE BANK. UH, BUT AGAIN, THANK YOU SO MUCH FOR HAVING ME HERE TODAY. I'M GLAD TO BE PART OF THIS CELEBRATION BECAUSE IT IS A CELEBRATION AND A HUGE ACCOMPLISHMENT. SO, CONGRATULATIONS AND THANK YOU EVERYBODY. ALRIGHT. AND SEPTEMBER 20TH, UH, IS THE KICKOFF? YES. UH, FIVE 5:00 PM AT FIVE TO NINE PLAZA WEST COVINA. UH, AND IT'S A MONTH LONG CELEBRATION. ALRIGHT, ONE MORE THING. ONE LAST THING, ONE LAST THING. I BROUGHT YOU SOME ACTUAL, SOME ACTUAL CANDY FROM MEXICO SO THAT YOU COULD TRY, UH, SOME OF THE GREAT THINGS THAT, UM, YOU KNOW, AND, AND SOME FOR OUR, FOR OUR, UM, FOR OUR COUNCIL. YEAH. FOR EVERYBODY. YEAH. SALADS. YES. ALRIGHT. THANK YOU. WANT A SPICY ONE? WAIT, WAIT, WAIT. NO. IS THIS SPICY ONE? YES. THANK YOU. THANK YOU. THANKS. OH, WE GOT SNAP. OUCH. I DON'T THINK WE HAVE TO REPORT IT. . NICE. OKAY. NOW [CITY MANAGER'S REPORT] WE WILL MOVE ON TO OUR CITY MANAGER'S REPORT, WHICH WILL BE GIVEN BY OUR CITY MANAGER OF THE FIRST, UH, LATINA CITY MANAGER IN THE CITY OF WEST COVINA IN CELEBRATION OF HISPANIC HERITAGE MONTH. YES, , ALINA MORALES, . UH, GOOD EVENING, UH, MAYOR AND COUNCIL MEMBERS. UM, YES, I'M VERY EXCITED TO CELEBRATE HISPANIC HERITAGE MONTH. UH, JUST HAVE A COUPLE UPDATES FOR YOU GUYS ON THE CITY MANAGER'S REPORT. UM, FIRST AND FOREMOST, LAST THURSDAY WE HAD OUR, UH, STATE OF THE CITY AND EMPLOYEE RECOGNITION DINNER. UM, WE CELEBRATED WITH, UM, HUNDREDS OF GUESTS AT THE SPORTS PLEX. OUR, UH, MAYOR BRIAN CALDERON HAD A, A WONDERFUL, UM, STATE OF THE CITY PRESENTATION, WHICH IS AVAILABLE ONLINE ON OUR YOUTUBE CHANNEL. SO IF YOU WEREN'T ABLE TO MAKE IT, WE DID LIVESTREAM IT THIS YEAR. UM, BUT IT ALSO WILL BE AVAILABLE IF IT'S NOT ALREADY AVAILABLE ON OUR YOUTUBE CHANNEL. UM, AND SO IN ADDITION TO GETTING AN UPDATE ON THE STATE OF THE CITY, WE DID, UH, UH, RECOGNIZE SOME OF, UH, STANDOUT EMPLOYEES IN PROVIDING THEM AWARDS, UM, FOR BOTH, UM, OUR POLICE, FIRE AND EMPLOYEES HERE AT CITY HALL. WE ALSO HAD UPDATES FROM, UH, THE TWO SCHOOL DISTRICTS, COVINA VALLEY AND WEST COVINA UNIFIED SCHOOL DISTRICTS. AND WE ALSO PRESENTED TWO, UH, BUSINESS, UH, AWARDS, UM, ONE TO TESLA AND ONE TO TLING IN, UH, MCINTYRE SQUARE. UM, SO ALL OF IT'S AVAILABLE, BUT IT WAS A VERY NICE EVENT, AND WE HOPE TO SEE, UH, IF YOU WEREN'T THERE IN ATTENDANCE THIS YEAR, WE HOPE TO SEE YOU NEXT YEAR. UM, A COUPLE UPDATES THAT I WANTED TO SHARE, PUBLIC WORKS AND MAINTENANCE, UH, UPDATES. UM, THEY'VE BEEN WORKING HARD. THEY'VE BEEN STRIPING, UH, YELLOW AND WHITE CROSS ROCKS THROUGHOUT THE CITY. UM, THE STREETS INCLUDED AZUA, CAMERON, SUNSET, MERCED, AND A BARRANCA AMONGST OTHERS. SO THEY ARE GOING OUT AT NIGHT AND STRIPING THOSE, UM, STREETS TO HELP, UH, IN CLEANUP OR, OR SOME [00:25:01] STRIPING THAT'S MUCH NEEDED IN SOME OF OUR AREAS. IN ADDITION, I KNOW THAT, UM, YOU'VE HOPEFULLY SEEN SOME DIFFERENCES AT THE LARK ELLEN PROPERTY ADJACENT TO CAMERON PARK. UM, STAFF GRADED THE PROPERTY AND WE ARE NOW, UM, LOOKING TO, UH, GET THAT SEATED. UM, SO ONCE, UM, IT'S SEATED, IT'LL TAKE APPROXIMATELY THREE MONTHS AND SO, OR THREE MONTHS, AND THEN WE'LL BE ABLE TO TAKE DOWN THE FENCING SIX MONTHS THEREAFTER. SO AROUND NINE MONTHS, IT SHOULD BE COMPLETED. UH, A COUPLE ITEMS THAT ARE ON THE AGENDA TONIGHT THAT I JUST KIND OF WANTED TO, UM, PROVIDE SOME INFORMATION. THE FIRST IS A MAYORAL SELECTION AND TERM. UM, OUR CURRENT ORDINANCE REQUIRES THAT THE COUNCIL ROTATE ON A SPECIFIC, THE SECOND, UH, MEETING IN NOVEMBER. HOWEVER, WHEN THERE'S AN ELECTION YEAR, UM, WE HAVE TO WAIT UNTIL AFTER THE VOTES ARE CERTIFIED BY THE COUNTY, WHICH THEN IT CAN EXTEND THE TERM OF SOME OF THE, UM, COUNCIL MEMBERS' MAYORSHIP TERM. SO SOME COUNCIL MEMBERS, UM, GET 11 MONTHS WHILE SOME GET 13 MONTHS. AND SO TO MAKE IT FAIR, WE ARE LOOKING TO CLEAN UP THAT LANGUAGE SO THAT ALL, UM, COUNCIL MEMBERS HAVE AN OPPORTUNITY TO SERVE, UH, FOR A YEAR, APPROXIMATELY WITHIN 12 MONTHS. UM, SO THAT CLEANUP IS PART OF, UM, ITEM NUMBER THREE. UM, THAT'S REALLY, LIKE I SAID, THE GOAL IS TO ENSURE ALL COUNCIL MEMBERS HAVE A SIMILAR MAYORSHIP TERM OF 12 MONTHS. THE OTHER THING TOO, NOW THAT WE HAVE GONE TO DISTRICTS, UM, IS THAT THE SUCCESSION ORDER WILL BE, UM, BASED ON PERCENTAGE OF VOTES WITHIN THE DISTRICTS, NOT BASED ON NUMBER OF VOTES, UM, THAT WE USED WHEN WE WERE AT LARGE. UM, AND THEN THE LAST ITEM WOULD BE THAT, UM, THE PRESIDING OFFICER WOULD BE, UH, HAVE TO PHYSICALLY BE AT THE MEETING TO PRESIDE OVER THE MEETING, UH, FOR OUR CITY COUNCIL MEETING. UH, SO THOSE ARE JUST SOME, THOSE ARE THE CHANGES, UM, OTHER THAN SOME MINOR CLEANUP, UM, WITHIN THE ORDINANCE. BUT THOSE ARE THE THREE MAIN, UM, CHANGES THAT WILL BE, UH, INCLUDED AS PART OF YOUR APPROVAL THIS EVENING. THE NEXT ITEM IS THE PEDESTRIAN IMPROVEMENTS. AND SO, UM, PART OF THESE IMPROVEMENTS ARE IMPROVEMENTS THAT WE GET THROUGH THE COMMUNITY. UM, THEY'VE, UH, SUBMIT TRAFFIC CALMING REQUESTS TO OUR ENGINEERING DIVISION. AND THE, UH, THERE'S A REVIEW PROCESS, UM, THAT PROCESS. THEN IF THE ENG UM, THE REVIEW, UH, DEEMS THAT THERE ARE IMPROVEMENTS THAT ARE DEEMED TO BE NECESSARY, IT GOES, UM, TO THE TRAFFIC COMMITTEE FOR APPROVAL OF THE RECOMMENDATION. THAT RECOMMENDATION COMES IN BEFORE THE CITY COUNCIL WHO THEN APPROVES THE RECOMMENDATION. AND THROUGHOUT THE YEAR, WE'VE, UH, COLLECT OR PACKAGE SOME ALL OF THE APPROVED RECOMMENDATIONS. UM, AND THEN WE TAKE IT OUT TO BID. AND AT THAT POINT WE BRING IT BACK TO COUNCIL TO GET APPROVAL FOR MOVING FORWARD WITH THE ACTUAL CONSTRUCTION OF THOSE IMPROVEMENTS. AND SO TONIGHT, UM, WE ARE MOVING FORWARD, I BELIEVE IT'S, UH, VARIOUS UPGRADES OR IMPROVEMENTS AT 29 LOCATIONS THROUGHOUT THE CITY. UM, SOME OF THOSE AREAS INCLUDE, UM, ALONG CAMERON AVENUE, AROUND ROLAND AVENUE ELEMENTARY SCHOOL, UM, A R WESTPORT IMPROVEMENTS AS WELL. UM, WEST PONTE AVENUE, NORTH ORANGE AVENUE, UM, UH, AND A COUPLE OTHERS. THEY'RE ALL INCLUDED IN THE STAFF REPORT, BUT, UM, SO THAT'S WHAT'S BEING PRESENTED TO YOU BEFORE THIS EVENING. UM, AND THEN, UH, IT'S ANTICIPATED TO TAKE SIX MONTHS FOR COMPLETION ONCE WE GIVE THE, UH, NOTICE TO PROCEED AS ISSUED. UH, SECONDLY, ITEM NUMBER FIVE. UM, THIS ITEM WAS BROUGHT TO COUNSEL, UM, WITH THE COUNSEL'S DIRECTION TO, TO REEVALUATE THE DIFFERENT PROPOSALS AND BRING IT BACK TO CITY COUNCIL. SO THIS EVENING, UM, WE, THE STAFF REPORT INCLUDES THE EVALUATION THAT COUNCIL, OR SORRY, THAT STAFF DID, UH, AT THE COUNCIL'S DIRECTION, THE BUDGET, THE PROJECT THAT WAS BUDGETED AT 1.4 MILLION. THAT'S WHAT THE STAFF HAD BUDGETED FOR THIS PORTION OF THE, UM, FIRE STATION ONE DESIGN. UM, WE DID A REQUEST FOR QUALIFICATIONS, WHICH IS A LITTLE BIT DIFFERENT THAN REQUEST FOR PROPOSALS. AND WE, WE HAD STAFF THAT REVIEWED THE PROPOSALS AND BASED ON THE QUALIFICATIONS, THE THREE THAT WERE EVALUATED AND RECEIVED, UH, COST PROPOSALS FROM WERE RUBY MEDINA ARCHITECT, PBK ARCHITECTS AND RRM DESIGN GROUP. UM, PBK ARCHITECTS, UH, STAFF RE EVALUATED THESE THREE, UH, UH, ARCHITECTURE FIRMS AND, UM, CONTINUES TO RECOMMEND PBK ARCHITECTS. UM, THEY HAVE GREAT RE UH, REFERENCES FROM, UH, CITIES THAT THEY'VE, UH, BUILT OR [00:30:01] DESIGNED, UM, FIRE STATIONS WITH. THEIR COST IS VERY COMPARABLE. UM, WHAT I WANTED TO HIGHLIGHT IN THIS TABLE UP, UH, ON THE SCREEN IS THAT, UM, WHICH IS ALSO THE PAR, THE, THE TABLE THAT'S INCLUDING THE STAFF REPORT IS PKS DESIGN COSTS ARE VERY COMPARABLE. AS YOU CAN TELL. THEY'RE ACTUALLY LESS EXPENSIVE IN PRELIMINARY DESIGN AND DEVELOPMENT THAN RUBIO MEDINA. AND THEY'RE, UM, IN BETWEEN, UH, FOR CONSTRUCTION DOCUMENTS AT 255. THEY'RE BETWEEN THE, UH, RUBIO MEDINA, WHICH CAME AT THE LOWEST BID AND RRM, THEY'RE OVERALL, UM, BID OR PROPOSAL CAME IN HIGHER BECAUSE THEY INCLUDED ADDITIONAL REPORTS AND STUDIES THAT WILL BE REQUIRED WITH THE DESIGN OF THE AR, UM, OF THE FIRE STATION. AND SO INSTEAD OF HAVING TO COME BACK AND DO CHANGE ORDERS, UM, WE ARE ASKING FOR APPROVAL FOR THE AMOUNT OF, UM, 975,390. AND THAT DOES INCLUDE A CONTINGENCY. UM, SO THAT IS BELOW THE PRO PROJECTED BUDGET OF 1.4 MILLION. UM, THAT IS, UM, FIRE STATION ONE. SO WE ARE RECOMMENDING APPROVAL OF, UM, PBK ARCHITECTS. UH, JUST WANTED TO REMIND RESIDENTS THAT WE WILL BE CLOSED NOVEMBER 5TH. IT'S ELECTION DAY. SO WE'RE, UH, ENCOURAGING EVERYONE TO GO OUT AND VOTE THAT DAY. I'M SORRY, WE ARE NOT CLOSED. WE DO NOT HAVE A CITY COUNCIL MEETING THAT DAY. WE WILL BE OPEN TO CITY HALL. THANK YOU FOR THE CLARIFICATION, LISA, THAT WE WILL NOT BE HAVING A CITY COUNCIL MEETING THAT EVENING. AND THEN LASTLY, UM, SOME UPCOMING EVENTS. UM, WE HAVE THE SECOND ANNUAL MEGA MOON FESTIVAL THIS SATURDAY STARTING AT 11:00 AM THAT'S THE OPENING CEREMONIES ALL THE WAY TO 9:00 PM. UM, AND THEN SUNDAY FROM 11 TO 8:00 PM AND IT'S HISTORIC DOWNTOWN. IT'S A JAM PACKED WEEKEND. SO PLEASE CHECK OUR WEBSITE OR SOCIAL MEDIA TO GET THE FULL SCHEDULE OF ALL OF THE PERFORMANCES FROM OUR LOCAL, UM, UH, GROUPS AND ORGANIZATIONS THAT WILL BE PARTICIPATING IN THE EVENT. UM, AND ALSO TO FIND OUT ALL OF THE DELICIOUS FOOD THAT WE'RE GONNA BE HAVING. UM, AT THE, UH, MEGA MOON FESTIVAL, UH, SATURDAY, SEPTEMBER 28TH, WE'RE HAVING TE A TRUCK, WHICH HAS BEEN A VERY POPULAR EVENT. KIDS CAN COME AND, UH, GET UP ON OUR VARIOUS EQUIPMENT THAT WE HAVE AT THE CITY. UM, SO WE HOPE TO SEE YOU THERE. 10 TO, UH, 1:00 PM SATURDAY THE 28TH AT OUR CIVIC CENTER HERE. UM, AND THEN NEXT MONTH WE HAVE A FESTIVAL, FRIGHTS IN WANIS CLUB OF WEST COVINA CAR TOBO FEST, SATURDAY, OCTOBER 26TH FROM FOUR TO 9:00 PM ALSO IN THE DOWNTOWN AREA. AND THEN, UH, NOVEMBER, I KNOW IT'S AHEAD OF US, BUT JUST SO EVERYONE'S AWARE OF VETERANS DAY CEREMONY, UH, MONDAY, NOVEMBER 11TH, 11 TO 1:00 PM HERE AT CIVIC CENTER, AND EVERYONE'S INVITED. AND THAT CONCLUDES MY PRESENTATION, MR. MAYOR. UH, REAL QUICKLY, THE ITEM NUMBER TWO ON THE CONSENT CALENDAR, WEB DESIGN, UM, WEBSITE REDESIGN IS GONNA GET PULLED TONIGHT. THE REPRESENTATIVE FROM CIVIC PLUS COULD NOT ATTEND THE MEETING. THEY'LL ATTEND THE MEETING, THE FIRST MEETING IN OCTOBER. OKAY. THANK YOU. OKAY. UH, ANY QUESTIONS? NO. OKAY. UH, BEFORE MOVING, UH, TO ORAL COMMUNICATION, UH, WE HAVE AN ADJOURNMENT. RETIRED FIRE CAPTAIN DANIEL RODRIGUEZ PASSED AWAY ON AUGUST 30TH, 2024. OUR FIRST SPEAKER IS JOHN SHOEMAKER, FOLLOWED BY WIN ONG, FOLLOWED BY R ROBINSON. GOOD EVENING. OUR CITIES, OUR CITY HAS ITS PRIORITIES SO MISALIGNED TO TOWARDS THE NEEDS OF OUR COMMUNITY. IT'S MIND BOGGLING. YOU LOOK AT TONIGHT'S AGENDA, WHICH HAD REDESIGN OF THE CITY'S WEBSITE AND MAYOR ROTATION. LET ME HELP RESOLVE THE ISSUE. JUST USE THE SECOND, UH, TUESDAY AND DECEMBER AND YOU DON'T HAVE A PROBLEM ANYMORE. THERE IS AN ITEM ABOUT STREETS AND SIDEWALK IMPROVEMENTS. SO IT SHOWS AT LEAST SOMEBODY'S PAYING ATTENTION TO MY WEBSITE. THEY'RE JUST GLOSSING OVER THE FINANCIAL ISSUES IN OUR CITY WITH JUST RECEIVE AND FILE OR APPROVE TRANSFERS. NOTHING SUBSTANTIVE, NO REAL DISCUSSION. LAST WEEK, WES COVENA HELD THE STATE OF THE CITY EMPLOYEE RECOGNITION EVENT. OUR MAYOR AND OTHERS LAID OUT A VISION FOR THE CITY. WHEN THE MAIN GOALS AND OBJECTIVES OR ISSUES OF THE CITY WERE LAID OUT, THE NUMBER ONE GOAL WAS PARK ENHANCEMENT PLAN, PARK ENHANCEMENT. NOT MORE POLICE, NOT ROADS, NOT FISCAL HEALTH, NOT RESIDENTS OR SMALL BUSINESSES GETTING HELP, OR ANY OF THE 14 ISSUES I'VE OUTLINED ON MY WEBSITE. IF I MAY MAKE A POINT ABOUT THIS GOAL, IT'S NICE, IT FEELS GOOD, AND MANY WILL AGREE. I MUST POINT OUT ONE GLARING PROBLEM. WE'LL SPEND TENS OF THOUSANDS OF DOLLARS FOR CONSULTANTS WHO WILL PROBABLY HAVE SOME LONG TIME CONNECTIONS WITH THE CITY. THE MONEY WILL BE SPENT, THE REPORT WILL BE PRESENTED AND APPROVED, AND THEN IT'LL SIT IN A FILE SOMEWHERE AS WE DON'T HAVE THE FUNDS TO DO ANY OF IT. BACK IN JUNE, THE CITY TRANSFERRED ALMOST $3 MILLION FROM CAPITAL PROGRAMS, THE PLACE WHERE THE MONEY IS SET ASIDE FOR THINGS LIKE PARK ENHANCEMENT TO LEGAL FEES AND INSURANCE. OH, NOW THEY'RE LOOKING AT TRANSFERRING THE SURPLUS IN THE GENERAL FUND TO COVER SHORTFALLS IN TAKE A GUESS, AND INSURANCE LEGAL FEES AND PLEX FOR STARTERS, JUST TO ADD MY POINT ABOUT OUR CITY LEADERSHIP HAS PRIORITIES COMPLETELY OUTTA TOUCH WITH OUR COMMUNITY MEMBERS. NOW LET'S COME TO ONE OF MY OPPONENTS. THE CURRENT INCUMBENT. AFTER NEARLY FOUR YEARS IN OFFICE, THE CURRENT OFFICEHOLDER HIGHLIGHTS PLANTS, TREE LIGHTS, RESTROOMS, AND STOP SIGNS AS MAJOR ACCOMPLISHMENTS WHILE OVERLOOKING THE NUMEROUS PRESSING ISSUES AFFECTING OUR COMMUNITY. WE FACE MULTIMILLION DOLLAR DEFICITS, INADEQUATE POLICE PROTECTION LEADING TO UNANSWERED CALLS, MORTGAGING OUR STREETS TO COVER OVER SPENDING ARPA FUNDS NOT USED FOR SMALL BUSINESSES AND RESIDENTS, NEGLECTED ROAD REPAIRS, HOMELESSNESS, AND PERVASIVE GRAFFITI. WE CANNOT ADDRESS THESE ISSUES IF OUR LEADERS REFUSE TO ACKNOWLEDGE THEIR EXISTENCE. OUR CITY'S FINANCES ARE IN SUCH DISARRAY THAT ADDITIONAL FUNDS FOR THINGS LIKE MEALS AND HEALTH PROGRAMS FOR OUR MOST VULNERABLE RESIDENTS ARE BEING DIVERTED TO ROOF REPAIRS AND VENTILATION SYSTEMS. MEANWHILE, THE CITY IS MISLEADING THE PUBLIC BY SUGGESTING THAT A NEW VENTILATION SYSTEM WILL PREVENT THE PANDEMIC, THE NEXT PANDEMIC, EVEN IF IT ACCOUNTS FOR JUST 1% OF THE MULTI MIL, THE MILLION PLUS COST. ADDITIONALLY, OUR CITY IS CONSIDERING SELLING THE MAINTENANCE YARD WHILE QUESTIONING IF THERE'S ROOM TO STORE FIRE EQUIPMENT THAT'S CURRENTLY HELD IN RESERVE. YES, THERE IS SPACE IF YOU DON'T SELL THE MAINTENANCE YARD. THE REAL ISSUE IS WHAT WILL HAPPEN TO ALL THE EQUIPMENT, INCLUDING FIRE TRUCKS IF THE YARD IS SOLD. FURTHERMORE, THE CURRENT DISTRICT THREE INCUMBENTS RECENTLY DISCOVERED TRAFFIC ISSUES AROUND OUR SCHOOL AND IS EXPRESSING CONCERN FOR THE PUBLIC SAFETY, PARTICULARLY CHILDREN. THIS IS THE SAME PERSON WHO'S BEEN ON THE COUNCIL FOR [00:40:01] NEARLY FOUR YEARS AND HAS LIVED BASICALLY ACROSS THE STREET FROM A SCHOOL FOR ALMOST 20 YEARS. ONLY NOW IS SHE NOTICING THE PROBLEM AND CONSIDERING SOLUTIONS LIKE TRAFFIC ENFORCEMENT AN EFFECTIVE APPROACH. AND MAYBE WE CAN UTILIZE SOME OF THE ADDITIONAL OFFICERS YOU'VE HIRED TO TACKLE TRAFFIC ISSUES. OH, WAIT, YOU HAVEN'T HIRED ANY. WE'VE BEEN STUCK WITH AROUND 95 TO 96 OFFICERS FOR THE PAST THREE YEARS, AT LEAST. WHEN YOU RECEIVE YOUR BALLOT, BE CAREFUL, CAREFULLY REVIEW WHAT THE CANDIDATES SAY, PAY ATTENTION TO FEEL GOOD STATEMENTS, AND COMPARE THEM WITH MY RECORD OF ADDRESSING CRITICAL ISSUES AND A COMMITMENT. I'M A CANDIDATE THE CITY NEEDS AT THIS POINT IN TIME, I'M DEDICATED TO REPRESENTING YOUR INTEREST, ADVANCING OUR CITY'S PROGRESS, AND THE SERVICE THAT BENEFITS OUR COMMUNITY. YOU CAN SCAN THIS QR CODE TO GET TO MY WEBSITE AND IT HAS THE, UH, SPELLING OF MY WEBSITE. ALSO. ONE LAST THING I'D LIKE TO ADD. WE HAVE PEOPLE WHO ARE PROUD OF THEIR HAIR, HISPANIC HERITAGE ON THE CITY COUNCIL. WHY AREN'T WE SUPPORTING HISPANIC HERITAGE MONTH? THAT THE GREATER WEST VIETNAM ASSOCIATION IS, UH, HANDLING WIN WIN ZONG, FOLLOWED BY OUR ROBINSON. GOOD EVENING, MR. THANK YOU SO MUCH. AND UM, ALSO I WANTED TO MENTION THAT TOMORROW AFTERNOON THE LIBRARY WILL HAVE A, UH, SPECIAL, UM, UH, WHAT'S IT CALLED? UH, MOROCCANS PAINTING EVENT IN HONOR OF HISPANIC HERITAGE MONTHS. SO WE INVITE, UM, ADULTS, ACTUALLY THIS PAINTING FOR ADULTS AND COME TO THE LIBRARY TO LEARN ABOUT THE STORY OF MORAS, UM, MORAS AS, AS THEY PAINT AND DECORATE, UH, THEIR OWN, UH, MORAS, UH, UH, INSTRUMENT AND TAKE HOME, , TAKE IT HOME. BY THE WAY, THE LIBRARY'S OPEN BY THE WAY, FOLKS WHO'VE BEEN ASKING, SO IT'S BEAUTIFUL. THANK YOU. BILL ROBINSON. UH, EVENING CITY COUNCIL. LET'S CELEBRATE THE RALPH M. BROWN ACT IN THE FIRST AMENDMENT. BECAUSE WE'RE, UH, SEVEN TUESDAYS AWAY FROM A CRITICAL NATIONAL ELECTION, OUR FEDERAL DC REGIME'S LEGACY IS WEAPONIZED LAW, FAIR STYLED EXECUTIVE GOVERNMENT HATE, DIVISIVENESS, CENSORSHIP PROPAGANDA, UKRAINE WAR SCREWED UP AFGHANISTAN WITHDRAWAL, CIA PSYCH OP, FIFTH GENERATION WARFARE, CORRUPTION, DOMINION VOTING MACHINE, UH, VENEZUELA, HAITIAN GANG VOTER LED RIGGED ELECTIONS AND ASSASSINATION ATTEMPTS. SOON OUR FINANCIAL SYSTEM WILL, WILL BE COLLAPSED TO BE REPLACED BY THE INTERNATIONAL BRICKS CURRENCY SYSTEM. THIS TRIGGERS COMPLETE REPLACEMENT OF THE US DOLLAR AND OR AS A RESPECTED WORLD CURRENCY, TOTAL DIGITAL TRACKING AND SURVEILLANCE CONTROL. PEOPLE SAY THAT THE ELECTION FINAL OUTCOME WILL BE DETERMINED BY VOTERS IN WISCONSIN, MICHIGAN. TRUMP'S THERE RIGHT NOW, PENNSYLVANIA AND NORTH CAROLINA. I CANNOT PREDICT WHAT WILL HAPPEN. BUT REMEMBER, MAY YOU LIVE IN AN INTERESTING TIME, UH, TIMES. THIS IS SAID TO BE A TRADITIONAL CHINESE CURSE. GOD HELP US. I WOULDN'T BE SURPRISED IF PRESIDENT T DOESN'T SURVIVE UNTIL EARLY NEXT YEAR. HE SHOULD CERTAINLY STAY OUT OF THE OUT OF DC'S FORD THEATER. LAST TUESDAY, I WITNESSED THE ENTIRE SQUABBLE. SOME, SOME PEOPLE SAY DEBATE BETWEEN PRESIDENT TRUMP AND COMRADE KAMALA. I RAIDED IT A DRAW. UH, QUITE ENTERTAINING REALLY. BUT, UH, IT DEMONSTRATED A PURE FASCIA FASCISM WITH NO RESPECT FOR CONSTITUTIONS. AND OUR GOD GRANTED INALIENABLE RIGHTS, JUST, UH, FASCISM AND EMERGENCY USE AUTHORIZED HEALTH LOCKDOWNS. UH, HERE COMES, UH, MONKEYPOX, UH, SOON. FINDING THE TRUTH NOWADAYS IS CHALLENGING. SINCE THE LEGACY MEDIA IS A JOKE OWNED BY ABOUT SIX OLIGARCHS IN DISNEYLAND, OUR GOVERNMENT HAS BECOME AN ISRAELI HEDGE FUND CONTROLLED CORPORATE CRIME SYNDICATE, A PURE FASCIST DICTATORSHIP. MOST PEOPLE ARE AWARE OF THIS. SOME FOLKS MAY REMEMBER THE ORAL CONTACT, I MEAN CONTRACT BETWEEN PRESIDENT CLINTON AND MONICA LEWINSKY. I AND SOME FRIENDS WERE SPECULATING THAT COMRADE KAMALA'S FOREIGN POLICY STRATEGY AGENDA IS SIMILAR TO MONICA'S. IF COMRADE K GOES TO MOSCOW P KING AND REQUESTS A PRIVATE AUDIENCE WITH PUTIN OR XI JINGPING AND TRIES SOME MORE PERSONAL ORAL CONTRACTS, INSTEAD OF NEGOTIATING A, UH, A TREATY AS A GOOD BUSINESS DEAL, THEN HOW REVOLTING IS THAT? UH, OR SHE MIGHT JUST WANNA SPREAD HER LEGS. OBVIOUSLY I RESPECT LEWINSKY MUCH MORE THAN COMRADE KAMALA. SHE WAS MUCH YOUNGER THEN. I THINK WE NEED A MORE THOUGHTFUL FOREIGN POLICY, NOT THE RECKLESS INSANITY OF THE CURRENT DC REGIME. I DON'T CARE MUCH FOR AMERICA'S CURRENT STATUS AS A FAILED BANANA REPUBLIC. WE HAVE ALREADY SUFFERED TOO MANY POLITICAL ASSASSINATIONS ALREADY RISKING NUCLEAR WAR MAKES NO SENSE. OBVIOUSLY, THINGS MUST IMPROVE ON OUR SOUTHERN NATIONAL BORDER AND NATIONAL HEALTH ONCOLOGY CARE MUST BE IMPROVED, HOPEFULLY UNDER THE GUIDANCE OF BOBBY KENNEDY JR. UH, I I WANNA LEAVE BY QUOTING, UH, WILLIAM CASEY, UH, FORMER DIRECTOR OF THE CIA IN 1981. WE KNOW OUR CIA DISINFORMATION PROGRAM IS COMPLETE WHEN EVERYTHING THE AMERICAN PUBLIC BELIEVES IS FALSE. I NOTICED IN A RECENT VIDEO, COMRADE K WON'T ANSWER WHETHER OR NOT SHE'S IN FAVOR OF A THIRD, UH, TRIMESTER, UH, MONTH, SEVEN, EIGHT, AND NINE ABORTIONS. [00:50:01] AND ACCORDING TO HARRIS, SUCH PROCEDURES JUST AREN'T HAPPENING IN, IN AMERICA, REALLY, KAMALA. SO WHAT ABOUT THE STATES OF NEW MEXICO, MINNESOTA, OREGON, COLORADO, VERMONT, NEW JERSEY, ALASKA AND WASHINGTON, DC WHERE ABORTION IS LEGAL THROUGH ALL NINE MONTHS OF PREGNANCY. THE, THE REQUIREMENT TO PROVIDE THANK YOU. LIFE SAVING CARE. LET ME FINISH MY SECOND. NO, THANK YOU. THE PRO TO PROVIDE LIFE SAVING CARE. BILL. BILL, YOU'RE DONE. SIT DOWN, PLEASE. BILL. BILL, SIT DOWN PLEASE. BILL, SIT DOWN PLEASE. NEXT TIME. BILL. YEAH, BILL FINISHING MY SENTENCE. BILL, YOU HAVE FIVE MINUTES. LIKE EVERYBODY ELSE, YOU HAVE FIVE MINUTES. LIKE EVERYBODY ELSE, WE HAVE NO FURTHER SPEAKERS, MAYOR. ALL RIGHT. UH, I JUST, UH, BE BEFORE I GO TO THE, THE CITY MANAGER. UM, WE, WE, WE ALL HAVE THE FIVE MINUTES AND, AND AS A RESPECT TO THE COMMUNITY, WE SHOULD ADHERE TO THAT. ALL RIGHT, MS. UM, MORALES, WOULD YOU LIKE TO RESPOND TO THE PUBLIC COMMENTS? I JUST WANTED TO THANK, UH, WING, WING ZANG FOR COMING IN AND ALWAYS GIVING US UPDATES ON THE PUBLIC LIBRARY. IT'S ALWAYS GREAT TO KNOW WHAT'S GOING ON AND WAYS THAT WE CAN, UH, INTERACT AT THE LIBRARY. I KNOW IT'S MORE THAN JUST GOING AND GETTING CHECKING OUT BOOKS. SO THANK, UM, I WANNA THANK HER FOR COMING AND SHARING THOSE UPDATES WITH US. AND THAT'S IT FOR THIS EVENING. ALRIGHT, WE WILL, UH, NOW [CONSENT CALENDAR] MOVE ON. UH, COUNSEL, IS THERE ANYTHING, UH, YOU'D LIKE TO PULL FROM THE CONSENT CALENDAR? NUMBER FIVE, PLEASE. OKAY. ANY ANYONE ELSE? ALL RIGHT. UH, DO I HAVE A MOTION TO APPROVE THE CONSENT CALENDAR ITEMS? NUMBER ONE THROUGH SIX, WITH THE EXCEPTION OF NUMBER TWO, WHICH WE, UH, PULLED. AND NUMBER FIVE, I'LL MOVE THE MOTION. I'LL SECOND I A MOTION BY COUNCILWOMAN DIAZ, A SECOND BY COUNCILWOMAN LOPEZ TO APPROVE CONSENT CALENDAR ITEMS ONE THROUGH SIX, WITH THE EXCEPTION OF NUMBER FIVE, PULLED BY MAYOR PRO TE WU, AND THE EXCEPTION OF NUMBER TWO, WHICH HAS BEEN PULLED TO THE OCTOBER 1ST MEETING. BEFORE I TAKE ROLE MAYOR, UH, IN THE ORDER OF TRANSPARENCY, I'M GOING TO READ THE TITLE OF THE ORDINANCE THAT IS ON TONIGHT'S AGENDA. SORRY, I LOST MY PAPER. MM-HMM. , ORDINANCE NUMBER 2 5 2 3. IN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA AMENDING ARTICLE TWO, CITY COUNCIL OF CHAPTER TWO, ADMINISTRATION OF THE WEST COVINA MUNICIPAL CODE RELATING TO MAYORAL SELECTION AND DUTIES AND MAKING A DETERMINATION THAT THE ORDINANCE IS EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT. CA PURSUANT TO SQ GUIDELINES. SECTION 1 5 0 6 1 B THREE COMMON SENSE EXEMPTION. COUNCILMAN CONTOS AYE. COUNCILWOMAN DIAZ? AYE. COUNCILWOMAN LOPEZ. VITO AYE. MAYOR PROU. AYE. MAYOR CALDERONE TABBA. AYE. ITEMS PAST FIVE ZERO. MAYOR. OKAY. UH, MAYOR PRO, [5) CONSIDERATION OF AGREEMENT WITH PBK ARCHITECTS, INC. FOR DESIGN SERVICES FOR FIRE STATION 1 REPLACEMENT - PROJECT NO. 23002] TE WU. THANK YOU, MAYOR. OKAY. AND, UH, ON THE ITEM NUMBER FIVE, I THINK LAST TIME, UH, WE HAVE A TRANSTECH ENGINEER TO PRESENT AND WE GOT AN ISSUE WITH THE COST. AND, UH, I, RIGHT NOW I KNOW WE HAVE OUR NEW STAFF, THE BUDGET MANAGER. OKAY. I WANT TO GIVE HIM A CHANCE TO EXPLAIN TO US IT'S LED IS THE RIGHT CHARGE, OKAY. AND, UH, TO DO THIS ARCHITECTURE DESIGN. SO, AND, UH, SO A COUPLE QUESTION. WANT TO ASK, UH, WHY? AND WE STILL PUT IN ON TWO, THIS IS A MUCH BETTER. SO MAYBE YOU CAN EXPLAIN TO THE CITY COUNCIL AND EXPLAIN TO THE, OUR RESIDENT AND THAT TO MAKE SURE THAT WHY WE CHOOSE THIS IS A CORRECT CHOICE TO MAKE SURE THAT WE HAVE A GOOD SERVICE AT THE SAME TIME, THE PRICE IS NOT OUTRAGEOUS. YEAH, GO AHEAD. SO I'D LIKE TO INTRODUCE ROBERT ORTEGA. HE'S OUR NEW CIP PROJECT MANAGER, UM, FOR THE CITY OF WEST COVINA. AND SO NOW I WILL TURN IT OVER TO HIM. CAN YOU HEAR ME? THERE WE GO. THANK YOU FOR THE INTRODUCTION, PAULINA. SO, GOOD EVENING HONOR ROLL, MAYOR. IT'S CITY COUNCIL. LET'S SEE, HOW DO I GO NEXT? THERE WE GO. SO THE CITY RECEIVED NINE PROPOSALS AND FROM THE, FROM THE POSTED REQUEST OF QUALIFICATIONS, RFQ, UH, FROM THOSE NINE, A PANEL COMPRISE OF THREE STAFF MEMBERS FROM FIRE DEPARTMENT, PUBLIC WORKS AND ENGINEERING DIVISION [00:55:01] INDEPENDENTLY REVIEWED AND SCORED ALL NINE PROPOSALS PER THE SCORING RUBRIC IDENTIFIED IN THE RFQ SCORES FROM THE THREE REVIEWERS WERE TABULATED AND COMPARED BETWEEN THREE REVIEWERS TO IDENTIFY THE TOP THREE SCORED FIRMS TO CONDUCT AN IN-PERSON INTERVIEW. UM, SO HERE WE HAVE A PRICE COMPARISON BETWEEN THREE FIRMS. AND TO PIGGYBACK OFF PAUL A, UH, MANAGER'S REPORT, UM, SO ONE OF THE REASONS WE WERE INCLINED TO SELECT PBK WAS BECAUSE OF THEIR THOROUGH ATTENTION TO EACH BID LINE ITEM. THE KEY DIFFERENCES WE SAW THAT PBK INCLUDED, WHILE OTHER FIRMS DIDN'T WERE COMMISSIONING. SO THAT'S SHOWING STAFF HOW TO USE AND MAINTAIN THE EQUIPMENT IN THE STATION. ENVIRONMENTAL PLANNING, WHICH IS QUA AND STORMWATER POLLUTION PREVENTION PLAN, WHICH IS SWIP. AND HERE WE HAVE A GRAPH THAT SHOWS THE INDUSTRY PRICE COMPARISON. UM, SO THIS GRAPH SHOWS FOUR DIFFERENT FIRE STATIONS THAT PBK DID NOT WORK ON, WHICH ARE OCEANSIDE SAN BERNARDINO, DESERT HOT SPRINGS, AND WEST COVINA FIRE. AND ON THIS GRAPH, IT DOES SHOW THAT WEST COVINA FIRE, UH, STATION ONE IS BELOW THE INDUSTRY AVERAGE, UNDER COST DESIGN COST. UM, SO LASTLY, UM, WE'RE RECOMMENDING TO APPROVE A PROFESSIONAL SERVICE AGREEMENT WITH PBK ARCHITECT IN THE AMOUNT OF SEVEN HUNDRED NINE SEVEN HUNDRED AND NINETY 9,500 TO PROVIDED TO PROVIDE DESIGN SERVICES FOR FIRE STATION ONE AND APPROVE A PROJECT DESIGN CONTINGENCY IN THE AMOUNT OF 119,925 TO ADDRESS ANY UNFORESEEN CONDITIONS. AND LASTLY, AUTHORIZE A CITY MANAGER TO EXECUTE THE AGREEMENT IN SUBSTANTIALLY THE FORM AS ATTACHED AND IN SUCH FINAL FORM AS APPROVED BY THE CITY ATTORNEY IN ANY FUTURE AMENDMENT TO THE AGREEMENT. SO THAT'S IT FOR MY PRESENTATION. I DO, UM, WANNA LET YOU GUYS KNOW WE INVITED PBK, UM, CALLIE HERE IN THE AUDIENCE IF YOU GUYS HAVE ANY QUESTIONS FOR HIM. UM, AND THAT CONCLUDES MY PRESENTATION. SO, SO, SO BASICALLY SINCE YOU ARE THE CITY STAFF MM-HMM. , YOU'RE NOT THE OKAY. CONTRACTORS OR OUTSOURCING. SO IN THAT WAY YOU STAND ON THE CT POINT OF VIEW. I WANT TO MAKE SURE WE SPEND THE MONEY THAT'S TOTALLY RIGHT ON THE, ON THE POINT ON THE DOTS THAT WE'RE NOT GOING TO WASTE OUR TAXPAYERS MONEY TO MAKE SURE OUR DESIGN, WE GET THE SERVICE. IT'S, IT IS DESIGN DUE TO THE CONCERN I HAVE LAST TIME IS BECAUSE THE DESIGN IS ALMOST A REQUIREMENT. THE STATE, THE COUNTY, THE CITY, ALWAYS THE SAME. BUT WHY WE NEED STILL USING ALMOST A MILLION DOLLARS TO DO THE DESIGN SIMILAR TO EACH OF THE CITY, THE REQUIREMENTS THE SAME IS ONLY THE ELEVATION IS DIFFERENT. THEY BASED ON OUR, OUR, OUR SETUP. OKAY? SO THIS IS A TYPICAL RESIDENT AND MY OURSELF TO KIND OF WANT TO UNDERSTAND. SO DISCHARGE IS REASONABLE. OKAY. AND, UH, SO IN THAT WAY WE, WE DON'T WASTE THE TAXPAYER'S MONEY. AND ANOTHER THING, AND OKAY, QUESTION IS THIS PLANT BESIDE ARCHITECTURE DESIGN, IS THAT INCLUDING THE GRADING PLAN? YES. INCLUDING GRADING PLAN? YES. YES. WELL, WHAT WE'VE TRIED TO DO IS, UH, UH, INCLUDE EVERYTHING. COULD YOU GO HIGHER ON THE MIC, PLEASE? SORRY. THANK YOU. YEAH, I KNOW YOU A TALL GUY. SURE. IT'S ROUGH BEING A NORMAL HEIGHT. UM, UH, WHAT WE TRY AND DO IS CONCLUDE EVERYTHING WE CAN THINK OF. FIRE STATIONS IS ALL WE DO. IT'S ALL I'VE DONE FOR 38 YEARS. WE TRY TO PUT EVERYTHING THAT WE CAN THINK OF THAT YOU'RE GONNA NEED INTO THE FEE SO THAT WE DON'T HAVE TO COME BACK AND I DON'T HAVE TO STAND HERE TO YOU AND EXPLAIN WHY WE WANT MORE MONEY. SO THERE MAY BE THINGS IN THERE YOU DON'T NEED. YOU MAY NOT NEED SQL ULTIMATELY, DEPENDING ON WHAT THE FINAL SIDE IS, THEN WE JUST DON'T BILL YOU FOR THAT. SO, UH, I THINK THE FEE IS EXTREMELY REASONABLE. AND AS ROBERT SAID, UH, YOU KNOW, I THINK IT'S WELL UNDER THE INDUSTRY STANDARD RIGHT NOW. SO, UM, THERE'S A LITTLE BIT OF MISCONCEPTION ON YOUR PART THAT A FIRE STATION'S JUST A HOUSE AND IT IS CONSIDERABLY MORE THAN THAT. UM, IT HAS TO FOLLOW THE GUIDELINES OF THE ESSENTIAL SERVICE SAFETY ACT. EACH ONE IS DIFFERENT, EVERY SITE IS DIFFERENT. YOU WILL PROBABLY HAVE FIVE OR SIX DIFFERENT ENGINEERING FIRMS WORKING ON THIS. SO IT'S NOT LIKE THE FEE IS ALL GOING TO KELLY. IT, IT IS SPREAD OUT OVER PROBABLY TWO AND A HALF YEARS, UH, FOR SIX OR SEVEN FIRMS. SO BASICALLY ENTIRE DESIGN IS FROM THE FUNDAMENTAL, THE BASE. OKAY. AND THEN BUILD UP TO WE OKAY. HAVE OUR FIVE STATION WELL OVER HERE. SO BASICALLY THIS CHARGE IS FROM BEGINNING TO THE END. FROM BEGINNING, NO EXTRA MONEY THAT COME, COME TO US TO SAY WE NEED MORE MONEY FOR DESIGN FEE, THIS AND THAT. SO THIS IS FROM THE GRADING UNTIL YOU FINISH UP AND ANYTHING YOU HAVE, OKAY. CONTRACTOR BUILDING THAT THING HAVE A ISSUE. WE GO WITH YOUR PLAN, CHECK WITH YOU, WE CHECK WITH OUR ENGINEER. YES. AND, AND OUR PROJECT MANAGER [01:00:01] WILL SUPERVISE. OKAY. AND ANOTHER, UH, QUESTION I TALKED TO CITY MANAGER. I THINK IF, BASED ON WHAT OUR PROJECT MANAGERS RECOMMENDATION, THEN WE, I THINK MYSELF, WE MUCH MAKE I EASE, OKAY, THIS IS NOT GOING TO BE OKAY. SPECIAL INTEREST. OKAY. OVERCHARGE. ANOTHER THING IS, SINCE WE ARE, WE HAVE TO BUILD A STATION ONE DUE TO THE STATION ONE AT THE CURRENT LOCATION AT CDR, IT'S CONDEMNED. SO, SO WE NEED TO BUILD A NEW ONE. SO IN THAT WAY, WASTE THE MONEY. THE MONEY IS, WE HAVE NO CHOICE, OKAY. TO SELL THE LAND OVER THERE TO GET THE MONEY TO BUILD. OKAY? THE STATION NUMBER ONE AT THIS CITY OWNED PROPERTY AT THIS CORNER, AND THAT IS CHOSEN BY OUR FIRE CHIEF. SO I THINK THIS GOOD LOCATION THAT WHAT THE IN AND OUT ON THE FREEWAY CAN SAVE LIFE. AND SECOND THING WE NEED TO MOVE OUT, OKAY? OUR CITY YARD, AND WE HAVE A LAND, OKAY? SO, SO CAN WE, INCLUDING, OF COURSE NOT THE FEE, BUT WE, FOR THE, UH, BPPK TO LOOK INTO THE CITY YARD DESIGN AND PUBLIC SAFETY. WE'RE GOING TO BUILD A TRAINING FACILITY FOR POLICE AND FIRE, SO WE CAN ALL INCLUDING IN THAT PACKAGE. OKAY? AND OF COURSE, THIS TOO, WE NEED TO GO IP, BUT IF YOU CAN BID AND YOU CAN LOOK INTO, MAYBE WE CAN GET A PACKAGE DEAL. OKAY? IT WOULD BE CHEAPER FOR THE TAXPAYER SINCE WE HAVE NO CHOICE, WE HAVE TO DO IT. NO, WE'D BE, WE'D BE HAPPY TO DO THAT. AND, UH, UH, WE DO A LOT OF TRAINING CENTERS, A LOT OF PUBLIC WORKS YARDS. SO IF YOU GUYS HAVE SOME SITES CURRENTLY THAT YOU'RE THINKING OF, UM, WE'D BE HAPPY TO TAKE A LOOK AT 'EM, DO SOME QUICK LAYOUTS TO SEE IF THEY'RE VIABLE. WE CAN, WE CAN JUST DO THAT FOR NOTHING, JUST TO MAKE SURE YOU GUYS AREN'T HEADING DOWN A BAD PATH. AND IF YOU WANT TO SOMEHOW INCLUDE THOSE IN A SINGLE PACKAGE, IT WILL, IT WILL REDUCE FEES OVERALL. EXACTLY. BECAUSE SINCE WE ARE GOING TO, UH, WE HAVE NO CHOICE TO MOVE EVERYTHING OUT, SO WE NEED TO GET A LOCATION, OKAY. AND WE NEED TO DO A PLAN FOR OUR CD YARD, THEN WE CAN GET THIS MONEY TO BUILD THE STATION ONE AND EXTRA MONEY TO BUILD THE CD YARD AND THE TRAINING FACILITY. AND THEN POSSIBLE, I KNOW WE DON'T HAVE THE FUNDING RIGHT NOW, BUT MAYBE RESERVE SOME KIND OF PATH FOR THE FUTURE WEST COVINA COMMUNITY CENTER. SO IN THAT WAY, WE BUILDING A POTENTIALLY PHASE ONE, PHASE TWO INTO THE FUTURE SMART IDEA. OKAY. YES. SO IN THAT WAY, YOU GUY ALREADY, YOU KIND OF PREPLAN FOR US, SO WE DON'T HAVE TO PIECE AND PIECE SCOTT. OKAY. AND PUZZLE AND NOT E EVEN IT IS FEASIBLE AND WITH A LOT OF MONEY, MAKE MAKES SENSE TO YOU. MAKES SENSE? NO, I'M, I'M OKAY. I'M HAPPY. OKAY. OKAY. THANK YOU. ANY, ANYONE ELSE? WOULD ANYONE LIKE TO MOVE THE MOTION? I WANT TO MOTION TO APPROVE, ADD INTO LOOKING TO THE, OKAY. UH, THE CITY YARD AND THE POLICE AND FIRE TRAINING FOR CITY AND THE POTENTIAL OUR WEST COVINA COMMUNITY CENTER IN A PACKAGE DEAL. I'LL SECOND. I HAVE A MOTION BY COUNCILMAN, UH, EXCUSE ME, MAYOR PRO TEMU, AND A SECOND BY COUNCILMAN LOPEZ. VITO, UH, FOR, UH, CONSENT CALENDAR ITEM FIVE OF THE FIRE STATION WITH ADDING, UH, POTENTIAL FOR CITY YARD POLICE AND FIRE TRAINING CENTER AND A COMMUNITY CENTER. COUNCILMAN CONTOS AYE. COUNCILWOMAN DIAZ? AYE. COUNCILWOMAN LOPEZ VIDO AYE. MAYOR PROTI WU. AYE. MAYOR CALDONE . AYE. ITEMS PASSED. FIVE, UH, ITEM PASSES. FIVE ZERO MAYOR, MOVING [7) CONSIDERATION OF DESIGNATION OF VOTING DELEGATE AND ALTERNATES FOR LEAGUE OF CALIFORNIA CITIES 2024 ANNUAL CONFERENCE GENERAL ASSEMBLY ] ON TO DEPARTMENT MATTERS. UH, ITEM NUMBER SEVEN, CONSIDERATION OF DESIGNATION OF VOTING, DELEGATE AND ALTERNATES FOR LEAGUE OF CALIFORNIA CITY 2024 ANNUAL CONFERENCE. GENERAL ASSEMBLY. MS. MORALES, WHO WILL PRESENT THE STAFF REPORT. I WILL GIVE THE PRESENTATION. IT'S A SIMPLE PRESENTATION. UM, WE NEED A REPRESENTATION OR DELEGATES FOR THE UPCOMING LEAGUE OF CA LEAGUE OF CALIFORNIA CITY'S CONFERENCE THAT'S GONNA BE HELD NEXT MONTH. UM, AND SO IT GIVES THEM THE VOTING RIGHTS AS THE CITY OF WEST COVINA. AND SO WE NEED TO SELECT A DELEGATE AND ALTERNATIVE IN CASE THE DELEGATE CAN ATTEND THE CONFERENCE. UH, OKAY. MAYOR PRO TAM, WOULD YOU, WOULD YOU LIKE TO, I WANT TO NOMINATE, I KNOW YOU BUSY. YOU WANNA DO IT? NO. OKAY. I'LL NOMINATE SINCE. OKAY. OUR COUNCILMAN KENTO ALREADY THERE. SO MAYBE COUNCILMAN KENTO CAN BE, CAN, CAN REPRESENT US. OKAY. AND, UH, TO A VOTING DELEGATE FOR WEST COVINA. AND, UH, I DON'T KNOW WHO WANT TO BE A DEAD OKAY. SUBSTITUTE IN CASE. OKAY. ALTERNATE. OKAY. AND, UH, POSSIBLE, UH, CITY MANAGER OVER THERE. YOU WANT TO BE, I WAS GONNA [01:05:01] SAY, YEAH, I COULD BE A COUNCIL MEMBER OR CITY OFFICIAL. SO, SO, SO LET'S, IF UNLESS MAYOR, WANT TO DO IT YOURSELF, I KNOW YOU WOULD BE VERY BUSY. I, I SECOND THE MOTION OF, UH, COUNCILMAN CONTOS, WHO WILL REPRESENT US VERY WELL. AND, UH, THE ALTERNATE, UH, CITY MANAGER, PAULINA MORALES. UH, COUNCILMAN CONTOS, WOULD YOU LIKE TO SAY ANYTHING? THANK YOU. UH, I, I LOOK FORWARD TO SERVING AS, UH, A, UH, IN A, IN A WONDERFUL REPRESENTATIVE CAPACITY TO REPRESENT US ALL. SO I I, I APPRECIATE THE CONFIDENCE THAT MY COLLEAGUES HERE HAVE PLACED IN ME. AND, AND MR. MAYOR PRO TEM, THANK YOU FOR THE NOMINATION. ALRIGHT, THANK YOU. I HAVE A MOTION BY MAYOR PRO TEM MU, A SECOND BY MAYOR CALDONE TABBA TO APPOINT COUNCILMAN CONTOS AS THE DELEGATE TO THE LEAGUE OF CALIFORNIA CITIES WITH, UM, THE ALTERNATE BEING CITY MANAGER PAULINA MORALES. COUNCILMAN CONTOS AYE. COUNCILWOMAN DIAZ? AYE. COUNCILWOMAN LOPEZ. VITO AYE. MAYOR PROTI WU AYE. MAYOR CALDER. AYE. ITEM PASSES. FIVE ZERO, MAYOR. ALL RIGHT. WE WILL NOW MOVE ON TO, [MAYOR/COUNCILMEMBERS REPORTS] UH, CITY COUNCIL REPORTS, UH, AB 1, 2, 3, 4, CONFERENCE AND MEETING REPORTS. COUNCILMAN CONTOS. THANK YOU, MR. MAYOR. UH, THIS IS A LITTLE BIT PACKED TODAY, SO I APOLOGIZE IN ADVANCE FOR, FOR FOLKS, UH, TO FOLKS WHO THINK I'M GOING TO TALK FOR 10 SECONDS, UH, I HAVE A LOT TO COVER. UM, JUST TO LET FOLKS KNOW, AN ADVANCEMENT OF A PRIOR MOTHER MAY. I, UH, I AM GOING TO SOON BE MEETING WITH, UH, GOODWILL OF SOUTHERN CALIFORNIA TO DISCUSS THE EMPLOYMENT OPTIONS THAT ARE AVAILABLE FOR YOUNG PEOPLE AND YOUNG ADULTS AND JOB SEEKERS OF ALL AGES, TO SEE HOW WE CAN GET THE INFUSION OF THOSE EFFORTS TO SUPPORT OUR CITY HERE WITH, UH, AMONG, UH, WEST COVINA STAFF, AS WELL AS ALL OF THE NONPROFITS THROUGHOUT WEST COVINA AND THE FOR-PROFIT BUSINESSES THROUGHOUT WEST COVINA. SO, UH, AS SOON AS, UH, THERE IS FURTHER INFORMATION FOR PROVIDED ABOUT WHAT THEY CAN, UH, DO, THEN I WILL MAKE SURE TO SHARE WITH ALL OF COUNCIL AND WITH, UH, THE PUBLIC, SO THAT WAY EVERYBODY CAN SEE IT. UH, UH, THE NU THE UPSHOT OF THIS IS THAT THERE IS FUNDING ALREADY DEDICATED AND AVAILABLE FOR WORKFORCE, UH, INNOVATION AND, UH, INVESTMENT CENTERS, UH, WHERE THEY ACTUALLY WOULD PAY FOR THE HOURS OF UP TO 900 HOURS PER PERSON, UH, TO WORK IN, IN DIFFERENT CAPACITIES THROUGHOUT, UH, THE, THESE SECTORS, INCLUDING THE PUBLIC SECTOR, NON-PROFIT SECTOR AND PRIVATE SECTOR. SO I AM EAGER FOR US TO TAP INTO THAT SO THAT WAY OUR ENTIRE CITY CAN HAVE AN, A WHOLE INFUSION OF TALENT FROM YOUNG PEOPLE AND FROM YOUNG ADULTS AND JOB SEEKERS OF ALL AGES. ON ANOTHER FRONT, UH, I WANTED TO TELL PEOPLE ABOUT COURT APPOINTED SPECIAL ADVOCATES. AND FOR THOSE WHO ARE EAGER TO SUPPORT THOSE IN FOSTER CARE, I HAVE BEGUN TO LOOK INTO THAT. IT'S CASA LA.ORG. UH, THAT IS A WEBSITE WHERE PEOPLE CAN SERVE AS INDIVIDUAL ADVOCATES FOR FOSTER KIDS, NO MATTER WHERE IN THE COUNTY THEY ARE PLACED. SO THE DIFFICULTY WITH FOSTER KIDS IS NOT THEM THE DIFFICULTY, BUT THE DIFFICULTY IS WHEN THEY ARE MOVED FROM PLACE TO PLACE, THEY DON'T HAVE THE SAME SENSE OF STABILITY. BUT CASA VOLUNTEERS, AFTER THEIR BACKGROUND CHECKED AND, AND SO FORTH AND TRAINED, THEY GET TO STICK WITH THE KIDS THROUGHOUT THE COURSE OF THEIR LIVES IN FOSTER CARE, NO MATTER WHAT PLACEMENT THEY GO TO. SO, I, UH, IN, IN AN ENTHUSIASTIC WAY, I, I ENCOURAGE FELLOW, UH, CITIZENS OF OUR CITY, UH, TO APPLY FOR, FOR, UH, UH, CASA TO BE A CASA VOLUNTEER BECAUSE THE NEED, RIGHT NOW, THERE ARE 30,000 KIDS IN FOSTER CARE WHO DO NOT HAVE A COST OF VOLUNTEER, AND THEY ARE IN DESPERATE NEED. AND OUR, OUR CITIZENS HERE, UM, RESIDENTS CAN STEP UP. AND I REALLY THINK THAT WE CAN PLAY A LEADERSHIP ROLE HERE ON ANOTHER FRONT. UH, THERE, THERE IS ALSO, UH, I'VE, UH, UH, BUILT A THANKS TO THE GOVERNOR'S OFFICE. I BUILT A, UM, I'VE BEEN PUT IN TOUCH WITH THE DEPUTY DIRECTOR OF THE GOVERNOR'S OFFICE ON HOMELESSNESS, MEETING WITH THEM IN, UH, UH, IN LOS ANGELES COUNTY, JUST TO, JUST TO GET TO KNOW THEM BETTER. UH, HIS NAME IS, UH, OR THEIR NAME IS VISH. AND, UH, WANTED TO GET TO KNOW THEM AND, AND AS I LEARNED MORE ABOUT WHAT OFFERINGS THERE ARE WITH, WITH PARTNERING WITH LOS ANGELES COUNTY AND WITH, WITH TAPPING INTO GUBERNATORIAL FUNDS, UH, THAT, THAT HAVE BEEN ALLOCATED, THEN I WILL MAKE SURE, UM, IN A FULL TRANSPARENCY TO BRING THAT BACK TO THE ENTIRE COUNCIL FOR ITS FULL, UH, CONSIDERATION. AND, AND, AND NEXT. UM, I ALSO WANTED TO WISH A, A HAPPY 105TH BIRTHDAY, UH, TO CATHERINE COOMBS, WHO TURNED 105 ON SEPTEMBER THE 11TH. I HAVE THE HONOR OF BEING ABLE TO GO TO HER HOUSE, UH, A [01:10:01] WEEK FROM TODAY TO PRESENT HER WITH A CERTIFICATE FROM THE CITY ON BEHALF OF ALL OF US, WISHING HER 105, HER HAPPY 105TH BIRTHDAY. SO THAT IS ALSO EXCITING. AND LASTLY, I'D LIKE TO, UH, SAY THANK YOU, UH, TO PEOPLE WHO'VE BEEN VERY HELPFUL TO ME. AS SOME MAY HAVE NOTICED, I, I, I'VE BEEN ON CRUTCHES, SO I, I, IT'S BEEN PRETTY INTENSE. I FELL 10 DAYS AGO, AND I'M STILL WORKING ON RECOVERING, BUT THE INCREDIBLE SUPPORT FROM OUR CITY STAFF AND FROM MY COLLEAGUES ON COUNCIL, EVERY SINGLE ONE HERE, AS WELL AS PEOPLE IN THE COMMUNITY. WHENEVER I'M OUT, I STILL GO THROUGH, UM, GETTING MY DUTIES DONE, EVEN IF IT TAKES ME LONGER TO WALK PLACES. OH, ONE OTHER THING. UM, DURING THIS PERIOD, I ALSO, UM, AS PART OF, UM, I'M A, A FELLOW WITH WA UH, WATER EDUCATION FOR LATINO LEADERS, WHERE, WHERE MOST RECENTLY I VISITED THE C CHAVEZ CESAR CHAVEZ NATIONAL MONUMENT AND ALSO WENT TO, UH, A, UH, A PRESERVED THEIR, UH, UP IN AT BAKERSFIELD. AND IT WAS A REALLY INCREDIBLE EXPERIENCE. AND, UH, SO THAT WAS FUN. AND THE LAST THING IS WITH WATER CONSERVATION. UM, I'M, I'VE BEEN PROMOTING, UH, WATER CONSERVATION, AND WE'LL BE DOING THAT AND SHARING INFORMATION WITH RESIDENTS AS SO THAT WAY BOTH COMMERCIAL AND RESIDENTIAL CUSTOMERS WILL BE ABLE TO KNOW THE AVAILABILITY OF SURVEYS TO THEM, UH, FOR, FOR MAKING SURE TO, TO PROMOTE A BETTER USE OF WATER, TO SAVE ON COSTS, AND AT THE SAME TIME, TO BE ABLE TO KEEP THEIR AREAS GREEN. AND LASTLY, I KEEP SAYING LASTLY, BUT THERE'S ONE, A LITTLE BIT MORE . SORRY ABOUT THAT. . AND THEN THE, THE OTHER THING THAT, THAT I WANTED TO SHARE WAS, UH, THAT I, I PROVIDED INFORMATION TO OUR STAFF SO THAT WE ARE ABLE TO GET FREE SURVEYS DONE FOR ALL 16 OF OUR PARKS WITH REGARD TO OUR WATER USAGE, AS WELL AS WHAT WE CAN DO TO CONSERVE WATER AND HOW, UH, ONCE THE REPORT IS DONE, HOW WE WILL BE ABLE TO PROCEED FORWARD WITH, UH, UH, NOT ONLY IMPLEMENTING CONSERVATION RECOMMENDATIONS, BUT THEY'RE ALSO GOING TO PROVIDE US WITH FUNDING SOURCE RECOMMENDATIONS, IS HOW TO PAY FOR IT. SO, UH, MORE, MORE TO COME ON THAT. SO WITH THAT, MR. MAYOR, I, I, UH, TURN THE TIME BACK AND THANK YOU SO MUCH. WELL, THANK, THANK YOU. COUNCILMAN CONES. I WAS JUST GONNA LET YOU KNOW, BILL ROBINSON WAS LOOKING AT ME LIKE, HEY, YOU'RE LETTING THAT GUY GO A LITTLE OVER YOU. BETTER AHAM. I, I I SEE BILL . ANY, ANY, ANY OTHER, YEAH, COUNCILWOMAN LOPEZ. VITO? YES. UH, THANK YOU, MAYOR. SO, UM, I HAD A CONSTITUENT, UM, WHO SENT ME AN EMAIL. AND, AND THIS AFFECTS, OBVIOUSLY, I, I FELT THE PINCH FAMILY, FRIENDS, NEIGHBORS, THE WHOLE CITY OF, UH, WEST COVINA, ACTUALLY, THE WHOLE STATE OF CALIFORNIA. UM, SO THE EMAIL STATED, UM, THE HOMEOWNER INSURANCE SITUATION IN CALIFORNIA HAS REACHED A BREAKING POINT WITH INSURERS PULLING OUT. PREMIUMS ARE SOARING AND MANY RESIDENTS ARE STRUGGLING TO MAINTAIN THE COVERAGE THEY NEED. I ASK THAT YOU AND YOUR COLLEAGUES SUPPORT A RESOLUTION URGING GOVERNOR NEWSO, INSURANCE COMMISSIONER LAURA, LAURA, AND THE STATE OF LEGISLATIVE TO DECLARE A STATE OF EMERGENCY AND ACTS WITH LEADER, RESTORE STABILITY TO THE INSURANCE MARKET, THE CRISIS ENDANGERS, HOUSING AFFORDABILITY, NEW HOME CONSTRUCTION, AND LONG-TERM HEALTH OF OUR COMMUNITIES. UM, AND I DON'T KNOW IF I CAN ALSO BRING IN THE, THE COST OF AUTO INSURANCE AS WELL. SO I DON'T KNOW. I'M, I'M PRETTY SURE EVERYBODY FELT THE PINCH HERE WITH INSURANCE OF OUR HOME AND AUTO INSURANCE. AND I JUST WOULD LIKE SUPPORT TO PUSH FOR THAT BECAUSE IT IS AFFECTING EVERYBODY WHO'S, YOU KNOW, DRIVING, WHO'S LIVING IN A HOME. AND WE ALL FEEL THAT PINCH. UM, MATTER OF FACT, I KNOW LIKE THEY SENT A POLICY ONLINE WHERE IT SAYS, OKAY, THE UMBRELLA INSURANCE IS NO LONGER GONNA BE COVERED. AND I ASKED WHY. I JUST LIKE EVEN INCLUDING, UH, AUTO INSURANCE WITH PERFECT DRIVING RECORD, NO ACCIDENTS OR ANYTHING. I MEAN, I'VE BEEN HIT, BUT THAT'S A DIFFERENT STORY. BUT THEY JUST SAID CALIFORNIA IS AT RISK, HIGH COST. AND SO IT'S JUST SAD TO HEAR BECAUSE WE'RE ALL PAYING THE PINCH. SO ALL OF OUR INSURANCES ARE HIGH AND WE ALL HAVE TO PAY. SO I, YOU KNOW, I'M LOOKING FOR SUPPORT ON THAT. MAYOR PROAM WU. THANK YOU, MAYOR. IT'S OKAY. I, OKAY. I WANT TO PIGGYBACK REGARDING INSURANCE ISSUE. I JUST WANNA SHARE WITH YOU AND, UH, SINCE I REPRESENT WEST COVINA AND COG, UH, CONS. OKAY. AND SAN GABRIEL VALLEY COUNCIL OF GOVERNMENT, AND THEN WE HAVE, UH, COMMISSIONER, UH, LUNA. LUNA, OKAY. AND, UH, OKAY. HIS, UH, LIAISON TO COME TO THE, UH, COUNCIL OF GOVERNMENT TO GIVE US A PRESENTATION. AND, UH, I RAISED THE ISSUE ABOUT WE WENT THROUGH SO MANY CYCLE OF A CRISIS. WE HAVE, UH, OKAY, WILDFIRE BEFORE WE HAVE A SUBSEQUENT CRISIS, OKAY? BUT NEVER BEEN SO BAD. AND WE DON'T HAVE NOTHING, BUT WE HAVE, WE HAVE A PANDEMIC. IT'S OVER. OKAY? BUT WHAT WE HAVE, WHY? CERTAINLY, OKAY, AND REMEMBER YOUR FIREFIGHTER, OUR FIREFIGHTER CAPTAIN, OKAY? IN 1964, BURNED DOWN 400 HOME, OKAY? AND THE INSURANCE NEVER [01:15:01] LIKE OUTRAGEOUS, RIGHT? RIGHT. NOW THEY, THEY CANCEL A LOT OF HOME AND, UH, EVEN NEW HOME HAVE A HARD TIME, OKAY? AND TO FIND INSURANCE. SO IT IS GOING TO BE, UH, DRAMATICALLY IMPACT TO OUR BUSINESS, TO OUR LIVELIHOOD FOR OUR RESIDENT TO GET INSURANCE, OKAY? AND WE, NOT EVEN IN THE FIRE ZONE IN WEST COVINA. SO, SO WHILE WE CAN DO, OKAY, AND, UH, I ASK HER, SO WHAT YOU CAN DO IS SAY, OH, WELL, WE NEED TO EDUCATE PEOPLE AND TRY TO SEE THIS AND THAT. SO IT'S NO SOLUTION. MY SOLUTION IS MAYBE OUR INSURANCE DEPARTMENT NEED TO LOOK INTO, MAYBE OPEN IT UP A LITTLE BIT LESS REG REGULATION TO HAVE MORE COMPETITION AND MORE OF OTHER INSURANCE FOR OTHER STATE. COME OVER HERE TO COMPETE WITH THIS 13 BIG INSURANCE COMPANY. THEY TRY TO BLACKMAIL THE STATE AND THEY TRY TO BLACKMAIL OUR HOME. SO THIS IS A ISSUE, BUT THIS IS BECOME A REALLY INTENSIVE FIGHT EVERY DAY. SO I SUPPOSE, OKAY, UH, OKAY. COUNCILWOMAN LADY LOPEZ, FIDO, REGARDING, OKAY. AND THE STATE HAVE LOOKED REALLY LOOKING INTO IS A HIT ON OUR REGULAR PEOPLE'S LIFE ABOUT RENEW THEIR INSURANCE OR AUTO INSURANCE. SAME THING TOO. MY AUTO INSURANCE, MY HEALTH INSURANCE INCREASED. THAT'S 30, 40% A LOT. OKAY? THAT'S A LOT OF INCREASE FOR NOT OVER THREE TIME. OKAY. SUPPOSEDLY I'M A GOOD DRIVER, OKAY? AND, UH, BUT THE THING IS, IT STILL INCREASE A LOT FOR ALL MY CAR INSURANCE. SO THIS IS THE ISSUE. SO, UM, SO I'M GONNA SUPPORT YOU. DO WE NEED TO VOTE ON, I JUST NEED TO MAKE A RECORD OF ANY OBJECTION? I HAVE NO OBJECTION. NO. AND YOU GOT, THERE'S NO OBJECTION. THANK YOU. OKAY. SO I HAVE, UH, MOTHER, MAY I, OKAY, GO AHEAD. YEAH. UM, WHEN I'M TALKING TO YOU AND LOOK IN THE SCREEN, IT JUST, JUST HAPPENED RIGHT NOW, THE MOTHER MAY I, CAN WE LOOK INTO A LITTLE BIT BETTER PROJECTOR SO THE AUDIENCE OVER HERE CAN SEE, THEY DON'T FEEL LIKE THEY NEED TO GO TO SEE EYE DOCTOR, OKAY. BECAUSE YOU CAN BARELY SEE, OKAY. READ THE THING. OKAY. AM I RIGHT? SO, SO HOPEFULLY WE CAN HAVE A LITTLE, OKAY, I HAVE A PROJECTOR IN MY OFFICE, OKAY? IT'S VERY BRIGHT AND NOT EVEN EXPENSIVE. SO CAN, CAN WE HAVE A, A CITY LOOKING TO MAYBE HAVE A MACHINE, MAYBE WILLY CAN HELP TO SHOP AROUND, OKAY. TO INCREASE THE, THE, THE, THE LIGHT. OKAY. AND SHARPER, WHY NOT? IT'S VERY CHEAP. WE ALL THIS ELECTRONIC THING. SO THIS IS, UM, MY MOTHER, MAY I, DO I HAVE ANY OBJECTION, ? NO. OKAY. THANK YOU. OKAY. SO, AND, UH, DON'T SPEND TOO MUCH MONEY. WE JUST WANT TO INCREASE A LITTLE BIT BETTER. LAST THING. CAN I SAY SOMETHING AND FINALIZE, OKAY? THIS IS NOT A MOTHER AI THIS IS BASICALLY UNCOMMON, UH, INFORMATION TODAY. IF YOU WALK GOING INTO THE PARKING LOT OR YOUR FRONT YARD OR YOUR BACKYARD, YOU WILL SEE THE SUPER MOON. YOU WILL SEE THE HUGE MEGA MOON NOT FESTIVAL YET, BUT TODAY IS A MID ALTON FESTIVAL, OKAY? TODAY IS THE MOON FESTIVAL, OKAY? AND IT HAS THE BIGGEST MOON IN THE WHOLE 365 DAY. AND, UH, THIS, SO-CALLED THE MO FESTIVAL, 70 A THIS FULL MOON. SO YOU'RE NOT GONNA TAKE TOO WEREWOLF OR BECOME A CRAZY GUY, NO. OKAY? IN ASIA, THE MOON SENDS OKAY, SYMBOLIZE TOGETHERNESS, FAMILY REUNION, AND, UH, AND YOU EAT MOON CAKE. SO I WANT TO WISH EVERYONE HAVE A WONDERFUL MOON FESTIVAL TODAY. AND IF YOU CAN JUST GO OUTSIDE ENJOYING THE BEAUTIFUL SUPER MOON, OKAY? AND THINK ABOUT YOUR FAMILY AND THINK ABOUT UNITY AND TOGETHERNESS, OKAY? THAT IS HOW THE MOON FESTIVAL A ABOUT, DON'T FORGET, IT'S A, IT IS ALMOST LIKE A FARMER'S CALENDAR.
