AFTER SERVING AS A BOY SCOUT LEADER FOR MANY YEARS, HE SERVED ON THE EAGLE SCOUT BOARD OF REVIEW FOR THE SAN GABRIEL VALLEY, AND AS A DISTRICT COMMISSIONER FOR GOLDEN EAGLE DISTRICT OF BOY SCOUTS, WHICH OVERSEES ALL THE BOY SCOUT TROOPS OF WEST COVINA.
HE HIMSELF WAS AN EAGLE SCOUT AS A YOUTH GROWING UP IN NEW JERSEY.
DAVE IS NOT SOMEONE WHO SEEKS THE LIMELIGHT.
HE IS A SOFT SPOKEN, GET IT DONE KIND OF GUY WHO OFTEN GOES UNNOTICED BY THE GENERAL PUBLIC.
HE HAS DEDICATED HIMSELF TO SERVING THE YOUTH AND TO THOSE ORGANIZATIONS THAT SERVE OUR YOUTH.

UH, AND SHE DID AN ABSOLUTELY AMAZING JOB.
IT WAS FIRST CLASS, FIRST RATE.
UH, HONESTLY, IT, IT WAS A FANTASTIC EVENT.
UH, AND SO BEFORE, UH, I GIVE YOU THE MIC, UH, I'D LIKE COUNCILWOMAN LOPEZ VITA TO SAY A FEW WORDS.
SO SIX YEARS AGO, WE, I STARTED THIS, YEAH.
SIX YEARS AGO, AND EVERY YEAR WE ASKED THE FIRST PLACE WINNER TO BE PART OF THE BOARD AND TO PARTAKE IN THE WHOLE FESTIVITIES.
AND SO EVERY YEAR A STUDENT WOULD TAKE ON A SMALL ROLE, BUT THIS IS THE FIRST YEAR, OUR FIRST PLACE WINNER.
EMILY DECIDED TO TAKE THE CHALLENGE OF RUNNING THE WHOLE EVENT.
SO IT IS ONE, THIS IS THE FIRST YEAR THAT WAS ACTUALLY ALL RAN BY STUDENTS STUDENT BASE.
AND THOUGH WE DID HELP HER ON THE SIDELINE, SHE IS A WOMAN IN CHARGE.
AND I ACTUALLY WAS PROUD WORKING FOR HER THAT DAY.

AND THAT WAS THE TRUE MEANING BEHIND THIS.
THAT WAS THE MOTIVATION, THINKING ABOUT THOSE STUDENTS, BECAUSE I WAS ONCE IN THEIR SHOES WINNING FIRST PLACE.
I REMEMBER HOW GREAT IT FELT FOR THE CITY TO RECOGNIZE ME, AND I WANTED TO GIVE THEM THAT SAME FEELING.
LIKE, THERE WAS A POINT OF TIME WHERE I WAS AT COLUMBIA ON VACATION, AND I WAS, YOU KNOW, TAKING TIME OUT OF VACATION TO SEND THESE EMAILS, TO GET THE JUDGES AND MAKE SURE THIS FESTIVAL WAS A SUCCESS, BECAUSE I WANTED TO MAKE SURE THOSE STUDENTS THAT WANTED THIS OPPORTUNITY HAD IT.
AND I'M SO GRATEFUL THAT I EXPERIENCED IT.

THE EVENT WAS COORDINATED AT THE WEST COVINA SPORTSPLEX TO RECOGNIZE AND CELEBRATE OLDER AMERICANS MONTH.
ALI COUNTY PUBLIC HEALTH AND HEALTHCARE PROVIDERS OFFERED INFORMATION HEALTH SCREENINGS WHILE SGV SENIOR SOFTBALL HOSTED A SENIOR SOFTBALL TOURNAMENT WITH TEAMS PARTICIPATING FROM THROUGHOUT THE SAN GABRIEL VALLEY.
UH, THE GAMES WERE AMAZING, THE ATHLETICISM.
I WAS LIKE, WELL, I NEED TO GET IN THERE.

UM, AND IT, UH, THE LUNCHEON FEATURED A PAN PANEL OF LENDING EXPERTS WHO DISCUSSED VARIOUS LOAN PRODUCTS, FUNDING OPTIONS, AND PROVIDED VALUABLE ADVICE TO OUR BUSINESS COMMUNITY AND THOSE IN ATTENDANCE.
UM, IN ADDITION, UH, BIZ FEEDED, A LARGE, UH, GRASSROOTS ALLIANCE THAT BRINGS TOGETHER VARIOUS BUSINESS GROUPS TO ADVOCATE FOR POLICIES AND PROJECTS THAT BOOST THE REGIONAL ECONOMY.
HELD A BOARD OF DIRECTORS MEETING ON AUGUST 20TH, AND THE WEST COVINA CHAMBER WAS PRESENT TO ANNOUNCE ITS, UH, LAUNCH IN THE CITY.
UM, AND THEY'VE EXPRESS THE BOARD HAS EXPRESSED A STRONG SUPPORT FOR OUR CHAMBER.
UM, NEXT IS WE HAVE A NEW HOUSING DEVELOPMENT, UM, THE GROVE AT MERCED BY RC HOMES INC.
UM, THEY WILL BE, THE NEW HOMES WILL BE AVAILABLE STARTING END OF SEPTEMBER, 2024.

COUNCIL COMMENTS? YE YES, MR. MAYOR? YES.UH, I WANTED TO, UH, TAKE A MOMENT TO THANK OUR, OUR STAFF FOR ALL THE THINGS THAT THEY HAVE BEEN DOING WITH MY FLURRY OF EMAILS WITH REGARD TO DIFFERENT RESIDENT CONCERNS.
IT'S, IT'S BEEN REALLY AN INTENSE TIME WITH OUR MAKING SURE TO BE RESPONSIVE TO, TO LITERALLY EVERY COMMUNITY REQUEST.
AND, UH, JUST REALLY APPRECIATE OUR CODE ENFORCEMENT AND OUR PUBLIC WORKS FOR, FOR REALLY BENDING OVER BACKWARDS TO DO WHATEVER THEY CAN TO, TO BE RESPONSIVE WHENEVER WE SEND THINGS THEIR WAY.
I JUST WANTED TO SAY THANK YOU FOR THAT.
UH, AND ALSO TO CALL FOR, IF THEY'RE AT RESIDENTS OF THE COMMUNITY WHO, UH, WHO CONTINUE TO TO NEED THINGS WHERE THEY'VE, THEY'VE MADE REQUESTS, PLEASE, UH, LET US KNOW BECAUSE, UH, WE REALLY WORK HARD TO BE RESPONSIVE TO RESIDENTS.
UM, AND SEPARATELY, UH, JUST WANTED TO, TO BUILD ON THE CITY MANAGER'S COMMENT REGARDING TRANSPARENCY.
THE MOTHER MAY I IS A, IS A REALLY, UM, OUR, OUR MAKING MOTHER, MAY I REQUEST, THOSE ARE NOT AGENDA ITEMS THAT ARE VOTED ON AT THAT TIME, AND WE ARE ACTUALLY CHOOSING TO MAKE, TO MAKE THOSE IN A TRANSPARENT WAY IN FRONT OF THE ENTIRE PUBLIC.
SO THEN THAT WAY THEY CAN SEE THE THINGS THAT WE WANT TO ADD TO ADD TO A FUTURE AGENDA.
AND THEN WHEN THE ITEMS ARE ADDED ON THE FUTURE AGENDA, EVERYONE IS GIVEN THE SAME NOTICE.
SO JUST WANTED TO MAKE THAT, UH, REMARK.
UH, AND THEN LASTLY, UM, WANTED TO, TO SAY THAT, UM, I, I HAVE BEEN WORKING TO, TO BUILD, UM, SUPPORT FOR, FOR VARIOUS ENVIRONMENTAL ISSUES THAT, UM, IN, IN, IN TERMS OF WATER CONSERVATION AND MAKING SURE THAT PEOPLE HAVE ACCESS TO QUALITY DRINKING WATER, AS WELL

AS AIR QUALITY AND IMPROVING AIR QUALITY AND, AND, AND PROMOTING ENERGY SAVINGS.SO IF ANY OF YOU WOULD LIKE TO KNOW ABOUT ANY INITIATIVES THAT COULD BE OF BENEFIT TO YOU, THEN EMAIL ME AND I'LL, I'LL TELL YOU MORE ABOUT IT IN ADDITION TO OTHER THINGS THAT I'LL BE, I'LL BE DESCRIBING, UM, OVER THE NEXT, UH, COUPLE MONTHS.
MAY I, UM, SOMETHING THAT I'VE BEEN NOTICING THROUGHOUT OUR CITY IS THAT WE HAVE A LOT OF CHILDREN GOING TO SCHOOL.
WE HAVE A LOT OF CONGESTION IN OUR STREETS, AND PARENTS ARE HAVING A HARD TIME PICKING UP THEIR CHILDREN AND THEY CREATE TRAFFIC AND THEY'RE DOUBLE PARKING.
AND THERE'S A LOT OF SAFETY ISSUES THAT CONCERN ME ABOUT OUR SCHOOLS.
SO, UM, ONE THING I'D LIKE STAFF TO FIND OUT IF THERE'S ANY WAY THAT WE CAN TRY TO ALLEVIATE THAT, THAT PROBLEM WE HAVE.
I DON'T KNOW IF WE NEED MORE, UH, TRAFFIC ENFORCEMENT.
UM, WE ALSO, I THINK WE ALSO NEED SOME, UM, LIGHTS THAT WE USED TO HAVE ON MERCED ELEMENTARY THAT USED TO LIGHT UP THE STREETS, CROSSWALKS THERE.
THEY STILL HAVE 'EM AT MESA, UH, ELEMENTARY SCHOOL.
BUT, UM, I THINK THEY SHOULD BE THROUGHOUT ALL OUR SCHOOLS.
I DON'T KNOW IF WE HAVE MORE KIDS GOING TO SCHOOL HERE, OR I DON'T KNOW WHAT IT IS, BUT WE HAVE PARENTS DOUBLE PARKING AND, UM, I THINK IT'S REALLY A SAFETY ISSUE.
AND, UM, I KNOW THAT ONE YEAR WE HAD A, A YOUNG MAN THAT WAS HIT AND KILLED, OR NOT, I'M SORRY, NOT KILLED, INJURED SEVERELY, UM, WASN'T IN OUR CITY, BUT IT WAS OUR BORDER CITY.
AND, UM, SO I JUST THINK THAT WE NEED TO REALLY DO SOMETHING ABOUT THE SAFETY OF OUR KIDS, UM, COMING AND GOING TO OUR SCHOOLS.
SO IF WE CAN DO SOMETHING ABOUT THAT.
COUNCILWOMAN LOPEZ VIRO, UM, I WOULD LIKE TO JUST ADD TO COUNCILWOMAN DIAZ.
UM, IF YOU COULD JUST PROBABLY CONTACT THE SCHOOL DISTRICT AS WELL.
UM, BECAUSE I KNOW ONE SCHOOL EVERY YEAR, THEY USED TO HAVE A CROSSWALK PERSON.
UM, SO THEY ALSO HELP ALLEVIATE THAT, UH, PLAN WHERE THEY DISTRIBUTE TO ALL THE PARENTS OF LIKE A SYSTEM OF HOW TO PICK UP.
SO IF WE CAN WORK WITH THE SCHOOL DISTRICT AND THE SCHOOL BOARD, THAT'D BE GREATLY APPRECIATED.
YEAH, I THINK WE WENT THROUGH THIS COUPLE YEARS AGO.
WE WANT TO SURVEY ENTIRE WEST COVIN SCHOOL.
THEN HOW CAN WE IMPROVE ON THE CROSSWALK? OKAY.
AND THE LITTED LIGHT, LIKE, UH, OKAY.
ON THE, ON THE BARAS, ON THE MAIN ELEMENTARY, THEY HAVE, UH, THE OKAY.
THEY HAVE A FLASHING LIGHT, SO, SO THE CAR CAN STOP.
SO I THINK THIS IS KIND OF IMPORTANT FOR OUR CHILDREN TO CROSS.
BECAUSE NOW ALL THE TIME YOU HAVE A CROSS CROSSING GUARD RIGHT THERE.
I WANT TO ADD ON INTO THE OLD SCHOOL.
AND WORK WITH SCHOOL DISTRICT TO SURVEY ALL THE SURROUNDING SCHOOL WITH THE SAFETY CROSSWALK AND, UH, INCLUDING THE, OUR POLICE DEPARTMENT OF THE TRAFFIC ENFORCEMENT.
SO WE HAVE A FIRST AND A SECOND.
DO WE HAVE CONSENSUS? ARE YOU, NO.

UH, AND I THINK THIS IS ANOTHER REASON WHY THAT NEEDS TO HAPPEN.
SO WE CAN COLLABORATE AND COOVER, UH, TO MAKE SURE THEY HAVE THE RESOURCES THEY NEED AND THEN WE ALSO CAN GET THE RESOURCES WE NEED FROM THEM IN ORDER TO MAKE SURE EVERYONE IS, IS SAFE.

UH, AND SO, UH, THERE'S AN AREA THERE, A BIG STRETCH WHERE PEOPLE WALK AT NIGHT AND THERE HAVE BEEN NEAR ACCIDENTS ALREADY.
SO JUST FOR EDISON TO LOOK INTO AND FOR THAT TO BE WORKED ON WITH STAFF, JUST TO, TO IMPROVE LIGHTING IN THAT AREA.
