IT'S THE COMMITMENT AND THE PRIDE THAT PEOPLE HAVE IN THIS COMMUNITY THAT MADE IT A PLEASURE AND AN HONOR AND A PRIVILEGE TO SERVE THIS MANY YEARS. IT'S THREE DOZEN YEARS. I, YOU KNOW, TAUGHT, YOU KNOW, WORLD HISTORY AND LEADERSHIP, AND I HAD A TERRIFIC, UH, OUTDOOR HIKING CLUB CALLED THE GEO CLUB THAT A LOT OF PEOPLE REMEMBER BEING A PART OF. AND A LOT OF PEOPLE WERE IMPACTED, BUT I COULDN'T HAVE DONE IT WITHOUT THE SUPPORT AND THE, THE, THE TREMENDOUS INTEREST OF THIS COMMUNITY, THE PARENTS, THE STUDENTS. SO, YOU KNOW, IT'S GREAT TO BE HONORED. UM, I THINK I SPEAK FOR THE TEACHERS OF THE WHOLE DISTRICT WHEN I SAY THERE'S NOTHING BETTER THAN TO BE HONORED BY THE COMMUNITY. ENSLAVED AND FREE AFRICAN AMERICANS GATHERED IN CHURCHES AND PRIVATE HOMES ALL ACROSS THE COUNTRY, AWAITING NEWS THAT THE EMANCIPATION PROCLAMATION HAD TAKEN EFFECT AT THE STROKE OF MIDNIGHT. PRAYERS WERE ANSWERED AS ALL ENSLAVED PEOPLE IN CONFEDERATE STATES WERE DECLARED. LEGALLY FREE UNION SOLDIERS, MANY OF WHOM WERE BLACK, MARCHED ONTO PLANTATIONS AND ACROSS CITIES IN THE SOUTH, READING SMALL COPIES OF THE EMANCIPATION PROCLAMATION, SPREADING THE NEWS OF FREEDOM IN CONFEDERATE STATES, ONLY THROUGH THE 13TH AMENDMENT DID EMANCIPATION AND SLAVERY THROUGHOUT THE UNITED STATES, BUT NOT EVERYONE IN CONFEDERATE TERRITORY WOULD IMMEDIATELY BE FREE. EVEN THOUGH THE EMANCIPATION PROCLAMATION WAS MADE EFFECTIVE IN 1863, IT COULD NOT BE IMPLEMENTED IN PLACES STILL UNDER CONFEDERATE CONTROL. AS A RESULT IN THE WESTERN MOST CONFEDERATE STATE OF TEXAS, ENSLAVED PEOPLE WOULD NOT BE FREE UNTIL MUCH LATER. FREEDOM FINALLY CAME [00:20:01] ON JUNE 19TH, 1865, WHEN SOME 2000 UNION TROOPS ARRIVED IN GALVESTON BAY, TEXAS. THE ARMY ANNOUNCED THAT THE MORE THAN 250,000 ENSLAVED BLACK PEOPLE IN THE STATE WERE FREE BY EXECUTIVE DECREE THIS DAY, CAME TO BE KNOWN AS JUNETEENTH BY THE NEWLY FREED BLACK PEOPLE IN TEXAS. UH, AND AGAIN, YOU KNOW, WHEN, WHEN I THINK ABOUT, UM, OUR, OUR, OUR COUNTRY AND, AND WHAT MAKES THIS, UH, AN EXCEPTIONAL SPACE IS THE FACT THAT THE HOPE, RIGHT? THIS IS A COUNTRY OF HOPE. THIS IS A COUNTRY WHERE WE HAVE IDEALS, FREEDOM, EQUALITY, OPPORTUNITY, UH, AND I THINK WHEN WE THINK ABOUT JUNETEENTH, RIGHT, ALL OF THAT IS IN THERE, RIGHT? WE, WE HAD INDIVIDUALS THAT HAD BEEN ENSLAVED THAT DID NOT HAVE THE RIGHTS OF THIS COUNTRY, AND YET THEY HAD THE HOPE, THE HOPE TO KEEP, THE HOPE TO KEEP CREATING FAMILY. THE HOPE OF FREEDOM AND EQUALITY, AND, AND JUNETEENTH IS, IS IS THAT DATE THAT WE CELEBRATE AND WE HONOR THAT, AND WE REMEMBER THAT. UH, AND SO IN PROCLAMATION OF JUNETEENTH, JUNE 19TH, 2024, WHEREAS JUNETEENTH, OFFICIALLY KNOWN AS JUNETEENTH, NATIONAL INDEPENDENCE DAY HOLDS SIGNIFICANT IMPORTANCE IN THE UNITED STATES. JUNETEENTH CELEBRATES THE END OF SLAVERY AND FREEDOM FOR AFRICAN AMERICANS, WHEREAS THE HOLIDAY'S NAME IS DERIVED FROM THE COMBINATION OF JUNE AND 19TH, SIGNIFYING THE DATE WHEN MAJOR GENERAL GORDON GRANGER ISSUED THE FINAL ENFORCEMENT OF THE EMANCIPATION PROCLAMATION IN TEXAS AFTER THE CONCLUSION OF THE AMERICAN CIVIL WAR. WHEREAS PRESIDENT ABRAHAM LINCOLN ISSUED THE EMANCIPATION PROCLAMATION ON JANUARY 1ST, 1863. AS THE NATION ENTERED THE CIVIL WAR'S THIRD YEAR, THE PROCLAMATION DECLARED THAT THE 3 MILLION ENSLAVED LIVING IN THE CONFEDERATE STATES WERE FREE. WHEREAS, FOR THOSE WHO WERE LARGELY ISOLATED FROM UNION ARMIES, LIFE CONTINUED AS IF THE EMANCIPATION PROCLAMATION DID NOT EXIST. THIS WAS THE CASE IN TEXAS WHERE THOUSANDS OF ENSLAVED WERE UNAWARE OF THEIR DECLARED FREEDOM. WHEREAS ON JUNE 19TH, 1865, OVER TWO YEARS AFTER PRESIDENT LINCOLN DECLARED ENSLAVED PERSONS FREE MAJOR GENERAL GORDON GRANGER AND UNION ARMY TROOPS MARCHED INTO GALVESTON, TEXAS TO ENFORCE THE EMANCIPATION PROCLAMATION, THEY FREED OVER 250,000 BLACK AMERICANS, THE LAST ENSLAVED PEOPLE IN TEXAS. WHEREAS OAL LEE IS AN AMERICAN RETIRED TEACHER, COUNSELOR, AND ACTIVIST IN THE MOVEMENT TO MAKE JUNETEENTH A FEDERALLY RECOGNIZED HOLIDAY. WHEREAS ON JUNE 19TH, 1939, AT THE AGE OF 12, LEE AND HER FAMILY WERE DISPLACED AFTER HER HOME WAS BURNED AND DESTROYED BY 500 WHITE RIOTERS IN MARSHALL, TEXAS. SHE WENT ON TO DEDICATE HER LIFE TO BECOMING A TEACHER AND AN ACTIVIST, WHERE AT THE AGE OF 89, SHE CONDUCTED A SYMBOLIC WALK FROM FORTH WORTH FROM WHICH SHE DEPARTED IN SEPTEMBER, 2016 TO WASHINGTON DC WHERE SHE ARRIVED IN JANUARY, 2017. WHEREAS IN JUNE, 2021, AT THE AGE OF 94, LEE'S EFFORTS SUCCEEDED WHEN A BILL TO MAKE JUNETEENTH A FEDERAL HOLIDAY, WAS PASSED BY CONGRESS AND SIGNED INTO LAW BY PRESIDENT JOE BIDEN. IN THE EARLY MORNING HOURS OF JUNE 28TH, POLICE RAIDED THIS POPULAR GATHERING PLACE FOR YOUNG MEMBERS OF THE L-G-B-T-Q COMMUNITY, ARRESTING THE EMPLOYEES FOR SELLING LIQUOR WITHOUT A LICENSE, ROUGHING UP MANY OF THE PATRONS AND CLEARING THE BAR. THE STONEWALL UPRISING WAS A TIPPING POINT FOR THE GAY LIBERATION MOVEMENT IN THE UNITED STATES. IN THE UNITED STATES. THE LAST SUNDAY IN JUNE WAS INITIALLY CELEBRATED AS GAY PRIDE DAY IN TIME, THE DAY EXPANDED TO BECOME A MONTH LONG EVENT. IT WAS OFFICIALLY RECOGNIZED BY THE US GOVERNMENT WHEN PRESIDENT BILL CLINTON DECLARED JUNE, 1999. GAY AND LESBIAN PRIDE MONTH PRESIDENT BARACK OBAMA PROCLAIMED JUNE TO BE LGBT PRIDE MONTH, AND PRESIDENT JOE BIDEN FURTHER EXPANDED THE OBSERVANCE TO LESBIAN, GAY, BISEXUAL, TRANSGENDER AND QUEER PRIDE MONTH. AND YES, GOT IT UP. UM, AGAIN, YOU KNOW, A I I I'M SO PROUD AND, UH, I KNOW CAMILA IS GONNA GONNA TALK A LITTLE BIT ABOUT, UH, HER WORK, HER ORGANIZATION'S WORK, AND THE SGV PRIDE TOUR, UM, WHICH I, I AM PROUD THAT WEST COVINA, I IS ONE OF THE 11 CITIES IN THE SAN GABRIEL VALLEY, UH, TO BE PART OF THE PRIDE TOUR. UH, I BELIEVE WE HAVE 33 CITIES IN THE SAN GABRIEL VALLEY, SO WE'RE A THIRD OF THE WAY. UH, SO WE ARE LOOKING TO, TO CONTINUE TO GROW THAT, UH, TO, TO REALLY HIGHLIGHT THE FACT THAT, THAT WEST COVINA IS, IS A SAFE, IS A CITY THAT IS SAFE FOR ALL FAMILIES, FOR, FOR ALL INDIVIDUALS. THAT THIS IS A PLACE THAT IS INCLUSIVE, UH, THAT WHERE YOU WILL BE LOVED AND SUPPORTED AND YOU WILL THRIVE. IT'S SO IMPORTANT TO THINK ABOUT CITIES LIKE THE CITY OF WEST COVINA, ONE OF THE LARGEST CITIES IN THE SAN GABRIEL VALLEY CENTERING PRIDE MONTH THIS YEAR. THIS YEAR SPECIFICALLY IS A RECORD BREAKING YEAR FOR ANTI LGBTQ PLUS LEGISLATION AT THE LOCAL LEVEL, AT THE COUNTY LEVEL, AND AT THE STATE LEVEL. SO, IN ORDER TO UNDERSTAND WHY THIS IS IMPORTANT, IT'S IMPORTANT TO UNDERSTAND THAT L-G-B-T-Q FOLKS DON'T FEEL SAFE. L-G-B-T-Q FOLKS WHO ARE AS YOUNG AS FIVE YEARS OLD TO LIVE IN THE SAN GABRIEL VALLEY UP TO AS OLD AS 72 YEARS OLD. THAT IS DATA THAT WE HAVE FROM OUR 2023 PRIDE TOUR, LETTING YOU KNOW THAT THIS IS AN INTERGENERATIONAL EFFORT TO CENTER FOLKS. AND IF THERE'S ANYTHING I CAN REALLY SHARE, IT'S, I WAS BORN HERE. I WAS BORN IN WEST COVINA. I AM A QUEEN OF THE VALLEY PERSON. AGAIN, WHEN WE TALK ABOUT THE PROBLEM OF HOMELESSNESS AND THESE ENCAMPMENTS, YOU KNOW, THIS IS PART OF THE SOLUTION. THE OTHER THING ABOUT THIS PARTICULAR PROPERTY, AS WAS MENTIONED BY QUITE A FEW OF THE RESIDENTS, IS THERE HAS BEEN EXPLOITATION AT THAT PROPERTY. UM, AND SO WE'VE HIRED A CONSULTANT THAT, UM, HELPED US LOOK AT DIFFERENT OPTIONS. UM, AND WE WERE ABLE TO APPLY FOR A GRANT THAT'S GONNA GIVE US THE OPPORTUNITY TO BRING A MICRO TRANSIT, UH, OPTION OR PILOT PROGRAM TO OUR COMMUNITY. UM, AND SO, UM, WE ARE LOOKING AT DOING KIND OF A HYBRID OPTION FOR TRANSIT SERVICES IN OUR COMMUNITY TO SEE WHICH TRANSIT OPTION OUR RESIDENTS REALLY, UM, UTILIZE MORE. AND SO WHAT WE'RE PROPOSING TONIGHT IS FOR APPROVAL OF THIS GRANT OPPORTUNITY, UM, TO DO A ONE YEAR PILOT PROGRAM FOR MICRO TRANSIT, WHICH WOULD BE ON THE NORTHERN PORTION OF THE CITY. UM, AND THE MICRO TRANSIT IS KIND OF LIKE A, A RIDESHARE, BUT, UM, SHARED WITH OTHER INDIVIDUALS WHERE AN UBER, LYFT, YOU ORDER IT AND IT'S AN INDIVIDUAL RIDE. UM, WE WOULD KEEP THE GREEN LINE, UH, GO WEST SHUTTLE, UM, THAT IS THE ONE WITH THE HIGHEST RIDERSHIP IN THE COMMUNITY. SO WE WOULD KEEP THAT LINE. UM, AND THEN WE WOULD, UM, KEEP THE DIAL AIDE AND THE MOVE WEST COVINA, UH, UBER, UH, SERVICE FOR THOSE INDIVIDUALS 55 AND OVER. UM, AND THEN WE WOULD, UH, LOOK AT ADDING AN UBER SERVICE FOR ALL RESIDENTS ON THE WEEKENDS SO THAT INDIVIDUALS COULD BE, UH, COULD UTILIZE THAT WHEN WE DON'T HAVE THE OTHER S SHUTTLE SERVICES OR, UH, TRANSIT SERVICES AVAILABLE. THE CITY'S CURRENT SERVICES, UH, CONSIST OF THE, UH, DIALER RIDE, UM, MOVE WC IN THE FIXED ROUTE SHUTTLE WITH THREE ALIGNMENTS THAT RUN MONDAY THROUGH FRIDAY, UH, 6:30 AM TO 6:30 PM AND AS WAS STATED, THE, UH, THE, UM, MICRO TRANSIT IS A, UH, AN OPTION THAT WAS CONSIDERED AND OFFERED UP AS A, AS AN OPTION TO PARTIALLY OR FULLY REPLACE THE FIXED ROUTE MODEL. THE WHAT MICROT TRANSIT IS, IS FLEXIBLE TRANSIT. IT'S, UM, POWERED BY TECHNOLOGY AND ALGORITHMS ARE USED TO ROUTE USING REAL-TIME INFORMATION, UH, TO ADD PEOPLE THAT ARE TRAVELING IN THE SAME DIRECTION, ON THE SAME, UH, ON THE SAME VEHICLE. SO IT'S A HIGHLY EFFICIENT WAY OF DOING, UH, TRANSIT, DELIVERING TRANSIT, UH, PASSAGES CAN BOOK TRIPS USING A SMARTPHONE, UH, OR FOR A SMART PHONE APPLICATION, THEY'RE CALLING INTO A, UH, PHONE CENTER. AND, UH, PASSENGERS CAN TRACK THEIR VEHICLE IN REAL TIME LIKE THEY DO WITH, UH, UBER AND LYFT. UM, EARLY IN 2023, THE CITY WAS MADE AWARE OF A, UH, GRANT OPPORTUNITY, THE, UH, VISIONARY SEED FUND THROUGH, UH, LA COUNTY METRO. IT'S USED TO HELP SPARK DEVELOP INNOVATIVE IDEAS FOR, UH, MOBILITY CONCEPTS IN LA COUNTY. IN MARCH 23, METRO ANNOUNCED THAT THEY WOULD BE MAKING $3 MILLION AVAILABLE, UH, IN THIS GRANT CYCLE TO FUND SIX INNOVATIVE PILOT PROJECTS THAT WOULD TEST AND ASSESS STRATEGIES TO RETURN RIDERSHIP [02:20:01] TO PRE COVID LEVELS. PROPOSE PROPOSALS NEEDED TO HAVE AT LEAST ONE RESEARCH PARTNER AND TO IDENTIFY ONE RESEARCH QUESTION TO THAT THE PROPOSAL WOULD SEEK TO ANSWER SUCCESSFUL PROPOSALS WOULD BE AWARDED 60% OF THE TOTAL, UH, PROJECT COST ON A REIMBURSEMENT BASIS. AND THE BALANCE OF THE 40% WOULD BE CONSIDERED A MATCH IN, UH, RESEARCHING MICROT TRANSIT PROGRAMS. THE, UH, CITY CONNECTED WITH VIA, WHICH IS A, UH, A SOFTWARE AND MICRO TRANSIT DEVELOPMENT COMPANY. UH, THEY HAD JUST LAUNCHED A SUCCESSFUL TURNKEY, UH, PROGRAM UP IN, UM, PALO ALTO. AND THEY'D PREVIOUSLY RAN THE, UM, UH, METRO MICRO PROGRAM. AND SO COLLABORATIVELY THE CITY WORKED WITH VIA TO SUBMIT A PROPOSAL TO LA COUNTY METRO. AND, UH, WEST COVIN ON DEMAND WAS THE, OR IS THE NAME OF THE PROPOSAL. UM, IT'S A 12 MONTH PILOT PROJECT, UH, FIVE DAYS A WEEK, MONDAY THROUGH FRIDAY, RUNNING 12 HOURS A DAY, 7:00 AM TO 7:00 PM FIVE VEHICLES IN THE ACTIVE FLEET, INCLUDING FOUR, UM, NON WHEELCHAIR ACCESSIBLE VEHICLES AND ONE WHEELCHAIR ACCESSIBLE VEHICLE, AS WELL AS A, UM, A SPARE VEHICLE. AND IT'S ESTIMATED THAT, UM, A LITTLE OVER 12,000 MILES OR 12,000 VEHICLE HOURS OF SERVICE WOULD BE PROVIDED IN THAT 12 MONTH PERIOD. IN ADDITION TO THAT 12 MONTHS, UH, THERE WOULD BE A THREE MONTH RAMP UP. SO ONCE, UH, IF, IF APPROVED AND, UH, ONCE CONTRACTS ARE EXECUTED AND WE INITIATE A PROPO, UM, A NOTICE TO PROCEED, THERE'D BE A THREE MONTH RAMP UP TO LAUNCH, AND THEN THERE'D BE 12 MONTHS OF SERVICE BEYOND THAT, THE TURNKEY OPERATION CONTRACTOR WOULD PROVIDE ROUTING SOFTWARE, A DEDICATED MOBILE APP IN IOS AND ANDROID FORMAT, CALL IN CENTER MANNED BY, UH, REPRESENTATIVES DURING OPERATING HOURS VEHICLES. DRIVERS WORK WITH THE CITY TO HAVE, UM, BRANDING OF THE MOBILE APPS AS WELL AS THE VEHICLES. AND MARKETING MATERIAL EQUITY WAS A BIG PART OF THE, UH, GRANT CRITERIA. UH, AS SUCH, THE PROPOSAL, UH, PROPOSE TO IMPROVE ACCESSIBILITY FOR THE TRANSIT DEPENDENT POPULATIONS BY OFFERING DISCOUNTS TO, FOR ADVAN DISADVANTAGED COMMUNITIES, AND, UH, ACCESSIBILITY FOR WRITERS WITHOUT ACCESS TO CREDIT CARDS AND BANK ACCOUNTS, OR WITH THOSE WITHOUT SMARTPHONE. ALSO WOULD PROVIDE A, UM, ACCESSIBLE WRITER APP DESIGNED IN ACCORDANCE WITH A DA AND WE, UH, WCAG, UH, 2.0 STANDARDS, UM, TO STRENGTHEN THE PROPOSAL FURTHER, UM, SOCIO-DEMOGRAPHIC, UH, INFORMATION WAS LOOKED AT AND, UH, THE SURVEY OR, OR THE SERVICE AREA WAS, UM, RESULTING. WAS, IS THIS AREA HERE THAT'S BOUND ON. IT'S THE NORTHERN AND CENTRAL PORTIONS OF THE CITY BOUND BY THE, UH, NORTHERN CITY LIMITS AND, UH, EAST AND WEST CITY LIMITS, AND COME ACROSS BASICALLY AT, UH, FRANCIS. AND IN ADDITION TO THAT SERVICE AREA, WE WOULD CONNECT TO, UM, THE METROLINK STATIONS IN COVINA AND BALDWIN PARK, UH, TRAVEL TO AND FROM THOSE STATIONS ORIGINATING, TERMINATING IN WEST COVINA WOULD BE ELIGIBLE UNDER THIS PROGRAM. THE TOTAL PROJECT COST IS ESTIMATED AT APPROXIMATELY 1.1 MILLION. AGAIN, THE, UH, GRANT IS, WAS FOR, UH, 6 59 0 0 20, AND, UH, THAT'S THE 60% THAT WOULD BE ABLE TO GET REIMBURSED IN LOOKING AT FARES BECAUSE OF THE INTEREST IN, IN, UH, INCREASING THE RIDERSHIP, THE STAFF IS PROPOSING, NO, NO. FAIR. DURING THE, UH, TERM OF THIS PILOT, UH, THE 12 MONTH PERIOD, JUST FOR EXAMPLE, THESE ARE THE, UM, THESE ARE THE CURRENT FAIRES FOR SERVICE IN, UH, THE CITY'S TRANSIT SYSTEM. UH, A DOLLAR PER BOARDING, 50 CENTS PER, UH, FOR THE GO WEST SHUTTLE AND DIAL A RIDE 50 CENTS PER BOARDING. GO WEST SHUTTLE AND DIAL A RIDE FOR SENIORS. UH, $3 PER RIDE ON THE, UH, MOVE WC UBER PROGRAM. AND JUST ANOTHER EXAMPLE IS A METRO MICRO, WHICH IS ANOTHER MICROT TRANSIT PROGRAM, UH, RECENTLY INCREASED ITS FEE TO, UH, TWO 50. UH, BUT THERE, THAT'S THE BASE FAIR. THERE ARE A LOT OF DIFFERENT, UH, DISCOUNTS FOR DIFFERENT POPULATIONS, STUDENTS, SENIORS, DISABLED AND SO FORTH. SO THERE ARE A COUPLE OF AGREEMENTS THAT, UH, WE'RE ASKING, UH, TO BE APPROVED, THE, UH, VSF, UH, GRANT, UM, WITH, UH, METRO AS WELL AS THE VIA, UH, CONTRACT, UH, CONTRACT VIA TO PROVIDE THIS, UH, TURNKEY SERVICE. AND WE WERE ARE PROPOSING TO PIGGYBACK OFF OF THE, UH, PROCUREMENT PROCESS DONE BY KINGS COUNTY IN, UH, WASHINGTON STATE OF WASHINGTON.
