SO, UM, IT WAS, IT'S A SPECIAL MOMENT FOR ME AND I WANTED TO COME AND, AND, AND SEE SAM OFF. BUT, UM, SAM WAS INVOLVED IN MANY THINGS IN THE DEPARTMENT, AND I JUST WANNA HIGHLIGHT JUST A COUPLE OF THINGS THAT HE WAS INVOLVED IN. HE WAS A FIELD TRAINING OFFICER. HE WAS A SCHOOL RESOURCE OFFICER, A BACKGROUND INVESTIGATOR. HE WAS A TRAINING OFFICER, WHICH IS THE SAME THING AS AN FTO, UM, SOME OF THE COLLATERAL DUTIES HE HAD. UM, HE WORKED IN THE DB. HE WAS A BATON INSTRUCTOR. HE WAS PART OF OUR CHIEF'S ADVISORY GROUP. HE TOOK CARE OF OUR COMMAND POSTS. HE WAS A MEMBER OF THE PEER SUPPORT TEAM. AND OF COURSE, WHAT MOST OF YOU WOULD PROBABLY KNOW HIM FOR, UM, HE HELPED IGNITE GET STARTED. OUR HOPE TEAM. UM, HE'S THE, ONE OF THE ORIGINAL MEMBERS OF IT. UM, HE'S THE ONE WHO BRIEFED US ALL UP. HE GOT ALL THE INFORMATION. UM, JUST SO YOU KNOW, WHEN YOU WORK IN HOPE, THAT'S NOT LIKE THE GLORY JOB THAT EVERYBODY WANTS TO DO. SAM TOOK IT UPON HIMSELF TO SAY, YOU KNOW WHAT, I'LL DO IT. AND, UH, HE'S BEEN DOING IT EVER SINCE, AND HE'S, HE'S DONE A REALLY GOOD JOB AT IT. SO THANK YOU FOR THAT. SAM. HE HA HE RECEIVED THE COMMUNITY SERVICE AWARD IN 2021. I MEAN, I'M SORRY, IN 2012. IT'S THE FIRST, UH, COUNCIL MEETING OF, UH, 2024. UM, SO JUST THE CITY MANAGER'S REPORT. JUST WANTED TO HIGHLIGHT SOME OF THE EVENTS THAT WE HAD FROM, UM, THE HOLIDAY SEASON. SO, UM, WE HAD OUR WINTER WONDERLAND PARTY AT PALM VIEW CENTER ON DECEMBER 15TH. UM, IT WAS A PARTY FOR THE ADAPTIVE COMMUNITY, UM, AND IT WAS A HUGE SUCCESS. UM, IT WAS PUT ON, UM, BY OUR STAFF AND OVER 80 PARTICIPANTS, UM, ATTENDED THE EVENT. UM, THEY TRANSFORMED THE CENTER INTO A WINTER WONDERLAND WITH SNOWFLAKE DECORATIONS, TWINKLING LIGHTS, AND A BEAUTIFUL BACKDROP. UM, THERE WAS A DANCE PARTY AND THERE WAS A LOT OF LAUGHTER, SMILES, AND POSITIVE ENERGIES. UM, AND WE WERE VERY HAPPY THAT IT WAS OUR FIRST WINTER WONDERLAND PARTY, AND WE LOOK FORWARD TO HAVING IT IN THE UPCOMING YEAR. UM, THE NEXT EVENT WITH, UM, OUR YOUTH BASKETBALL BANQUET AT CAMERON COMMUNITY CENTER. THAT WAS HELD ON DECEMBER 16TH, AND IT WAS THE LAST BANQUET, UH, BASKETBALL BANQUET OF THE YEAR. THE ENTERTAINMENT INCLUDED PERFORMANCES BY THE WEST COVINA CHEER. THERE WERE GAMES AND RAFFLES, AND EVERY COACH CALLED THEIR TEAM UP AND PLAYERS TO RECEIVE A PARTICIPATION, UM, AWARD AND MEDAL. AND THAT WAS AT CAMERON CENTER. THE NEXT EVENT WAS, UH, UH, CHILDREN'S HOLIDAY BREAKFAST AT THE WEST COVINA SENIOR CENTER. THIS WAS, UH, THE FIRST, UH, ANNUAL EVENT. WE HELD THIS, UM, AND IT WAS AT THE CORTEZ COMMUNITY AND SENIOR CENTER PARK. UM, IT WAS HOSTED BY OUR STAFF, UM, AND WE PARTNERED WITH THE WEST COVINA SCHOOL DISTRICT, THE VINE DAYCARE, UH, CENTER IN SHADOW OAK TINY TODDS PROGRAM TO PROVIDE THIS BREAKFAST TO COMMUNITY MEMBERS. UM, THAT WAS HELD ON A SATURDAY, OVER 130 CHILDREN, AND PARENTS PARTICIPATED AND ENJOYED A BREAKFAST PREPARED BY THE SENIOR STAFF CHEFS, UM, AND INCLUDED HOT COCOA BAR. THEY INTERACTED WITH, UH, SANTA, UH, GOT BALLOON FIGURES, UM, AND HAD A NICE EVENT OR BREAKFAST WITH OUR COMMUNITY. AND THE LAST ONE, A COUPLE MORE EVENTS WE HAD WERE AT THE CORTES PARK. UM, WE HAD THE CHRISTMAS, UH, CORTES PARK, A CELEBRATION FOR, UM, OUR SENIOR COMMUNITY. AND IT WAS HELD ON MONDAY, DECEMBER 18TH. UM, SENIOR HAD THE OPTION TO ATTEND UP TO FOUR EVENTS, DISCO ALL THE WAY, DYI, CHRISTMAS TREE MYSTERY EVENT, AND DECK THE HALLS WITH DJ RUDY. OVER 300 SENIORS ENJOYED THE SERIES AT FUTURE DRINKS BY THE COVE COCKTAIL BAR, CHRISTMAS TREE CRAFT, LED BY SENIOR CENTER STAFF. UH, WE HAD A 360 PHOTO BOOTH, UM, KARAOKE SOCK DONATION BY SAN GABRIEL VALLEY, SENIOR SOFTBALL TEAM, PHOTOS OF SANTA MUSIC ENTERTAINMENT. AND DJ PHIL AND DJ RUDY WERE, UH, HOSTING THE EVENTS. UM, WE HAD THE SHADOW OAK COMMUNITY CENTER HELD, LET'S GET CRAFTY CHRISTMAS ORNAMENT WORKSHOP ON THURSDAY, DECEMBER 21ST. THIS WAS A FREE EVENT AND OPEN TO CHILDREN AND ADULTS OF ALL AGES. UM, PARTICIPANTS HAD THE OPPORTUNITY TO DECORATE THEIR VERY OWN ORNAMENT AND MANY CHRISTMAS TREE. UM, WE HAD A TOTAL OF 34 PARTICIPANTS JOIN US ALSO AT THE PALM VIEW. WE HAD FROSTY THE SNOWMAN COOKIE DECORATING PARTY. UM, IT WAS ON FRIDAY, DECEMBER 22ND. UH, 40 PARTICIPANTS ENJOYED A COOKIE DECORATING KIT PROVIDED BY OUR LOCAL VENDOR, UH, SUITE FRANKS. UM, TO KICK OFF THE FESTIVITIES, WE PROVIDED A BRIEF INTRODUCTION AND EXPLAINED THE ACTIVITY. THEY ALSO HAD STATIONS FOR, SORRY, REFRESHMENTS AND SNACKS, ENSURING EVERYONE HAD PLENTY OF TREATS TO EAT. SO, UM, THESE INCLUDED FRIENDLY COMPETITIONS AS COOKIE DECORATING CONTESTS, BOARD GAMES, AND MUSIC TO DANCE. THE WINTER COOKIE DECORATING PARTY FOR SPECIAL NEEDS WAS A HEARTWARMING AND INCLUSIVE EXPERIENCE. UM, THE SENIORS OSO STARTED OR KICKED OFF THE NEW YEAR, CELEBRATING AT THE COR ARTES AND COMMUNITY SENIOR CENTER NEW YEAR'S BRUNCH. ON WEDNESDAY, UH, JANUARY 3RD, THEY DANCED TO DJJ RUDY, AND ENJOYED A SPECIAL NEW YEAR'S LUNCH PREPARED BY OUR SENIOR CENTER STAFF CHEFS. UM, YESTERDAY, AS WE ALL CELEBRATED MARTIN LUTHER KING DAY, UM, THE CITY OF WEST COVINA CONTINUED ITS PARTNERSHIP WITH THE SAN GABRIEL AND A A CP, UM, SAN GABRIEL VALLEY CHAPTER, UM, HOLDING ITS 25TH ANNUAL EVENT. UM, SO WE'VE PARTNERED WITH THEM FOR 25 YEARS. SO IT'S VERY EXCITING, UM, TO BE ABLE TO CONTINUE THAT PARTNERSHIP WITH THEM, THEM, UM, IN THE EVENT, UH, YESTERDAY WE HAD ALL OF OUR COUNCIL MEMBERS AND THE MAYOR HAD A KEYNOTE SPEECH, UM, A VERY GOOD EVENT. AND THEN THE, THE STAFF DISCUSSION TALKS ABOUT THERE'S CERTAIN NUMBER OF HOURS, OVERTIME, HOURS THAT ARE BUILT IN. WHAT DOES BUILT IN MEAN? UM, CURRENTLY ON A 24 HOUR WORK PERIOD THAT THEY'RE DUE, IT GO, IT OVERLAPS THROUGH DIFFERENT PAY, UH, PERIODS AND SO THAT COMPLICATES IT FOR THE EMPLOYEE 'CAUSE THEY DON'T, FOR THE EMPLOYEE OR, AND FOR STAFF, UH, PREPARING THE PAYROLL AND PROCESSING IT. UM, AND SO IT'S GOING TO SIMPLIFY IT AND JUST MAKE IT EASIER TO BE, TO, TO REVIEW AN ACCOUNT FOR THE DIFFERENT, UH, OVERTIME THROUGH A PAY PERIOD. UH, THERE ARE CURRENTLY 66 BUDGETED FFA PERSONNEL, SO 42 HOURS TIME, 21 IS ROUGHLY NINE. UM, SORRY, IT'S 958 MULTIPLIED BY 66 FIREFIGHTERS COMES OUT TO A LITTLE BIT OVER 63,000. UM, AND THIS YEAR'S ESTIMATE IS BASED ON FIVE MONTHS, WHICH IS THE REST OF THE FISCAL YEAR SINCE WE'RE ALREADY IN JANUARY. SO, UM, IT SHOULD BE NOTED THAT THERE'S EXPECTED TO BE AN OFFSETTING SAVINGS TO, TO THE ELIMINATION OF PAY DISCREPANCIES, WHICH HAVE, LIKE I SAID MENTIONED, OCCURRED FROM THE 20, THE CURRENT 24 HOUR WORK PERIOD THAT CROSSES OVER MULTIPLE PAY PERIODS. HOWEVER, THERE ARE NO REVISIONS TO THE DEVELOPMENT STANDARDS THAT WAS APPROVED BY CITY COUNCIL IN NOVEMBER, 2022. THE CODE ALSO REMOVES, UM, SOME LESSER USE ZONES, UH, LIKE THE MEDIUM [01:10:01] COMMERCIAL OR THE C TWO ZONES, THE HEAVY COMMERCIAL C3 ZONE, THE PLAN INDUSTRIAL IP ZONE, UH, TO HELP STREAMLINE THE OVERALL CODE. THE ZONE CHANGE FOR THE SPECIFIC PROPERTIES WILL BE TAKEN TO THE PLANNING COMMISSION AND THE CITY COUNCIL AT A LATER TIME.
