UH, NOW IS THE TIME FOR ANYONE WHO WOULD LIKE TO SPEAK ON AN ITEM, WHICH IS NOT ON THE AGENDA. ANYONE SEEING NONE. WE'LL GO AHEAD AND MOVE ON TO THE CONSENT CALENDAR. THERE'S NO ITEMS ON THE CONSENT CALENDAR TONIGHT, SO [2. ADMINISTRATIVE USE PERMIT NO. 22-14 SUBCOMMITTEE DESIGN REVIEW NO. 22-124 CATEGORICAL EXEMPTION ] WE WILL MOVE ON TO THE PUBLIC HEARING. UM, ITEM NUMBER TWO, UH, ADMINISTRATIVE USE PERMIT NUMBER 22 DASH 14 SUBCOMMITTEE FOR DESIGN REVIEW NUMBER 22 DASH 14 CATEGORICAL EXEMPTION. UH, PAULINA, WHO WILL PRESENT THE STAFF REPORT FOR THE CONTINUED PUBLIC HEARING. UM, MIAM CHETO WILL BE PROVIDING THAT PRESENTATION. THANK YOU. GOOD EVENING. AS YOU MENTIONED, THIS IS ITEM NUMBER TWO ON THE AGENDA FOR TONIGHT FOR ADMINISTRATIVE USE PERMIT 2214 AND SUBCOMMITTEE DESIGN REVIEW, 22 1 24, WHICH WAS CONTINUED FROM THE PREVIOUS PLANNING COMMISSION MEETING ON FEBRUARY 14TH. THE SUBJECT PROPERTY IS LOCATED AT 3 45 SOUTH GRAND AVENUE, AND IT IS ZONED RESIDENTIAL SINGLE FAMILY. THE LOT SIZE IS 22,196 SQUARE FEET, AND THE SURROUNDING USES ARE SINGLE FAMILY RESIDENTIAL. THE ADMINISTRATIVE USE PERMIT IS BEING REQUESTED DUE TO THE PROPOSED RESIDENCE BEING TWO STORIES IN HEIGHT, AND THE SUBCOMMITTEE DESIGN REVIEW APPLICATION BEING REQUESTED BECAUSE THE PROPOSED RESIDENCE WILL HAVE A SECOND STORY DECK. THE, AT THE LAST PLANNING COMMISSION ON FEBRUARY 14TH, WE'D HEARD FROM NINE RESIDENTS WHO VOICED CONCERNS OF SAFETY, PRIVACY, AND THE POTENTIAL OF THE NEW RESIDENTS BLOCKING THEIR VIEWS. THE ITEM WAS CONTINUED TO TONIGHT'S MEETING TO ALLOW ONSITE VISITS TO THE SUBJECT SITE. AFTER THE FEBRUARY 14TH MEETING, THE APPLICANT AND CONTRACTOR VERIFIED THE LOCATION OF THE STORY POLES, AND IT WAS DETERMINED THAT THE TWO REAR STORY POLES WERE INCORRECTLY PLACED. HERE WE HAVE, UH, PHOTOS OF THE RECENT OF RECENTLY TAKEN OF THE SUBJECT SITE SHOWING THE CORRECT LOCATION OF THE STORY POLES DEPICTING THE FOOTPRINT OF THE PROPOSED HOME. THE CLOSEST STORY POOL TO THE NEIGHBORING PROPERTY WOULD BE 19 FEET AWAY, IS SHOWN ON THE RIGHT. THE PROPOSED RESIDENCE, WHICH IS HIGHLIGHTED HERE IN BLUE, WOULD HAVE A 50 FOOT FRONT SETBACK, 30 FOOT RIGHT SIDE SETBACK, 16 FOOT EIGHT INCH LEFT SIDE SETBACK, AND A 37 FOOT REAR SETBACK WITH THAT CLOSEST CORNER BEING AT 19 FEET AWAY FROM THE CLOSEST PROPERTY FOR THE FLOOR PLAN OF THE RESIDENCE. THE FIRST FLOOR PLAN WOULD HAVE A TWO CAR GARAGE, A LIBRARY, A KITCHEN, A GREAT ROOM OR LIVING ROOM, ONE BEDROOM AND TWO BATHROOMS. ON THE SECOND FLOOR WOULD BE THREE BEDROOMS, TWO BATHROOMS, AND ACCESS TO THE DECK. HERE WE'RE LOOKING AT THE FRONT AND REAR ELEVATIONS. UM, JUST TO REITERATE, THE HIGHEST POINT WOULD BE AT 21 FEET AND THE WEST AND EAST SIDE ELEVATIONS AND THE RENDERING OF WHAT THE PROPOSED HOME WOULD [00:05:01] LOOK LIKE AFTER IT IS CONSTRUCTED PLANNING, STAFF DOES RECOMMEND ADOPTING THE RESOLUTION NUMBER 23 DASH 6 1 21, APPROVING ADMINISTRATIVE USE PERMIT NUMBER 2214, AND SUBCOMMITTEE DESIGN REVIEW, 22 1 24. UH, WE DO HAVE THE APPLICANT HERE AGAIN TO ANSWER ANY QUESTIONS AS WELL. THANK YOU. THANK YOU, UH, MR. CITY ATTORNEY, IF, IF WE CAN, UH, I BELIEVE AT THE LAST, UH, AT THE LAST MEETING DURING THE PUBLIC HEARING, YOU PROVIDED US WITH SOME GUIDANCE WITH REGARD TO THE APPLICABLE LAW THAT THIS PARTICULAR PROJECT WOULD BE SUBJECT TO. IF YOU CAN KIND OF GO INTO THAT, I WOULD APPRECIATE IT. CERTAINLY, CHAIR. AND, AND TO BE CLEAR, IT'S NOT JUST THIS PROJECT. IT'S EVERY HOUSING PROJECT. UM, WHAT, WHAT I MENTIONED AT THE LAST, UH, PUBLIC HEARING IS THERE'S JUST A NUMBER, A VERY LARGE NUMBER OF BILLS COMING DOWN FROM THE STATE, UH, WHICH HAVE ALREADY COME DOWN FROM THE STATE, WHICH HAVE REDUCED LOCAL AUTHORITY WHEN IT COMES TO HOUSING PROJECTS. SO PROJECTS SUCH AS THIS, UM, YOU HAVE TO TAKE INTO CONSIDERATION THE HOUSING ACCOUNTABILITY ACT, WHICH BASICALLY SAYS THAT, UM, CITIES CAN CANNOT DENY PROJECTS, UM, IF THEY COMPLY WITH OBJECTIVE LOCAL STANDARDS, UNLESS YOU HAVE FINDINGS OF SPECIFIC ADVERSE IMPACTS. AND OF COURSE, THERE'S A, SEVERAL OTHER BILLS, UM, WHICH MAY NOT BE APPLICABLE TO THIS SPECIFIC PROJECT, BUT WHICH ARE RELEVANT. SB NINE, WHICH BASICALLY FOCUSES, UH, MANDATES LOT SPLITS, UH, AS I'M SAYING, OVERARCHING NUMBER OF BILLS, WHICH IS FOCUSING ON INCREASING DENSITY, UH, IN SINGLE FAMILY OWNED AREAS. RIGHT. THANK YOU. UM, ANY MEMBER OF THE PLANNING COMMISSION HAVE ANY QUESTION FOR STAFF FOR THE CITY ATTORNEY AT THIS TIME? ALL RIGHT. MOVING FORWARD, WE'RE GONNA OPEN THE PUBLIC HEARING FOR TESTIMONY. FOR THOSE IN FAVOR, WE'RE GONNA START WITH THE APPLICANT. UM, MR. CASEY FONG, IF YOU CAN COME FORWARD PLEASE. GOOD EVENING. MY NAME IS CASEY FONG. I'M THE ARCHITECT FOR THE PROJECT. UM, SINCE THE LAST PUBLIC HEARING, WE DISCOVERED THAT SOME OF THE, UM, SOME OF THE POLLS, ESPECIALLY THE ONES ALONG THE NORTH SIDE, UH, WERE INCORRECTLY PLACED SINCE THEN, WE CORRECTED IT. SO RIGHT NOW, THE DIMENSION THAT I SHARE WITH STAFF, UH, ARE THE ACCURATE, UH, DIMENSION AT THIS POINT. UM, I BELIEVE MOST OF THE COMMISSIONERS HAVE VISITED THE SITE, AND I'LL, I'LL HEAR WHAT YOU HAVE TO SAY. UM, I, THE, THE OWNER OF THE SITE, UH, IS PRESENT TODAY, AND, UH, WE'RE HERE TO ANSWER ANY QUESTIONS AND ANYONE HAVE ANY QUESTIONS FOR THE APPLICANT AT THIS JUNCTURE? ALL RIGHT, THANK YOU. ALL RIGHT. NEXT UP IS, UM, THE OWNER MINTY. PLEASE COME FORWARD. GOOD EVENING. UH, COMMISSIONER WILLIAMS, LOUIS AND COMMISSIONER. UH, MY NAME IS MIN THAI, AND, UH, JUST AS A BACKGROUND, I'VE BEEN LIVING IN WEST COVINA SINCE 1999, SO I'M NOT A NEWCOMER TO THE CITY. SO, UH, MY KIDS ALL GREW UP, GRADUATED FROM SOUTH TAHI HIGH SCHOOL AND PLAY FOOTBALL THERE, AND BANDS WILL HELP YOU. SO I UNDERSTAND THE VALUE OF NA COMMUNITY. THAT'S WHY I MOVED HERE FROM I IRAQ. AND, UM, REALLY, UM, INTRIGUING FOR ME TO, TO SEE EVERYBODY HERE GET TOGETHER. AND I, UH, I HAVE A CHANCE TO MEET MOST OF THEM AND RICHARD KJC, DOLORES, CHRIS NORMAN. SO WE HAVE OUR DIFFERENCES. BUT, UH, LIKE I SAID, THAT'S WHY I HAVE KC TO MAKE SURE EVERYTHING'S BUILT BY LAW, BY CODE, BUT ALSO A NEIGHBOR KIND OF GUY. SO WE ARE NOT HERE TO, TO CREATE PROBLEM. WE ARE NOT HERE TO ENCROACH ON ANYBODY'S VIEWS OR PRIVACY. AS A MATTER OF FACT, OUR LOT IS THE LOWEST LOT IN THE WHOLE NEIGHBORHOOD. SO PRIVACY AND VIEWS ARE NOT, WE DON'T HAVE THE OPTIONS FOR THOSE. WE DON'T HAVE THE LUXURY. WE LOOKING UP FOR EVERYBODY. AND, UH, AND, UH, WE DON'T HAVE ANY PRIVACY. SO JUST, THAT'S JUST, YOU KNOW, MY POINT OF VIEW. BUT I'M HERE WILLING TO WORK WITH EVERYBODY. LIKE I, I TALKED TO JCE AND, UH, OUR ROOF IS FLAT, SO, AND THEN WHEN WE DO GRADING, [00:10:01] I THINK THE ADJUSTMENT OF THE, THE HOME WILL BE PROBABLY LOWER. I DON'T KNOW. THAT'S UP TO KC, SO I DON'T THINK IT'S GONNA BLOCK HIS VIEW THAT DRASTICALLY. AND AS FAR AS MISS DOLORES, THE HOUSE ON THE NORTH SIDE, I'M SORRY, IT CHOPPED OUT ALL, ALL THE TREES, BUT IT WAS, IT WAS, IT WAS NEEDED TO CLEAN UP ALL THE RATS AND ALL THE WEEDS AND EVERYTHING AROUND THERE. SO I TOLD HER, WE GONNA, WE GONNA REPLANT A LOT OF TREES FOR PRIVACY. AND PRIVACY IS GOOD ON NOT ONLY FOR HER, BUT FOR US TOO. SO IT'S, IT'S BOTH WAYS. SO IT'S, DON'T GET ME WRONG, I, I WILL MAKE SURE THAT WE HAVE PRIVACY FOR BOTH OF US. AND THEN AS FAR AS NORMAN IS CONCERNED ABOUT OUR DECK, I SAY, DON'T WORRY ABOUT US. THERE'S ONLY TWO OF US, AND WE ARE LIKE RETIRING, AND WE ARE NOT GONNA GO UP THERE AND LOOK AT YOU . IT'S, IT'S ONLY FOR THE VALUE OF THE HOUSE AND FOR THE GOOD LOOK. SO IT'S, IT'S NOT TOO MUCH TO THINK ABOUT . AND, UH, WELL, FOR SOME, MR. AND MRS. KLEIN RIGHT THERE, RICHARD KLEIN. SO THEY HAVE A RE RETAINING WATER'S KIND OF BROKEN ALREADY, AND IT'S PUREY LOW BECAUSE THE HOUSE IS LIKE THREE FOOT TO FIVE FOOT HIGHER. SO WE, I OFFERED TO FIX THE WHOLE RETAINING WAR, AND HE WAS SAYING, WHO'S GONNA PAY FOR IT? I SAY, I'LL PAY FOR IT. SO THAT SHOULD TAKE CARE OF IT. NO, RICHARD, I MEAN, . SO WE GONNA BUILD IT, HOPEFULLY A FOOT ON MY SIDE, WHICH IS FIVE FOOT ON HIS SIDE, SO THAT HE HAS ENOUGH PRIVACY STILL. SO, UM, AND ALSO ON JC TOO, WE TALK ABOUT BUILDING A RETAINING WAR SO THAT, UH, HE CAN CLEAN UP HIS, UH, DEBRIS AND TRASH, AND THEN HE CAN ENJOY HIS HOUSE MORE. BECAUSE RIGHT NOW IT'S, IT'S PRETTY MESSY OVER THERE. UH, SO I'M HERE TO, TO WORK WITH EVERYBODY AND, AND IT'S, IT'S A VERY COSTLY PROJECT. YOU KNOW, WE BOUGHT THE LAND FOR ALMOST HALF A MILLION DOLLARS, AND WITH THE INFLATION AND EVERYTHING, WHO KNOWS HOW MUCH THE HOUSE GONNA END UP TO BE. SO, BUT NEVERTHELESS, I THINK IT'S GONNA IMPROVE THE VALUATION OF EVERYBODY. IT'S NOT GONNA BRING DOWN, PLUS WE ARE GONNA DO SUCH A NICE LANDSCAPING THAT YOU'RE GONNA ENJOY LOOKING AT OUR HOUSE. ACTUALLY, UH, WE ARE NOT GONNA DO A UGLY 2 MILLION PROJECT, SO BELIEVE ME. SO IT'S GONNA BE REALLY NICE. SO I GUESS THAT'S ALL I HAVE TO SAY. SO THANK YOU EVERYBODY FOR YOUR TIME. RIGHT. NEXT UP IS, UH, JOE TO, UH, FOLLOWED BY, UM, AND I DON'T KNOW, MR. MR. KLEIN, ARE YOU, ARE YOU ON THE FOR OR AGAINST OR NEUTRAL? NO. OKAY. ALL RIGHT. I'LL SAVE THAT CARD FOR, FOR LATER. UH, MR. TORRES, IF YOU CAN COME FORWARD. HI. HOW YOU DOING? UM, SO, UH, MY PROPERTY IS THE, UH, SOUTH SIDE OF THE PROJECT, RIGHT? SO IT'S, UH, OKAY, YEAH, WE GOT GRANT. SO IT'S BASICALLY UP AND DOWN, RIGHT? UH, WE'RE LOOKING AT THAT, RIGHT? YEAH. IT'S WHERE THE 50 FEET, RIGHT? SO BEHIND THE 50 FEET IS MY PROPERTY, AND IT BASICALLY STRETCHES FROM THE TIP OF THE TOP, UH, DOWN TO WHERE YOU SEE, UH, HIS DRIVEWAY ENDS AND THE LOT STARTS, RIGHT? SO DOWN TO, UH, THAT CORNER, CAN YOU COME DOWN A LITTLE BIT? MIGHT, YEAH, A LITTLE BIT MORE RIGHT THERE. THAT, SO HIS, HIS PROPERTY AND MY PROPERTY SHARE THAT BOUNDARY THERE. AND SO MY ORIGINAL CONCERN, AND THE REASON I WAS AGAINST IT IN THE BEGINNING, IT WAS INITIALLY JUST BECAUSE IT WAS TWO STORIES. HIM AND I ACTUALLY, UH, GOT A CHANCE TO, UM, MEET WHEN HE HAD BOUGHT THE PROPERTY, HAD SENT HIS BROTHER OVER, UH, AND WE GOT A CHANCE TO CONNECT. AND I THOUGHT, HEY, YOU KNOW, I'M, I'M FOR SOMEONE BUILDING SOME, YOU KNOW, DOWN THERE. IT'S BEEN EMPTY FOR A LONG TIME. AND SO I ACTUALLY EVEN TOOK 'EM AROUND AND INTRODUCED THEM TO ALL THE LOCAL NEIGHBORS, UH, AT LEAST THE ONES THAT WERE HOME, RIGHT? SO, YOU KNOW, AND, AND SO WE'VE BEEN VERY, VERY CORDIAL. AND SO AGAIN, WHEN IT WAS ONE STORY AND 2,500 SQUARE FEET, THERE WAS NO ISSUE WITH ANYBODY. UH, AND THEN AT THE LAST MINUTE, 11TH HOUR, RIGHT? IT CHANGED A TWO STORY, 3000 SQUARE FEET, YOU KNOW, TO EACH HIS OWN. I MEAN, HE'S ENTITLED TO WANT TO BUILD THAT. SO THEN MY, UH, CONCERN THEN BECAME, ONCE IT WENT TO TWO STORY, WAS THAT, IS IT GONNA ENCROACH ON THE VIEW THAT MY WIFE AND I WERE SO DESPERATELY LOOKING FOR AT THE TIME WHEN WE BOUGHT 20 SOMETHING YEARS AGO, RIGHT? WE CAME TO WEST COVINA, UH, WE LIVED ON THE OTHER SIDE RIGHT BY WALNUT FOR MANY YEARS. AND THEN WHEN THIS PROPERTY CAME UP WITH THE VIEW LOT, THAT'S HOW IT WAS SOLD. UH, WE FELL IN LOVE WITH THE PROPERTY, RIGHT? WE'RE IN THE BACKYARD. UH, I'VE HAD OBVIOUSLY A COUPLE OF THE COMMISSIONERS, WELL, SHEENA'S THE ONLY ONE THAT'S BEEN ABLE TO GO, RIGHT? NONE OF THE OTHERS, BUT, BUT WE STOOD BACK THERE, [00:15:01] RIGHT? AND WHEN WE BOUGHT THE PROPERTY, UM, OUR HOUSE FACES NORTH, WHICH IS RIGHT OVER HIS LOT. AND SO, YOU KNOW, MY, MY HOME BASICALLY FROM THE DINING ROOM, THE KITCHEN, MY, UH, BAR AREA, FAMILY ROOM, UH, LAUNDRY ROOM, GARAGE, ALL EVERY ONE OF THOSE ROOMS THAT I'VE MENTIONED, WE PUT IN SCENIC WINDOWS FACING THAT BEAUTIFUL NORTH SIDE OF THE PROPERTY, BECAUSE YOU HAVE, WHEN YOU WALK OUT A 180 DEGREE VIEW OF ALL THE MOUNTAINS FROM LEFT TO RIGHT ALL THE WAY, RIGHT? SO I, SNOW TOPS, BEAUTIFUL. WE SPEND A LOT OF MONEY CREATING A NICE VIEW WHEN WE COME OUT OF OUR HOUSE WHERE WE HAVE THE PATIO AND THE DECK THERE, AND WE'RE ABLE TO SIT DOWN AND HAVE OUR COFFEE AND SEE THAT. SO ANYWAY, SO FAST FORWARD TO NOW WHEN HE WENT TO TWO STORIES, WELL, WHOA, ARE WE GONNA LOSE THAT? AND SO THEN MY IMMEDIATE, UH, CONCERN WAS THE HOUSE TO HIS RIGHT, WHICH IS THE ONE THAT'S GONNA BE ON HIS EAST SIDE, WAS THAT WHEN THEY BOUGHT THEIR, THAT'S A ONE STORY HOME. IT'S MUCH HIGHER. UH, BUT AGAIN, ALL, ALL I WANTED WAS ASSURANCES AS TO WHERE GROUND ZERO WAS GONNA BE. I UNDERSTAND THAT HE'S ENTITLED TO BUILD, UH, UP TO 25 FEET IF HE WANTS TO. I, I UNDERSTAND THAT IT'S LESS THAN THAT BECAUSE HE IS DOING A FLAT ROOF, WHICH, YOU KNOW, AGAIN, THAT'S HIS PREROGATIVE. UM, BUT AGAIN, MY WHOLE THING IS, WELL, WHERE DOES THAT 25 FEET START? RIGHT? AND SO THAT WAS ALWAYS MY CONCERN. I MEAN, IF, YOU KNOW, I I, I'M NOT AN ENGINEER, SO I DON'T KNOW IF, YOU KNOW, HE GETS APPROVED FOR A TWO-STORY HOUSE AND ALL OF A SUDDEN HE BUSES IN, YOU KNOW, I DON'T KNOW HOWEVER MANY, YOU KNOW, UH, DIRT LOADS OF TRUCKS TO COME IN AND RAISE IT UP ANOTHER 10 FEET. AND ALL OF A SUDDEN THAT 25, HEY, IT'S ONLY 25 FEET, BUT NOW IT'S 10, 15 FEET HIGHER THAN WHAT IT WAS, RIGHT? SO I'M ALWAYS, MY WHOLE THING WAS, I'VE ALWAYS BASED IT ON THE HOUSE TO HIS RIGHT, WHICH IS THAT AGAIN, THAT EAST SIDE. BECAUSE IF THAT'S ONE STORY, AND I'M BARELY ABLE TO KEEP MY VIEW WITH THAT ONE STORY, SO THAT ONE STORY KEPT WHEN THEY BUILT IT, KEPT THE VIEW LINE. YOU CAN ALMOST PUT A LEVEL ON IT, AND I CAN STILL SEE JUST ABOVE IT, BEAUTIFUL VIEW. WELL, I'M THINKING ONE STORY. HE COMES IN, BUILDS TWO STORIES AND RAISES IT UP. I'M THINKING, I'M LOSING MY VIEW. THAT WAS ALWAYS MY CONCERN. HE'S SAYING THAT, UH, KC FONG, THE ARCHITECT, HAS ASSURED HIM THAT THERE'S NO WAY THAT THEY'RE GONNA BRING DIRT IN THAT IN FACT, THEY'RE GONNA ACTUALLY HAVE TO GRADE DOWN ANYWHERE FROM A FOOT TO THREE FEET. IS THAT APPROXIMATE ? YEAH, NOBODY CAN, IT'S ALWAYS THE HOR, YOU KNOW, THE CART BEFORE THE HORSE, RIGHT? SO IF NOBODY CAN COMMENT ON WHERE THE GRADING'S GONNA BE, THEN MY CONCERN IS STILL VALID, RIGHT? BECAUSE AGAIN, WHERE DOES IT START? I UNDERSTAND IT'S 25 FEET HE CAN GO, BUT FROM WHERE , AND IF WE CAN'T GET ASSURANCES IN TERMS, YOU KNOW, I WENT FROM, YOU KNOW, SPEAKER HAS ELAP THIS TIME, I APOLOGIZE, APOLOGIZE. I WENT FROM NOT, YOU KNOW, TO, TO A FOUR BECAUSE, YOU KNOW, HE'S ASSURED ME THAT NO, THAT THE ARCHITECT SAID THAT IT WAS GONNA BE, YOU KNOW, ABOUT TWO TO THREE FEET LOWER. AND SO WE CAME TO AN AGREEMENT THAT THE ACCESS TO, YOU KNOW, WE WOULD DO SOMETHING AGAINST MY PROPERTY LINE WHERE WE CAN STOP THE EROSION COMING DOWN. WE'LL PUT A BRICK WALL THERE. AND SO ANYWAY, SO WE, SO WE WERE HAPPY WITH THAT. I'M FOR IT AGAIN, IF I COULD JUST GET THE COUNSEL, THE, YOU KNOW, THE PEOPLE THAT ARE GONNA MAKE THE DECISION ON THIS IS THAT THERE SHOULD BE SOME KIND OF STIPULATION, IS THAT THERE'S NO GRADING UP FROM WHERE THE EXISTING POLES ARE. SO IF WE CAN COME TO AN AGREEMENT THAT THERE'S NO GRADING UP FROM THE EXISTING POLES, WELCOME TO THE NEIGHBORHOOD. I'LL BRING YOU, UH, MEALS EVERY HOLIDAY. . THANK YOU. THANK YOU. ALL RIGHT. UH, ANY, CAN WE TELL HIM NOT TO GRAB THE MIC? ? YEAH. WILL DO. I I THINK HE HIT IT WITH HIS SHOULDER . YEAH. IN ANY CASE, UM, IS, UH, IS THERE ANYONE ELSE WHO, UH, WISHES TO SPEAK IN FAVOR? ALL RIGHT, SCENE. NONE. WE'LL MOVE ON TO, UH, THOSE WHO ARE OPPOSED. FIRST UP IS GOING TO BE DOLORES HADOW, FOLLOWED BY CHRIS HADOW. DOLORES HADOW, PLEASE COME FIRST. I, SHE GETS HER FIVE MINUTES. AND SO DO YOU THAT, THAT'S THE PROTOCOL. , [00:20:03] WELCOME TO THE NEIGHBORHOOD. MY OBJECTION WAS BECAUSE, AM I TOO SHORT FOR THIS? OKAY. IT'S A TWO STORY. EVERYTHING AROUND IS ONE STORY. MY SIDE OF THE PROPERTY, WHICH HE HAS NOW PURCHASED TWO BEDROOMS, BATHROOM LIVING ROOM. SO THIS IS THE VERY PRIVATE SITE OF MY PROPERTY, WHICH MEANS THAT IF THEY'RE ENTERTAINING, CUZ THEY'RE GONNA BE PUTTING IN A POOL AND ALL THE ACTIVITIES OF COURSE THAT GO WITH THE POOL, MAKE A LOT OF NOISE. AND THAT'S GONNA BE MY BEDROOM SIDE. UH, I WOULD HOPE THAT THERE'S A LOT OF DISCRETION WHEN IT COMES TO COMPANY AND WHAT THEY DO. IT'S, IT IS, THE POOL NOISE WILL BE A PROBLEM. ALSO, OUTDOOR LIGHTS, SINCE THAT'S OUR LIVING, OUR SLEEPING AREA, YOU HAVE OUTDOOR LIGHTS. WHEN I TALKED TO HIM, HE SAID THAT THEY WERE GONNA BE USING LOW LIGHTING. IT'S NOT GOING TO BE HIGHLIGHTING. AND THAT SHOULDN'T DIS DISTURB US. IT'S, IT'S JUST, IT'S JUST TOTALLY UNNERVING. I'VE LIVED THERE FOR 60 YEARS AND, UH, BELIEVE IT OR NOT, WE DIDN'T EVEN KNOW, WE DIDN'T EVEN MEET OUR NEIGHBORS UNTIL JUST RECENTLY. THAT'S HOW PRIVATE THE AREA HAS BEEN. WE MET HERE IN THIS ROOM. SO TO HAVE THIS, UM, INTERRUPTION IN THIS PEACEFUL AREA, YOU KNOW, IS GONNA TAKE AN AWFUL LOT FOR US TO GET USED TO. AND I TALKED TO HIM ABOUT PUTTING UP, YOU KNOW, WALLS SO THAT WE CAN CUT DOWN ON ANY NOISE COMING FROM THAT SIDE. CUZ WE, WE JUST HAVEN'T HAD, IT'S ALL BEEN JUST QUIET FOR ALL THESE YEARS. AND NOW WE'RE GOING TO HAVE SOME ACTIVITY THAT HMM. MIGHT NOT BE APPRECIATED. OKAY. OKAY. SO I HOPE, UH, THAT HE, HE WILL BE USING DISCRETION AND THAT WE CAN MAINTAIN THAT SAME PEACEFUL AND COMFORTABLE LIFE IN, IN OUR NEIGHBORHOOD. IT'S, UH, IT'S GONNA BE REALLY DIFFERENT. IT'S A LOT OF ADJUSTMENT TO MAKE AND I WELCOME HIM TO THE NEIGHBORHOOD AND, UH, WISH HIM THE VERY BEST. THANK YOU. ALL RIGHT, NEXT UP IS CHRIS HADOW. AND GO FROM THERE. GOOD EVENING. I DIDN'T WRITE ANYTHING DOWN OR PREPARE ANYTHING AT THIS POINT IN TIME. UM, I GOT A FEW STRONG WORDS. I'M GONNA USE POLITELY. WORDS LIKE ENCROACHMENT, BREACH OF PRIVACY, HIGHEST AND BEST USE. HIGHEST AND BEST USE. THIS IS NOT THE HIGHEST AND BEST USE. I GREW UP IN THAT HOUSE. MY PARENTS KNOW, BOUGHT THAT PLACE IN 1964. MY SISTERS HAD HORSES IN THAT. IT WAS A BARN, IT WAS A CORRAL SHARED BY THROUGH TWO OTHER PROPERTIES. THAT WAS A, THAT WAS A PRETTY DARN GOOD USE OF THAT PROPERTY TO HAVE A HOUSE BEING BUILT THERE FOR SOMEBODY ELSE'S FINANCIAL GAME TO SELL A PIECE OF LAND THAT HAS NO, THAT IS, THERE'S NO ELECTRICITY, NO GAS, NO CABLE, SEWER. THERE'S NOTHING TO RE CREATE SOMETHING THAT WAS NEVER MEANT TO BE BUILT ON IN THE FIRST PLACE IS RIDICULOUS TO ME. THAT'S JUST ME. THIS IS JUST ME TALKING. AND I WAS UNDER THE IMPRESSION ALL OF YOU ALL WERE GONNA GO OUT TO THIS SITE. APPARENTLY JUST ONE PERSON SHOWED UP TOO. OKAY? SHOULD HAVE BEEN ALL OF YOU. SO I THINK YOU KNOW IT. WE ALL DID, DIDN'T YOU? YOU ALL OKAY? YES, WE ALL DID. OKAY. MY APOLOGIES THEN. MY APOLOGIES. CAUSE YOU CAN'T VOTE ON SOMETHING YOU HAVEN'T SEEN, CORRECT? YOU HAVE TO, YOU HAVE TO BE THERE. SO I APOLOGIZE MM-HMM. . NOW I'M CONCERNED ABOUT THAT. ADU. NOW THAT WEST SIDE OF THE PROPERTY AS MY MOTHER, THAT'S, THAT ADU IS RIGHT THERE WHERE MY MOTHER'S TALKING ABOUT WHERE THE, WHERE THE POOL IS, WHERE THE PRIVACY IS, WHERE THE BEDROOMS ARE. HOW CLOSE IS THAT ADU TO GET THAT PROPERTY LINE? IT'S, IT'S NOT 16 FEET, EIGHT INCHES. IT LOOKS A HECK OF A LOT CLOSER. SO WHAT IS SHE GONNA BE STARING AT FROM THAT? FROM THE, FROM THE BEDROOM TO THE, ACROSS HER POOL YARD. HOW CLOSE IS THAT? DO WE HAVE THE DIMENSIONS ON THAT, MIRIAM? [00:25:01] WE DO, BUT JUST FOUR FEET, JUST FOR REFERENCE. THE MINIMUM WOULD BE FOUR FEET AWAY. HOW TALL IS IT? I CAN PULL THAT UP FOR YOU. LOOK HOW, HOW CLOSE THAT IS. JUST, JUST FOR THE RECORD, THE A D U IS NOT WHAT'S BEFORE THE CA, UH, COMMISSION AND BASED ON ANOTHER ONE OF THOSE BILLS, PUT IT WHEREVER HE WANTS. ANOTHER ONE OF THOSE STATE BILLS I MENTIONED, UM, KEEPS THAT AT THE STAFF LEVEL AND HAS SIGNIFICANTLY LIMITED THIS COMMISSION'S AUTHORITY. WHAT IS THE LEVEL, UH, WHAT IS THE HEIGHT OF THAT PRO, OF THAT STRUCTURE? I DON'T KNOW THE DETAILS, BUT THAT, THAT'S NOT THE APPROVAL, THAT'S BEFORE THIS COMMISSION CONCERN. OKAY. BIG CONCERN, WHITE STACK RIGHT UP AGAINST THE PROPERTY LINE RIGHT THERE, WHICH IS GONNA ENCROACH ON WHAT MY, WHAT MY MOTHER HAS TO LOOK AT THE BLOCK WALL. SO ALL THOSE THINGS THAT MY, MY MOTHER HEARTFELTLY DISCON CONVEYED AND SHARED WITH EVERYBODY. I HOPE YOU CAN HEAR IT IN MY VOICE AS WELL. 60 PLUS YEARS, AGAIN, NOT THE HIGHEST AND BEST USE, BUT AGAIN, EVERYBODY'S ENTITLED. THERE'S THAT WORD ENTITLED TO THEIR AMERICAN DREAM. I GET IT. BUT THAT'S, THAT THIS WAS NOT IT, IN MY OPINION. JUST WASN'T RIGHT. YOU'RE JUST FITTING SOMETHING THAT WASN'T REALLY SUPPOSED TO BE BUILT ON. SO THAT'S ALL I HAVE TO SAY. THANK YOU. THANK YOU. UH, ANYONE ELSE? UH, ALSO, UH, WISHING TO SPEAK AGAINST THIS PROJECT. MR. CHAIR. OKAY. CHAIR, IF I MAY, YES, I, I I JUST WANT TO ADD ON WHAT, WHAT I WAS SAYING ABOUT THE ADUS AND, AND THE REASON I INTERJECTED ON THAT IS BECAUSE IF, IF WE'RE NOT CLEAR ON THE RECORD THAT THIS COMMISSION IS NOT CONSIDERING THINGS, THAT IT'S NOT ALLOWED TO, IT ACTUALLY HAS THE OPPOSITE EFFECT AND MAKES THINGS POTENTIALLY, UM, I DON'T WANNA SAY WORSE, BUT WE WOULD BE WORSE FROM THE RESIDENT'S PERSPECTIVE AND WHAT COULD BE BUILT THERE. SO, UM, TO AVOID A ADVERSE POTENTIAL OUTCOME, THAT'S WHY I'M BEING VERY CAUTIOUS AS THE ATTORNEY ABOUT WHAT THE COMMISSION, UH, IS AWARE OF WHEN IT COMES TO THE LAW. UH, AND THAT SAID, I'D ALSO, UM, JUST REQUEST THE PUBLIC ADDRESS, THE COMMISSION AS WELL, AND NOT STAFF. I WANNA ADDED THAT FOR THE RECORD. UM, WE AS COMMISSIONER UNDERSTAND THAT WE ARE NOT FOR TONIGHT'S, UM, DECISIONS. WE WILL NOT LOOK AT THE A D U PORTION AND, UM, WE WILL LOOK AT THE MAIN HOUSE. ALL RIGHT. UM, ANYONE ELSE, UH, ALSO WISHING TO SPEAK ON THIS PROJECT. MR. KLEIN, PLEASE COME FORWARD. THANK YOU. THANK YOU. AND THANK YOU ALL FOR COMING OUT. UH, SEE THE SITE, UH, SO WE CAN MAKE A DECISION. UH, MY PROPERTY IS THE ONE THAT'S 19 FEET THAT HAS THE REALLY BACKING UP ON MOST OF THE PROPERTY RIGHT THERE. UM, WE HAD A CHANCE TO MEET WITH THE OWNER AND THE BUILDER, UM, AND THEY ASSURED US THAT THEY HAVE REAL CONCERNS ALSO ABOUT PRIVACY, NOT ONLY OURS BUT THEIRS. UM, AND THE OWNER OF THE PROPERTY BASICALLY SAID THAT HE WOULD BE WILLING TO PUT A, UM, SIX FOOT CONCRETE, UH, BLOCK WALL AT MY PROPERTY LEVEL IN ORDER TO HELP WITH, UH, UM, THE VIEW AND THE DISTURBANCE AND THE NOISE AND EVERYTHING. AND AGAIN, MY WIFE AND I REALLY APPRECIATE THAT. UM, YOU KNOW, IN TERMS OF THE ACTUAL PROJECT WE WOULD IN, IN TERMS OF THE DISTURBANCE AND EVERYTHING, WE'D LOVE TO SEE THAT BUILT FIRST. SO WHEN THEY DO THE CONSTRUCTION AND EVERYTHING, IT, YOU KNOW, WILL HELP US IN TERMS OF THAT. BUT I THINK THAT WE'RE FEELING THAT, UH, HE'S TRYING TO MAKE ACCOMMODATIONS, UH, FOR US AND FOR THE OTHER NEIGHBORS AND WE FEEL VERY POSITIVE ABOUT THAT, SO. ALRIGHT. THANK YOU. THANK YOU. UH, ANYONE ELSE WISHING TO SPEAK ON THIS ITEM? PLEASE COME FORWARD. SORRY. DID, DID YOU SUBMIT A CARD? I, I'M, I'M MRS. KLEIN. LINDA KLEIN. OKAY. LINDA KLEIN. THE BETTER HALF. OKAY. I WANNA , I WANNA THANK UH, SHEENA. UH, CAN I USE YOUR FIRST NAME? YES, YES. THANK YOU SHEENA. AND DID YOU COME OUT MS. ER? I DON'T KNOW YOU AS WELL. UH, I DON'T THINK YOU CAME OUT MR. YOU DID? WOW. UM, I CAME OUT ON LAST WEDNESDAY, I CONTACTED THE ARCHITECT, MR. FONG. OH, OKAY. I CUZ MOST OF THE PEOPLE CAME THROUGH OUR DRIVEWAY AND I GIVE EVERYONE PERMISSION, UH, EXCEPT FOR THE PIZZA GUY. , YOU CANNOT FIND IT, BUT NO, SHE'LL TELL YOU. IT'S, IT'S A LITTLE, THAT'S WHY YOU WERE OUT, NOT TO GET TO YOUR PLACE. I'LL BE HONEST, A LITTLE. YOU DON'T KNOW WHICH HOUSE IT IS. WELL, I, I, FIRST OF ALL, LET ME START OFF WITH THIS. WE'RE NOT BAD PEOPLE. WE'RE JUST USED MR. RING. WE'RE JUST USED TO OUR PRIVACY AND WE'RE LIKE, WE DON'T EVEN KNOW EACH OTHER. REALLY. ONLY PERSON I REALLY KNOW IS MY HUSBAND. SO THAT SPEAKS FOR THAT. WE DON'T, YOU KNOW, WE'RE NOT MINGLER, [00:30:01] BUT THAT PART OF THE HOUSE, ALTHOUGH IT'S THE BACK DOOR, I DON'T KNOW IF ANY OF YOU, WE ALWAYS USE THAT DOOR. IT'S JUST A HABIT AND WE CAN'T CHANGE NOW. SO THAT'S WHY I WAS SO WORRIED. AND SINCE YOU KINDLY SAID ABOUT THE FENCE AND MAYBE SOME BUSHES ON YOUR SIDE, WE DON'T HAVE ANY, UM, DRAINAGE OR ANYTHING ON THAT SIDE THAT COULD GROW. YOU SUGGESTED THAT. I THINK SHEENA DID YOU? NO, SOMEONE DID . NICHOLAS, ANYONE? A GARDENER. OKAY. SO THAT WOULD BE THE BEST THING TO HAVE OUR, YOU KNOW, PROPERTY. WE ARE NOT GONNA SEE YOU BUILDING. WE'RE NOT GOING TO HEAR THE, WELL, WE PROBABLY HEAR PLANNING, BUT I'LL KEEP LITTLE EARMUFF WE'LL, WE'LL TRY OUR BEST. SO THAT SOLVES OUR PROBLEM AS FAR AS I COULD SEE, BECAUSE, UM, WE'RE MEDIATING THIS, THAT'S WHAT THEY CALL IT. AND THAT'S VERY POSITIVE TO ME. I ALSO WANNA REALLY AND TRULY THANK ALL OF YOU WHO CAME OUT AND I AM JUST BLOWN I SHOULDN'T USE THAT. I'M JUST BLOWN AWAY BY THE, BY THE WORK YOU DO. AND I'M NOT DOING THIS FOR BROWNIE POINTS. I, IT'S ALREADY OVER AS FAR AS I CAN SEE. I'M JUST SO SHOCKED. I'VE NEVER, I LIVED IN NEW YORK BEFORE THIS. YOU WOULD HAVE TO FALL DOWN AND DIE ON YOUR GARBAGE PALE FOR THEM TO TAKE IT. SO THIS IS A REALLY INCREDIBLE THING. AND I AM, I'VE WRITTEN LETTERS TO THE LA TIMES. I GET IT EVERY MORNING. AND I'M GOING TO WRITE ABOUT THIS GROUP BE, UH, PLANNING COMMISSION. SORRY. BECAUSE IT'S AMAZING. IT'S LIKE A SMALL TOWN. IT'S ABSOLUTELY UNIQUE AND I THINK EVERYONE, WELL, I DON'T WANT YOU TO HAVE MILLIONS OF PEOPLE HERE, BUT I THINK EVERYONE SHOULD KNOW ABOUT THE GREAT, THE WAY THAT YOU COME AT THINGS AND THAT YOU DON'T JUST SAY FINISHED. IT'S LIKE GIVING THE PEOPLE A CHANCE. THAT TO ME IS GOLD. AND I, I WANTED TO JUST THANK YOU AS WELL. MIRIAM'S, THE FIRST PERSON I MET. AND, UM, PAULINE, I DON'T THINK I'VE MET YOU. OR JOANNE? NO. OR THE CITY ATTORNEY. YOU HAVE NO NAME. I CALL YOU CITI. OKAY. BUT ANYWAY, I JUST AM THRILLED THAT WE WORKED IT OUT, THAT YOU ALL WERE SO KIND AND AGREEABLE THAT THE OWNER OF THE PROPERTY, UH, MR. ME, CAN I CALL YOU MR. ME? JUST CALL ME ME YEAH. IS SO AGREEABLE TOO THAT WE ALL MET AND IT'S A GOOD THING. THANK YOU. THAT WAS BASICALLY ALL I HAD TO SAY. IS THAT OKAY? YEAH. THANK YOU. THANK YOU. THANK YOU. ALL RIGHT. ANYONE ELSE? UH, WISHING TO SPEAK ON THIS ITEM? SEEING NONE, I WILL GO BACK AND ALLOW REBUTTAL FROM THE APPLICANT, UH, MR. FONG OR, OR MR. TY, WOULD YOU LIKE TO COME FORWARD TO PROVIDE ANY REBUTTAL? THERE AIN'T NOTHING. OKAY. ALL RIGHT. UM, BEFORE I, I CLOSE THE PUBLIC HEARING, DOES ANYONE HAVE ANY QUESTIONS FOR THE APPLICANT? ALL RIGHT. I, I HAD A COUPLE QUICK QUESTIONS. UH, YEAH, IF, IF YOU CAN, THAT'D BE GREAT. SO YES. COMMISSION. SO, SO WHEN I, UH, WHEN I VISITED THE SITE AND UH, OBVIOUSLY I HAVE THE MUDDY SHOES TO SHOW FOR IT AFTER THE RAIN , BUT, UH, IN, IN, IN ANY CASE, UM, WANTED TO DISCUSS, OBVIOUSLY YOU, YOU YOU'RE TALKING ABOUT PUTTING, UM, PUTTING A A, A FENCE UP THAT'S I GUESS A NET EIGHT OR AN EIGHT FOOT FENCE THAT IS BETWEEN, UH, YOUR PROPERTY AND I BELIEVE THE CLIENT'S PROPERTY, THEY'VE GOT THAT MM-HMM. SORT OF ZIGZAG RETAINING WALL. RIGHT. UM, I, I ALSO WANTED TO DISCUSS WITH YOU, UM, JUST IF, IF YOU HAD ANY DESIRE TO INCLUDE A CONDITION FOR, UM, MAYBE CUZ YOU AND I DISCUSSED THIS POTENTIALLY PUTTING, PUT A CARPUS ON, ON AS FOR, FOR SHADING OR AROUND THE PERIMETER? I DON'T KNOW. I ACTUALLY ASK HIM WHERE, WHAT KIND OF PLAN IT IS AND WE REINVESTIGATING OR WHERE, HOW MANY WE CAN GET. SO I THINK WE'RE GONNA DO A PRETTY GOOD JOB ON THAT SIDE. WE'RE GONNA GROW ALL THE PLANTS THERE, MAYBE ABOUT 50 OF 'EM AROUND THERE, AND THEN IN THE LAW HOUSE TOO. SO LET'S SEE. FEEL MORE NATURE BECAUSE THIS, I KNOW YOU'VE GOT THAT TREES AND STUFF, SO I GONNA MAKE SURE THAT HA THAT'S HAPPENING TOO. I MEAN, AT THE END OF THE DAY, THE, IS IT, WE ARE GONNA MAKE OUR HOUSE LOOK NICE WHERE THEY WILL BE PROUD THAT WE GONNA BE WONDERING THE NEIGHBORS. YOU KNOW, WE GOING, WE ARE, WE AN AN AN EMPTY NEST FAMILY. YOU KNOW, MY KIDS ALL GROWING UP. I'M, I'M NOT RAISING A FAMILY. SO WE ARE HERE TO RELAX AND RETIRE. SO THAT'S, THERE'S NO NOISE. THERE'S NO PARTY. [00:35:01] ACTUALLY THE POOL IS GONNA BE A LAB LAB POOL, RIGHT. THE POOL IS GONNA BE A LAB POOL. RIGHT. IT'S NOT A REGULAR POOL. YEAH. IT'S, IT'S FOR EXERCISE PURPOSE. SO IT'S NOT LIKE, YOU KNOW, IT IT IS, WE, WE WE WANT TO EXERCISE, WE ARE NOT THERE TO PARTY AND ALL THIS STUFF. SO , PLEASE DON'T TAKE IT WRONG. SO WE ARE HERE TO RETIRE. WE ARE NOT RAISING A FAMILY. AND, UH, ANYTHING ELSE YOU WANTED? NO, THAT WAS IT. THANK YOU VERY MUCH. I JUST HAVE ONE THING TO SAY, UH, WHEN WE WERE THERE TODAY, AND YOU KNOW, YOU'VE OBVIOUSLY, YOU SAID YOU'RE A LONG-TERM RESIDENT OF WEST CO SINCE 1999, AND YOU ARE A REFLECTION OF MM-HMM. , THE CITIZENS OF THE GREAT CITIZENS THAT WE HA DO HAVE IN THE CITY. AND HOW YOU HANDLED THE WHOLE SITUATION WITH EVERYONE. YOU WENT ABOVE AND BEYOND WHAT YOU HAD TO DO TO ACCOMMODATE MM-HMM. . AND I THINK EVERYONE HERE HAS SEEN WHAT, WHAT YOU HAVE DONE MM-HMM. AND I JUST WANNA THANK YOU AND YOU KNOW, JUST TRYING TO PACIFY EVERYONE AND ASSURE THEM THAT THEY'RE GONNA CONTINUE TO HAVE THEIR PRIVACY, BUT NOT ONLY THAT YOU, THEY'RE GONNA HAVE A GOOD NEIGHBOR, RIGHT. AND ALL THESE NEIGHBORS WHO NEVER EVEN MET EACH OTHER BEFORE MM-HMM. ONE THAT 60 PLUS YEARS. RIGHT. YOU KNOW, WHAT YOU DID TOO IS NOW YOU ALL HAVE GOTTEN TO KNOW EACH OTHER THROUGH WHAT YOU THOUGHT WOULD BE SOMETHING BAD. RIGHT? NOW YOU MADE NEW FRIENDS WHO ARE YOUR NEIGHBORS AND HOPEFULLY, YOU KNOW, IT WILL CONTINUE ANYWAYS. YEAH. I MEAN, SO I THOUGHT THAT WAS SOMETHING NICE. WE, WE GONNA GET TO KNOW, KNOW EACH OTHER. THAT'S, THAT'S DEFINITELY, AND UH, I, AGAIN, I'D LIKE TO ECHO WHAT MRS. KLEIN SAID. I REALLY APPRECI THE COMMISSIONERS EVERYBODY, BUT EITHER CAME OUT, UH, EXCEPT MRS. WILLIAM, I DIDN'T MEET YOU BECAUSE YOU, YOU CAME ON WEDNESDAY, RIGHT? RIGHT. YEAH. BUT I'M AT OUR THREE, SO THANK YOU VERY MUCH FOR YOUR WORK AND UM, WE, WE, WE WILL ACCOMMODATE EVERY LITTLE THING. SO BELIEVE ME, SO WHEN WE START BUILDING, IF YOU SAY, I THINK IT'S TOO NOISY, CAN YOU CUT IT DOWN, THIS AND THAT, I WILL DISCUSS WITH THE CREW AND MAYBE WE ARE ADJUST THE HOURS AND STUFF AND EVERYTHING'S ACC WELL. SO PLEASE THANK YOU. ANYWAYS, UM, JUST TO FINISH, KUDOS FOR ALL OF YOU RESIDENTS FOR WORKING IT OUT. IT JUST GOES TO SHOW WHAT GREAT RESIDENTS WE HAVE. THANK YOU. ALL RIGHT. SO I WILL NOW CLOSE THE PUBLIC HEARING AND WE'LL NOW OPEN DISCUSSION, UH, WITH THE COMMISSION. UM, COMMISSIONER, HANG ANY COMMENTS? I ACTUALLY DON'T HAVE ANY COMMENTS, BUT I LIKE TO EMPHASIZE SOME OF THE POINTS THAT ALL RESIDENTS HAD POINT OUT TO, UM, ONE OR A FEW OF THE RESIDENTS HAD CONCERNED REGARDING THE QUERYING LEVEL. UM, THEY BASICALLY WANT THE TOP OF THE FLAG, UH, TO BE AT THAT LEVEL. SO PERHAPS WE CAN, UM, PUT SOMETHING ON THE APPROVAL IF, YOU KNOW, AT THE END REGARDING THE ROUGH GRADE TO BE AT THE 17, THE WALL ON THE 17 FEET, THAT AREA. SO MAYBE HAVE A ROUGH GRADE, HAVE A SURVEY GUIDE, PUT A ROUGH GRADE ON THAT ONE, AND THEN THEY CAN BUILD FROM THERE SO THAT THIS WAY WHEN IT'S FINISHED, WE KNOW WHERE THE FLAG SHOULD STAND, WHERE IT SHOULD BE, WHAT WE SAW WHEN WE WENT OUT. UM, THE OTHER THING WAS REGARDING, UM, SOME OF THE THING THE NEIGHBORS HAD ALREADY PUT IT OUT, SO MAYBE PERHAPS WE CAN PUT THAT ALSO ON, UM, ON THE APPROVAL PORTION. UM, ONE OF THE THINGS THE COMMISSION HAD MENTIONED REGARDING TREES FOR HEDGES, SINCE A LOT OF THOSE TREES WERE TAKEN DOWN, SO PERHAPS WE HAVE THAT AND THE WALL ON THE NORTH SIDE, UM, ONE OF A RESIDENT HAD MENTIONED THAT, UM, HE WOULD LIKE SIX FEET FROM HIS SIDE, SO WHATEVER GRADE IT IS, IT'S AS LONG AS WE MAKE IT SIX FEET FROM MR. KLEIN'S SIDE. UM, AND, AND OF COURSE WITH THE RETAINING WALL TO HOLD HIS DIRT UP. AND THEN ON TOP OF THAT THERE IS A, SOME TYPE OF WALL ON TOP OF THAT. UM, I'M NOT SURE REGARDING THE, UM, THAT WOULD BE WEST. NO, THAT WOULD BE EAST. UM, ON THE EAST SIDE, I DON'T KNOW IF, UM, THE HOMEOWNER HAD MENTIONED REGARDING RETAINING WALLS OR PLANTERS OVER THERE. I MEAN WALLS ON, CAN YOU POINT IT TO THE SIDE OF THE LOT? THAT IS THE GRAY, WHICH IS THE EAST SIDE. NEXT IN BACK OF THE ADU WEST SIDE. IT'LL BE WEST SIDE. I'M SORRY. YEAH, THAT'S WEST. OKAY. YOU'RE RIGHT. THAT'S, YES, THAT'S WEST SIDE. SO THAT SIDE, I'M NOT SURE IF HE, IF THE HOMEOWNER HAD MENTIONED, UH, IS HE GONNA DO ANY WALLS OVER THERE OR JUST PLANTERS, COMBINATION COMBINATIONS OF WALLS AND PLANTERS. SO PERHAPS WE CAN PUT THAT SO THE NEIGHBORS TO DOLORES WOULD HAVE HER PRIVACY THAT SHE SHE'D BEEN HAVING FOR THE LAST 60 YEARS OR SO. UM, [00:40:02] SO OTHER THAN THAT, I THINK WE HIT ALL THE POINTS. MM. ALL RIGHT. NEXT UP. COMMISSIONER BAER, I'M SORRY, YOU, YOU HAVE ANY COMMENTS NO. OR DISCUSSION AT THIS POINT? NO. OKAY. COMMISSIONER WILLIAMS? UM, THE ONLY THING THAT I WANTED TO NOTE, UM, ACTUALLY THE STAFF AS PART OF THE CONDITIONS OF APPROVAL, THEY KIND OF OUTLINED WHAT THE BUILDING DIVISION IS GONNA REQUIRE AS FAR AS THE FOUNDATION AND THE OTHER ITEMS THAT THE BUILDING DEPARTMENT'S GONNA ASK FOR TO MEET THE BUILDING CODE. AND THEN UNDER THE ENGINEERING DIVISION, WHICH WOULD BE THE AGENCY TO ISSUE, OR FOR THEM TO APPLY FOR A GRADING PERMIT, THEY AS WELL HAVE, UM, LANGUAGE THAT IDENTIFIES WHAT IS GOING TO BE REQUIRED FOR DRAINAGE AND SO FORTH. SO, UM, IN WHAT I WOULD BE SAYING IS I, UM, AGREE WITH THE RESOLUTION, WHICH HAS CALLED OUT DIFFERENT THINGS FROM THE FIRE DEPARTMENT, THE ENGINEERING DEPARTMENT, AS WELL AS THE PLANNING DEPARTMENT. OKAY. ANY, ANY OTHER COMMENTS? ALL RIGHT. I THINK, UM, IT IS TRUE, UM, HOW COMMISSIONER WILLIAMS HAD MENTIONED THAT WE DO HAVE TO GO THROUGH ALL THE DEPARTMENTS, UM, THE PLANNING DEPARTMENT HAVE THEIR, SAY THE ENGINEERING DEPARTMENT HAVE THEIR, SAY THE BUILDING DEPARTMENT AND GRADING. SO THERE'S QUITE A FEW DEPARTMENTS THAT THE HOMEOWNERS HAS TO GO THROUGH. BUT ONE OF THE PLANNING CONDITIONS REGARDING THE PLANNING FOR APPROVAL OF THE PLANT WE HAD MENTIONED WAS THE ROUGH GRADE FOR, UM, THIS PARTICULAR LOCATION. WE PERHAPS MIGHT HAVE IT SURVEYED AND HAVE THE ROUGH GRADE RIGHT NOW AT THE 17TH FOOT CORNER OF THE BUILDING, MEANING ROUGH IS BASICALLY THE DIRT LEVEL. UM, FROM THAT POINT ON, YOU CAN GO, YOU KNOW, PUT THE HOUSE ON THERE AND WHETHER THAT APPLIES TO THE MAIN HOUSE, WE CAN'T DO ANYTHING REGARDING THE A D U. SO IT IS WHAT IT IS. WE'RE JUST TALKING ABOUT THE MAIN HOUSE SO THAT THIS WAY IT WON'T, WHAT WE SEE OUT THERE WITH THE FLAGPOLE IS WHEN IT'S FINISHED, THAT WOULD BE SOMEWHAT THE LEVEL IT'S GONNA BE AT. SO YES, OTHER GRADING AND DRAINAGE AND ALL THAT GONNA KICKED IN. HOWEVER, IF WE CAN PUT IT ON THAT LEVEL THAT WE HAVE A ROUGH GRADE AT THE 17 POINT CURRENTLY AT THE EXISTING CONDITION RIGHT NOW, BECAUSE ONCE YOU START MOVING DIRT AROUND, YOU CAN, YOU CAN GRADE IT ANY WAY YOU WANT. YOU CAN CUT DIRT, YOU CAN ADD DIRT, YOU CAN DO A LOT. BASICALLY JUST LIKE THE NEIGHBORS NEXT DOOR, THEY BRING IN FIVE, SIX FEET OF DIRT ON THEIR LOT. BUT AGAIN, BECAUSE THERE ARE DRAINAGE REQUIREMENTS AND EVEN UNDER THE STAFF REPORT, THEY ACTUALLY HAVE A CONDITION THAT WE HAVE TO AGREE TO IN ORDER TO APPROVE THE PROJECT. YES, THE DRAINAGE, IT, I UNDERSTAND THE DRAINAGE THAT HAVE A NATURAL DRAIN AT THE SOUTH, ACTUALLY IT'S NORTHWEST CORNER AND ALSO THEY'RE GONNA DO A SECONDARY DRAINAGE TO THEIR SOLUTION WAS THE PUMP. SO THEY WILL TAKE CARE OF THAT. WE AS A PLANNING COMMISSION JUST STIPULATE THAT THAT HEIGHT NEEDS TO MAINTAIN AT THAT POINT. COMMISSIONER HANGANG, REAL REAL QUICK QUESTION. YOU, YOU SAID THE 17 FOOT CORNER, WHAT? SORRY? THE BUILDING. OH, UH, THE, WHERE, WHERE ON THE MAP ARE YOU TALKING ABOUT? JUST, CAN SOMEONE CIRCLE THAT ARROW AT THE 17 FOOT? THAT BUILDING CORNER? THAT'S 19. IS THAT, OH, I'M SORRY. THAT'S WHY I WAS CONFUSED. 19 FOOT. I'M SORRY. I APOLOGIZE. I I JUST WANTED TO GET CLARIFICATION. 1919 FOOT, THAT'S, CAN YOU JUST CIRCLE AT THE BUIL THE CORNER OF THE BUILDING? THAT RIGHT THERE, THAT CORNER. SO THAT REMAINS AT THAT LEVEL, THAT ROUGH GRADE RIGHT NOW, SO THAT WE UNDERSTAND THAT WHEN HE FINISHED, WE KNOW WHAT IT IS. IT IS VERY SIMPLE TO, HE HAD SURVEYOR POINT OUT THERE ALREADY, SO HE CAN JUST PUT ONE POINT. THAT'S IT. OKAY. ALL RIGHT. ALL RIGHT. SO I'LL JUST MAKE A FEW COMMENTS. UM, WITH REGARD TO THIS PROPERTY, OBVIOUSLY, UM, YOU KNOW, I, I WENT OUT THERE, UM, AND, AND OBVIOUSLY I SEE THAT THE, THE, THE PROPERTY'S IN A VERY UNIQUE SPOT. UM, OBVIOUSLY YOU HAVE, UH, VERY UNIQUE, UM, TOPOGRAPHY AROUND IT SPECIFICALLY. UM, TO THE NORTH, YOU HAVE A, YOU HAVE A PROPERTY THAT'S AT, AT GRADE LEVEL, A A FEW FEET HIGHER, UH, WITH THE RETAINING WALL, OBVIOUSLY. UM, THE, THE, THE PROPERTY ALONG THE WEST SIDE IS, IS SLOPED, UH, UPWARD FROM NORTH TO SOUTH. UM, AND THEN, UM, YOU KNOW, THE, THE REAR OF THE PROPERTY HAS A SIGNIFICANTLY, UH, HIGHER TO THE SOUTH NEIGHBOR. AND THEN THERE IS A, UH, EFFECTIVELY A, A, A GIANT WALL, UH, TO THE [00:45:01] TO THE EAST SIDE OF THE PROPERTY. UM, YOU KNOW, TO, TO THE EXTENT THAT, UH, THAT THIS WAS ADMINISTRATIVELY APPROVED, IT'S OBVIOUSLY WITHIN THE, UH, THE, THE CONFINES OF OUR CODE. AND, UH, GIVEN AS MUCH IT, IT, IT MAKES IT VERY DIFFICULT, UH, FOR ANYONE ON THIS COMMISSION TO CREDIBLY STATE THAT WE HAVE GROUNDS TO DENY SUCH A PROJECT AS MUCH AS IT WOULD BE. UM, IT, IT WOULD BE SOMETHING THAT, UH, I, I KNOW CERTAIN RESIDENTS WOULD PROBABLY LIKE US TO DO AND WOULD LIKE US TO HAVE THAT AUTHORITY VESTED AT THE LOCAL LEVEL. UH, THE REALITY IS, IS THAT, UM, ALL OF YOU HAVE THE RIGHT TO VOTE AND, UH, THE VOTERS, THE, THE VOTERS VOTED IN WHO THEY, WHO THEY'RE GONNA VOTE FOR, AND THEY'VE IMPOSED LAWS THAT SEVERELY LIMIT, UH, LOCAL CONTROL. AND ULTIMATELY THAT'S THE WORLD THAT WE'RE, THAT WE'RE LIVING IN. SO, UM, GIVEN THAT, OBVIOUSLY I, I DO SHARE THE CONCERNS ABOUT MAKING SURE THAT GRADE LEVEL IS MET, UM, PARTICULARLY AT THAT 19 FOOT, UH, AT THAT 19 FOOT FLAGPOLE. SO, UM, I'M CERTAINLY IN AGREEMENT WITH COMMISSIONER HANG IN THAT REGARD. I'D LIKE TO SEE THAT BE THE, THE GRADE LEVEL THAT IS, THAT IS PUT IN FOR THIS PROJECT. UM, WITH, WITH REGARD TO, UM, PROVIDING, UM, PRIVACY TO THE, TO, TO THE NEIGHBORS. UM, OBVIOUSLY, UM, I'M, I'M VERY HAPPY TO SEE THAT, UH, THAT, UM, THE PROPERTY OWNER AND, AND, UH, THE PROPERTY OWNER TO THE NORTH HAVE, HAVE A, HAVE, HAVE A, HAVE HAD A DISCUSSION WITH REGARD TO WHAT THEY ARE GOING TO DO TO ACCOMMODATE THAT. I AM STILL CONCERNED ABOUT MAINTAINING THE PRIVACY OF OTHER, UH, RESIDENCES, UM, PARTICULARLY ALONG THE, UH, THE, THE WESTERN, UM, SIDE OF THE PROPERTY. SO I, I WOULD, I WOULD LIKE TO SEE SOME SORT OF CONDITION THAT, UM, EITHER REQUIRED THE PLANTING OF A HEDGE OR, UM, POTENTIALLY THE IMPOSITION OF, UM, OF, OF, OF A WALL, UM, TO, TO, TO MAKE SURE THAT PRIVACY ALONG THAT LINE IS, UH, IS MAINTAINED. UH, BEYOND THAT, UM, I THINK THAT THIS PROJECT IS WITHIN THE, UH, WITHIN THE, UH, UM, PURVIEW OF OUR CODE AND I, I THINK THAT IT SHOULD BE APPROVED. UM, ANY, UH, DO WE HAVE ANY FURTHER DISCUSSION OR DO I NEED TO ENTERTAIN A MOTION AT THIS POINT? I'D LIKE TO MAKE A MOTIONS TO APPROVE SUBJECT TO ALL THE CONDITIONS THAT WE MENTIONED EARLIER, CHAIR, UM, IF I MAY, UM, OBTAIN CLARIFICATION. SURE. UM, AS FAR AS THE 17, UM, THE 19 FOOT AREA AS SHOWN ON THE PLANS IS THAT THE AREA THAT IS, THAT THE COMMISSION BELIEVES IS THE LOWEST GRADE ON THE PROPERTY AT THE MOMENT. SO I, I ACTUALLY WENT OUT THERE, I TOOK A TAPE MEASURE AND I, AND I, AND I MEASURED DOWN FROM, UH, THE RETAINING WALL. I BELIEVE THAT'S, UH, BORDERING BETWEEN, UH, MR. KLEIN'S PROP, MR AND MRS. KLEIN'S PROPERTY, AND, UM, AND THE SUBJECT PROPERTY, AND I THINK IT WAS ABOUT MEMORY SERVES ME RIGHT, I THINK IT WAS ABOUT 30 INCHES DOWN OR SO. UM, AND SO, UH, I, I THINK IN TALKING TO, UH, THE, THE, UH, APPLICANT, UH, ARCHITECT, HE INDICATED TO ME THAT THE NORTHERNMOST POINT, OR EXCUSE ME, THE SOUTHERNMOST POINT OF THE HOUSE, WHICH WOULD BE, UM, WHICH WOULD BE THE, I GUESS THIS WOULD BE THE SOUTH, UH, EASTERN CORNER OF THE PROPERTY WAS ONLY ABOUT 18 INCHES HIGHER THAN THAT BACK, UH, 19 FOOT CORNER. SO MY PERSPECTIVE WOULD BE, UM, SO, SO LONG AS IT'S WITHIN, WITHIN THAT 18 INCH, UH, LIMITATION, I, YOU KNOW, I DON'T HAVE ANY PROBLEM WITH THEM HAVING AN ADDITIONAL 18 INCHES OF, OF, UH, OF, OF GROUND THERE. IF IT'S, IF IT'S NEEDED FOR COMPACTION PURPOSES, ULTIMATELY YOU GUYS ARE GONNA DO THAT. UH, UM, YOU GUYS ARE GONNA DO THAT INTERNALLY, BUT THAT MAINTAINS THAT THE, UH, UM, THE RETAINING WALL STILL HAS A PURPOSE AND IT'S NOT THE SAME HEIGHT AS THE, THE NORTHERN PROPERTY. OBVIOUSLY WE WANNA MAINTAIN THE, THE DIFFERENCE IN THE, UH, UM, IN, IN THE GRADING IS, IS WHAT, WHAT MY INTENT WOULD BE. UM, COMMISSIONER, HANG, I DON'T KNOW IF YOU HAVE ANYTHING TO ADD ON THAT FRONT. WE, THE AD IN TERMS OF THIS PROP PARTICULAR PROPERTY AT THE 50 FOOT AREA, THAT LITTLE ARROW THAT'S THE HIGHEST ONE IN THE LOWEST LEVEL WOULD BE THE ADU AREA. SO AT THE END OF THE DAY, WE CAN'T EYEBALL AND WHERE'S THE LOWEST POINT IN TERMS OF THE BUILDING'S HEIGHT. HOWEVER, LOOKING AT THE FLAGPOLE [00:50:01] AND THE LITTLE FLAGS WERE ON TOP OF THE ROOF, IT SEEMS, APPEARS LIKE WE JUST PICK ONE CORNER OF THE HOUSE. AND IF WE CAN'T SURVEY THAT PORTION AND GIVE IT A REFERENCE THAT TO THE BIG WALL, TO THE EAST SIDE, AND THEN WE SHOULD KNOW WHAT THE LEVEL, THE ROUGH GRADE WOULD BE, WHERE THEIR PATCH SHOULD BE AT. THAT'S, THAT SHOULD BE EASILY DONE. WOULD YOU GET A SURVEYOR OUT THERE? THEY PUT A POINT AND THAT THAT SHOULD BE EASILY DONE. MR. CITY ATTORNEY, YOU, YOU, YOU LOOK LIKE YOU WANNA SPEAK AND MAYBE YOU HAVE A GOOD SUGGESTION? I DO. UM, I, I DO HAVE TWO SUGGESTIONS. UH, ONE IS CERTAINLY THE COMMISSION HAS AUTHORITY TO, TO AMEND OR ADD CONDITIONS. UM, I WOULD SUGGEST THAT ANY, UH, TARGET WE PUT GRADING AT THAT, WE JUST MAKE SURE IT'S SUBJECT TO ANY STRUCTURAL OR ENGINEERING REQUIREMENTS AS DETERMINED BY THE CITY ENGINEER. THAT WAY WE'RE NOT ACCIDENTALLY PUTTING IN SOMETHING THAT WOULD, UM, MAKE THE PROJECT IMPOSSIBLE, THAT AND THE ENGINEER CAN ADJUST. UH, TWO, I I'VE HEARD A LOT OF, UH, TESTIMONY THAT THE APPLICANT HAS AGREED TO THIS, SO I WOULD JUST ASK IF WE COULD GET THE APPLICANT ONCE WE IRON OUT THE LANGUAGE, WE GET THE APPLICANT TO PUT ON THE RECORD THAT HE'S OKAY WITH THIS. WONDERFUL. I AGREE WITH THAT. NOT TO SAY YOU CAN'T IMPOSE THE CONDITION IF HE DOESN'T AGREE, BUT I WOULD JUST ASK THAT WELL, THAT AREA RIGHT THERE, THAT PROPERTY IN THE MIDDLE OF ALL OF THEM IS LIKE A BATHTUB. IT'S BELOW EVERYTHING. SO, UM, YOU KNOW, MY QUESTION WHEN WE WERE THERE WAS, YOU KNOW, IT, IT LOOKED LIKE IT'D BE SUBJECT TO FLOODING, YOU KNOW, THEY, THEY SAID THERE WOULD BE A PUMP THAT WOULD BE ABLE TO, UH, HELP WITH THAT, BUT IT, YOU KNOW, YOU KNOW, I MEAN, IF IT HAD TO, YOU KNOW EXACTLY WHAT YOU WERE SAYING STRUCTURALLY, IF IT HAD TO BE A LITTLE HIGHER, I MEAN, YOU, IT HAS TO BE WHAT IT IS. IT HAS TO BE SAFE AS WELL. YEAH. SO WE, SO WE, WE HAVE A MOTION, UH, JOANNE IS, IS THAT CLEAR ENOUGH? YES. UM, I, I HAVE, I HAD DRAFTED, UM, SOME LANGUAGE AND I JUST WANTED TO READ IT AND SEE IF THIS IS OKAY WITH YOU. SOUNDS GOOD. UM, THE HEIGHT OF THE HOUSE SHALL BE MEASURED FROM THE EXISTING LOWEST ADJACENT GRADE TO THE HIGHEST POINT AS INDICATED BY A PRO GRAPHICAL SURVEY PREPARED BY A LICENSE SURVEYOR PRIOR TO ENGINEER, ENGINEER ENGINEERING GRADING PLAN, PLANCHE SUBMITTAL, THE BUILDING PAD MAY BE INCREASED BY NO MORE THAN 18 INCHES PER THE CITY ENGINEER'S DISCRETION. COMMISSIONER HANGANG, IS THAT IN LINE WITH YEAH, YEAH, THAT'S FINE. OKAY. I'M SORRY, COULD I JUST ADD TO THAT SUBJECT TO ANY MODIFICATIONS FROM THE CITY ENGINEER? OKAY. COMMISSIONER HANGANG, IS THAT, YEAH. IS THAT IN LINE WITH WHAT YOUR YES, THAT'S WHAT YOUR INTENT WAS. OKAY. RIGHT, RIGHT. UM, AND THEN, UH, DO WE HAVE A SECOND FOR THAT THEN? UM, WAIT, SO THE LANGUAGE FOR THAT, THAT'S REGARDING THE RETAINING WALL, UM, THE RETAINING WALL WITH PLANTERS, UH, IS TO BE, THE HEIGHTS OF THAT WOULD BE THE NORTH SIDE. HOW, HOW, HOW WOULD YOU WANNA WORD IT? THE NORTH SIDES TO BE SIX FEET? YOU'RE REFERENCING, UM, LANDSCAPE SCREENING? NO, BETWEEN THE, UM, THE RETAINING WALL THAT THE HOMEOWNERS HAD, UM, AGREED ON THE NORTH, THE LITTLE TRIANGLE PROPERTY. IN IN WHAT REGARDING THE RETAINING WALL? UH, WELL, IT'S A RETAINING WALL BLOCK WALL. MM-HMM. AND PLUS HEDGES. I THINK HE MIGHT WANNA PLANT A COMBINATIONS OF RETAINING WALL AND HEDGES THAT HE, UM, AND THAT WAS, MAYBE I'M MISUNDERSTANDING, WAS THAT FOR THE PURPOSE OF SCREENING THE SITE LINE OR, OR SOMETHING ELSE? CORRECT. OKAY. SO HOW I ENJO AND, AND THE HOMEOWNER HAD ALSO MENTIONED THAT HE IS, UM, OKAY WITH BUILDING THAT PORTION. SO IF YOU CAN, UM, UM, THERE YOU GO. THAT WHOLE LINE THAT, THAT SIGH OF THE PROPERTY, THAT'S WHY HE IS PUTTING THE RETAINING WALL. THE, THE FREE STANDING IS THE INTENT TO HAVE A SIX FOOT OR A FIVE FOOT TALL FREE STANDING WALL ON THE NEIGHBOR'S SIDE. UM, F FIVE, UH, SIX FOOT. THAT SIX SIX, OKAY. ON THE, FOR THE NORTH SIDE GRADE OR THE NORTH SIDE PROPERTY UPGRADE. OKAY. OKAY. SO THEN THOSE ARE THE TWO, AND IT WOULD BE INSTALLED PRIOR TO BUILDING PERMIT ISSUANCE OF THE MAIN HOUSE? CORRECT. COMMISSIONER, HANG, UM, DO YOU WANT TO INCLUDE THAT? I, IS THAT WHAT YOU WERE ASKING FOR OR AFTERWARDS? I THINK PREFERABLY [00:55:01] BEFORE IF WE CAN, BUT I, I DON'T KNOW IF THAT'S A, IF IT, IF IT'S AT A, YOU KNOW, I MEAN IT'D BE, BUT WE CAN REQUEST, WE CAN'T ASK HIM TO GO BEYOND HIS EXPENSES. HE'S ALREADY PUTTING OUT RIGHT, EXACTLY. I'M OKAY WITH THAT. SO THAT'S, I WANNA SAY ANY, ANYTHING ELSE. AND THE, LET ME SEE, I'M TRYING TO GET, UM, THE WEST SIDE, THE WEST SIDE WALL, I BELIEVE, UM, A LITTLE BIT, UH, IN BACK OF THE ADU HAD ALSO MENTIONED, UM, A COMBINA. DID YOU MENTION A COMBINATION OF WALLS AND PLANTERS AS WELL? PLANT MM-HMM. , CORRECT. CORRECT. YES. I THINK THAT'S IT. MIKE, A CHAIN LINK FENCE THERE RIGHT NOW, ANYTHING WOULD BE AN IMPROVEMENT. SO THEN THOSE ARE TWO CHANGES. THE, FOR THE CONDITIONS, THE ONE ABOUT THE GRADING, UM, SUBJECT TO ENGINEER, AND THEN THE ONE REGARDING THE TWO, UH, AREAS WHERE WE WANT RETAINING WALLS. YES. ONE DO, IS THERE A SPECIFICATION ON THE HEIGHT WHEN BEHIND THE ADU? UM, I THINK IT'S JUST, UM, THE LEVEL IS PRETTY MUCH THE SAME BETWEEN THE TWO. THERE'S NO HIGH REQUIREMENTS JUST THAT THEY HAVE TO PUT A, UH, A BLOCK. I THINK IT'S SIX FEET NORMAL. SIX FEET, OKAY. HOWEVER, I WANNA ADD THAT WE, IT DOESN'T HAVE TO GO THE WHOLE LENGTH JUST TO COVER THAT. I'M NOT SURE HOW LONG, JUST WHERE IT'S A LONG RUN. DO WE WANT TELL 'EM WHERE, PUT FURNITURE TO NO, NO, NO. IT'S NOT NECESSARY. IT'S NOT NECESSARY TO COVER THAT WHOLE ENTIRE LENGTH OF THE WALL ON THE, JUST THE AREA WHERE THE SWIMMING POOLS IS AT ON THE BEHIND THE A D U? YES. I'M NOT SURE WHERE THE POOL AND THE AD U IN TERMS OF REFERENCE, BUT THAT AREA THAT OF HER HOME THAT'S OPEN RIGHT NOW, BUT HE'S PLANNING TO HAVE PLANTERS AND WALLS THAT'S ASK HIM AS WELL IF HE AGREES TO THAT, THE HOMEOWNER. SO WE CAN, CAN WE JUST SAY THAT THE, UH, THE HOMEOWNER AGREES OR A CONDITION TO PUT SCREENING BE, UH, ON THE, THAT PORTION OF THE WALL, CORRECT? CORRECT. OKAY. A PORTION I, I'D JUST LIKE TO MAKE SURE THAT THAT'S JUST A PORTION OF IT. OKAY. OKAY. BEHIND OR BEHIND THE A D IS CORRECT. WHERE YOUR MAIN AREA OF CONCERN IS? CORRECT. OKAY. 63. ALL RIGHT. AND DO WE HAVE A MOTION A SECOND? I'M TRYING. DO WE DO, DO YOU HAVE CLARIFICATION? YES, I, I DO HAVE CLARIFICATION. OKAY. AND MR. CITY ATTORNEY, DO YOU HAVE ANYTHING ELSE TO ADD ON THAT? UH, JUST TO REITERATE, REQUEST THAT THE APPLICANT CONFIRM THAT HE IS AGREED TO? SURE. OKAY. ALL RIGHT. UM, SO WE HAVE A MOTION. DO WE HAVE A SECOND? DO YOU WANT ROLL CALL? HOLD, HOLD ON. I JUST WANT TO MAKE SURE WE HAVE A SECOND. I'LL, I'LL GO AHEAD AND SECOND IT. UM, AND THEN PRIOR TO, TO VOTING, I JUST WANT TO, I JUST WANT TO ASK IF THE, UH, I JUST WANNA BRIEFLY REOPEN THE PUBLIC HEARING JUST TO CONFIRM WITH THE PROPERTY OWNER THAT THERE WOULD BE, UH, THAT HE WOULD BE IN AGREEMENT TO THE CONDITIONS THAT WERE SET FORTH IN, UH, COMMISSIONER HANK'S, UH, MOTION. UM, SO IF, IF YOU CAN JUST COME FORWARD REAL QUICK. UH, YES, I'M IN AGREEMENT OF, UH, BUILDING THE WAR ON THE NORTH SIDE TO BE A FOOT HEIGHT, UH, AT LEAST ON THE MR. MRS. KLEIN'S, UH, SIDE. AND, UH, AS FAR AS MR. DOLORES HOUSE ON THE WEST SIDE, WE ALSO GONNA BE A SIX FOOT WALL, BUT, UH, I THINK WE MIGHT GO ALL THE WAY TO THE CORNER TOO, BUT AS RIGHT NOW, I THINK YOU ONLY REQUIRE US TO DO HALF, BUT WE MIGHT AT THE VERY END TO GO ALL THE WAY TO THE CORNER TWO. SO THAT SHOULD EVEN BE BETTER. I THINK. SO I WILL AGREE TO STIPULATE THOSE CHANGES ON THE APPROVAL. ALL RIGHT. THAT INCLUDES THE ENGINEERING REQUIREMENT FOR THE, UH, FOR THE GRADING? FOR THE GRADING, YES. OKAY. THANK YOU. ALL RIGHT. ALL RIGHT, THANK YOU. I'M GONNA GO AHEAD AND RE-CLOSE THE PUBLIC HEARING, UM, AND WE DO HAVE A MOTION AND A SECOND, UM, ROLL CALL, PLEASE. COMMISSIONER HING. COMMISSIONER WILLIAMS. AYE, UH, COMMISSIONER MEER AYE. AND, UH, CHAIR LEWIS. AYE. MOTION PASSES. PASSES. 4 0 1. UH, THIS MATTER IS FINAL UNLESS APPEALED TO THE CITY COUNCIL WITHIN 10 DAYS. OKAY. MOVING ON [3. ART IN PUBLIC PLACES NO. 22-01 1115 S. SUNSET AVENUE - EMANATE HEALTH (QUEEN OF THE VALLEY) ] TO ITEM NUMBER THREE, ART AND PUBLIC PLACES. NUMBER 22 DASH OH ONE PAULINA, WHO WILL PRESENT THE STAFF REPORT. JOAN, OUR [01:00:01] PLANNING MANAGER, PROVIDE THE REPORT. GOOD EVENING HONOR ROLE CHAIR MEMBERS OF THE PLANNING COMMISSION. THIS ITEM WAS LAST HEARD BY THE PLANNING COMMISSION ON FEBRUARY 14TH OF THIS YEAR, AND IT WAS CONTINUED WITH DIRECTION TO THE APPLICANT TO INCLUDE, UM, TO INCLUDE, UH, REDESIGN OF THE 100 CENTENNIAL DESIGN, UM, TO, IN, TO INCORPORATE THE HEARST HEARST RANCH AND ALSO TO INCORPORATE THE, THE LARK ALLEN PALM STREET PALM TREES ON THE BACKGROUND OF, OF THE MAIN WALL MURAL. UH, JUST TO GO OVER THE LOCATION OF THE MURAL, THE MURAL WOULD BE LOCATED ON THE, WE, UM, WEST WALL OF THE QUEEN OF THE VALLEY MEDICAL OFFICE BUILDING AND WRAP ALONG THE NORTH PORTION OF THE SAME WALL. UM, THE, THIS WAS THE ORIGINAL DESIGN. UM, IT, AT THE LAST MEETING, STAFF DID RECOMMEND APPRO PLANNING COMMISSION APPROVAL OF THE DESIGN. SO THIS STILL REMAINS AS STAFF'S PREFERENCE. UM, HOWEVER, IT IS SUBJECT TO THE PLANNING COMMISSION'S DISCRETION AND SOLELY UP TO THE PLANNING COMMISSION. UM, THE ART, THE, THE PUBLIC ART, THE, THE EMINENCE PUBLIC HEALTH, UM, ART CONSULTANT, ALONG WITH THE ARTIST WORKED ON THE REDESIGN. THE, THEIR PROPOSAL INCLUDED THE HEARST RANCH, UM, THE HISTORIC HEARST RANCH, UM, FIGURE, UM, WITHIN THE 100 OF THE CENTENNIAL DESIGN AND INCORPORATED THE LARK, ELLEN PALM TREES BEH BEHIND THE, THE FIGURES. AND THEY HA THE APPLICANT HAD PROVIDED SEVERAL, UM, DIFFERENT ALTERNATIVES OF THE DESIGN. THESE ARE THE TWO OTHER ALTERNATIVES THAT WERE PROVIDED. AS FAR AS MATERIALS ARE CONCERNED. THE MURAL WILL BE, UM, CODED WITH GRAFFITI AND WEATHER RESISTANT COATING APPLIED, UM, AND PAINTED OVER THE MURAL. THE, THE, UM, THE QUEEN, THE, THE QUIN OF THE VALLEY EMINENT HEALTH WOULD BE RESPONSIBLE FOR MAINTAINING THE ARTWORK AND WILL BE REQUIRED TO FILE A COVENANT TO BE REVIEWED AND APPROVED BY THE CITY ATTORNEY WITH THAT STAFF IS RECOMMENDING APPROVAL OF, OF, UM, ONE OF THE CONCEPTS FOR, FOR THE MURAL. ALL RIGHT. THANK YOU. AND I BELIEVE I HAVE A SPEAKER CARD FOR MR. KEN CULLER, IF YOU'D LIKE TO COME FORWARD. HELLO AGAIN. GOOD EVENING. WERE THERE ANY QUESTIONS OR THAT WOULD BE THE, UH, ONE WE ARTISTICALLY THINK, UH, WOULD, UH, LOOK THE NICEST. AS YOU CAN SEE, THE, UH, 100, THE, UM, HEARST RANCH WITHIN THE 100 HAS BEEN COLORIZED, SO IT LOOKS EVEN STANDS OUT EVEN MORE WITH THE HUNDRED. WE HAVE THE PALM TREES AS REQUESTED, UH, FROM LA ELLEN AVENUE, UH, BEHIND THE, UH, PORTRAITURE AND HOPEFULLY FOLKS LIKE IT AND AS MUCH AS WE DO. ALL RIGHT, SO YOU'RE ARE, ARE YOU RECOMMENDING THIS ONE OR THE TOP ONE? THE TOP ONE. OKAY. MM-HMM. . ALL RIGHT. ALL RIGHT. ANY, UH, DISCUSSION? COMMISSIONER WILLIAMS? NOPE. ALL RIGHT. COMMISSIONER BAER RECOMMENDING THIS ONE IS THAT HE'S RECOMMENDING IT APPEARS THE TOP ONE, AND SO EVERYONE AT HOME CAN SEE IT'S THE ONE ON THE SCREEN, SO IT'S THE PREVIOUS ONE, EXCEPT IT'S NOT ON THE SCREEN FOR ANYONE WHO'S WATCHING IT. NO. HAS A COUPLE OF, IT HAS THE PALM TREES, UH, YEAH. MM-HMM. , PALM TREES ARE ADDED. THE REQUEST, I DON'T KNOW, JUST ME PERSONALLY, I WAS, I WAS NOT TOO CRAZY ABOUT THE, UH, ABOUT THE CLOUDS, BUT, UH, UM, I, I THINK IF, IF THE ARTIST, UH, IS SO INCLINED TO KEEP THE CLOUDS, UM, MY PREFERENCE WOULD BE THE, UH, THE, THE MIDDLE ONE ON OUR, ON OUR SHEET. UM, I THINK THAT THAT'S THE MOST AESTHETICALLY APPEALING, BUT, YOU KNOW, THAT'S JUST ONE PERSON'S OPINION. THEY'RE ALL UP, THEY ARE UP, UP FOR SUBMITTAL, ALL THREE OF THEM. UNDERSTOOD. UM, COMMISSIONER WILLIAMS, DO WE HAVE ANY CONSENSUS? UM, I'M FINE WITH THE ONE THAT THE ARTIST HAD RECOMMENDED. [01:05:01] THE, THE ONE WITH THE SORT OF SEMI-CIRCLE LOOK. YEAH. OKAY. ALL RIGHT. COMMISSIONER BASSER, I'M WITH YOU ON THE, OKAY. ONE. I JUST, I MAKE THE CLOUDS A DIFFERENT, I JUST MAKE IT, I THINK, UH, IT'S HAVING SOME CLOUDS OF THEIR, I WONDER HOW THEY HAVE THEM LIKE REALLY LIGHT RIGHT HERE. I SEE THAT RIGHT HERE. I DO, THEY COULD DO SOMETHING LIKE THAT IN THE BACKGROUND INSTEAD OF THAT. YEAH. IT LOOKS LIKE A STORM BREWING. YES. . IT DOES. THAT'S, THAT'S WHAT IT LOOKS LIKE. UM, NUMBER TWO, MINIMIZE THE CLOUDS. YOU SEE HOW YOU HAVE IT, LIKE THE FAINT LITTLE YEAH, I SEE EXACTLY WHAT YOU'RE TALKING ABOUT. YES. I'M GONNA DO THIS. YEAH. AND, AND I'LL SEE I CIRCLED THEM RIGHT THERE. YEP. CORRECT. YES. OKAY. HAVE MORE CONTRAST BETWEEN THE, YOU KNOW, FROM THAT IT JUST, IT JUST DOESN'T FIT THAT. BUT IF YOU HAVE I SEE WHAT YOU'RE SAYING. I, I UNDERSTAND. I DO UNDERSTAND. YES. YEAH. I'M, I, I'M IN AGREEMENT WITH COMMISSIONER BAER ON THAT. I, I, I, I LIKE IT. OTHER THAN THAT, I THINK IT'S, I THINK IT'S VERY CLOSE. LET'S PUT IT THAT WAY. . SO, UM, ALL RIGHT. UM, MAY I ASK YES, GO AHEAD. BECAUSE OF TIME CONSTRAINTS. SURE. UM, KNOWING THAT WE'RE, DO WE NEED TO RECONVENE ON THIS OR CAN WE JUST EMAIL IT IN AND CAN WE GET AN APPROVAL TODAY ON THIS? BECAUSE WE DO HAVE TIME CONSTRAINTS AND THEIR CERTIFICATE OF OCCUPANCY IS PENDING. SURE. UH, GETTING STARTED ON THIS, PAULINA, DO WE HAVE ANY LIMITATIONS ON THAT? CAN WE JUST GIVE DIRECTION AND, AND HOPE IT ALL, AND, AND LET'S PUT IT TO YOU THIS WAY. CAN WE DELEGATE ANY FURTHER CHANGES ON THAT TO YOU POTENTIALLY, YES, I WOULD. WHAT, UH, THE EXTENT OF THE CHANGES MAYBE IS WHAT I WOULD LIKE TO KNOW BEFORE I AGREE , SO, SO LONG AS, SO LONG AS THE, THE SORT OF CLOUD COVER IN THE BACKGROUND IS CONGRUENT WITH, WITH THE COLOR SCHEME. YEAH. OKAY. AND, AND SORT OF THE, THE MINI, THE MINI MINIMIZATION OF THAT, UM, AS, AS MR. KOHLER KIND OF, UH, HIGHLIGHTED IN HIS, UH, IN WHAT HE CIRCLED, I, I DON'T KNOW. YEAH, I THINK THAT SHOULD BE FINE IF YOU G IF THE CAM PLANNING COMMISSION GIVES DIRECTION ONTO THE LAST CHANGES, AND THEN AT THE, UH, DISCRETION OF THE, OR APPROVAL BY THE DIRECTOR AFTER THAT, IF THE CHANGES ARE MADE GOOD, IF WE GET THIS RENDERING DONE AND SAY THE NEXT FEW DAYS, WE CAN GET AN APPROVAL WITHIN A FEW DAYS AFTER THAT. WONDERFUL. DOES, DOES THAT WORK FOR YOU, MR. KOHLER? YES, IT DOES. OKAY, PERFECT. ALL RIGHT. SO COMMISSIONER BASSER, DO YOU HAVE A MOTION OR COMMISSIONER WILLIAMS, DO YOU HAVE A MOTION? YOU CAN GO AHEAD AND MAKE THE MOTION. OKAY. OH, GEE. THANK YOU. AND FOR THE RECORD, IT'S THE ONE ON TOP RIGHT NOW? THAT'S THE DESIGN THAT YOU GUYS NO, NO, SORRY, ON THE SCREEN? NO, IT'S THE ONE ON TOP OF THE, THE, THE TOP ONE ON THE SCREEN. YEAH. OKAY. I JUST WANTED TO MAKE SURE ON THE, IT WAS ORIGINALLY IN THE MIDDLE. YES. YEAH. YES. OKAY. SO, UM, SO I'LL GO AHEAD AND MAKE A MOTION TO, UH, TO APPROVE THE MURAL WITH THE, WITH THE CHANGES, UM, UH, REDUCING THE CLOUD COVER AS SET FORTH IN THE, I GUESS THIS WOULD BE THE, THE, THE TOP, UH, LIKE THIS, SOMETHING LIKE THAT. THE, SOMETHING A LITTLE, I THINK MAYBE EVEN LESS THAN THAT. I THINK EVEN A LITTLE LESS THAN THAT MUCH SPAR THAN I BELIEVE. YES. SO IT DOESN'T LOOK LIKE, I THINK DOWN THERE, I THINK YOU'RE POINTED OUT IN THAT CORNER, I THINK. YES. IT'S NOT OVERPOWERING. YOU'RE SPEAKING TO THE COLOR TONE, RIGHT? THE COMMISSIONER BUSSER. YOU'RE SPEAKING TO THE COLOR OF THE CLOUDS? NO, THE DENSITY, THE COLOR, AND THE DENSITY. OKAY. DENSITY. LESS, LESS, MORE, MORE SERIOUS, LESS CUMULUS. I THINK SO. AND I THINK IT WAS MENTIONED BEFORE AND, AND LESS LIKE ON YOUR WAY TO HEAVEN. E EXACTLY. UM, OKAY. COMMISSIONER PAER, DO YOU, YOU SURE YOU DON'T WANNA MAKE A MOTION? LET YOU DO THAT. OKAY. ALL RIGHT. SO I WILL MAKE A MOTION TO APPROVE THE MURAL, UM, WHICH SHOULD BE, UH, IT'S THE SECOND ONE IN OUR MATERIALS, BUT ON THE, UM, ON THE PROJECTION SCREEN, IT'S THE, IT'S THE TOP ONE RIGHT NOW. UM, SUBJECT TO, UH, LOWERING THE, THE DENSITY OF THE, OF THE CLOUDS, UH, KIND OF LIKE THE, UH, THE BOTTOM LEFT HAND CORNER. UM, AND, UM, THAT, UH, IN ORDER TO MAKE SURE THAT, UH, UM, CERTIFICATE OF OCCUPANCY CAN MOVE FORWARD, WE'LL DELEGATE THE AUTHORITY TO GIVE FINAL APPROVAL, UH, TO [01:10:01] THE PLANNING DIRECTOR, UM, UH, SO THAT THIS CAN MOVE FORWARD. QUICKLY. UH, MR. CITY ATTORNEY, DO I NEED ANY FURTHER LANGUAGE ON THAT, OR DOES THAT WORK? I'M, I'M COMFORTABLE WITH THAT. PAUL, ARE YOU COMFORTABLE WITH THAT? YEP. OKAY. OKAY. DO WE HAVE A SECOND? COME BACK WITH PURPLE CLOUDS, SO, I'M JUST KIDDING. I'LL SECOND THE MOTION. ALL RIGHT. WE HAVE A MOTION BY CHAIR LEWIS, SECOND BY COMMISSIONER WILLIAMS. UH, PAULINA. ROLL CALL PLEASE. UM, COMMISSIONER, HANG LEFT. SO I WILL START WITH, UH, COMMISSIONER LEWIS, OR COMMISSIONER WILLIAMS. AYE, UH, COMMISSIONER BERA, CHAIR LEWIS. AYE. MOTION PASSES THREE. OH, THANK YOU. HAVE A GOOD NIGHT. I'LL BE SEEING YOU A FEW MONTHS FOR PHASE TWO ARTWORK. SOUNDS GOOD. ALL RIGHT. MOVING [4. DEVELOPMENT CODE UPDATE PRESENTATION ] ON TO ITEM NUMBER FOUR, DEVELOPMENT CODE UPDATE PRESENTATION. UH, MY UNDERSTANDING IS THIS AN, THIS IS AN ORAL REPORT REGARDING THE DEVELOPMENT, UH, CODE UPDATE. PAULINA, WHO, UH, PRESENT THE, UH, STAFF REPORT? YES. COMMISSION, UH, CHAIR LEWIS. UM, JOHN MORLIN WITH THE CONSULTANT COMPANY WILL BE PROVIDING AN UPDATE. OKAY. VERY WELL, IF YOU CAN JUST GIVE US A MINUTE TO GET SETTLED IN. SOUNDS GOOD. AND THEN THIS UPDATE IS, UM, JUST TO PROVIDE A, A, THE COMMISSIONER'S, UH, STATUS UPDATE ON WHERE WE ARE WITH THE DEVELOPMENT CODE UPDATE. UM, WE'RE STILL NOT READY FOR ANY NECESSARY DIRECTION TONIGHT. IT'S JUST AN UPDATE. OKAY. HAVING SAID THAT, WE ARE DEFINITELY, UH, YOU KNOW, WELCOME FEEDBACK. ALL RIGHT. DO WE WANT TO TAKE A BRIEF RECESS SO YOU GUYS CAN GET SET UP OR, I THINK THEY'RE READY. ARE YOU GUYS READY? YES, PLEASE PROCEED. THANK YOU. MY NAME IS, UH, JOHN MORELAND WITH, UH, RANKON CONSULTANTS. I'M JUST PRESENTING, UH, KIND OF AN OVERVIEW OF THE, UH, DEVELOPMENT CODE, UM, UPDATES. UM, JUST THE HIGHLIGHT OF THE TOPICS WE'LL BE GOING OVER IS JUST, UH, THE BACKGROUND AND THE REASON, UH, UH, WHY THE, UH, CODE UPDATE, UM, IS BEING CONDUCTED. UM, THE GOALS OF THE CODE UPDATE ITSELF, UH, THE TIMELINE, UH, AND INCLUDING, UM, PAST ACTIONS AS WELL AS ANTICIPATED, UH, UH, NEXT STEPS. UM, AND THEN GOING INTO, UH, HIGHLIGHTING DETAILS OF BOTH THE SUBDIVISION CODE AS WELL AS THE ZONING CODE SECTION. SO THE PURPOSE OF UPDATING THE ZONING CODE, UH, PRIMARILY WAS TO SIMPLIFY THE NUMBER OF ZONES AND STREAMLINED PROCEDURES, UH, IN, UH, THE ZONING CODE, UM, UH, IS OVER 30 YEARS OLD. UM, AND THERE ARE SOME ZONES THAT, UM, ARE ESSENTIALLY ONLY TO, UM, A SMALL HANDFUL OF PARCELS. AND IN ONE CASE, UH, EVEN JUST ONE PARCEL. UM, ANOTHER PURPOSE IS TO, UM, UH, WITH THE HOUSING REGULATIONS THAT ARE BEING, UM, UPDATED BY THE STATE AND ALSO THE, UH, HOUSING ELEMENT, UM, FOR THE HOUSING MILL ELEMENT UPDATE FOR THE CITY OF WEST COVINA. UM, UPDATE THE ZONING CODE, UM, TO BE CONSISTENT WITH, UH, STATE REGULATIONS AS WELL AS IMPLEMENTING MEASURES IDENTIFIED IN THE HOUSING ELEMENT. [01:15:01] UM, AND THEN ALSO WE'VE CONDUCTED, UM, UH, EXTENSIVE OUTREACH. UH, THE KICKING OFF THE, UH, ZONING CODE UPDATE, UM, AS WELL HAS, UH, FEEDBACK FROM, UM, A SUBCOMMITTEE, JOINT SUBCOMMITTEE OF THE PLANNING COMMISSION AND CITY COUNCIL, AND ARE PROVIDING, UH, OTHER UPDATES, UM, TO SOME SECTIONS OVER THOSE, WHICH WE'LL GO OVER TONIGHT. SO, JUST WANTED TO HIGHLIGHT, UM, JUST A COUPLE OF THE ITEMS OF THE, UM, ZONING CODE. UM, EXISTING LAND USES WON'T CHANGE, AND WHAT I MEAN BY THAT IS, UH, MULTI-FAMILY, FOR EXAMPLE, SINGLE FAMILY ZONES WILL STILL BE SINGLE FAMILY ZONES. UM, COMMERCIAL ZONES WILL BE COMMERCIAL ZONES. UM, THEY, WE MAY, UH, COMBINE SOME ZONES, BUT PRE PREDOMINANTLY THE, UH, ANTICIPATED LAND USES WILL STILL BE THE SAME. UM, THE ZONING CODE UPDATE, UH, THE DOWNTOWN SPECIFIC PLAN AREA, AS WELL AS THE PLAN DEVELOPMENTS OF THE ZONING CODE. THOSE, UM, WE ARE ESSENTIALLY GOING TO BE JUST INCORPORATING THOSE IN THE ZONING CODE. THOSE SECTIONS OF THE CODE WON'T BE, UH, CHANGING IN THOSE ZONES, WILL REMAIN THE SAME WITH THE SAME REGULATIONS THAT ARE IN THE ZONING CODE. UM, ALSO THE, UM, THE CITY HAS DONE, UM, EXTENSIVE WORK, UM, IN THE PAST COUPLE OF YEARS REGARDING THEIR, UM, UH, ACCESSORY DWELLING UNIT ORDINANCE, AS WELL AS THE, UM, UH, SENATE BILL NINE, THE SMALL OUT SUBDIVISION ORDINANCE, UM, WITH THE ADDITION OF SOME MINOR MODIFICATIONS TO THE ADU ORDINANCE THAT WERE, UM, ENACTED BY THE STATE, UH, THIS PAST YEAR. UM, THERE ARE, WE ARE NOT GONNA UP DO ANY UPDATES TO THESE SECTIONS. WE'RE ESSENTIALLY GONNA BE INCORPORATING THOSE INTO THE ZONING CODE. WHAT WE WILL BE DOING AS PART OF THE ZONING CODE IS, UH, COMBINING THE SUBDIVISION CODE, WHICH IS CURRENTLY, UM, UH, CHAPTER 20, AND AS WELL AS CHAPTER 26, WHICH IS A ZONING CODE. WE'LL BE COMBINING THOSE TWO, UM, CHAPTERS INTO ONE, UM, ONE DEVELOPMENT CODE. WE ALSO ALSO WANT TO CREATE A, UH, FLEXIBLE, UM, CODE AND INCORPORATE NEWER, UH, NEWER USES THAT WERE NOT, UM, ANTICIPATED, UH, 30, UH, 30 PLUS YEARS AGO. AND ALSO THE OTHER ITEM, TOO THAT WE HEARD AS PART OF OUR FEEDBACK IS, IS, UH, ESSENTIALLY ELIMINATE AREA DISTRICTS. UM, WHAT WE ARE ESSENTIALLY GOING TO BE BUILDING THE DEVELOPMENT STANDARDS INTO, INTO THE, UM, THE ZONE REGULATIONS AND ELIMINATING, UM, THE AREA DISTRICTS, UH, THAT ARE IN, THAT'S CURRENTLY IN THE, UM, THE ZONING CODE AND ALSO, UM, IMPLEMENTING, UH, CONSISTENCY ELEMENT, UH, UH, CONSISTENCY UPDATES FOR THE, UH, HOUSING ELEMENT. NOW, OUR PROJECT, WE WERE KICKED OFF IN MAY OF 2021, UM, AND SPENT SOME TIME, UM, KIND OF RESEARCHING THE CODE AND CONDUCTED AND STARTED OUR, UM, UH, OUTREACH, UM, IN EARNEST, UH, LATE 2021 IN EARLY 2022. UH, THE ZONING CODE UPDATE DOES HAVE A, UM, DOES HAVE A WEBSITE, UM, WEST COVINA CODE UPDATE, UH, DOT COM. AND, UM, WE HELD, UH, OUTREACH MEETING IN MARCH OF 2022 IN EACH ONE OF THE FIVE, UH, COUNCIL DISTRICTS, AND HEARD SOME, UH, GOOD FEEDBACK FROM THE, UH, THE RESIDENTS. UH, SINCE THEN, WE'VE BEEN UPDATING THE, UH, UM, THE DETAILS OF THE ZONING CODE UP, UH, UPDATE, UM, AND ALSO, UH, UH, DRAFTED THE, UM, INTERIM MIXED USE HOUSING ORDINANCE UPDATE, WHICH WAS ADOPTED, UM, BY THE CITY COUNCIL IN, UH, NOVEMBER OF 2022. UM, CURRENTLY WE'RE JUST ABOUT READY TO WRAP UP OUR, UM, OUR ZONING CODE, UH, THE ZONING CODE ITSELF. AND WE'RE ANTICIPATING TO, UM, UH, BEGIN THE ENVIRONMENTAL PROCESS SOON WITH THE ANTICIPATION THAT THE ZONING CODE WILL GO TO PUBLIC HEARINGS, UM, LATER THIS SUMMER. AND WITH THE GOAL, UH, TARGET OF BEING, UM, THE ZONING CODE BEING EFFECTIVE IN OCTOBER OF 2023. I'M GOING A LITTLE BIT INTO THE DETAILS. UM, THE SUBDIVISION CODE, UH, WE'RE JUST GONNA HAVE, UH, ESSENTIALLY DO SOME CONSISTENCY UPDATES WITH STATE LAW. UM, FOR A EXAMPLE, UM, UH, SENATE BILL NINE, THE SMALL LOT, UM, THE SMALL LOT, UM, UH, ORDINANCE, UH, INCLUDING SOME CONSISTENCY UPDATES WITH THAT. UM, ALSO AS PART OF OUR OUTREACH, UM, WHEN WE LOOKED AT THE, UH, PARK DEDICATION REQUIREMENTS, UH, WE FOUND THAT THE CITY OF WEST COVINA HAD, UM, UH, OVER FOUR AND A HALF ACRES OF PARK, UM, PARKLAND, UM, PER THOUSAND RESIDENTS. UM, AS PART OF THE OUTREACH AND LOOKING, UM, AT NEIGHBORING, UH, COMMUNITIES, UM, WE ARE [01:20:01] PROPOSING TO INCREASE THE PARK DEDICATION REQUIREMENT, UM, FROM THREE ACRES PER THOUSAND RESIDENTS OF 3.2 ACRES PER PER THOUSAND RESIDENTS. AND WHAT THAT MEANS IS, UM, THERE WAS A PREVIOUS PROJECT, UM, THE GROVE MERCED, WHICH CONSISTED OF 39 HOMES. UM, ESSENTIALLY THAT STAFF REPORT IDENTIFIED 135 PEOPLE. UM, THE PARK DEDICATION REQUIREMENT FOR, UM, FOR THAT PROJECT UNDER THE EXISTING CODE IS 0 4 0 0.41 ACRES. AS PART OF OUR RECOMMENDED, UM, ADJUSTMENT TO THE PARK DEDICATION REQUIREMENT, IT WOULD INCREASE THAT REQUIREMENT FROM 0.41 TO 0.43 ACRES FOR THAT PROJECT. JUST TO GIVE US AN EXAMPLE. UM, AND THEN ALSO PART OF THE UPDATE WILL INCLUDE, UM, UPDATING THE REVIEW AUTHORITIES FOR A TENTATIVE PARCEL MAP, WHICH WOULD BE AN ADMINISTRATIVE REVIEW, AND THAT'S A SUBDIVISION OF FOUR UNITS OR FEWER. UM, AND THE, UM, TENTATIVE TRACK MAP, UH, WOULD BE THE, UM, THE PLANNING COMMISSION WOULD, UH, REVIEW THAT APPLICATION. UM, IN TERMS OF THE PROCESS AND THE PROCEDURES, UM, OUR PROPOSAL IS TO ESSENTIALLY SIMPLIFY THE NUMBER OF APPLICATIONS, UM, AND, UH, AND THE PROCEDURES. UM, THERE ARE A NUMBER IN, IN THE ZONING CODE. THERE ARE A NUMBER OF ADMINISTRATIVE, UM, UH, APPLICATIONS, AND WE'RE PROPOSING ESSENTIALLY THE ZIP CODE UPDATES, ESSENTIALLY CONSOLIDATE THEM. UM, THERE, THE, UH, CONDITIONAL USE PERMITS, VARIANCES, UH, ZONE ZONING CODE CHANGES. THOSE WOULD, THOSE PROCESSES WOULD STILL REMAIN THE SAME. UM, ESSENTIALLY THERE. THE OTHER, UH, THE OTHER, UH, STATE LAW PROVISIONS, UH, SB 35, UH, STREAMLINED PROCESSING, UM, SB THREE 30, UM, WITH THE HOUSING ACCOUNTABILITY ACT, THEY DO IDENTIFY, UM, PROCEDURAL REQUIREMENTS THAT'LL BE INCLUDING, UH, MENTIONING IN THE CODE UPDATE ANOTHER, UM, UH, AS PART OF OUR OUTREACH EFFORT, UM, PROPOSING ALSO TO INCREASE THE PUBLIC NOTIFICATION RADIUS. CURRENTLY, IT IS 300 FEET FROM A, UH, UH, FROM A, FROM A SITE OR FROM THE AREA OF THE APPLICATION, UH, WHERE WE'RE GONNA BE INCREASING IT TO 500 FEET FOR MOST, UM, NOTICE NOTIFICATIONS, UM, AND WIRELESS FACILITIES WOULD BE 1000 FOOT NOTIFICATION. UM, AND THE, ON THE, UH, ON THE OTHER SIDE OF THAT, UM, JUST BECAUSE THE NEWSPAPERS, THE CIRCULATION IS NOW PROPOSING TO ELIMINATE THE, UM, NEWSPAPER, UM, POSTING REQUIREMENT. BUT WE ARE ALSO, UH, PROPOSING TO, UM, ADD A, UM, ONSITE HEARING POSTING REQUIREMENT TO, UM, FOR PUBLIC HEARING ITEMS. FOR THE NON-RESIDENTIAL PORTION OF THE ZONING CODE, UH, WE'RE GONNA INCLUDE, UM, UH, NEWER NON-RESIDENTIAL USES SUCH AS CRAFT MANUFACTURING, UM, ALIGN, UH, KIND OF CRAFT BREWERIES AND DISTILLERIES. UH, AND, UH, SIMILAR TO, UM, UH, CONSISTENT WITH ABC, UM, ABC REGULATIONS, UH, AS WELL AS, UM, ESCAPE ROOMS, UH, WE'RE GONNA BE UPDATING REGULATIONS TO ENCOURAGE OUTDOOR, UH, OUTDOOR DINING FOR RESTAURANTS. SO, UH, UM, LOOKING AT PERHAPS GIVING A LOWER, UM, PARKING REQUIRED OR PERHAPS AN EXEMPTION, UM, FOR SOME OUTDOOR, UM, DINING AREAS. FOR RESTAURANTS, WE'LL BE INCLUDING, UM, DESIGN CRITERIA, UH, FOR, UH, FOR DRIVE-THROUGHS AS WELL AS GUIDELINES, UM, INCLUDING QUEUING REQUIREMENTS, LANDSCAPING, AND, UM, ALSO FOLD THE, UM, THE, UH, RECENTLY ADOPTED, UH, INTERIM EXCUSE OVERLAY, UH, FOLDING THOSE REQUIREMENTS, UM, INTO THE CODE. AND ALSO FOR LANDSCAPING REQUIREMENTS, UH, FOR A PARKING LOT. UM, CURRENTLY, UH, THE ZONING CODE REQUIRES ONE TREE FOR EVERY 10 PARKING SPACES, UH, ARE THE CODE IS GOING TO BE UPDATED TO BE FLEXIBLE TO EITHER REQUIRE ONE TREE FOR EVERY SIX PARKING SPACES, OR, UM, KEEP IT AT THE ONE PARKING SPACE, ONE TREE PER 10 PARKING SPACES, BUT INCREASE THE REQUIRED, UM, LANDSCAPE AREA, UM, FROM EIGHT TO 8% TO 12%. AND THE I INTENT OF THIS IS TO, UM, PROVIDE ADDITIONAL LANDSCAPE, BUT MAYBE NOT RE REQUIRED MANY TREES, SO IT WOULDN'T POTENTIALLY IMPEDE A SIGNAGE VISIBILITY FOR, UM, THE RESIDENTIAL SECTION OF THE, UM, ZONING CODE. LOOKING AT, UM, PREDOMINANTLY CONSISTENTLY UPDATES, UM, FOR MULTI-FAMILY SECTION. UM, CUZ THIS, THE UPDATES WITH STATE LAW AS WELL AS THE, UM, THE HOUSING ELEMENT. UM, ONE ITEM IS, UH, THAT'S IDENTIFIED IN THE HOUSING ELEMENT IS UPDATING THE DENSITY BONUS ORDINANCE, UM, TO SPECIFICALLY DEFINE WHAT IS A CONCESSION AND [01:25:01] WHAT'S A WAIVER, UM, IN, UH, RELATION TO, UH, UH, FOR AFFORDABLE HOUSING, UM, FOR, UH, SINGLE FAMILY MENTIONED, ELIMINATING AREA DISTRICTS, UM, PRETTY MUCH RE REORGANIZING THE DEVELOPMENT STANDARDS, UM, BUT REALLY COMBINING, UM, COMBINING THE REGULATIONS IN ONE SECTION OF THE CODE SETBACKS, LOT SIZES, LOT COVERAGE, AND SO ON. UM, PART OF OUR OUTREACH TOO, I HEARD TO, UM, ELIMINATE THE, UM, THE LARGE HOME AND THE LARGE, UH, ADDITION PROCESS AS OF, UH, UM, OF THE SINGLE, UH, THAT'S CURRENTLY REQUIRED FOR, UM, SINGLE FAMILY RESIDENCES FOR, UH, DRIVEWAYS. UH, CURRENTLY THE CODE REQUIRES EITHER ASPHALT, UM, OR CONCRETE. UM, WE'RE GONNA ALLOW FOR ALTERNATIVE, UH, PERMEABLE DRIVEWAY MATERIALS AND ALSO INCLUDE, UM, DESIGN REQUIREMENTS, UM, AS WELL AS A PROCEDURE FOR, UM, ASTROTURF, I'LL WRAP IT IT UP WITH, UM, UH, UH, REQUIRE, UH, PARKING UPDATES, UM, B FOLD. WE'RE GONNA CODIFY ESSENTIALLY THE PARKING, UM, THE PARKING SPACE DIMENSIONS. CURRENTLY IT'S A, UM, IT'S A SUPPLEMENTAL DOCUMENT. I'LL BE FOLDING THOSE REQUIREMENTS INTO THE CODE. UM, RESTAURANTS, CURRENTLY THE PARKING REQUIREMENTS IS BASED ON NUMBER OF SEATS OR NUMBER OF, UM, OR AREA, UH, OF THE SEATING AREA. WE'RE GONNA SIMPLIFY THAT TO ESSENTIALLY A GROSS, UH, CALCULATION OF ONE SPACE, UM, PER 250 SQUARE FEET. AND FOR MEDICAL OFFICE WE'LL BE DECREASING, UM, THE REQUIREMENT, UH, TO ONE SPACE PER 250 SQUARE FEET. AND FOR, UH, MULTI-FAMILY, UM, MULTI-FAMILY, THE CODE CURRENTLY DISTINGUISHES, UH, CONDOS AND RENTAL, UM, DEVELOPMENTS DIFFERENTLY. RENTAL IS APPROXIMATELY ONE SPACE FOR EVERY 10 UNITS, WHEREAS CONDOS ONE SPACE FOR FOUR UNITS. AND, UM, SO WE, UH, ESSENTIALLY PROPOSING TO, UH, MAKE THE, MAKE THIS MAKE THE REQUIREMENT STANDARD ACROSS BOTH CONDOS AND, UM, AND STANDARDS AT ONE SPACE PER FOUR UNITS. AND THAT CONCLUDES THE PRESENTATION. WE WELCOME ANY, UM, ANY FEEDBACK FROM THE COMMISSION. THANK YOU. THE 300 RADIUS WHERE YOU GIVE NOTICE TO THE RESIDENTS, IS THAT FROM THE PROPERTY LINE OR FROM THE CENTER OF WHAT THE BUILD IS? SO CURRENTLY IT DOES, IT DOES DEPEND SPECIFICALLY ON THE PROJECT, BUT USUALLY IT'S FROM THE, UM, THE PROPERTY LINE OF THE, OF THE SUBJECT SITE. SO IT WASN'T BEFORE, THAT'S HOW I'M ASKING. OH, IT'S, IT WAS FROM, UH, FROM THE BUILDING AREA OR MM-HMM. . OKAY. GENERALLY DEFINE, UM, DEFINE THAT TO BE ESSENTIALLY THE PROPERTY, UM, THE PROPERTY BOUNDARY QUESTIONS. COMMISSIONER WILLIAM. SO ONE QUESTION I HAD IN FOLDING THE SUBDIVISION ORDINANCE INTO THE ZONING REGULATIONS, WILL THE CITY STILL IDENTIFY THE, UM, CALIFORNIA SUBDIVISION MATH ACT AS BEING THE BASIS? YES, THAT IS CORRECT. OKAY. OKAY. ANY OTHER QUESTIONS? ALL RIGHT. THE ONLY THING I HAD A QUESTION ON IS IT'S FOR, FOR WHAT APPLICATION ARE WE TALKING ABOUT ASTROTURF GUIDELINE OR LIMITATIONS OR WHATEVER? I'M JUST TRYING TO FIGURE OUT, SO WE WILL HAVE, WE'LL HAVE GUIDELINES FOR ASTROTURF, BUT SO FAR AS I KNOW, WE DON'T HAVE ANYTHING FOR GRASS. RIGHT? WELL, THERE'S A LANDSCAPING REQUIREMENT. UM, AND ASTROTURF IS NOT, YOU CAN'T SUBSTITUTE THAT WITH, UH, OKAY. SHERIFF. AND SO, UM, PREVIOUSLY BE BEFORE THESE LAST TWO MONTHS WHERE WE'VE HAD, UH, DROUGHT. YEAH. SO A LOT OF STORMS COME THROUGH SOUTHERN CALIFORNIA. WE WERE GOING THROUGH A DROUGHT, AND SO A LOT OF FRONT YARDS ARE GETTING, UM, YOU KNOW, THE WATER PURVEYORS ARE NOT, UH, THEY'RE LIMITING THE WATER SUPPLY, UM, AND NOT RECOMMENDING NOT, UH, TO WATER YOUR LAWNS. AND SO THEREFORE, A LOT OF THE LAWNS ARE TURNING BROWN. AND SO AN OPTION TO KEEP OUR LAWNS, UH, AESTHETICALLY LOOKING NICE AND GREEN, THAT WOULD BE AN ALTERNATIVE TO THAT. UM, THERE WOULD BE GUIDELINES IN REGARDS TO MAINTENANCE AND INSTALLATION. SO IT'S NOT SOMETHING THAT, YOU KNOW, YOU GO TO HOME DEPOT BY A ROLL OF ASTROTURF AND ROLL IT OUT IN YOUR FRONT YARD, AND THAT WOULD, YOU KNOW, IT'D BE, UM, PROFESSIONALLY INSTALLED AND, AND BE MAINTAINED SO THAT IT LOOKS GOOD, UM, THROUGHOUT THE, THE TIME THAT IT'S BEING, YOU KNOW, PLACED IN THE YARD. UNDERSTOOD. SO WE'RE GONNA CREATE A PERMITTING REQUIREMENT FOR THAT. MM-HMM. SOUNDS LIKE A TERRIBLE IDEA TO ME, IN ANY CASE. WELL, LIKE I SAID, FEEDBACK'S WELCOME, [01:30:01] . WELL, I, I, I'LL JUST SAY THIS, YOU KNOW, NO ONE'S GETTING A PERMIT TO INSTALL GRASS, YOU KNOW, SO ULTIMATELY ALL, ALL THAT THAT REGULATION IS DOING IS ENSURING THAT THE RICH GET THEIR ASTROTURF AND THE POOR GET EVERYTHING ELSE. THAT'S WHAT IT DOES. SO I THINK THAT'S A BAD IDEA. I UNDERSTAND HAVING CODE ENFORCEMENT REGULATIONS ON SOMETHING LIKE THAT, CERTAINLY THAT MAKES SENSE. BUT IF YOU'RE GONNA CREATE A PERMITTING PROCESS, SOUNDS LIKE A TERRIBLE IDEA. DO WE HAVE A PROBLEM RIGHT NOW WITH PEOPLE ROLLING OUT THE REGS, MM-HMM. AT LEAST? DO YOU YES. THERE'S, THERE'S A FEW PROPERTIES IF YOU GO OUT IN THE CITY AND YOU CAN SEE THE TYPE OF ARTIFICIAL, IT LOOKS LIKE CARPETING THAT, THAT THEY HAVE LAID IS ONE OF 'EM ON MARK HILLEN, I, I'M NOT GONNA MENTION ANY NAMES, BUT I KNOW WITH OTHER CITIES, WHEN THEY PUT IN THE REQUIREMENTS FOR THE, UH, DROUGHT TOLERANT, THAT THEY ACTUALLY WENT AHEAD AND STARTED TALKING ABOUT THE TYPE OF ARTIFICIAL GRASS THAT THEY WOULD ALLOW. AND THEY ASKED, YOU KNOW, FOR A PERMIT, AND AT ANY TIME, ANY DEVELOPMENT, COMMERCIAL OR RESIDENTIAL, THEY ARE ASKED TO ALREADY OBTAIN A LANDSCAPING, UM, PERMIT. I THINK WHAT THE CITY HAD WAS IF YOU WERE GONNA TAKE OUT YOUR LAWN COMPLETELY, THEN AGAIN, THEY ASKED YOU TO COME TO THE CITY AND TAKE OUT A PERMIT SO THEY CAN UNDERSTAND, OKAY, WHAT ARE WE GONNA GET? ? AND THEY ALSO, WITH LA COUNTY, THE LIBRARY, THEY DID A PROGRAM A FEW MONTHS BACK AND THEY EXPLAINED BEFORE HOMEOWNERS REMOVE THE LAWN IN THEIR EXISTING HOUSE, MAKE SURE YOU CHECK WITH YOUR WATER PURVEYOR, WHAT THEY WILL GIVE YOU CREDIT FOR, AND WHAT THEY WON'T GIVE YOU CREDIT FOR. WE DON'T GIVE YOU CREDIT FOR MUCH OF ANYTHING, BUT THAT'S AN ASIDE. SO IN ANY CASE, THAT'S MY FEEDBACK. ANYONE HAVE ANYTHING ELSE? OH, ONE OTHER QUESTION REGARDING THE, UM, NOTICING. UM, WILL WE, WILL THE PLANNING DEPARTMENT ON THEIR WEBSITE ALSO, SINCE THEY'RE NOT GONNA BE NOTICING IN THE NEWSPAPER, WILL THEY HAVE THE NOTICES THEN ON THE PLANNING DEPARTMENT'S WEBSITE FOR DIFFERENT PROJECTS? I THINK WE ALREADY DO. I THINK DEPENDS ON THE TYPE OF PROJECT. MM-HMM. IS WHAT WE PUT ON THE WEBSITE. SO IF IT'S LIKE, UH, UH, WHERE WE'RE SEEKING PUBLIC COM YEAH, YEAH. UM, AND CORRECT ON OUR AGENDAS, WE POSTED ON OUR WEBSITE, SO THEY GET THAT INFORMATION, UH, THE THURSDAY BEFORE THE PLANNING COMMISSION MEETING. UM, THAT'S SOMETHING THAT WE COULD TAKE A LOOK AT AND SEE IF, YOU KNOW. YEAH. CAUSE I THOUGHT, UM, A FEW YEARS BACK, THE STATE ALREADY WAS KIND OF SUGGESTING IF YOU ARE HAVING A PUBLIC ITEM, A PUBLIC HEARING ITEM, THAT YOU EITHER MAKE THE NOTICE, YOU KNOW, AVAILABLE ON THE WEBSITE. SO ANYONE WHEN THEY WOULD GO IN, COULD SEE THE NOTICE TO UNDERSTAND WHEN THE NOTICING WENT OUT AND SO FORTH AND SO ON. SO YEAH, WE CAN TAKE A LOOK AT OKAY, THAT IT, IT MIGHT MAKE SENSE, AND I, I DON'T KNOW IF THIS IS, UM, IF THIS WOULD BE TOO DIFFICULT FROM A, FROM AN IMPLEMENTATION STANDPOINT, BUT IT MIGHT MAKE SENSE TO, UH, JUST CREATE A LIST OF, YOU KNOW, SUBJECT PROPERTIES FOR UPCOMING, UH, UPCOMING, UH, PUBLIC HEARINGS. UM, YOU KNOW, THAT'S AVAILABLE, YOU KNOW, IF IT'S TWO WEEKS IN ADVANCE OR SOMETHING LIKE THAT IS POSTED ON THE WEBSITE, PEOPLE CAN SEE, HEY, THIS IS A PROPERTY THAT'S, THAT'S NEAR ME. OBVIOUSLY THEY'RE GONNA GET THEIR, THEIR 500 FOOT RADIUS NOTICE. BUT, UM, BEYOND THAT, IT MIGHT BE, IT, IT MIGHT BE BETTER FOR THE PUBLIC IN TERMS OF TRANSPARENCY. SO IF THEY, IF THEY DO WANT TO FOLLOW WHAT'S GOING ON, ON A, ON A, YOU KNOW, BIWEEKLY BASIS, THEY'LL SEE WHAT'S COMING UP AT, AT PLANNING COMMISSION HEARINGS OR, OR, OR, UH, UM, ALTERNATIVE LEE CITY COUNCIL. UM, WE WE'RE CURRENTLY WORKING ON OUR GIS MAP THAT LIKE AN INTERFACE THAT WE COULD PROVIDE TO THE COMMUNITY. UM, THAT'S A LAYER THAT WE COULD LOOK AT ADDING. I THINK THE ISSUE WITH THAT WOULD BE HOW OFTEN WE WOULD HAVE TO UPDATE IT, OBVIOUSLY, UM, YOU KNOW, WE HAVE SURE I I MONTHLY MEETINGS. AND SO DEPENDING ON THE, THE NOTICING REQUIREMENTS, WE'D HAVE TO SEE HOW EFFICIENT THAT WOULD BE. SO WHAT I WAS THINKING IS, YOU KNOW, FOR EXAMPLE, IF WE PUT, UH, YOU KNOW, A, A LIST OF THE ADDRESSES, YOU KNOW, LET'S SAY FOR EXAMPLE, CITY HALL'S 1444, WEST GARVEY AVENUE SOUTH, LIKE WE CAN PUT THAT DOWN THERE. ANYONE WHO IS RELATIVELY CLOSE TO THIS SITE UNDERSTANDS WHAT THAT'S REFERRING TO. SO THAT, THAT'S ALL I'M SAYING. NOT NECESSARILY DOING LIKE A GIANT MAP OR ANYTHING LIKE THAT, JUST, YOU KNOW, THESE ARE JUST A LIST OF, OF PROPERTIES THAT ARE, YOU KNOW, THERE'S, THERE'S [01:35:01] SOME PROPOSAL THAT IS GOING BEFORE PLANNING OR CITY COUNCIL, SOMETHING ALONG THOSE LINES. JUST, UM, YEAH, I BELIEVE WE USED TO, UM, WE CAN INCORPORATE LIKE, YOU KNOW, PENDING PROJECT, AS LONG AS IT'S SUBMITTED AND BECOMES PUBLIC RECORD, WE CAN SHARE THAT INFORMATION. SOUNDS GOOD. ANYTHING ELSE? SEEING NONE. WE'LL GO AHEAD AND MOVE ON TO THE, UH, COMMISSIONER REPORTS, COMMENTS AND MISCELLANEOUS ITEMS. UH, WOULD ANY COMMISSIONER LIKE TO MAKE A REPORT OR COMMENT ON AN ITEM? SEEING [5. COMMUNITY DEVELOPMENT DIRECTOR'S REPORT ] NONE, WE'LL MOVE FORWARD TO COMMUNITY DEVELOPMENT DIRECTOR'S REPORT. UH, PAULINA, ARE THERE ANY ITEMS TO REPORT TO THE COMMISSION? UM, NO, WE START, WE'VE KICKED OFF OUR CENTENNIAL YEAR THIS YEAR. WE HAD OUR, UH, CENTENNIAL BIRTHDAY ON FEBRUARY, UH, 16TH, AND WE HAD A, THE CENTENNIAL CELEBRATION. UM, WE STILL HAVE UPCOMING EVENTS THROUGHOUT THE YEAR. UM, I KNOW FOR SURE THE NEXT ONE, UM, WE'RE GONNA HAVE A BIG 4TH OF JULY EVENT, UM, ON I BELIEVE GLENORA AVENUE OR DON'T, DON'T TAKE ME, I DON'T KNOW WHERE WE'RE HAVING IT YET, BUT WE'RE GONNA HAVE A 4TH OF JULY EVENT. UM, BUT, SO THAT'S JUST WANTED TO GIVE YOU GUYS AN UPDATE ON THAT. AND THAT'S IT FOR ME. ALL [6. CITY COUNCIL ACTION ] RIGHT. UH, MOVING FORWARD TO CITY COUNCIL ACTIONS, PAULINA, WERE THERE ANY CITY COUNCIL ACTIONS YOU'D LIKE TO REPORT? UM, YES. AT THE LAST PLAN OR THE LAST CITY COUNCIL MEETING WE TOOK, UM, TO THE COUNCIL, THE, UH, MORATORIUM ON DRIVE-THROUGHS, WHICH, UM, THE COUNCIL ADOPTED. UM, WE ALSO TOOK BEFORE THEM THE ORDINANCE FOR THE SHOPPING CART CONTAINER, UH, CONTAINMENT, UH, PLANS. UM, AND SO THAT WAS, UH, APPROVED AND WE WILL BE GOING FOR THE SECOND HEARING IN ON MARCH 21ST. UM, AND SO THAT'S IT FOR NOW. THANK YOU. SINCE WE HAVE NO FURTHER BUSINESS TO CONSIDER, THIS MEETING IS ADJOURNED. GOOD NIGHT EVERYONE. THAT'S ALL FOLKS. * This transcript was created by voice-to-text technology.
