WE ALSO INVESTED A LOT OF MONEY IN THE FIELDS AND THE OPERATIONS THERE WITH NEW EQUIPMENT THAT HAD TO GO IN AND, AND THE FIELDS MAINTENANCE AND HIRING NEW STAFF. SO THAT WOULD BE AN INFLUX THAT WE HOPED TO NOT SEE AS MUCH THIS FISCAL YEAR. THAT BEING SAID, THE RESTAURANTS ARE SO CLOSED, SO THE BUDGET NOW PROJECTED A REVENUE THAT MAY BE HIGHER THAN WHAT COULD ACTUALLY BE EXPECTED GIVEN THAT SCENARIO. BUT THEY DID STAY WITHIN THE BUDGETED EXPENDITURES. WE JUST NEVER HAD IT BUDGETED A TRANSFER FROM THE GENERAL FUND TO COVER THEIR NET REVENUE LESS EXPENDITURES. OKAY. UH, LATE UH, THIS MORNING, THE CITY DID RECEIVE A WRITTEN COMMENT FROM MITCHELL SI REPRESENTING THE SOUTHWEST REGION COUNCIL OF CARPENTERS. THE LETTER RECOMMENDED THAT THE CITY REQUIRE THE USE OF A LOCAL SKILLED AND TRAINED WORKFORCE TO BENEFIT THE CITY'S ECONOMIC DEVELOPMENT AND REDUCED GREENHOUSE GAS EMISSION. A COPY OF THIS LETTER HAS BEEN FORWARDED TO THE CITY COUNCIL AND IS ALSO MADE AVAILABLE TO THE PUBLIC ON, ON THE WEBSITE IN A COPY UP NEAR THE ENTRANCE. IF THE CITY COUNCIL CHOOSES TO ADOPT THE HOUSING ELEMENT TONIGHT AFTER CITY COUNCIL ADOPT ADOPTION, STAFF WILL SEND A COPY OF THE ADOPTED HOUSING ELEMENT TO H C D IN, IN HOPES OF OBTAINING CERTIFICATION. THE CONSEQUENCES OF NOT HAVING A CERTIFIED HOUSING ELEMENT INCLUDE THE CITY BEING DISQUALIFIED FROM APPLYING FOR GRANT FUNDING IN THE FUTURE. AND THERE IS ALSO A POTENTIAL FOR LAWSUITS, WHICH COULD RESULT IN THE CITY LOSING ITS AUTHORITY TO ISSUE OR GRANT ANY DEVELOPMENT PERMITS. THE, UM, KEY REQUIREMENTS FOR THE HOUSING ELEMENT INCLUDE HOUSING FOR PERSONS WITH SPECIAL NEEDS. AND, UM, THESE PE PERSONS ARE IDENTIFIED AS THE ELDERLY LARGE FAMILIES OF FIVE OR OR MORE PERSONS WITH DISABILITIES, HOMELESS INDIVIDUALS, FEMALE HEADED HOUSEHOLDS AND FARM WORKERS. THE, THE REGIONAL HOUSING NEEDS ASSESSMENT, AND ALSO AFFIRMATIVELY FOR, UM, FURTHERING FAIR, FAIR HOUSING AS MANDATED BY STATE LAW AND PREPARED BY THE SOUTHERN CALIFORNIA ASSOCIATION OF GOVERNMENTS, WHICH I'M SCA FOR SHORT, THE REGIONAL, THE REGIONAL HOUSE HOUSING NEEDS ASSESSMENT WHERE EACH CITY MUST ACCOMMODATE ITS ASSIGNED SHARE OF THE REGION'S NEW HOUSING NEED, UM, WHICH INCLUDES HOUSING FOR ALL ECONOMIC SEGMENTS. AND FOR THE CITY OF WEST COVINA, THE TOTAL ARENA THAT WE, THE CITY MUST ACCOMMODATE FOUR IS 5,346. AND THAT INCLUDES ALL, UM, HOUSING FOR ALL INCOME CATEGORIES, VERY LOW, LOW, MODERATE, AND ABOVE MODERATE. AND ON THE PROJECTOR IS THE, THE, THE SUMMARY OF THE TABLE, THE SITES IN, OF THE SITE'S INVENTORY. UM, CURRENTLY THE CITY HAS APPROVED A TOTAL OF 379 HOUSING UNITS, WHICH INCLUDED THE SPECIFIC PLAN, MULTI-FAMILY RESIDENTIAL DEVELOPMENT THAT ARE CURRENTLY UNDER CONSTRUCTION THAT THE CITY COUNCIL AND THE PLANNING COMMISSION APPROVED WITHIN THE LAST, UM, YEAR. UH, I, I WANTED TO POINT OUT THAT, UM, AS FAR AS THE POTENTIAL FOR AUS IS CONCERNED, YOU NOTICE THAT THE NUMBER IS A 143, WHICH, UM, IN COMPARISON TO THE PLANNING APPLICATIONS THAT WE HAVE RECEIVED, THAT NUMBER SEEMS LOW. UM, HOWEVER, ALTHOUGH WE, THE CITY HAS APPROVED OVER 300 APPLICATIONS FOR ADU SINCE THE YEAR 2020, BUT NOT ALL OF THEM HAVE OBTAINED BUILDING PERMITS. SO THE STATE ONLY ALLOWS US A LIMITED CAPACITY CONTRIBUTED BY ADU BECAUSE NOT ALL OF OUR ADU APPLICATIONS, UM, THAT HAVE BEEN APPROVED, HAVE OBTAINED BUILDING PERMITS WITHIN THE LAST COUPLE OF YEARS. THE [01:40:01] TOTAL INVENTORY, UM, IN THE SITE'S INVENTORY LIST FOR HOUSING IS 9,386, UM, IN COMPARISON TO OUR RE, UM, RETINA NUMBER OF 5,346, WHICH, UM, IN THIS CASE EXCEEDS THE ARENA BY A GENEROUS AMOUNT. HOWEVER, WHEN WE DO SEND THE, THE HOUSING ELEMENT DRAFT TO, TO THE STATE, THERE IS A POTENTIAL THAT THE STATE MAY NOT ACCEPT SOME OF THE SITES IDENTIFIED. SO WE HAD LEFT THIS BUFFER SO THAT IF THERE ARE SOME SITES THAT ARE ELIMINATED, WE WOULD GET CLOSE CLOSER TO THE, TO THE ARENA AND BE ABLE TO MEET THAT. SO, JUST TO SUMMARIZE ON SOME KEY, UM, TO SUMMARIZE ON SOME KEY POINTS REGARDING THE, THE ARENA, UM, THE, AGAIN, THE CITY MUST ENSURE THAT REGULATIONS PROVIDE OPPORTUNITIES TO ACCOMMODATE THE ARENA ALLOCATION FOR ALL INCOME CATEGORIES. IN, IN THE LAST CYCLE, WE WERE ABLE TO MEET THE ARENA NUMBER FOR THE MODERATE AND ABOVE MODERATE INCOME CATEGORIES, BUT WE WERE NOT ABLE TO MEET THE ARENA IN THE VERY, THE LOW AND VERY LOW INCOME CATEGORIES. UM, IN THIS, AS FAR AS, UM, THE STATE HAS AN ASSUMPTION THAT AT LEAST 30 UNITS PER ACRE IS ASSUMED TO BE APPROPRIATE FOR LOWER INCOME HOUSING CATEGORIES, UM, WHICH WOULD BE SIMILAR TO DEVELOPMENT SUCH AS THE COLONY, UM, OR, UM, MULTI POTENTIAL MULTIFAMILY DEVELOPMENT THAT, THAT WE WOULD BE ABLE TO ACCOMMODATE IN THE CITY'S DOWNTOWN PLAN. UM, PROJECTS ARE NOT, THERE IS NO REQUIREMENT THAT THE, THAT ANY PROJECT WOULD COMPLETELY MATCH, UM, THE INCOME ASSUMPTIONS. HOWEVER, WE MUST HAVE DOCUMENTATION THAT WOULD SHOW THAT WE WOULD, WE WOULD HAVE AREAS THAT WHERE THOSE, WHERE THE ARENA CAN BE PROVIDED. IF THE CITY DOES NOT PROVIDE, UM, OR ACCOMMODATE THE ARENA BY THE NEXT CYCLE, THEN THERE MAY BE STREAMLINED PERMIT PROCESSING REQUIRED FOR SOME PROJECTS. FOR EXAMPLE, IN THE CITY OF WEST COVINA, WE ARE IN THE LIST FOR SB 35, WHICH, UM, REQUIRES THAT THE CITY APPROVE, UM, MULTIFAMILY, UM, PROJECTS MINISTERIALLY AND STREAMLINED IF WE, IF THEY PROVIDE AT LEAST 50%, UM, IN THE VERY LOW AND LOW INCOME CATEGORIES. WE HAVE NOT RECEIVED ANY PROJECTS, UM, FOR THE CITY THAT HAD AT LEAST 50 UM, PERCENT IN THE LOW, LOWER INCOME OR VERY LOW INCOME CATEGORIES. BUT TH THIS IS A REQUIREMENT THAT THE STATE IMPOSED BECAUSE WE, WE DID NOT, WE WERE NOT ABLE TO PROVIDE SUFFICIENT HOUSING IN THOSE CATEGORIES IN THE LAST CYCLE. THERE ARE SOME CITIES THAT HAVE, UH, THAT WITH STRICTER REQUIREMENTS, UH, BECAUSE THEY DID NOT MEET ALL INCOME CATEGORIES OR MEET ANY IN THE MODERATE TO, UM, HIGHER INCOME CATEGORIES. AND IN THE HOUSING ELEMENT, WE, WE HAVE INCLUDED A LIST OF FAIR HOUSING PRO PROGRAMS WITHIN THE CITY AND HOW THE CITY PROMOTES FAIR HOUSING PRACTICES. AS FAR AS THE NEXT STEPS ARE CONCERNED, THIS, THE PLANNING COMMISSION RECOMMENDED THAT THE CITY COUNCIL ADOPT THE, THE DRAFT HOUSING ELEMENT. THIS WAS PRESENTED TO THE CITY COUNCIL TO THE PLANNING COMMISSION LAST MONTH. UM, THE CITY COUNCIL. THE CITY COUNCIL, IF THE CITY COUNCIL ADOPTS THE HOUSING ELEMENT TONIGHT, WE WILL SEND H C D A COPY OF ADOPTED HOUSING ELEMENT, UM, IN HOPES THAT THEY WILL CERTIFY IT. UM, IF, IF NOT, THEY WOULD PROVIDE VERY LITTLE, UM, CLERICAL COMMENTS SO THAT WE CAN HOPEFULLY GET IT CERTIFIED SOON. AND IN THE, IN THE PROCESS, THE CITY IS ALSO ADOPTING, IS ALSO WORKING ON THE DEVELOPMENT CODE UPDATE. SO IF THERE ARE ANY, ANY TWEAKS, UM, THAT NEED BE THAT IS REQUIRED OR NEEDED IN, IN THE THE HOUSING ELEMENT, THEN WE CAN ADDRESS THAT IN THE DEVELOPMENT CODE UPDATE THAT IS DUE TO BE COMPLETED NEXT YEAR. THE DRAFT HOUSING ELEMENT THAT IS PRESENTED TO THE CITY COUNCIL TONIGHT, UM, ADDRESSES ALL COM ALL COMMENTS, UM, PROVIDED BY H C D AND THE, THESE ALL HAVE ALSO THE SAME COMMENTS HAVE ALSO BEEN DISCUSSED AT THE PLANNING COMMISSION MEETING. STAFF IS RECOMMENDING THAT THE CITY COUNCIL ADOPT THE, UH, THE RESOLUTION NUMBER 2 22 DASH 10, UH, WITH, WITH, UM, A MINOR CHANGE TO THE RESOLUTION IN SECTION THREE. UM, WE WOULD LIKE TO ADD LANGUAGE THAT WOULD ALLOW THE CITY MANAGER THE AUTHORITY TO MAKE ANY TECHNICAL, TECHNICAL OR CLERICAL REVISIONS TO ADOPTED HOUSING ELEMENT THAT MAY BE NECESSARY TO OBTAIN A FINDING OF SUBSTANTIAL COMPLIANCE BY THE CALIFORNIA DEPARTMENT OF HOUSING COMMUNITY DEVELOPMENT. SO IF THE STATE HAS VERY MINOR COMMENTS, THEN STAFF WOULD BE ABLE TO ADDRESS THOSE WITHOUT BRINGING IT BACK TO THE CITY COUNCIL. HOWEVER, IF THE, IF THERE ARE MAJOR COMMENTS WHERE, WHERE, UH, THE ZONE, WHERE WHERE ZONING WOULD HAVE TO CHANGE OR, OR DENSITY WOULD HAVE TO BE INCREASED, THEN WE WILL BRING BACK THE HOUSING ELEMENT TO THE PLANNING COMMISSION. THE SOUTH COAST AIR QUALITY MANAGEMENT DISTRICT RECENTLY FOUND THAT LOCAL HIGHER REQUIREMENTS CAN RESULT IN AIR POLLUTANT, AIR POLLUTANT REDUCTIONS. SO I JUST, I GUESS I WANTED TO MAKE SURE THAT THE HOUSING ELEMENT WE ARE PRESENTING TO THE STATE, UM, THOSE COMMERCIAL SITES THAT WE HAVE IDENTIFIED, UM, WOULD BE SEEN AS LEGITIMATELY UNDERUSED COMMERCIAL SITES THAT COULD THEN BE HOUSING. SO I, I JUST WANNA, UM, MAKE SURE THAT, UM, WE, WE'VE, I IDENTIFIED PROPER SITES. SO WHEN WE, WHEN WE PREPARE THE HOUSING SITE INVENTORY, WE LOOKED AT THE, THE VALUE OF THE DEVELOPMENT IN RELATION TO THE VALUE OF THE LAND. UM, AND COMPARE THE TWO. IF, IF THE VALUE OF THE DEVELOPMENT IS SIGNIFICANTLY, UM, LOW, LOWER THAN THE VALUE OF THE LAND, THEN IT WOULD BE CONSIDERED, IT WOULD BE CONSIDERED, UM, I WILL, [01:55:01] UM, GOOD FOR DEVELOP FOR FUTURE DEVELOPMENT.
