PLEASE BE SEATED. LET DISTANCE CITY CLERK GRO CALL PLEASE. GOOD EVENING, MAYOR. COUNCIL MEMBER TAB BOTS BY PRESENT. COUNCILMAN WOO. YEAH. COUNCILWOMAN LOPEZ VIDO. PRESENT. MAYOR PRO DIAZ HERE. MAYOR COSTANOS HERE. UH, WE HAD NO CLOSED SESSION THIS EVENING, SO THERE'S NOTHING TO REPORT FROM CLOSED SESSION. AND WE HAVE NO PRESENTATIONS TONIGHT EITHER. [ORAL COMMUNICATIONS ] SO AS FAR AS ORAL COMMUNICATIONS, HOW MANY, UH, SPEAKER CARDS DO WE HAVE? I HAVE TWO SPEAKER SLIPS. MAYOR. PERFECT. OUR FIRST SPEAKER IS RAMAD SUAY, FOLLOWED BY COREY WARSAW. AND COUNCIL, UH, THANK YOU SO MUCH FOR ALLOWING ME TO SPEAK. UH, I HAVE SOME HANDOUTS THAT I WOULD LIKE TO GIVE OUT IF I, YOU DON'T MIND. UM, TONIGHT I'M HERE, THE 22 YEAR RESIDENT OF THE CITY, AND I FELT COMPELLED AFTER THE PREVIOUS, UH, COUNCIL MEETING RELATED TO THE CODE ENFORCEMENT AND THE ISSUES THAT, UH, THE GENTLEMAN BROUGHT UP IN REGARDS TO CITATIONS BEING ISSUED TO, UH, PEOPLE THAT ARE NOT ABLE TO BRING THEIR TRASH CANS AND, AND, UH, WHATNOT. AND, UM, I I THOUGHT THIS IS SOMETHING THAT SHOULD BE ADDRESSED. UH, I'M GONNA PLAY A SMALL CLIP THAT IS FROM THE MAY 17TH ACT. YEAH, THAT WOULD BE COUNCIL IF YOU COULD DO THAT. JUST CAUSE UH, I'M A LITTLE CONCERNED CUZ ONE OF THE THINGS THAT CAME UP AT THE WORKSHOP THAT, UH, I MIGHT HAVE MISSED WAS, UM, WE DID, YOU KNOW, WITH OUR CODE ENFORCEMENT HIRES, UM, THAT THAT WAS SUPPOSED TO BE A ANOTHER, UM, COST NEUTRAL BECAUSE OF THE REVENUE THEY WOULD'VE GENERATED FROM FINES. UH, AND I BELIEVE AT THE LAST WORKSHOP YOU SAID, UM, THAT THE, THE, THERE, THERE HASN'T BEEN SUFFICIENT ENOUGH REVENUES, UH, TO PAY FOR THOSE HIGHER. DID I UNDERSTAND THAT CORRECTLY? SO EVEN AT THE TIME THAT THEY WERE APPROVED BY COUNCIL, IT WASN'T PROPOSED THAT THEY WOULD BE FULLY SELF-SUSTAINING. THEY WOULD BE SUBSIDIZED BY THE GENERAL FUND. UM, BUT, UM, THEY ALSO HAVEN'T FULLY HIRED ALL OF THOSE EMPLOYEES YET EITHER. SO WE ARE NOT EVEN ABLE TO RECEIVE THE INCOMING BENEFIT BECAUSE WE HAVEN'T HIRED THOSE TO GO OUT AND, UM, GET THE CITATIONS. SO, UM, WITHOUT GOING THROUGH THE ENTIRE MEETING FOR YOU, I DON'T WANT TO GIVE YOU A HEADACHE TONIGHT. UH, BOTTOM LINE IS WHAT I WANTED TO BRING UP TO YOUR ATTENTION. UH, THE CODE ENFORCEMENT SHOULD NOT BE OUT THERE, SO TO SAY, HAVE A QUOTA TO [00:05:01] ISSUE CITATIONS, TO GENERATE REVENUE SO THEY CAN SUSTAIN THEMSELVES. THE NUMBERS THAT WERE PROPOSED, FIVE TO 10, TO ME, IN ALL HONESTLY, IN ADDITION TO WHAT WE HAVE, I DON'T KNOW IF THAT'S SUSTAINABLE FOR A CITY THIS SIZE. YOU KNOW BETTER THAN I DO BASED ON MY ASSESSMENT AND WHAT I'VE SEEN SO FAR. IT'S A OVERKILL. ONE THING THAT WE REALLY NEED TO REALIZE, UH, AS A CITIZEN, AGAIN, IS THE NUMBERS. WHEN WE HIRE THESE INDIVIDUALS, WE'RE LOOKING AT THEIR OP E, WE'RE LOOKING AT THEIR RETIREMENT, WE'RE LOOKING AT THEIR BENEFITS. AND THIS IS SUBSTANTIAL AMOUNT OF MONEY PER PERSON. SO FOR ONE THING IS BEING ABLE TO ABSORB THOSE COSTS AND HAVE THE CITY PAID FOR THEM. AND THEN FOR SECOND, IF THERE'S A RECESSION, WHICH WE ALL KNOW THAT IS COMING, IS IT GONNA BE FOR FAIR FOR THEM TO TELL 'EM, OH, A YEAR FROM NOW, SIX MONTHS FROM NOW, THERE'S A RECESSION, WE DON'T HAVE ENOUGH MONEY YOU NEED TO GO. SO IT'S A TWO-WAY SCENARIO. WE REALLY NEED TO REALIZE WHAT WE'RE DOING IN HERE. AND AT THE SAME TIME, THE REASON I, UM, BROUGHT UP THOSE PICTURES FOR YOU TO LOOK AT IS THESE, UH, THE CODE ENFORCEMENT IS USING UNMARKED VEHICLES BRAND NEW, WHICH, UH, FROM MY ASSESSMENT COST THE CITY PERHAPS IN NORTH OF 40, $50,000 UNMARK IN VIOLATION OF THE CALIFORNIA VEHICLE CODE, WHICH THEY HAVE, UH, TINTED WINDOWS IN THE FRONT WINDSHIELD AND WHATNOT. SO THEY'RE ACTING AS UNDERCOVER AGENTS FOR THE CITY. WHEN A, AS A CITIZEN, WHEN I LOOKED AT HIM COMING UP, I'M THINKING, ARE THEY HERE TO SERVE ME AS COUNCILMAN WHO, UH, ALLUDED TO ON THE MAY 17, UH, COUNCIL, MEANING SAYING THAT THEY'RE HERE TO ENFORCE, MAKE SURE THE RULES, UH, THE CODE ARE ENFORCED, THE BUILDING AND SAFETY, OR ARE THEY HERE TO PUNISH ISSUE TICKETS? SO THERE'S A BALANCE, THERE'S A FINE LINE. WE REALLY NEED TO WALK AND HAVE THESE INDIVIDUALS, UH, EDUCATE PEOPLE. SAFETY NUMBER ONE, BY ALL MEANS. BUT AT THE SAME TIME, LET'S DO THE RIGHT THING FOR THE CITIZEN. WHEN PEOPLE COME UP AND THEY'RE, SAY THEY'RE HANDICAPPED, ARE YOU ISSUING A FOUR, $500 TICKET? THE CODE ENFORCEMENT IS DOING THAT. AND WE'RE GIVING THIS NOTION TO THE RESIDENT THAT, HEY, WE'RE OUT HERE TO GIVE TICKETS TO MAKE UP FOR THEIR SALARIES. IT'S NOT THE RIGHT TONE, UH, SET FOR THE RESIDENTS. SO, YOU KNOW, I JUST FELT COMPELLED AFTER THAT LAST BOARD MEETING, AND I APPRECIATE THE TIME. THANK YOU SO MUCH, COREY WARSAW. GOOD EVENING, MR. MAYR AND COUNCIL MEMBERS. UH, IT'S GOOD TO SEE YOU. I HAVEN'T BEEN HERE IN, GEE, I THINK IT'S FIVE. NO, NO MORE. YEAH. THANK YOU. UH, THE REASON WHY I'M HERE TONIGHT IS TO TALK ABOUT CLEANUP SATURDAYS BECAUSE OF C THE CITY COUNCIL AND ATHENS CURBED. THE, UM, SATURDAY CLEANUPS OUR ANNUAL, UH, SATURDAY CLEANUPS, AND IT'S BEEN THREE OVER THREE YEARS. I THINK THE LAST ONE THAT WE HAD WAS THE BEGINNING OF OCTOBER OF 2019. AND I'M ASKING THE CITY COUNCIL TO START CLEANUP SATURDAYS. IT'S BEEN PART OF OUR CONTRACT FOR YEARS AND YEARS. UM, THE LAST, UH, TIME I COULD FIND SOME INFORMATION THAT I HAD ON IT. UH, IT WAS FROM OUR AMENDED AND RE, UH, STATED AGREEMENT DATED MAY OF 1999, SECTION 5.6 ANNUAL CLEANUP CAMPAIGN. AND IT STATES DURING ONE PARTICULAR WEEK OR LONGER PERIOD, AS MAYBE DESIGNATED BY THE CITY COUNCIL AND AGREED TO BY THE CONTRACTOR OF EACH CALENDAR YEAR OF THE TERM OF THIS AGREEMENT. WHEN SUCH IS DECLARED BY THE CITY TO BE PART OF AN ANNUAL CLEANUP CAMPAIGN, THE CONTRACTOR SHALL ON THE REGULAR PICKUP DAY FOR EACH AREA DURING SUCH PERIOD, PICK UP AND REMOVE FROM RESIDENTIAL CUSTOMERS ITEMS SUCH AS, BUT NOT LIMITED TO THE FOLLOWING ITEMS AND OTHER ITEMS OF SIMILAR NATURE AT NO COST TO THE CUSTOMER. IT INCLUDES FURNITURE, CHAIRS, SOFAS, MATTRESSES, RUGS, ET CETERA, APPLIANCES, WASHERS, DRYERS, WATER HEATERS, PLUMBING FIXTURES, REFRIGERATORS, TVS, [00:10:01] SMALL HOUSEHOLD APPLIANCES, AND OTHER SIMILAR ITEMS, RESIDENTIAL WOOD WASTE, TREE BRANCHES, SCRAP WOOD, ET CETERA. MATERIALS TO BE COLLECTED, HOUSE SPECIFICALLY EXCLUDE ALL AUTO PARTS AND BODIES, ROCKS. SO CONCRETE AND SIMILAR MATERIALS. SO I WOULD LIKE TO GET THIS STARTED AS SOON AS POSSIBLE. SO I'M ASKING THE CITY COUNCIL TO ONCE, UH, AGAIN, TO START, UH, DECLARING CLEANUP SATURDAY CAMPAIGN. THANK YOU. ANY MORE SPEAKERS? NO MORE SPEAKER CARDS. MAYOR. OH, BILL ROBINSON. UP TO, UP TO THE MIC, PLEASE. LOOKS LIKE TWO MORE. UH, LAST MEETING, I WAS, UH, I WAS SPEAKING ABOUT THE SUPERNATIONAL DEEP STATE, UH, CORPORATIONS THAT ARE, UH, CON CONTROLLING OUR, OUR POLITICS THROUGH THEIR FINANCIAL CLOUT. I SHOULD ALSO MENTION GEORGE SOROS, UH, FUNDED COUNTY DAS, INCLUDING THE LOCAL BOY, UH, GEORGE GASCON, WHO, WHO WAS PLACED IN OFFICE, UH, BY THE VA CULT TO ALLOW CRIME TO RUN THROUGH, UH, RUN RAMPANT THROUGH NON PROSECUTION AND RELEASING THE VIOLENT FROM JAIL. THE FEDERAL RESPONSE TO THE DEAD DEADLY OPIOID CRISIS HAS BEEN TO PROVIDE PIPES FOR HOMELESS AND IMPOVERISHED AMERICANS TO SMOKE, CRACK AND SHOOT UP FENTANYL IN THE OPEN WHILE OUR INTER, WHILE OUR INTERNATIONAL BORDERS ARE, UH, WIDE OPEN TO INVASION BY DRUG TRAFFICKERS. UH, THIS ITEMS BEING, BEING DISCUSSED IN THE GOVERNOR'S RACE IN ARIZONA. THEY JUST, ARIZONA, IT FEELS LIKE THEY'RE, THEY'RE BEING INVADED AND WE'RE WORRYING ABOUT THE UKRAINE AND NOT ARIZONA. THAT'S, THAT'S, THAT'S ARIZONA. BUT, UH, ANYWAY, UH, I WAS ALSO TALKING ABOUT LARRY FINK, UH, C CEO OF BLACKROCK, THE WORLD'S LARGEST ASSET MANAGEMENT COMPANY. HE AND HIS FRIENDS AT, UH, AT, UH, VANGUARD FIDELITY STATE STREET INVESTMENTS. THEY CONTROL ASSETS IN THE RANGE OF, UH, 28 TRILLION WITH A T TRILLION DOLLARS. YOU, YOU DON'T THINK THAT KIND OF FINANCIAL CLOUT COMES WITH A LITTLE BIT OF INFLUENCE OVER OUR TWO POLITICAL PARTIES. UH, ANYWAY, UH, UH, LARRY'S ALSO, UH, UH, ON THE, UH, COUNCIL FOR OF, OF FOREIGN RELATIONS AND, UH, CONNECTED WELL WITH THE WORLD ECONOMIC FORUM WHO SAYS THAT, UH, SOMEDAY WE'LL OWN NOTHING AND BE HAPPY, UM, THAT THEY PLAN TO STOP PRIVATE O OWNERSHIP OF HOMES. THEY'RE BUYING UP A RESIDENTIAL HOUSING, THEY ALWAYS OWN HUNDREDS OF THOUSANDS OF HOMES, TURNS EVERYBODY INTO A RENTER. SO, UH, YOUNG PEOPLE CAN'T, UH, FOLLOW THEIR DREAM AND OWN THEIR OWN HOME. UH, SO, UH, ANYWAY, THE WORLD ECONOMIC FORM I WAS TALKING ABOUT, UH, IN THE COUNCIL OF FOREIGN RELATIONS, UH, THESE, UH, POWER PLAYERS, UH, ARE WIDELY INFLUENTIAL AND, AND THEY CONTROL THE, THE, THE, THE FASCIST SYSTEM OF COR CORPORATE CONTROL THAT WE LIVE UNDER. I MEAN, THIS IS A, THIS ISN'T A PURE PUBLIC, A PURE DEMOCRACY. THIS IS, THIS IS A CORPORATE CONTROLLED FASCISM. ANYWAY, BLACKROCK, UH, UH, UH, AND THOSE OTHER COUNTRY COMPANIES I'VE MENTIONED ARE, ARE PRINCIPLES SHAREHOLDERS IN THE FAKE VACCINE, UH, MAKERS PFIZER, MODERNA, AND JOHNSON AND JOHNSON. AND THEY'RE BENEFITING FROM THE, UH, SOARING PROFITS, UH, UH, THEY'RE GAINING FROM THE COVID ERA. UH, THESE OWNERSHIP STAKES, UH, ARE ALSO DEVELOPING POLICIES OF VACCINE PASSPORTS, NATIONAL IDENTITY CARDS, AND A CASHLESS ECONOMY. IN OTHER WORDS, UH, THERE THERE'LL BE NO CASH. AND, AND IF THE GOVERNMENT CONTROLS YOUR, UH, YOUR BANKING ACCOUNTS, UH, THEY PRETTY MUCH CONTROL YOU. UH, WHEN THE SUPREME [00:15:01] COURT QUASHED, UH, SLEEPY JOE'S FAKE, UH, VACCINE MANDATES ON PRIVATE COMPANIES, UH, THESE, UH, THESE BLACKROCK CONTROLLED COMPANIES, INCLUDING NETFLIX, NIKE, VERIZON, TWITTER, FACEBOOK, UH, AND GIANTS SUCH AS GOOGLE, MICROSOFT, INTEL, AND ALL OF OUR MEDIA, UH, ALL OF OUR MEDIA IS, IS, UH, MONOPOLY CONTROLLED AS WELL. THAT'S WHY THERE'S ONLY ONE APPROVED, UH, GOVERNMENT NARRATIVE. AND, AND EVERYBODY WHO DEVIATES FROM THAT NARRATIVE ARE IN TROUBLE, ESPECIALLY IF THEY HAVE A, A, A DIGITAL, A BANK ACCOUNT. UM, THE, THE, UM, THE ELECTED OFFICIALS, UH, YOU BILL JOHN SHOEMAKER, JOHN SHOEMAKER, TIME FLIES WHEN YOU'RE HAVING FUN. THANK YOU. AT THE LAST MEETING I BROUGHT UP SOMETHING ABOUT OUR FUTURE PENSION OBLIGATIONS, HOW WE'RE RATED NUMBER ONE IN THE STATE. AND THAT DOESN'T MEAN IT'S GOOD, IT MEANS IT'S HORRIBLY BAD. AND I MADE THE REMARK THAT IT WAS $405 MILLION AND I WENT BACK AND STARTED LOOKING AT SOME NUMBERS AND I'M NOT SURE IF THAT'S NUMBER WAS ACCURATE. AND THE REASON I'M NOT SURE THAT NUMBER WAS ACCURATE IS, AND HOPEFULLY SOMEBODY FROM FINANCE OR THE CITY MANAGER ANSWER, DOES THAT INCLUDE THE $204 MILLION? WE, WE, UM, BONDS THAT WE PUT OUR STREETS UP AS COLLATERAL? OR IS THAT JUST PURE WHAT CALPERS IS GOING TO WANT? BECAUSE IT MAKES A BIG DIFFERENCE BETWEEN 405,000,600 $9 MILLION BE OWED, YOU KNOW, FOR THOSE, UH, FOR THOSE THINGS. ALSO, UM, GOING THROUGH SOME OF THE DETAILS AND THANKS FOR THE CITY, FOR PUTTING THE, THE WEBSITE OUT, UH, FOR IT, IS THAT WHEN IT COMES TO OTHER, I THINK, UH, PENSION AND EMPLOYEE BENEFITS, WE'RE ALSO NUMBER ONE IN THE STATE IN, IN BEING THE WORST. YOU KNOW, WHILE YOU GUYS ARE RUNNING AROUND PATTING YOURSELVES ON THE BACK, YOU KNOW, THERE'S A BIG TIME BOMB OUT THERE. YOU KNOW, THAT'S, THAT'S GOING ON, YOU KNOW, THE HUNDREDS OF MILLIONS OF DOLLARS THAT ARE OWED. AND INSTEAD OF DOING SOMETHING NOW, UH, I HAVEN'T SEEN ANYTHING ABOUT, UH, YOU KNOW, THE STATE SAID THAT WHAT WE'RE PAYING ON, ON UH, PENSIONS IS GOING FROM 18 TO $28 MILLION IN THE NEXT FEW YEARS. YOU KNOW, SO I GUESS MAYBE YOU'RE HOPING, WELL, YOU KNOW, IF BY SOME CHANCE SOME OF YOU STILL ARE ON CONSOLE, THAT'S GONNA COME UP. CUZ THERE'S TALKING ABOUT BETWEEN NOW AND I BELIEVE 27 OR 28 THAT, UH, SO, AND IT'S NOT GOING UP IN 28, BUT EVERY, EVERY YEAR IT'S GOING UP. SO I WAS JUST WONDERING IF WE COULD GET SOME, UH, CLARIFICATION TO SEE IF WE SHOULD BE PATTING OURSELVES ON THE BACK OR LOOKING AT IT AND SAYING, YOU KNOW, WE, WE, WE HAVE A PROBLEM, WE NEED TO DO SOMETHING. YOU KNOW, THE OTHER THING THAT I FIND INTERESTING IS IF I GO BACK IN TIME TO 2016 AND I LOOK AT THE NUMBER OF OFFICERS WE HAVE ON THE STREETS AND I GO TO TODAY, IT'S THE SAME NUMBER YET DIFFERENT PEOPLE RUNNING FOR OFFICE OR, UH, ARE SAYING HOW WE'VE INCREASED PUBLIC SAFETY. WELL, I DON'T KNOW HOW YOU INCREASE. WELL YOU'RE RIGHT, YOU HAVE INCREASED THE EXPENSE FOR PUBLIC SAFETY CUZ IT'S GONE UP APPROXIMATELY 25%. BUT WE STILL HAVE THE SAME NUMBER OF PEOPLE. SO I GUESS YOU'RE RIGHT. YOU KNOW, AND WHEN THINGS COME OUT THAT SAY CERTAIN MEMBERS OF THE COUNCIL ARE FOR PUBLIC SAFETY, THAT'S TRUE. WHEN YOU LOOK AT THE AMOUNT OF MONEY THAT'S BEING SPENT, THEY'RE FOR PUBLIC SAFETY. THE ONLY PROBLEM IS THEY'RE NOT FOR THE PUBLIC'S SAFETY, WHICH IS A BIG DIFFERENCE. YOU KNOW, WHEN WHEN I SEE 25% INCREASES, I KIND OF WONDER WHEN SHOULD THERE BE SOME EXTRA, A COUPLE PEOPLE, A COUPLE MORE PEOPLE. SO IF YOU COULD, UH, YOU KNOW, LET ME KNOW WHETHER IT'S, UH, THAT 405 MILLION INCLUDES THE 204 THAT WE BORROWED. CAUSE THAT MEANS WE OWE 609 MILLION IN FUTURE OBLIGATIONS. ACTUALLY, IT'S PROBABLY A LITTLE BIT MORE BECAUSE OF THE INTEREST THAT WE'RE PAYING ON IT ALSO. LIKE, WHAT WAS IT? UH, YOU KNOW, WE'RE PAYING WHAT RIGHT NOW, ABOUT FOUR, ABOUT $7 MILLION A YEAR ON INTEREST ON THAT 200 MILLION. YOU KNOW, AND I KNOW YOU SAY, WELL, WE'RE PAYING CALPERS LESS OR MORE. WELL, WE REALLY WEREN'T PAYING CALPERS. [00:20:02] YOU KNOW, IT'S, IT'S LIKE IF YOU GO OUT AND I UNDERSTAND AN ART HISTORY MAJOR MIGHT NOT UNDERSTAND THIS ASPECT OF FINANCE. IF I GO BORROW FROM MY 401K AND THEY CHARGE ME INTEREST, I'M PAYING MYSELF THAT INTEREST. SO IT BENEFITS ME IF I BORROW ON MY HOUSE, I'M PAYING A THIRD PARTY. THAT INTEREST, THERE'S A BIG DIFFERENCE BETWEEN THE TWO. SO WHAT ENDS UP HAPPENING IS WE'RE PAYING $7 MILLION A YEAR ON INTEREST TO A THIRD PARTY THAT WE DON'T NECESSARILY RECEIVE ANY BENEFIT FROM. AND WHEN THE PAY INCREASES OCCURRED, WAS THERE AN ANALYSIS OF WHAT THE IMPACT WAS ON THE PENSION OBLIGATIONS? BECAUSE OFFICERS WHO ARE COMING UP TO RETIREMENT AREN'T PAYING A WHOLE LOT INTO IT. YOU KNOW, THEY'RE NOT PAYING THAT EXTRA AMOUNT. SO MAYBE IT'LL PAY OFF IN 30 YEARS, YOU KNOW, BUT QUITE A FEW OF US PROBABLY WON'T BE HERE IN 30 YEARS, YOU KNOW, SO WE'LL SEE WHAT HAPPENS. THANK YOU. NO FURTHER. SPEAKER SLIPS, MAYOR. THANK YOU. AND CITY MANAGER, WOULD YOU PLEASE RESPOND TO PUBLIC COMMENT CONCERNS? GOOD EVENING, MAYOR. CITY COUNCIL'S, MEMBERS OF THE PUBLIC. I'D LIKE TO THANK THE SPEAKERS TAKING THE TIME TO COME OUT TONIGHT. UM, MR. SOTA WANTED TO OFFER SOME SUGGESTIONS ABOUT THE WAY IN WHICH WE MANAGE, UM, OUR CODE ENFORCEMENT PROGRAM. WE REALLY FOCUS FIRST AND, AND HARDEST ON VOLUNTARY COMPLIANCE. WE MAKE EVERY EFFORT TO DO WHAT LEADS TO, UM, TO SAFETY AND TO COMMUNITY CODE COMPLIANCE THROUGH EDUCATION. A COUPLE OF EXAMPLES WERE CITED AT THE LAST MEETING OF PEOPLE WHO HAD GOTTEN SOME, UM, FINES. AS IT TURNED OUT, I LOOKED INTO THOSE AND UM, THOSE PEOPLE HAD GOTTEN PROGRESSIVELY STERNER LETTERS FROM US THREE TIMES. SO IF YOU GOT A FINE FROM CODE ENFORCEMENT, YOU'D HAD TO BE MAYBE DISMISSING THE LETTERS THAT CAME IN THE MAILBOX. AND, AND I KNOW OUR TEAM WORKS VERY HARD TO GET VOLUNTARY COMPLIANCE WHEREVER THEY HAND. THE, THE MAJOR GOAL IS ALWAYS, IS ALWAYS SAFETY. UM, FORMER MAYOR WARSHAW CITY MANAGER. BEFORE YOU CONTINUE, LET ME INTERRUPT THERE. ANOTHER COMMENT I'D LIKE TO MAKE ABOUT ENFORCEMENT. WE WERE HANDED PHOTOS THAT PURPORT TO SHOW WIN WINDSHIELD, UM, WITH TINT. THAT IS NOT THE CASE HERE. IT'S, UM, OBVIOUS THAT IT'S NOT A TINTED WINDSHIELD BECAUSE, UM, ALSO WHAT WE WERE HANDED IS, IS A CALIFORNIA VEHICLE CODE THAT STATES THAT WINDSHIELDS CAN'T BE TINTED, BUT IT'S, IT'S NOT TINTED. SO I JUST WANTED TO PUT THAT ON THE RECORD. THANK YOU. CONTINUE, PLEASE. THANK YOU FOR THAT. I, I HADN'T SEEN THOSE PICTURES, BUT I'LL, I'LL FOLLOW UP AS WELL. UM, FORMER WARSAW, UM, REQUESTED, UM, SOME MORE EMPHASIS ON CLEANUP. SATURDAYS, THE CITY'S FRANCHISE AGREEMENT WITH ATHENS, UM, PROVIDES A NUMBER OF THOSE BENEFITS CONTINUALLY. SO ANY OF US WHO ARE ATHENS CUSTOMERS IN WEST COVENA CAN ARRANGE FOR A BULKY ITEM PICKUP EVERY SINGLE WEEK. IF WE WANTED TO GET RID OF ANY OF THOSE ITEMS THAT WAS MENTIONED, YOU COULDN'T DO THE HAZARDOUS, BUT YOU COULD DO ANY NUMBER OF THINGS, REFRIGERATORS AND COUCHES AND WOOD AND ALL OF THAT JUST BY EITHER CALLING OR GOING ONLINE AND MAKING ARRANGEMENTS FOR IT. BUT I WILL FOLLOW UP WITH THE FORMER MAYOR AND ALSO WITH THE ATHENS REPRESENTATIVE TO SEE IF WE CAN'T MARKET THAT. AND IF WE COULD MAKE SOME EMPHASIS ON A, ON A COMMUNITYWIDE SATURDAY CLEANUP, IT'S ALWAYS A, A GOOD GOAL. OKAY. AND DO YOU HAVE A COMMENT ABOUT THAT? SO I THINK, UH, THE FORMER MAYORS, UM, TALKING ABOUT THE, UM, WHEN IT WAS LIKE A SPRING TIME WHERE WE WERE ABLE TO PUT AS MANY ITEMS OUT, I KNOW I REALLY ENJOYED THAT WHEN WE'RE CLEANING OUT THE GARAGE. I MEAN, THE FIVE A DAY IS, IS GREAT, UH, BUT TO BE ABLE TO DO IT ALL AT ONE. SO ARE ARE YOU SAYING THAT ISN'T, UM, PART OF WHAT WE'RE ABLE TO DO ANYMORE? WELL, WE'RE ABLE TO PUT UP THOSE ITEMS EVERY SINGLE WEEK. NO, I, THERE'S AN INTEREST IN DOING WHAT YOU'RE SUGGESTING. I'M HAPPY TO EXPLORE THAT WITH ATHENS AS WELL. I'M GONNA GET BACK TO, OKAY, SO THAT SERVICE, I, I DON'T KNOW IF THAT CHANGED THE LAST TIME THAT HAPPENS AND I DON'T BELIEVE IT CHANGED. I DON'T BELIEVE THAT ASPECT OF THE FRANCHISE CHANGED. UH, GO AHEAD. GO AHEAD. THANK YOU, MAYOR. UH, SO THERE'S, UH, TWO ASPECTS TO THAT. UH, I DO REMEMBER, I ACTUALLY DO ENJOY THE ANNUAL CLEANUP BECAUSE IT FORCES YOU TO GET, THERE'S A DEADLINE AND SO IT, IT MAKES YOU DO THE CLEAN UP. BUT I DO UNDERSTAND THAT IT WAS ALSO A SITUATION ABOUT ALL THE HAZARDOUS WASTE CUZ OUR MAINTENANCE HAD TO COME IN AFTERWARDS. UH, THEY WERE, UH, SOME RESIDENTS WERE PUTTING THINGS THAT WEREN'T PROPER [00:25:01] AND IT WOULD LEAK AND EVERYTHING. SO I UNDERSTAND THAT MAINTENANCE HAD TO BE INVOLVED ON THAT. BUT NEVERTHELESS, I THINK I DID REMEMBER STATING THAT WE WANTED TO CONTINUE TO SEE THAT AS AN ANNUAL BASIS. UM, SO YES, ON THAT PART, BUT AS FOR THE SATURDAY, I'M NOT SURE IF YOU ALSO MENTIONED COMMUNITY CLEANUP WITH THE NON-PROFIT ORGANIZATIONS AND THE ORGANIZATIONS ON THAT. BECAUSE ACTUALLY, WHEN I WAS A COMMISSIONER, UH, PRIOR TO COUNCIL, WE HAD THAT ANNUAL CLEANUP ON A SATURDAY, AND MY CHURCH AND I CAME FULL FORCE, DID THE WHOLE, UH, CORTEZ CAMERON, UM, AND DIFFERENT ORGANIZATIONS WENT TO DIFFERENT LOCATIONS AND THEY JUST DID A FULL FORCE CLEANUP. UM, BUT THEN WE HAD THAT SEMI, JUST THE SMALL ONCE A MONTH SATURDAY CLEANUP WITH DIFFERENT ORGANIZATIONS TO DO THAT. SO I'M NOT SURE IF THAT'S ALSO WHAT YOU'RE MEN IMPLYING OR MENTIONING, BUT JUST WANTED TO BRING THOSE TWO ASPECTS OUT. THANK YOU. THANK YOU. AND COUNCILMAN WOO. OKAY. THANK YOU MR. MAYOR. I, I REMEMBERED, UH, I THINK THAT THE REASON THEY CANCEL IS FROM PREVIOUS CD MANAGERS, CHRIS FREELAND TALKING ABOUT, AND OH, NICOLE TALKING ABOUT THE TRASH COMING OUT. THEY HAVE A SANITATION ISSUE. I'M KIND OF DISAGREE, BUT I THINK THAT IS WHAT THE EXCUSES IS. BUT I THINK OKAY, IF THE SPRING OKAY, CLEAN OUT OKAY. IS SO POPULAR. I, I THINK IF ON THE CONTRACT WE SHOULD BRING IT BACK OR I, I DON'T THINK WE HAVE ANY ISSUE. OKAY. AND, UH, TO REQUEST THE EARTH AND THE, THE REASON I THINK LAST TIME GARY WAS HERE TALKING ABOUT, UH, WE, I THINK WE TALK ABOUT THIS ISSUE TOO, AND HE, HE, HE SAY, WELL, UH, ANYTIME YOU CALL, THEY WILL PICK UP ANY BIG ITEM. SO REALLY NO POINT OKAY. TO BRING A SPRING CLEAN, CLEAN UP OKAY. WITH ONE DAY. SO AGAIN, THIS IS, UH, CHOOSING, MAYBE WE CAN DO BOTH. OKAY. WE CAN DO, UH, WE CAN DO A SCREEN, A SCREEN CLEAN UP WITH A BIG ONE, AND THEN IF PEOPLE STILL WANT TO OKAY. AND GET THEIR BIG ITEM, MY NEIGHBORS ALWAYS A BIG IT. OKAY? SO HOLD, THROW A LOT OF TRASH OUT AND NEXT TO THEIR TRASH CAN AND THEREFORE ATHE TO PICK IT UP. SO I THINK OKAY. IN THAT WAY, MAYBE WE CAN TALK TO AND MAYBE DO BOTH. OKAY. AND THERE SEEMS A BIG ITEM TO PICK UP TIME. OKAY. AND THE SECOND THING IS A SPRING MAJOR CLEANUP. SO HAVE PEOPLE TO CLEAN UP THEIR GARAGE THROUGH THE CHAIR. I HEAR YOU ALL AND LOUD AND CLEAR, AND I'LL SEE IF WE CAN DO BOTH. I'M MEETING QUITE MORE OFTEN NOW WITH ATHENS AROUND THE SB 1 30 83, AND I'LL SHORTLY BE BRINGING TO YOU A, AN AMENDMENT THAT'LL ALLOW US TO IMPLEMENT THAT. BUT I'LL BRING THIS UP AT THE NEXT TIME I SEE THEM AND I'LL BE, UM, EMAILING THEM AFTER THE MEETING TONIGHT. SO, WE'LL, WE'LL FOLLOW UP ON THAT PIECE. THANK YOU. UM, MR. ROBINSON TALKED ABOUT A NUMBER OF INTERNATIONAL ISSUES, UM, AND I'M ALWAYS INTERESTED IN WHAT HE HAS TO SAY. I'M NOT SURE IN TERMS OF LOCAL ISSUES, HE, UM, HAD ANY TONIGHT, BUT I, I'M GLAD HE COMES. UM, I GOT A, A NUMBER FOR MR. SHOEMAKER FROM OUR FINANCE DIRECTOR. OUR OPEP BALANCE AT JUNE 30TH, 2021, WHICH WAS A 2020 MEASUREMENT DATE WAS 76 MILLION, $70,626. I'M HAPPY TO SUPPLY ANY OF THAT DATA FROM THE CITY'S AUDITED FINANCIALS, UM, UPON REQUEST, UM, AT ANY TIME. I THINK THAT'S ALL I'VE GOT THIS EVENING IN RESPONSE TO COMMENTS. THANK YOU, CITY MANAGER AND, UM, HERE, UH, LOPEZ YADO, COUNCILWOMAN, UH, THE, UH, CODE ENFORCEMENT. I KNOW, UM, AS SOME PEOPLE ARE COMING IN AND SOMETIMES YOU HEAR FALSE STATEMENTS THAT IS NOT THE FULL PICTURE, $500 FINE. THEY SWEAR THAT THEY MAKE OUR CODE ENFORCEMENT SEEM LIKE THIS, UH, AS I MENTIONED BEFORE, AND, AND THIS, UM, MEANS A LOT TO ME BECAUSE WHEN I CAMPAIGNED FOUR YEARS AGO, THAT WAS THE BIGGEST THING. MAJORITY OF OUR RESIDENTS, AT LEAST PRIMARILY IN MY DISTRICT, HAD ISSUES OF, UH, CODE ENFORCEMENT, I SORES, THINGS NOT DONE RIGHT. UM, THEIR NEIGHBORS ARE BUILDING THINGS THAT ARE OVER ENCROACHING THEIR AREAS FOR A VARIETY OF DIFFERENT REASONS. UH, CODE ENFORCEMENT DOES KEEP THE CITY SAFE, CLEAN, AND, UM, BEAUTIFUL. THE CITATIONS THAT ARE GIVEN, IT'S NOT AN AUTOMATIC FINE AS PEOPLE ASSUME OR THINK I'VE RECEIVED ONE AS WELL AS MY NEIGHBORS, NO PROBLEM. SIMPLE FIX TOOK CARE OF IT. I UNDERSTAND THE ONES THAT FINALLY DO GET FINE, AS YOU MENTIONED, IT'S, THEY IGNORED IT, THEY DIDN'T CARE. THEY CONTINUE TO JUST DO THAT. SO THEY ARE, UH, CODE ENFORCEMENT DOES TRY TO GET THE VOLUNTARY COMPLIANCE TO KEEP THE CITY CLEAN, SAFE AND BEAUTIFUL. BUT THAT BEING SAID, UM, I KNOW WE'RE NOT HERE TO GO AND CHARGE AND MAKE MONEY AND COVER THE CODE ENFORCEMENT BECAUSE PERMITS DID INCREASE. AND THAT IS THANKS TO CODE ENFORCEMENT, BUT THEY DON'T SEE THAT PART OF THE REVENUE WHEN THEY HAVE TO, [00:30:01] UH, ALL THESE, UH, ILLEGAL BUILDING. UM, THEY'RE THE ONES WHO KIND OF TAKE CARE OF IT, LIKE I SAID, WHEREAS NEIGHBORS ARE, THEY'RE ENCROACHING AND ALL THAT. BUT IF, UH, SINCE THIS IS A SECOND TIME THAT I'M HEARING THIS, I WOULD LIKE TO HAVE A PRESENTATION OF CODE ENFORCEMENT TO COME IN HERE BECAUSE I'D LIKE TO SEE THE NUMBERS. I KNOW THAT THERE'S A LOT OF CODE ENFORCEMENT SITE, WELL CITATIONS, BUT I COULD ALMOST GUARANTEE THAT NOT ALL OF 'EM ARE FEES THAT WERE COLLECTED AND FINED. I'M PRETTY SURE THAT THEY HAD A LOT OF HIGH VOLUNTARY COMPLIANCE, BUT IF THE RESIDENTS WANNA SEE THOSE NUMBERS, YOU KNOW, IF WE CAN EITHER GET A REPORT ON THAT OR WE CAN HAVE A PRESENTATION ON THAT AND WHATEVER OTHER QUESTIONS THAT ARE COMING TO PASS, WE CAN HAVE OUR CODE ENFORCEMENT ANSWER THOSE QUESTIONS. SO I JUST WANTED TO BRING THAT UP. SO CERTAINLY THROUGH THE CHAIR, I KNOW WE'VE HAD OUR CODE ENFORCEMENT MANAGER GIVE A UPDATE TO THE COUNCIL, AND THAT WAS FABULOUS. RESIDENTS, WERE HAPPY. DO THAT AGAIN. I'LL GET IT SCHEDULED. AND SO FOR THOSE WHO DIDN'T WATCH THE PRESENTATION, FEEL FREE TO GO TO THE COUNCIL MEETING, REWIND IT AND WATCH IT BECAUSE THAT WAS A DETAILED PRESENTATION THAT ACTUALLY I EVEN POSTED AND FORWARD IT AND RESIDENTS WERE REALLY HAPPY TO SEE THOSE NUMBERS, TO SEE, UM, ALL THAT INFORMATION. SO THANK YOU. THANK YOU. AND COUNCILMAN WOO. YEAH, I, I WANT TO FOLLOW UP. OKAY, COUNCILWOMAN. OKAY. WE, REGARDING HYPER PRESENTATION, I THINK YES, A LOT OF THE TIME IT'S VERY ONE SIDE AND THE BUYER RECEIVE A LOT OF PICTURES, OKAY. REGARDING THE, THE POOL. OKAY. BASICALLY SALT GREEN WITH POTENTIAL IN MOSQUITO, THIS AND THAT. SO, AND THE REINFORCEMENT REALLY FOR A LOT OF THE TIME, SANITATION AND THE BUILDING INSPECTION, OKAY? THEY NEED ILLEGAL ADDITION. WE HAVE A COUPLE PICTURES, SO MAYBE YES, I, I STRONGLY SUPPORT. WE SHOULD HAVE, UH, OUR CO ENFORCEMENT MANAGER TO DO SOME PRESENTATION AND TELL US, OKAY, WE, FOR EXAMPLE, TO TALK ABOUT TRASH CAN. SO TALK ABOUT TRASH CAN, HOW MUCH IS THE FINE? AND, UH, HOW, WHAT KIND OF, UH, OKAY. METHOD. OKAY. THEY WANT TO HELP THE PERSON. IF THIS SENIOR, CAN WE HAVE THE SENIOR PUT THE TRASH CAN INSIDE? SO RATHER THAN SAY WE ARE GOING TO FIND THEM RIGHT AWAY, SO MAYBE MILAN CAN GIVE US A, HIS SIDE OF STORY OKAY. ABOUT HOW IS OR MAYBE EVEN BRING THE STAFF INTO THE CITY OKAY? AND PUT THE CITY COUNCIL MEETING TO INTRODUCE TO HER, BECAUSE I DON'T KNOW WHO IS THE INSPECTOR, SO MAYBE WE CAN KNOW WHO, WHO ARE THEY? AND THEY ARE WORKING FOR US, AND SURE, THEY WILL TELL US, OKAY, WHICH DISTRICT THEY SERVICE, JUST LIKE OUR POLICE OFFICER. AND WHAT THEY, THE, THE, THE, THE MISSION IS TRY TO HELP TO CLEAN UP NOT ONLY THE RESIDENT, BUT ALSO THE CITY, THE CITY OF OTHER ISSUE. MAYBE THEY CAN HELP US TO CLEAN UP THE CT TOO. SO IN THE BOTH WAY. SO I THINK THAT'S VERY IMPORTANT FOR OUR CO ENFORCE MANAGER COME OVER HERE, GIVE A PRESENTATION. I THINK IT'S A VERY GOOD IDEA. DO IT AGAIN. CAN DO IT. YEAH. THANK YOU. WE'LL DO SO NOW. CONTINUE PLEASE, DAVID. UH, [CITY MANAGER'S REPORT ] IF I MAY, I'LL SEGUE RIGHT INTO THE CITY MANAGER'S REPORT. I CAN BE VERY BRIEF ON THIS TONIGHT. THANK YOU. JUST A COUPLE OF ITEMS TO SHARE. UM, I JUST WANTED TO MENTION THE, THE FESTIVAL OF FRIGHTS. WE'RE, WE'RE STANDING UP A LOT OF COMMUNITY EVENTS. NOW WE'VE GOT SOME MORE ON THE SCHEDULE FOR THE REMAINDER OF THIS CALENDAR YEAR. THIS ONE WAS A REAL BRIGHT SPOT. I THINK ALL OF YOU HAD OPPORTUNITY TO ATTEND AND, AND SEE IT. I'M REALLY THANKFUL FOR THE NUMBER OF RESIDENTS THAT CAME OUT. AND I HEARD NOTHING BUT, BUT POSITIVE REPORTS. SO THANK YOU TO THE RESIDENTS WHO MADE THIS EVENT A SUCCESS. AND THANK YOU TO OUR STAFF FOR ALL THE GOOD WORK THAT MADE THIS, UM, DAY POSSIBLE. IT WAS REALLY, REALLY FUN. WANTED TO MENTION OUR VETERANS DAY CELEBRATION. UM, NOVEMBER THE 11TH AT 11:00 AM RIGHT HERE AT THE CIVIC CENTER. UM, WE ENCOURAGE OUR VETERANS TO COME. THERE'S SOME SPECIAL THINGS PLANNED THIS YEAR, INCLUDING A LUNCH. SO WE HOPE PEOPLE WILL, UM, FIND THE TIME TO JOIN US FOR THAT ON NOVEMBER THE 11TH. LET IT SNOW IN WEST CO. WE HAD THE FIRST ONE OF THESE LAST YEAR RIGHT HERE AT THE CIVIC CENTER.
