PEOPLE THINK THAT MASS SHOOTINGS ARE THE MAIN CAUSE OF GUN VIOLENCE ON CHILDREN BECAUSE MASS SHOOTINGS ARE WIDELY PUBLICIZED AFTER AN INCIDENT WITH MANY HORRIFIC PICTURES AND ARTICLES ALL OVER THE NEWS MEDIA. AND THOSE REPORTS TALK ON OUR HEARTS. SO WE NEVER FORGET, BUT 90% OF SHOOTINGS ARE NOT FROM MASS SHOOTINGS, SHOCKINGLY AND TWO THIRDS OF ALL GUN DEATHS ARE DUE TO SUICIDE. THESE ARE SCARY NUMBERS. I KNOW, BUT THERE'S, ISN'T ONE ANSWER TO THIS PROBLEM OF GUN VIOLENCE IN THE UNITED STATES OF AMERICA, BUT REQUIRING BETTER SAFE GUN STORAGE LAWS WOULD BE ONE STEP IN THE RIGHT DIRECTION FOR CHILDREN. PARENTS THINK THAT HIDING A GUN IS SUFFICIENT, BUT CHILDREN FIND THOSE HIDDEN GUNS AND EITHER SHOOT THEIR BEST FRIEND A SIBLING, OR WHEN THEY'RE TEENAGERS. UNFORTUNATELY THERE'S VERY HIGH SUICIDE FOR TEENAGERS. SO TEENS HAVE ALSO BEEN PROVEN TO SOMETIMES USE UNSECURED FIREARMS OBTAINED FROM THEIR OWN HOME OR RELATIVE'S HOME FOR MASS SHOOTINGS. I KNOW THIS IS ALL KIND OF A BUMMER STUFF AND I'M SORRY ABOUT THAT, BUT IT'S, THESE ARE THE FACTS. SO RESEARCH SHOWS THAT KEEPING GUNS SECURED, UH, DOES NOT HINDER SELF PROTECTION AND AGAIN CAN BE ACCESSED WITHIN SECONDS, BUT IT DOES PREVENT UNINTENTIONAL DEATHS OF CHILDREN, TEEN SUICIDE, IN SOME CASES, MASS SHOOTINGS AND DOMESTIC VIOLENCE, STORING FIREARMS IN A SECURELY LOCKED CONTAINER CAN ALSO PREVENT GUNS FROM BEING EASILY STOLEN IN A HOME ROBBERY. SOME PEOPLE ARE UNDER THE IMPRESSION THAT THE CALIFORNIA PENAL CODE 25, 100 ALREADY ADDRESSES THIS ISSUE. IT DOES ADDRESS IT, BUT IT'S INADEQUATE BECAUSE IT DOES NOT DEFINE HOW TO SAFELY STORE A FIREARM. AND IT DOES NOT TO APPLY TO ALL HOMES. MOST FIREARM OWNERS ARE LAW ABIDING CITIZENS WHO WILL FOLLOW THE LAW IF IT'S IN PLACE. AND WE FEEL HAVING THIS ORDINANCE ON THE BOOKS WOULD ULTIMATELY HELP TO CHANGE OUR CULTURE MUCH THE SAME WAY AS SEATBELTS DID IN THE 1980S, MANY CITIES AND TOWNS THROUGHOUT THE THROUGHOUT CALIFORNIA HAVE ALREADY ADOPTED SAFE GUN STORAGE ORDINANCES. SO CAL GAS IS THE LARGEST NATURAL GAS DISTRIBUTION UTILITY IN THE UNITED STATES CHOICE AND AFFORDABILITY IS OF TOP PARAMONT AT SOQUEL GAS. WE HAVE 22 MILLION CUSTOMERS, INCLUDING YOUR CONSTITUENTS. WE RUN 20,000 MILES FROM VISALIA [00:20:01] OVER TO THE MEXICAN BORDER, SAN DIEGO GAS AND ELECTRIC ISN'T PART OF SOCAIL GAS, BUT IT IS PART OF THE SEMPRA FAMILY. THE ONLY CHANGE THAT HAS MADE TO THE PROPOSED BUDGET IS THE PROPOSAL TO SWITCH THE FULL-TIME SLASH PART-TIME COUNT FOR THE CODE ENFORCEMENT OFFICERS SINCE THEN NO DOLLARS HAVE BEEN CHANGED TO THE PROPOSED BUDGET. WE THINK THAT COSTS THAT EXPENDITURES ARE INCREASING TO THE HORIZON AT A RATE THAT IS MAYBE NOT TROUBLING, BUT AT LEAST CONCERNING TO US. SO WE WANT TO POSITION THE CITY FOR LONG-TERM SUCCESS NOW TO THE DEPARTMENTAL REQUESTS EVERY YEAR, IT HAPPENS EVERY SINGLE YEAR. THE DEPARTMENTS COME IN WITH WHAT WE CALL SUPPLEMENTAL REQUEST. IT'S NOT QUITE LIKE WRITING A LETTER TO SANTA CLAUS BECAUSE IT'S JUSTIFIED THAT THE SUPPLEMENTAL REQUESTS AND THE FIRE DEPARTMENT ARE ENTIRELY REASONABLE AND JUSTIFIED BASED ON THE WORKLOAD. ONE OF THE THINGS WE LOVE ABOUT CHIEF CAPELLI IS HE HAS A STRONG ADVOCATE FOR HIS DEPARTMENT UNDER HIS WATCH. A LOT OF REALLY AMAZING THINGS ARE GETTING DONE. HE'S BROUGHT [01:55:01] COUNCIL ISSUES OF PERSONAL PROTECTIVE EQUIPMENT AND ROLLING STOCK, YOU KNOW, PUMPER ENGINES AND A NEW LADDER TRUCK. AND HEAVEN KNOWS THE POOR CONDITION OF OUR FIRE STATIONS. ALL OF THOSE THINGS HAVE BEEN ADDRESSED, BUT WE'RE TRYING TO HOLD THE LINE ON ADDITIONAL STAFFING AND KEEP THINGS WHERE THEY ARE. NOT THAT WE COULDN'T AFFORD IT THIS YEAR, BUT WE'RE WORRIED LONG-TERM TO THE HORIZON. DOES HE NEED ADDITIONAL ADMINISTRATIVE SUPPORT AND THE FIRE ADMINISTRATION? ABSOLUTELY. AND HE PROPOSED SEVERAL DIFFERENT POSITIONS THAT MIGHT GET HIM THERE, DIFFERENT RANKS AND YOU GET DIFFERENT SKILL LEVELS. COULD WE ADD ANOTHER ASSISTANT FIRE CHIEF? IT'S PROBABLY THE MOST EXPENSIVE WAY TO GET ADMINISTRATIVE WORK DONE. COULD WE ADD A 40 HOUR ADMINISTRATIVE CAPTAIN, ET CETERA, DOWN, DOWN THROUGH THE FIRE SERIES. THEY HAVE TO MAKE TOUGH DECISIONS IN TERMS OF WHETHER IT'S CUTTING POLICE, UH, CUTTING, UH, PUBLIC WORKS, MAKING CUTS OTHER PLACES IN THE GENERAL FUND. UH, I THINK, YOU KNOW, WE WE'VE DONE A LOT OF WORK, UH, IN TERMS OF LOOKING AT THE HEALTH DEPARTMENT, UM, WE'VE SPENT, UM, MORE MONEY THAN WAS ORIGINALLY PLANNED.
