NEXT SLIDE, PLEASE. NOW I'M ABOUT TO BUG OUT WITH YOU GUYS HERE, CAUSE THAT'S WHAT I DO. THERE ARE TWO MAJOR GROUPS OF MOSQUITOES HERE IN YOUR CITY. THE FIRST GROUP IS CALLED CULEX MOSQUITOES AND THESE CULEX MOSQUITOES PREFER TO BUY BIRDS. IN FACT, YOU'RE ACTUALLY USED TO THESE CULEX MOSQUITOES. IF YOU GREW UP IN SOUTHERN CALIFORNIA NOW, UNFORTUNATELY THOSE MOSQUITOES DON'T ALWAYS GET BIRDS TO BITE BECAUSE THE WAY WE'VE URBANIZED HAVE CHANGED IN THE PAST DECADES. SO OF COURSE THEY BITE PEOPLE AND WHEN THEY DO, THEY CAN PASS A BIRD DISEASE CALLED WEST NILE VIRUS TO PEOPLE. AND THAT'S HOW WE GET WEST NILE VIRUS. THE GOOD NEWS IS ONE IN FIVE PEOPLE WHO DO GET INFECTED, HAVE FLU LIKE SYMPTOMS. SO IT'S VERY SIMILAR TO THE COLD FLU AND MAYBE EVEN MILD CASES OF COVID-19 WILL FEEL VERY SIMILAR TO THAT. HOWEVER, THERE IS A CHANCE THAT LESS THAN 1% WILL ACTUALLY END UP IN THE HOSPITAL WITH A NEURO INVASIVE DISORDER. UH, AND THAT'S WHAT WE'RE TRYING TO AVOID. NEXT SLIDE PLEASE. NOW THE SECOND GROUP OF MOSQUITOES ARE CALLED EIGHTIES MOSQUITOES. THEY ARE INVASIVE, THEY ACTUALLY DON'T BELONG HERE. THEY ARRIVED IN SOUTHERN CALIFORNIA WITHIN THE PAST 11 YEARS AND THEY HAVE WRECK HAVOC ACROSS MULTIPLE CITIES ACROSS CALIFORNIA. THEY ARE ALSO CALLED ANKLE BITERS. MAYBE YOU'VE HEARD OF THEM. UM, THEY'RE BLACK AND WHITE, VERY SMALL, AND THEY'RE REALLY SNEAKY. AND UNFORTUNATELY THE PRESENCE OF THEM IN YOUR CITY AND ALSO THROUGHOUT SOUTHERN CALIFORNIA MEANS THAT THERE'S A POTENTIAL FOR AN OUTBREAK OF ZIKA, DENGUE FEVER, YELLOW FEVER, AND CHICKEN GUNA. UH, CURRENTLY THERE HAS BEEN NO CONFIRMED OUTBREAK OF THESE MOSQUITOES, UH, DISEASES, BUT WE ARE, WE DO HAVE MECHANISMS TO DETECT THEM. AND WHAT MAKES THEM DIFFERENT FROM THE NATIVE CULEX MOSQUITOES IS THAT THEY BITE ALL DAY. IF YOU EVER WALKED OUT YOUR DOOR TO PICK UP MAYO OR ANYTHING AND COME BACK WITH A COUPLE BITES, THERE'S A GOOD CHANCE. IS ARE THESE EIGHTIES MOSQUITOES? AND THEY ARE CONSIDERED SNACKERS AS WELL. THEY'VE EVOLVED TO BE WITH PEOPLE SO THEY KNOW HOW WE ACT. THEY KNOW THAT WE MOVE AROUND A LOT. SO WHAT THEY'LL DO IS THEY'LL BITE ONCE AND THEN WE'LL HEAR COME BACK AROUND AGAIN, A COUPLE OF SECONDS LATER AND BITE YOU AT A DIFFERENT SPOT. SO YOU'RE SITTING THERE GETTING 20 BITES. IT COULD REALLY WELL JUST BE TWO OR THREE MOSQUITOES OF EIGHTIES. AND NEXT SLIDE PLEASE. AND THE CULPRIT, AS WE ALL KNOW NOW IS STAGNANT WATER OF ALL TYPES. SO THAT'S A BOTTLE CAP OF WATER, A KANSAS SANE UP TO A HUNDRED MOSQUITO LARVAE GROWING IN THERE AND THE EMERGING NEXT SLIDE PLEASE. BUT OF COURSE SWIMMING POOLS. I HOPE NO ONE SWIMMING POOL EVER LOOKS LIKE THIS BECAUSE THIS CAN PRODUCE AT LEAST 3 MILLION MOSQUITOES A MONTH. AND THESE MOSQUITOES I GREW UP IN THE POOL ARE NOT THE EIGHTIES MOSQUITOES. THEY'RE THE CULEX AND CULEX MOSQUITOES BECAUSE OF ACTIVE SEARCH FOR BIRDS. THEY FLY FARTHER OUT, WHICH MEANS THEY HAVE A FLIGHT RANGE OF ABOUT 20 MILES. [00:20:01] SO WE DO NOT EVER WANT TO SEE A GREEN POOL POPPING UP ANYWHERE IN YOUR CITY. AND IF SO, WOULD YOU HAVE A MECHANISM FOR RESIDENTS TO REPORT THIS NEXT SLIDE, PLEASE. AND OF COURSE, EDUCATION IS KEY. THE BIG THING WE CAN DO IS MOTIVATE BEHAVIOR CHANGE TO MAKE OUR RESIDENTS PUBLIC HEALTH AGENTS OF CHANGE. SO THAT WAY IN THE FUTURE GENERATIONS, THEY KNOW WHAT TO DO AROUND THEIR HOME. WHEN THEY BECOME RESIDENTS AND PROPERTY OWNERS. NEXT SLIDE, PLEASE. ORDINANCE ENFORCEMENT ADVISED IN JULY OF 2021 THAT PERMIT FEES HAVE BEEN PAID AND A PERMIT WOULD BE ISSUED THE FOLLOWING WEEK. I WAS PLEASED, UNFORTUNATELY IN AUGUST, NOTHING HAD HAPPENED. AND I THINK THAT WE'RE ON THE RIGHT TRACK WITH THE SHUTTLES AND EVERYTHING, BUT MAYBE WE NEEDED TO ADD ONE SHUTTLE GOING AND ONE SHUTTLE LEAVING AT THE SAME TIME TO THE SAME LOCATION, BECAUSE I THINK THERE WERE PEOPLE WAITING. SO WHENEVER YOU GET A NEW AUDIT, ARE YOU ALWAYS WONDERING WHAT KINDS OF THINGS WE'LL BE LOOKING AT DIFFERENTLY, BUT, UH, THE CITY, UM, DID GET A, UM, UNMODIFIED OPINION. I THINK IT'S IMPORTANT TO NOTE THAT THAT THE CITY, UM, HAD A PRETTY GOOD YEAR FOR THE FISCAL YEAR JUST ENDED, UM, THE CITY'S LARGEST REVENUE SOURCE, WHICH IS PROPERTY TAXES INCREASED LAST YEAR BY SOME $2.7 MILLION DUE TO A LOT OF PROPERTY SALES AND THE CORRESPONDING INCREASE IN ASSESSED VALUATION. LAST YEAR, SALES TAX INCREASED BY SOME 3.8 MILLION TAXES IN GENERAL, ALL TAXES EXCEEDED WHAT WAS PROJECTED IN THE BUDGET BY SOME 8.6 MILLION, PRIMARILY FROM THOSE PROPERTY AND SALES TAXES RECEIVED THAT. I JUST MENTIONED ONE SIGNIFICANT NUMBER THAT I'D REALLY LIKE TO HIGHLIGHT FOR THE COUNCIL FOR THE PUBLIC IS THAT THE UNASSIGNED GENERAL FUND BALANCE RESERVES INCREASED TO SOME 21.2 MILLION OR 16% OF THE BUDGET. THIS IS IN COMPARISON TO THE JUST PRIOR FISCAL YEAR WHERE THE UNASSIGNED BALANCE WAS 11.4 MILLION. I THINK IT PAINTS A QUITE ACCURATE PICTURE AND A PICTURE WHICH IS VERY POSITIVE. UM, QUESTIONS HAVE COME UP ABOUT THE CITIES, UM, PENSION OBLIGATION BONDS, THE REVENUE BONDS. UM, WE ISSUED SOME 200, $4 MILLION IN REVENUE BONDS BASED UPON THE CALPERS ACTUARIAL STUDY AT THE TIME THOSE BONDS REISSUED THE CITY HAD, UM, CONSIDERABLE UNFUNDED LIABILITIES AT CALPERS. WE WERE CARRYING THAT DEBT AT SOME 7%. UM, YOU COULD THINK OF IT LIKE A MORTGAGE OBLIGATION. THE CITY WAS GOING TO BE MAKE THOSE PAYMENTS REGARDLESS TO CALPERS. AT 7%, WE TOOK THESE BONDS TO THE PRIVATE MARKETPLACE AND ACHIEVED A INTEREST RATE OF 3.7, 2% AND ACHIEVED A NET PRESENT VALUE SAVINGS OUT $52 MILLION. WE THOUGHT THAT WAS A MAJOR ACCOMPLISHMENT IMMEDIATELY AT CLOSE. THE PROCEEDS OF THE BOND WERE SENT TO CALPERS. SOME $185 MILLION AT CLOSE WAS SENT DIRECTLY TO CALPERS AS, AS A PAYMENT TOWARD THOSE UNFUNDED LIABILITIES. 1 MILLION WAS DESIGNATED NET ISSUE FOR CAPITAL IMPROVEMENTS. AND THE 16.4 MILLION OF THE REMAINING BOND ISSUE WAS SET ASIDE IN A DEBT SERVICE RESERVE FUND, WHICH WILL BE THE CITY'S LAST DEBT SERVICE PAYMENT ON THOSE BONDS. WE GET THE LAST YEAR BY USING THAT MONEY THAT WAS SET ASIDE FOR THAT EXPRESS PURPOSE FOR THAT TRANSACTION STANDARD. AND POOR'S ASSIGNED THE CITY AND A-PLUS BOND RATING, WHICH WAS REALLY SIGNIFICANT. THEY NOTED, AND I QUOTE HERE STRONG MANAGEMENT WITH GOOD FINANCIAL POLICIES AND PRACTICES. I ASSURE YOU THAT CURRENT CITY MANAGER IS WORKING VERY HARD TO MAKE SOUND AND RESPONSIBLE DECISIONS TO PLACE THE CITY ON A SUSTAINABLE FOOTING. THOSE BONDS WERE A PART OF THAT STRATEGY. ONCE WE GOT INVOLVED, WE LEARN THAT THE MAJORITY AND SOMETIMES ALL THE COUNCIL MEMBERS LIVED IN SOUTH HILLS AND WHERE THE PARKS WERE BEING SOLD BLACK IN THE SHADOW OAK AREA, NOT ONE COUNCIL MEMBER WHAT'S FROM THAT AREA. YOU SEE VOTING DISTRICT, WASN'T ATTEMPT TO GUARANTEE THAT CITY WIDE, WE WANTED TO BE FAIR. SO WE WOULD THINK IN CITY-WIDE EVERY RESIDENT WOULD HAVE A MORE FAIR AND EQUAL REPRESENTATION IN CITY HALL INSTEAD OF JUST THE POWER BEING CONCENTRATED IN SOUTH HILLS. AFTER YEARS OF STRUGGLING, THE PEOPLE, THE CITY GOVERNMENT, WHICH IS SOUTH HILLS ESTABLISHED VOTING DISTRICTS. HOWEVER, NOW OUR PROBLEM IS THAT THE COUNCIL MEMBERS HAVE ALWAYS CONTROLLED, WHICH MAPS ARE SELECTED. SOUTH OF THE FORMER MUNICIPAL DUMP IS A VERY DIVERSE AND DENSELY DEVELOPED RESIDENTIAL COMMUNITY WHERE 25% OF THE POPULATION LIVES IN WEST COVINA. THEY'RE CALLED WOODSIDE VILLAGE SHADOW SOFT CENTER, SOFT SAN JOSE HILLS. THAT'S ALL OUR COMMUNITY. AND IT IS SOUTH OF THAT FORMER POISONOUS DUMP. AND TODAY AGAIN, NO ONE FROM THAT PART OF TOWN IS ON THE CITY COUNCIL. MOST OF MY NEIGHBORS ARE RENTING WHERE THEY LIVE AND THEY ARE APATHETIC REGARDING VOTING. AND WHAT HAPPENS TO CITY HALL, EXCEPT WHEN SOMETHING BAD HAPPENS, THEN THEY MAY WANT [01:30:01] TO SHOW UP AND CONTACT AND PLUG IN WITH THEIR GOVERNMENT. IF SOMETHING'S BAD HAPPENED TODAY, THEY JUST DON'T REALIZE IT. THEY STILL DON'T HAVE A VOICE. WE HAVE A LOT OF APARTMENTS DOWN THERE, CONDOS, DUPLEXES, ZERO SIDE YARD HOUSES. THAT PLACE IS PACKED. WE EVEN HAVE A MOTOR HOME, A MOBILE HOME PARK IN OUR COMMUNITY. WE ARE MOSTLY WORKING CLASS PEOPLE. AND THAT'S WHAT MAKES IT DIFFICULT BECAUSE WE'RE FOCUSED ON TRYING TO MAKE ENDS MEET, NOT SPEND TIME AT CITY HALL AND LOOKING FOR POWER. THE, THE VOTING DISTRICT MAPS THAT YOU SELECTED ARE ALL GERRYMANDERED AND THEY CREATE THE ABILITY FOR TWO RESIDENTS IN SOUTH HILLS TO BE ON THE CITY COUNCIL. THEY SIT HERE TODAY ON THE COUNCIL. AND AGAIN, I WANT TO REPEAT NOBODY FROM SOUTH OF THE DUMP IS ON THE CITY COUNCIL WHERE THE MOST OTHER PEOPLE ARE CONCENTRATED IN THAT JURISDICTION. WE HAVE PRINCIPALS TO GO BY WHEN YOU DESIGN THE DISTRICTS, THAT THIS WAS A SUPPOSED TO BE COMPACT. THAT'S ONE OF THE MAIN THINGS THAT YOU HAVE IGNORED THE COMPACTNESS. AND WHAT I MEAN BY THAT IS YOU HAVE A MOBILE HOME PARK ON VALLEY, AND THEN YOU HAVE THE THAT'S THE SOUTH. AND IN ON THE NORTH, IN THE DISTRICT, YOU HAVE THE 10 FREEWAY. THAT'S ABOUT NINE MILES AWAY. THE NONE OF THE POPULATION OR CENSUS DATA IS LISTED ON ANY OF THESE MAPS, NOR DO WE HAVE THE PRECINCT INFORMATION TO KNOW EACH ONE. SO WHEN I DESIGNED IT, PART OF THE IDEA WAS THAT NOW YOU'D HAVE ON THE SOUTH SIDE, ESPECIALLY YOU, YOU COULD IMPACT TWO, IF NOT THREE ELECTED OFFICIALS THAT EVERY PART OF THE CITY COULD IMPACT TWO AND MAYBE THREE FROM THAT STANDPOINT AND WHERE PEOPLE END UP, UH, LIVING, YOU KNOW, I KIND OF LAUGHED, UH, THAT, YOU KNOW, THEY CAN VOTE. WHEN, WHEN I LOOKED AT, UH, WHERE PEOPLE VOTED IN THE ELECTION IN THE LAST ELECTION THAT, UH, THAT YOU, YOU RAN IN, UH, YOU WON, YOU WON THE VOTES ON THE SOUTH SIDE, YOU WON THE VOTES ON THE SOUTH SIDE, YOU HAD A MAJORITY IN YOUR DISTRICT ON THE SOUTH SIDE. SO IT WASN'T BECAUSE PEOPLE WERE DISENFRANCHISED. THEY MADE A SELECTION AS TO THE CANDIDATE. YOU KNOW, WHEN THIS ALL CAME ABOUT, IT WAS VERY SIMPLE. THEY WANTED A DISTRICT ON THE SOUTH SIDE BECAUSE OF ONE PERSON, ONE [01:40:01] PERSON THOUGHT HE WOULD BE UNBEATABLE AND IT TURNED OUT, YOU KNOW, THAT, THAT WASN'T THE CASE. BUT LET ME DIGRESS. WHEN I TALK ABOUT THE WAY THINGS WORKED, THE REASON BKK CLOSED IS BECAUSE ONE OF THE PEOPLE WHO'S VOTING TO KEEP IT OPEN, HAD A HUNDRED RESIDENTS.
