[Presentation by Project 29:11 Food Bank] ON TO PRESENTATION TESTING. SO I WOULD LIKE TO CALL UP PROJECT TWENTY NINE ELEVEN FOOD BANK, DORA GOMEZ AND CATHY NAVARRO TO THE FRONT MS. GOMEZ AND MS. NAVARRO WE'RE HERE TONIGHT TO PROVIDE US WITH INFORMATION PERTAINING TO PROJECT 29 11 FOOD BANK. DO YOU WANT TO SPEAK TO THE AUDIENCE? WELL, MY NAME'S DORA GOMEZ. I'M PRESIDENT OF PROJECT 29 11, AND I WANT TO THANK THE MAYOR AND COUNCILMAN WU FOR INVITING US HERE TONIGHT. AND, UH, WE ARE LOCATED AT FOUR 18 NORTH SECOND AVENUE IN THE CITY OF COVINA WE'RE RIGHT ACROSS, UH, THE POLICE AND FIRE DEPARTMENT, IF YOU KNOW THE LOCATION. AND, UH, THEY ARE SOME OF OUR BIGGEST SUPPORTERS. THEY COME ACROSS AND GIVE US A HANDOUT ON ALL OUR SPECIAL EVENTS. AND, UH, WE ARE HONORED TO BE ASKED HERE TO BE DENIED HERE TONIGHT TO THANK THEM FOR THE HELP OF THE CITY OF WEST CAMINO GIVES TO PROJECT 29 11. THE CLIENTS THAT COME TO OUR FOOD BANK COME PRIMARILY FROM THE SURROUNDING CITIES. UH, WE, UH, SERVICE, UH, THE EAST SIDE GABRIEL VALLEY PRO WE CAN SERVICE ANYBODY WITHIN THE COUNTY BECAUSE WE HAVE OUR ACCOUNT THROUGH THE LA REGIONAL, BUT THEY COME PRIMARILY FROM THE SURROUNDING CITY. SO WEST COVINA IS ONE OF THE AREAS THAT WE GET QUITE A BIT, UH, CLIENTS COMING FROM NOW, BEFORE I EXPLAIN WHAT WE'VE BEEN DOING OR, UH, HELPING THROUGHOUT THE LAST 27 YEARS AND IN THE COMMUNITY, I WANT TO GIVE, UH, KATHY, WHICH IS OUR BOARD TREASURER, AN OPPORTUNITY TO KIND OF GIVE YOU A BACKGROUND OF HOW WE STARTED AND, UH, HOW WE'VE COME TO WHERE WE ARE NOW. THANK YOU, DORA. UH, FIRST OF ALL, UH, DARRIO CONGRATULATIONS ON YOUR INSTALLATION TONIGHT AND THANK YOU, UH, COUNCILMAN WU FOR INVITING US TO COME. WE HAVE SOME OF OUR BOARD MEMBERS HERE, UM, MARIO T HORANI DE HARINI AND NORMA PARRA. AND, UH, SOME OF OUR VOLUNTEERS ARE ALSO HERE. UM, I'M GOING TO TELL YOU A LITTLE BIT ABOUT HOW WE CAME ABOUT. IT WAS IN THE LATE 1990S THAT, UM, THERE WAS A LADY WHO USED TO COME TO COVINA ASSEMBLY OF GOD, CHURCH, WHICH IS NOW LUMINAID. AND, UH, SHE WOULD DISTRIBUTE FOOD, HOW SHE WOULD GET THE FOOD. AND SHE WOULD WALK DOWN CITRUS, UH, WITH A LITTLE WAGON AND ASK, UH, SOME OF THE FOOD VENDORS, IF THEY HAD ANY EXTRA FOOD THAT THEY WANTED TO DISTRIBUTE, THAT THEY WEREN'T IN NEED OF AND, AND TO DONATE. SO THEY SAID, CERTAINLY, UH, WE'LL GIVE YOU SOME THINGS. SO THEY GAVE HER SOME FOOD, SHE PUT IT IN THE BACK OF HER, HER CAR AND DISTRIBUTE THEM ON SUNDAY MORNING TO, UH, PEOPLE IN THE PARISH. WELL, IT GREW AND GREW AND ANOTHER COUPLE CAME ALONG AND THEY SAID, WELL, LET'S OPEN A WAREHOUSE. SO THAT'S HOW BIG IT HAD GOTTEN AT ONE TIME. AND THEN AS THAT SORT OF SETTLED DOWN, WE HAD ANOTHER, UH, SITUATION [00:15:01] IN 2016 WHERE SANDRA FOOTER CAME ALONG AND SHE, UM, SAID, LET'S BRING IT BACK TO COVINA TO THE CHURCH AGAIN, BECAUSE, UM, THERE'S SO MANY IN OUR CHURCH THAT HAVE NEED, SO THEY, UH, RE-ESTABLISHED IT, BACK IN THE CHURCH, THEY HAD ONE OR TWO ROOMS THAT, UH, WAS OF USE NOT BEING USED BECAUSE IT WAS A FORMER PRESCHOOL AND IT WAS NOT BEING USED AT THAT TIME. SO, UM, THAT, UH, CAME ABOUT FOR A SHORT PERIOD OF TIME. AND THEN THE PASTOR WHO WAS JOHN JOHNSON SAID, WELL, SANDY, WE HAVE SO MANY PEOPLE THAT HAVE NEED IN THE, IN THE COMMUNITY. WHY DON'T WE OPEN IT UP AND, AND MAKE IT INTO A NONPROFIT? SO SHE SAID, CERTAINLY I'D BE MORE THAN HAPPY TO DO THAT. SO SHE CAME UP WITH THE NAME PROJECT 29, WHICH IS INSPIRED FROM THE OLD TESTAMENT OF JEREMIAH 29 11, WHICH SAYS, I HAVE A PLAN FOR YOU, ONE OF GOOD AND NOT EVIL, ONE OF PROSPERITY AND HOPE. AND, UM, THAT'S WHAT WE INTEND TO DO AT THE FOOD BANK IS TO, UM, GIVE, GIVE OUR MEMBERS HOPE, GIVE THEM A SENSE OF VALUE AND ALSO PROVIDE A NEED FOR THEM. AND, UH, WE WELCOME ANYONE WHO NEEDS TO COME ON FRIDAY OR A SUNDAY MORNING. WE HAVE A, UH, BREAD, UH, DISTRIBUTION AND YOU'RE WELCOME. ANYONE IN THE COMMUNITY IS WELCOME TO COME AND PICK UP BREAD THE WEEK, UM, OUR FOOD, UM, IS RUN. OUR BANK IS RUN STRICTLY BY VOLUNTEERS. WE HAVE NO PAID, UH, PEOPLE THAT, THAT COME THERE. WE HAVE ABOUT 60 VOLUNTEERS. AND, UM, WE GIVE OUT FOOD ENOUGH FOR A FAMILY OF FOUR FOR A WEEK. DOOR'S GOING TO TELL YOU MORE ABOUT THAT. AND, UM, SHE'LL SHOW YOU SOME PICTURES OF WHAT WE DO. WE ARE, WE ARE VERY HAPPY WITH, UH, WHERE WE ARE RIGHT NOW. AND WE WELCOME ANYONE WHO WANTS TO DONATE. AND WE THINK WEST COVINA FOR ALL OF YOUR SUPPORT AND YOUR PARTICIPATION WITH US. SO I'LL TURN IT BACK OVER TO DORA, CORRECT. OR IF SHE SAYS SOMETHING WRONG, I HAVE SOME SLIDES SO THAT I, I LIKE PICTURES BECAUSE IT MEANS YOU DON'T HAVE TO HEAR A LOT OF WORDS. SO YOU COULD SEE WHAT WE'RE TALKING ABOUT. AND I OFTEN JOKE ABOUT THE FACT THAT YOU GET TO SEE WHERE WE LIVE. YEAH. CAUSE WE ARE THERE. WE HAVE SOMETHING GOING ON SEVEN DAYS A WEEK. WE HAVE FOOD COMING IN TO THE FOOD BANK. THIS IS WHAT IT LOOKS LIKE THE FIRST GRADE, GO BACK TO THE FIRST YEAR THERE. THIS IS WHAT IT LOOKS TYPICAL MORNING. WE'VE JUST PICKED UP FROM, WE PICK UP FROM SEVEN MARKETS. AND, UH, THIS IS THE TWO, UH, TARGETS ALBERTSONS ALDI'S EL SUPER FOOD FOR LESS. AND, UH, SO THAT COMES IN ON A TRUCK. WE ALSO HAVE A VAN THAT WE USE FOR PICKING UP A CARGO VAN. SO THIS DEPENDS ON WHAT THE STORE HAS FOR THAT DAY, UH, AS TO HOW MUCH COMES IN, ALL THAT IS LOADED INTO THE FOOD BANK. THE NEXT SLIDE, PLEASE. NOW THIS IS A TYPICAL FRIDAY MORNING. THIS IS OUR DISTRIBUTION DAY. THIS IS WHAT IT LOOKS LIKE. EVERYTHING COMES OUT OF THE REFRIGERATORS. YOU SEE, UH, THE, THE, THE, THE LETTUCE PRODUCE AND BAGS ARE SORTED OUT, AND THIS IS THE PURPOSE. WE PUT IT OUT LIKE THIS BECAUSE WE START THEN LOADING UP THE CARDS AND WE HAVE EVERYTHING IN ORDER. AND, UH, SO THIS IS WHAT FRIDAY MORNINGS LOOKS LIKE. AND IT GETS PRETTY CHAOTIC TRYING TO GO THROUGH. AND WE STILL HAVE STUFF COMING IN IN THE MORNING FROM, UH, SEVERAL STORES. SO NOT ONLY ARE WE PULLING ITEMS OUT OF THE REFRIGERATOR, OUT OF THE STORAGE AREAS, BUT ALSO GOING THROUGH WHAT IS COMING IN THAT MORNING. THE NEXT ONE, NOW WE CALL THIS THE ALLEY. IT'S AN AREA WHERE WE BRING IN THE, UH, THE LOAD AS IT COMES INTO THE FOOD BANK. AND, BUT THIS IS ALSO WHERE YOU SEE THE CARTS ON THE RIGHT. THOSE ARE THE CARTS THAT ARE LOADED TO GO OUT TO THE CURBSIDE AND THEN THEY'RE COMING BACK EMPTY. SO IT'S A, UH, ONGOING ASSEMBLY LINE. NEXT ONE, THIS IS AGAIN, UH, WHERE ALL THE ITEMS ARE COMING IN OR BEING PUT OUT READY. SO IT'S SORTED READY TO BE PLACED ON THE CARDS. THIS IS AGAIN, UH, VOLUNTEERS WORKING AND GETTING EVERYTHING WHERE YOU'RE GOING THROUGH THE BOXES AND, UH, BAGGING THEM. YOU SEE IN THE FAR WALL THERE AGAIN, UH, IS ALL BREAD. THAT'S ALREADY BEEN BAGGED. AND THIS IS ASSORTMENT OF BREAD. NOW IN THOSE PACKAGES ARE ALSO BREAD FROM PANERA AND PASTRIES, AND IT'S SO GOOD. AND THEN THE, I CALLED THAT THE SIN SECTION IN THE MIDDLE, BECAUSE THAT HAS THE PASTRIES. UH, WE ALSO HAVE CREAM, UH, CHEESECAKES AND ALL KINDS OF FUN STUFF. BUT IN THE FRONT, YOU SEE A LOT OF THE FRUITS, WHICH IS OUR CLIENTS [00:20:01] ARE REALLY TICKLED WHEN THEY GET THIS. BECAUSE USUALLY WHEN YOU'RE DOING A MEAL STRETCH, FRUIT IS NOT ON YOUR BUDGET. SO WHEN THEY GET STRAWBERRIES, WE GET BLUEBERRIES, RASPBERRIES, UH, TOMATOES, ALL KINDS OF VEGETABLES WE GET. SO THEY'RE ABLE TO AT LEAST HAVE A WELL BALANCED MEAL. AND WE TRY TO PUT ENOUGH IN THERE TO FEED A FAMILY OF FOUR FOR A WEEK. AND ACTUALLY THAT'S OUR BASELINE. WE ACTUALLY GIVE OUT A LOT MORE THAN THAT. UH, IT'S ABOUT, UH, SEVERAL POUNDS OF FOOD AND IT WOULD BE ABOUT A HUNDRED AND SOME DOLLARS IF THEY WERE TO GO TRY TO BUY IT AT THE STORE. SO IT, IT HELPS WITH THE BUDGET. GO AHEAD. NEXT ONE. THIS IS AGAIN, WE CALL THIS THE BREAD. THIS IS RED. ALL THE BREAD IS PACKET PACKAGED AND READY TO BE LOADED ONTO THE CARTS. SO THAT THIS WAY IT MAKES IT EASY. WE'RE NOT TRYING TO PUT THEM INDIVIDUALLY, EVERYTHING. THEY GET AN ASSORTMENT OF BREAD WITHIN THOSE PACKAGES. NOW THESE CARDS NOW HAVE BEEN THERE FIRST, GET THE BOXES. THIS IS AGAIN ON FRIDAY MORNINGS AND WE PUT THE BOX THERE. WE FOUND IT. A BOX IS A LOT MORE CONVENIENT TO LOAD INTO THE CARS AND THE PAPER BAGS. YOU HAVE TOO MANY TEARS. AND SO THIS MAKES IT EASY TO LOAD MORE FOOD AND MAKE IT EASY FOR THE ONES LOADING THE CARS. AS WE PUT IT IN THE TRUNK THAT THIS STARTED AT THE BEGINNING OF THE COVID, AND WE'D PUT IT ON IN THE TRUNK, NOT IN THE CARS, JUST FOR THE PROTECTION OF THE VOLUNTEERS, BUT WE START OFF WITH IT. THAT LOOKS LIKE IT'S COMING OUT OF WHAT WE REFER TO THE KITCHEN, THE MEAT AREA, AND GOING TO, UH, TO THIS SECTION WHERE THEY'RE GOING TO GET THE PRODUCE AND THE BREAD. NEXT ONE. AND NOW THIS IS WHAT WE CALL THE KITCHEN. YOU SEE IN THE FOREGROUND. UH, WE HAVE DIPS THAT IN THERE, WE HAVE A LOT OF DAIRY. WE GET, UH, FRESH BUTTER OR PURE BUTTER, REAL BUTTER FROM ALLIE REGIONAL. WE GOT, UH, THIS PAST WEEK FROM LA REGIONAL, UH, CRATES AND CRATES OF EGGS. AND THEY WEREN'T JUST THE 12, THERE WAS THE 18 SIZED CARTONS. SO WE ALSO GET A MILK. AND SO THERE'S A LOT OF STUFF THAT THEY WOULD COST THEM QUITE A BIT. IF THEY WERE TO TRY TO BUY THIS AT THE STORE, AND THEN THERE'S ALSO THE MEAT THEY GET, UH, WE HAVE SEVERAL CUTS OF MEAT THAT WE GET THOSE REFRIGERATORS AND FREEZERS THAT YOU SAW ON THE SIDE. THOSE ARE ALL LOADED WITH, THIS IS WHAT THEY GET ON THE END. THAT'S LOADED INTO THEIR CAR. WE CANNOT LET THEM COME INSIDE BECAUSE OF COVID AND OUR VOLUNTEERS LOADED INTO THEIR CAR. SORRY. YEAH. AND SO ANYWAY, BUT THE, THE AMOUNT OF MEAT THAT THEY GET IS QUITE A BIT IN A VARIETY OF MEAT. SO THIS IS A BIG, YOU KNOW, BUDGET PLUS. SO AGAIN, THIS IS THE CART ALREADY SITTING OUT ON THE CURBSIDE, READY TO BE LOADED ONTO THE CARS. NEXT ONE. NOW THIS IS ONE SIDE OF THE BLOCK WAY. THIS IS ON SAN BERNARDINO ROAD. THE LINE WILL WRAP AROUND SOMETIMES TWICE, AND YOU'LL SEE WHAT ON THE CURVE SIDE, BUT I'M TALKING ABOUT, AND SOMETIMES IT GOES ALL THE WAY FROM SECOND AVENUE ON SAN BERNARDINO ROAD, ALL THE WAY DOWN TO CLOSE TO BADILLO, WHICH IS ABOUT FOUR OR FIVE BLOCKS DOWN. AND, UH, SO WE, OUR NUMBERS HAVEN'T DROPPED THAT MUCH. THIS, NOW YOU SEE THE CARS IN FRONT THERE, UH, DOUBLED RIGHT THERE, AND THAT'S WHERE WE LOAD UP. SO GO AHEAD. NEXT ONE. NOW THIS SCREENSHOT HERE, UH, WAS DONE IN, UH, WE FINISHED THIS IN SEPTEMBER, BUT WE'VE NOW GOT THE OCTOBER NUMBERS AND IT'S IT HASN'T DROPPED IT. HASN'T DROPPED MUCH. AND I'LL GIVE YOU A QUICK, YEAH. IN 2020 WE GAVE OUT 37. UM, UH, WE SERVE 37,000 PEOPLE AND THIS YEAR WE'RE COMING CLOSE. WE'RE, WE'RE ON THE SAME WAVELENGTH AS LAST YEAR. SO WE MIGHT SAY FOUR 26,000. THIS WOULD HAVE COME UP. BUT ANYWAY, THIS IS, THIS IS . THIS IS ONGOING EVERY, YOU KNOW, EVERY WEEK, UH, UH, OF, OF THE YEAR. SO, UH, WE HAVE BEEN VERY BUSY, BUT THANK YOU. THANK YOU SO MUCH. SO AT THIS TIME, WE ACTUALLY, YES, WE ACTUALLY DO HAVE A CERTIFICATE FOR YOU FOR, UH, FOR THE SELFLESS COMMITMENT TO HELPING OTHERS AND GIVING BACK TO THE COMMUNITY. AND THANK YOU FOR THE FOOD. WE ALL KNOW THAT FOOD PRICES HAVE GONE UP, SO THIS GREATLY HELPS OUR COMMUNITY. SO WITH THAT, I HAVE ONE FOR PROJECT 29, 11 FOOD BANK. WE CAN HOLD THIS ONE, HAVE ANOTHER ONE FOR DORA GOMES PRESIDENT. AND WE'D LIKE TO GO AHEAD. AND ALSO FROM THE CALIFORNIA LEGISLATOR BLANK, ARE YOU [00:25:01] RUBIO HAS, UH, ASSEMBLY CERTIFICATE OF RECOGNITION AS WELL. THERE YOU GO. THANK YOU SO MUCH AGAIN, WE REALLY APPRECIATE IT. THANK YOU. SO NOW FOR THE CERTIFIC [Certificate of Recognition for PPE Now LA] RECOGNITION FOR PPE NOW, LA FOR DONATIONS TO OUR LOCAL SCHOOL DISTRICTS, I'D LIKE TO INVITE TRACY LAZARO TO THE FRONT. SO I'D LIKE TO THANK THE PP NOW, LA A LOCAL NONPROFIT FOR COORDINATING DONATIONS OF THOUSANDS OF BOTTLES OF HAND SANITIZER TO THE WEST COVINA UNIFIED SCHOOL DISTRICT, COVINA VALLEY UNIFIED SCHOOL DISTRICT AND ROLLING UNIFIED SCHOOL DISTRICT. THE FOUNDER OF PPE. NOW, LA TRACY LAZARO IS HERE TO RECEIVE THIS CERTIFICATE ON BEHALF OF HER ORGANIZATION. AND I WOULD LIKE TO RECOGNIZE HER SPECIFICALLY, IS THERE ANYTHING YOU'D LIKE TO SAY? YES. UM, I WOULD LIKE TO THANK OUR PARTNERS YOU'LL GOODS AND NORMAL INC FOR THE OPPORTUNITY TO DONATE THE, I BELIEVE IT WAS NEAR 3000 BOTTLES OF HAND SANITIZER, THREE TO 5,000 BOTTLES OF HAND SANITIZER THAT WE PROVIDED FOR THE COMMUNITY AND NEED, UM, P P AND L. THEY STARTED LAST YEAR, MARCH OF 2020. WE STARTED HANDING OUT HAND SANITIZER AND MASKS AND, UM, OTHER PERSONAL PROTECTIVE EQUIPMENT TO HEALTHCARE WORKERS TRYING TO DO THEIR JOB AND TRYING TO STAY SAFE FROM COVID. UM, AS A PANDEMIC HAS PROGRESSED, WE'VE EXPANDED OUR REACH TO LOW-INCOME FAMILIES, PEOPLE, UM, LIVING AND EXPERIENCING HOMELESSNESS ON SKID ROW. WE HAVE ACTUALLY ALSO PROVIDED, UM, PPE TO MIGRANT FAMILIES AND TIJUANA AND, UM, SCHOOL DISTRICTS IN, UM, SAN DIEGO AS WELL AS ORANGE COUNTY. UM, I JUST WANT TO POINT OUT THAT A YEAR AGO TODAY, TENS OF THOUSAND PEOPLE, TENS OF THOUSANDS OF PEOPLE WERE WITH THE VIRUS. WE HAD THOUSANDS OF PEOPLE IN OUR HOSPITALS AND 300 PEOPLE, THREE TO 500 PEOPLE DYING DAILY A YEAR AGO TODAY FROM THE CORONAVIRUS TODAY, WE HAVE ATTENDED THOSE NUMBERS, ATTENDED THE PEOPLE BEING AFFECTED BY COVID AND ABOUT 600 PEOPLE A DAY HOSPITALIZED RIGHT NOW, AND UNDER A HUNDRED PEOPLE DYING A DAY THAT SCENES WORK, NO DOUBT ABOUT IT. THOSE NUMBERS SHOW YOU THAT VACCINES WORK. SO I ENCOURAGE EVERYONE IF YOU'RE NOT VACCINATED, IF YOU KNOW PEOPLE THAT ARE NOT VACCINATED TO HAVE THAT DIFFICULT CONVERSATION, WE HAVE HOLIDAYS COMING AND WE HAVE CHILDREN IN THE AUDIENCE. AND I SEE A FEW PEOPLE IN VIOLATION OF LA PUBLIC ORDINANCES TO WEAR MASKS INDOORS AS WE SPEAK, INCLUDING WE HAVE THE COUNCIL ALSO HERE, UM, IN VIOLATION. SO I WOULD LIKE TO BE THINKING OF, AND I'LL GIVE YOU A CERTIFICATE, THE PT NOW, LA SO THANK YOU. ALL RIGHT NOW SAVING. UM, [Certificate of Recognition for the Reyes family] THIS ONE IS ACTUALLY A COMMUNITY BOND HERE IN OUR HOME COMMUNITY. WE'D LIKE TO INVITE ANGELA AND JOSE REYES FOR THEIR NEIGHBORHOOD HALLOWEEN EVENT. SO I'D LIKE TO TRULY THANK THEM, THE REYES FAMILY FOR BUILDING COMMUNITY AND KEEPING THE FAMILY UNIT UNITED. SO EVERY YEAR THEY PARTICIPATE IN THE HALLOWEEN EVENT BY DECORATING, PASSING OUT GOODIES TO THEIR KIDS, ALONG WITH THE OTHER LOCAL NEIGHBORS, SHE REACHED OUT TO ME WANTING TO MAKE THE STREETS SAFER FOR THE KIDS TO WALK THROUGH THE NEIGHBORHOOD WITHOUT HAVING TO DEAL WITH CARS OR ACCIDENTS. SO AS SHE APPROACHED ME, I QUICKLY, UH, WAS FOR IT AND HAVING THE CITY JOIN IN AND BLOCKING THE CITY STREETS TO MAKING IT SAFER FOR THE KIDS TO TRICK OR TREAT SHE HAD A NEIGHBORHOOD BLOCK EVENT. SO SHE HAD ALL THE NEIGHBORS, WE BLOCKED OFF THE STREETS AND THEY WERE ABLE TO TRICK OR TREAT, UM, THE DAY OF THE HALLOWEEN EVENT, SHE CALLED ME AND INFORMED ME THAT UNIT YOU SEE ON CHANNEL 34 IS IN THE AREA AND COVERING THIS ONE AS ONE OF THEIR STORIES AND INVITED ME TO STOP BY, TO HAVE THE MAYOR REPRESENT. IT WAS SO GREAT TO SEE ALL THE HOMES DECORATED AS THEY HAD OVER 1000 TO 2000 PEOPLE STOPPED BY AND IT WAS OPEN TO CITYWIDE. SO ANYBODY IN THE COMMUNITY WAS EIGHT MORE THAN WELCOME TO COME BY. AND WHAT I APPRECIATE ABOUT THEM IS THAT THEY JUST PUT IT FOR THE T UH, FOR THE KIDS. THEY ALSO, UH, GAVE THE TEENAGERS AN OPPORTUNITY TO GO TRICK OR TREAT. IT DIDN'T MATTER HOW OLD THEY WERE AND IT WAS OPEN FOR ALL. AND IT WAS FULL OF, UM, UH, THE PEOPLE PARTICIPATED AND WE WERE HAPPY TO PARTNER UP WITH YOU. AND THANK YOU FOR PUTTING WEST COVINA ON THE MAP. I'M NOT SURE IF THEY HAVE PHOTOS [00:30:01] SHOWN TO BE BETTER. NO. OKAY. WELL, IT'S, IT'S, UH, UH, THEY HAVE, UH, THEY HAVE IT ON THERE, BUT IT WAS SUCH A GREAT EVENT. I KNOW A LOT OF PEOPLE THAT CAME BY, UH, IT WAS A LOT OF POSITIVE FEEDBACK AND THE PEOPLE THAT DID CAME BY THAT, I MEAN, SOMETIMES THEY SAID IT WAS SUPER FULL THAT THEY HAD TO GO AROUND, BUT FOR PUTTING THIS TOGETHER WITH THE NEIGHBORHOOD, UM, AND HAVING THE CITY, UH, BE PARTNERED WITH THIS WAS TRULY A MAGNIFICENT MAGNIFICENT EVENT. IS THERE ANYTHING YOU'D LIKE TO SAY? UM, I JUST WANT TO SAY THANK YOU TO THE CITY. I KNOW IT WAS A LITTLE LAST MINUTE ASKING THEM TO BLOCK OFF THE STREETS, BUT WE DO GET ABOUT 1500 TO 2000 TRICK OR TREATERS A YEAR. AND WE'VE HAD SOME NEAR MISSES IN THE PAST WITH CARS COMING THROUGH. SO JUST REALLY APPRECIATE YOUR SUPPORT. THE POLICE DEPARTMENT SUPPORT THE FIRE DEPARTMENT, SUPPORT POLICE CHIEF ACTUALLY CAME OUT EARLIER IN THE EVENT AND WAS TALKING TO EVERYONE. SO WE JUST REALLY APPRECIATE EVERYONE'S SUPPORT. MAYBE WE CAN DO EVENTS LIKE THIS IN THE FUTURE, MAYBE FOR OTHER OTHER HOLIDAYS. I KNOW HALLOWEEN, ISN'T A FUN HOLIDAYS, A LITTLE SCARY AROUND OUR NEIGHBORHOOD, THE MASTERMIND BEHIND OUR HAUNTED HOUSE AND EVERYTHING THAT WE DO, BUT JUST WANT TO THANK THE CITY. AND WE'RE PROUD TO LIVE IN WEST COVINA AND REPRESENT OUR CITY AND APPRECIATE ALL THE SUPPORT WE GET FROM EVERYONE. IS THERE ANYTHING YOU'D LIKE TO SAY? YOU SAID THE MASTERMIND. SO AT THIS TIME WE'D LIKE TO, UH, SHOW A CERTIFICATE OF APPRECIATION. WE HAVE ONE MORE FROM THE CALIFORNIA STATE GRID. THANK YOU AGAIN FOR BRINGING COMMUNITY TO GET BETTER YOU. SO BEFORE MOVING TO ORAL COMMUNICATION, WE HAVE AN ADJOURNMENT COUNCIL MEMBER. ROGER CHANDLER, WHO SERVED IN THE CITY OF ARCADIA PASSED AFTER A COURAGEOUS BATTLE WITH CANCER ARCADIA MAYOR SHOW TY SAID STATED THAT THIS IS DEEPLY SADDENED BY THE LOSS OF HER FRIEND AND COLLEAGUE. MR. CHANDLER LIVED IN OUR KT FOR OVER 40 YEARS AND SERVED ON THE CITY COUNCIL FOR NEARLY 24 YEARS, A LIFELONG SERVANT OF THE PUBLIC GOOD. MR. CHANDLER BEGAN HIS CAREER AT 21, JOINING THE LA COUNTY SHERIFF'S DEPARTMENT, WHERE HE SERVED WITH DISTINCTION FOR 24 YEARS AFTER RETIRING FROM THE SHERIFF'S DEPARTMENT, HE WENT ON TO BECOME THE CHIEF OF POLICE OF THE LOS ANGELES CITY HOUSING AUTHORITY. AND IN 1994, HE CREATED THE CITY OF HAWAIIAN GARDENS POLICE DEPARTMENT. MR. CHANDLER WAS ELECTED SIX TERMS ON THE ARCADIA CITY COUNCIL SERVING FOUR TIMES AS MAYOR DURING THE CAREER OF THE CITY COUNCIL. HE CONSISTENTLY DEMONSTRATED COMMITMENT TO ENSURING ARCADIA RESIDENTS RECEIVE OUTSTANDING PUBLIC SERVICES. OUR CONDOLENCES GO OUT TO THE ENTIRE CHANDLER FAMILY AND THE RESIDENTS OF ARCADIA. NOW TO ORAL COMMUNICATION, [ORAL COMMUNICATIONS - Five (5) minutes per speaker] WE WILL MOVE TO ORAL COMMUNICATION. IF ANYBODY WOULD LIKE TO ADDRESS THE COUNCIL, PLEASE FILL OUT A YELLOW SPEAKER CARD AND SUBMIT IT TO THE DEPUTY CITY CLERK, ASSISTANT CITY CLERK. ANY, HOW MANY SPEAKERS DO WE HAVE TONIGHT? WE HAVE TWO THIS EVENING. MAYOR TWO. OKAY, GO AHEAD AND PROCEED ON SHOEMAKER FOLLOWED BY J D I'VE WATCHED WITH GREAT CONCERN ABOUT HOW OUR CITY IS BEING RUN. DO NOT FOLLOW FULLY UNDERSTAND HOW SOME VERY GOOD PEOPLE WITH THE ABILITY TO ADDRESS MANY OF THE ISSUES FACED BY OUR CITY, TURNED INTO POLITICIANS, WORRY MORE ABOUT PHOTO OPS IN THE MIDDLE OF A BUSY STREET. AND HE GROUNDBREAKING CEREMONY AND NOT MUCH MORE THAN A LARGE OUTHOUSE, WELL NOT ADDRESSING HOMELESSNESS CRIME AND THE FINANCIAL STANDING OF OUR CITY. I'VE WATCHED OUR CITY MISPLACED PRIORITIES AS THEY SHOW DISRESPECT TO OUR VETERANS WHEN THEY ADVERTISED A TOILET CEREMONY ON THE CITY'S WEBSITE, BUT FAILED TO PLACE THE VETERANS DAY CEREMONY ON THE SAME WEB PAGE, I'VE LISTENED TO AS DIFFERENT MEMBERS OF THE CITY CONSOLE PLAY POLITICAL GAMES WITH THE VA REGARDING THEIR SUPPORTIVE RECALLING THE LA COUNTY DA THE STERLING PART. THE PART THAT MADE ME WONDER WAS THE MENTIONING OF 150 PLUS CASES. AND SPECIFICALLY TRYING TO STRONG ARM, THE DA INTO PUSHING THE CASES FORWARD. BASICALLY THE DA WAS TOLD PROSECUTE, OR WILL VOTE NO CONFIDENCE IN YOU AFTER THE DA WOULD NOT BE BULLIED. AND THE CONSOLE FAILING FOUR VOTED NO CONFIDENCE. I WONDER HOW MANY SIGNED THE RECALL PETITIONS I'VE HEARD MEMBERS OF THIS CONSOLE TELL BUSINESSES, GIVE US A CERTAIN AMOUNT OF MONEY OR WILL NOT APPROVE YOUR PROJECT. WHEN THERE WAS NO REAL REQUIREMENT TO MAKE SUCH A PAYMENT. HOW MANY BUSINESSES DECIDED NOT TO COME TO WEST COVINA PERIOD, [00:35:01] HIM OR DREXEL SMITH, A FORMER ELECTED COUNCIL MEMBER FROM WALNUTS AND A CONSULTANT TO BUSINESSES AND CITY GOVERNMENTS, TELE PRIOR COUNSEL, WHEN A CITY HAS OUTDATED GENERAL PLAN, IT'S NOT EVEN APPROACH THE CITY ONE WONDERS WITH THIS ALMOST PROTECTION RACKET. HOW MANY BUSINESSES JUST PASSES BY OR COME TO US BECAUSE THEY KNOW WE CAN BE EASILY BOUGHT OFF BECAUSE OF OUR SEVERE FINANCIAL STANDING. I HAVE BEEN TOLD ABOUT MEMBERS OF THIS CONSOLE, MAKING CALLS TO POLICE OFFICIALS, ATTEMPTING TO INFLUENCE ACTIVE CASES IN THE CITY OR INTERFERING WITH OTHER CASES TO GET AN OUTCOME THEY WANT. THIS SOUNDS MORE LIKE A CRIMINAL ENTERPRISE THAN A CITY CONSOLE. MORE DISTRESSING IS UP POLICE OFFICIALS ALLOWING THIS TO HAPPEN. IF THOSE CHARGED WITH PROTECTING OUR CITY, REFUSE TO PROTECT THE VERY PROCESS WHICH THEY ARE CHARGED TO PROTECT. WHAT DOES THAT DO TO ALL OF US? SINCE I MENTIONED THE STRONG ARM TACTICS USED WITH THE DA ONE WONDERS, WHY WOULD THE DA REFUSE TO CHARGE OVER 150 CASES? WELL, IF MY EXPERIENCE AND THE EXPERIENCE ON MY FAMILY HAS ANY BEARING TO THE PERFORMANCE OF A HANDFUL, A HANDFUL OF MEMBERS OF OUR DEPARTMENT. THEN I FULLY UNDERSTAND MY FAMILY WAS ON THE WRONG END OF A SMALL GROUP OF PEOPLE MAKING FALSE REPORTS TO THE WEST COVINA POLICE DEPARTMENT, UPWARDS OF 100 CALLS, ONE CALL A PERSON CLAIMED THERE WAS A THREAT WHICH WAS MADE. WE'RE STILL TRYING TO DETERMINE HOW THAT CAME ABOUT. AS 11 MONTHS LATER, IT WAS DISMISSED FOR NO EVIDENCE, NOT LACK OF EVIDENCE, NO EVIDENCE. HOW DOES THIS HAVE ANYTHING TO DO WITH THE 150 PLUS CASES? THE DA REFUSED TO TAKE THE COURT? WELL, THE COMPLAINING WITNESS SAID THE PERSON MAKING THE THREAT I WILL DESCRIBE WAS FIVE FOOT 10 WITH DARK HAIR AND WEIGHED APPROXIMATELY 180 POUNDS WEST COVINA POLICE DEPARTMENT TOOK, TOOK A PERSON INTO CUSTODY WHO WAS SIX FOOT FOUR, 150 POUNDS WITH LONG RED HAIR WITH GREAT POLICE WORK LIKE THAT. NO WONDER THE DA IS DECLINING CASES FROM WEST COVINA, ESPECIALLY IF THESE THREE TO FIVE OFFICERS I KNOW ABOUT WERE INVOLVED AS JEFF FOXWORTHY, A COMEDIAN MAY SAY, IN THIS CASE, HE WAS DOING ONE OF HIS ROUTINES. YOU CAN NOT TELL THE DIFFERENCE BETWEEN SOMEONE FIVE, 10 UNDER AN 80 WITH DARK HAIR IN PERSON, SIX FOOT, 450 WITH RED HAIR, YOU MUST BE INCOMPETENT OR AS BILL MAY SAY, IF YOU CANNOT TELL THE DIFFERENCE, HERE'S YOUR SIGN. OKAY. THANK YOU. J D FOLLOWED BY BILL ELLIOTT FOLLOWED BY OUR ROBINSON. GOOD EVENING COUNCIL. UH, CONGRATULATIONS, MR. CASTIANO AND YOUR PROMOTION AS WELL AS YOU MS. DIAZ. UM, IT'S USUALLY VERY NERVE WRECKING TO COME UP HERE WHEN THERE'S JUST A FEW PEOPLE IN THE AUDIENCE TONIGHT, THE HOUSE IS PACKED. YOU GUYS, YOU GUYS SHOULDN'T HAVE ALL COME OUT TO SEE ME THAT'S THAT WASN'T NEEDED. UM, THIS SUNDAY I VISITED CAMERON COMMUNITY CENTER WITH FAMILY, WITH MY PING PONG AND POON PONG PADDLE I'D HAND ON HAND, OPEN TO PLAY. I WAS HOPING YOU CAN HELP ME OUT HERE. MS. DIAZ SAYS YOU REPRESENT WHERE I LIVE AND OF COURSE THE POOL, THE PING PONG TABLES POOL TABLE, AND ALL THAT WORK PUSHED UP AGAINST THE WALL. KIDS WERE RUNNING AROUND INSIDE THE CENTER CHURCH HAD ALREADY LED OUT. SO WE TOOK THE PREROGATIVE, GO AHEAD AND SET UP THE, THE PING PONG TABLE. WE MOVED OVER TO THE COUNTER, ASKED THE EMPLOYEE TO LET US RUN UP A NET CAUSE THEY WERE ABSENT A NET AND LO AND BEHOLD, I WAS INFORMED IS CLOSED TO THE PUBLIC. THAT WAS A LITTLE BIT SURPRISING SINCE CHURCH AND ALL THE KIDS WERE HAVING A GOOD TIME WHILE I WAS IN THERE. IN FACT, THE PASTOR OF THE CHURCH THAT RENTS THE FACILITY CAME UP AND SPOKE TO ME AS I WAS SPEAKING TO THE CITY EMPLOYEE. SO I ASKED THE EMPLOYEE, IS THIS JUST A TODAY'S SORT OF A SITUATION? I SAID, NO, WE'RE NOT OPEN TO THE PUBLIC CHARIOT. WE'RE ONLY OPEN TO THOSE THAT RENT THE CENTER. AND I THOUGHT, HMM, SOMETHING'S WRONG HERE? IS IT? WELL, YOU HAVE BASKETBALL LEAGUES TO PLAY HERE. YOU HAVE THE CHURCH. AND SHE, AND HE, THE TWO EMPLOYEES HAD MENTIONED THAT THERE WAS GOING TO BE A KEATON YETTA FOLLOWING THE CHURCH. SO [00:40:01] IT JUST MADE NO SENSE TO ME WHY THE COMMUNITY WASN'T GETTING ACCESS TO THE TABLES. SO, UH, IT'S A PLAY THERE. NOW I UNDERSTAND THAT THIS GYM HAS GONE IS OPEN SEVEN DAYS A WEEK. SO MY QUESTION IS WHY IS ON THE WEBSITE? IT INDICATES THAT THE GYM IS OPEN. WHEN I GO THERE, THE EMPLOYEE IS TELLING ME NOT OPEN TO THE PUBLIC. SO YOU KIND OF TAKING THE COMMUNITY OUT OF THE PARK. I ASKED TO SPEAK TO THE SUPERVISOR, BUT APPARENTLY THE SUPERVISOR HAS MOVED ON ELSEWHERE AND OR THE SUPERVISOR, THE IMMEDIATE SUPERVISOR WASN'T AVAILABLE. AND AS THE SUPERVISOR TO THAT SUPERVISOR HAD MOVED ON AND I WAS REFERRED TO THE ASSISTANT CITY MANAGER. SO WHAT IS IT, I MEAN, IS THE, UH, CENTER OPEN TO US, UH, THAT LIVE IN THE COMMUNITY? OR IS IT NOT SINCE I SEE, I HAVE A MINUTE AND 56 SECONDS LEFT IN THE SAME VEIN, I WANT TO MOVE TO, UH, A PROBLEM IN THE PARK. THAT'S A LITTLE DIFFERENT, BUT CERTAINLY, UH, IMPORTANT BECAUSE IT HAS TO DO WITH HEALTH AND HEALTH AND SAFETY. AND THAT IS, WE HAVE AN INFESTATION OF RATS UNDER THOSE BIG TRAILERS. YOU HAVE PARKED BEHIND THE GYMNASIUM. AND WHEN I WALK MY DOGS AT NIGHT, I CAN SEE THEM ALL JUST SCATTERING UNDERNEATH THERE. AND I UNDERSTAND FROM A CITY EMPLOYEE AT ONE OR MORE OF THOSE CONTAINERS, THEY LOOKED LIKE THE CONTAINERS PARKED OUT THERE IN LONG BEACH. UM, THERE'S, IT'S ROTTED OUT AND RATS ARE MAKING A, UH, A HOME OUT OF IT. SO IF YOU CAN MAYBE LOOK INTO THAT, UH, I WOULD GREATLY APPRECIATE IT. THANK YOU FOR PAYING ATTENTION AND HAVE A GOOD EVENING. CONGRATULATIONS GOT TO BOTH USE. YEAH. BILL ELLIOT FOLLOWED BY OUR ROBINSON FOLLOWED BY CLINTON ELLIS. GOOD EVENING. CITY COUNCIL, BILL ELLIOTT. UH, WOW. I AM SO IMPRESSED WITH THE WEST COVINA HIGH SCHOOL CHOIR. WOW. I MEAN, THEY BLEW ME AWAY. I REALLY DIDN'T EXPECT THAT MUCH FROM THEM. UM, UH, KUDOS TO THE DIRECTOR TO, UH, YOU KNOW, THE PERFORMING ARTS ARE GOING TO BE REALLY GROWING IN WEST COVINA WITH A NEW PERFORMING ARTS CENTER IN OUR DISTRICT. I'M REALLY EXCITED FOR THE KIDS IN THAT REGARD. I'M REALLY ALSO VERY PLEASED WITH THE, UH, CHOICE OF SONGS TONIGHT, UM, THAT THEY LET OUT WHERE THE NATIONAL ANTHEM AT A TIME THAT WE'RE LIVING IN. NOW, IT SAYS A LOT AND I REALLY, IT MADE ME FEEL GOOD. UH, MAYOR LET THE BANK, YOU FOR YOUR SERVICE TO THE CITY, YOU KNOW, YOU REALLY ROSE TO THE OCCASION AND YOU'VE BEEN A GREAT FACE FOR THE CITY. IGNORE IT. ANY NAYSAYERS THAT WANT TO JUST CRITICIZE A RETIREMENT, THEY'RE OPENING THEIR MOUTH, WHICH IS EVERY TIME THIS CITY COUNCIL HAS DONE A LOT IN THE LAST YEAR AND YOUR STEADY HUNTER LEADERSHIP BROUGHT US THROUGH. AND I REALLY APPRECIATE YOUR EFFORTS. AND I UNDERSTAND THE SACRIFICE THAT YOU MAKE. NO, THIS IS NOT A FULL-TIME JOB FOR YOU HAVE A FULL-TIME JOB PLUS THIS. AND I KNOW YOUR CHILDREN WERE PROBABLY WONDERING WHERE YOU'RE AT SOMETIMES, AND IT'S A BIG SACRIFICE TO SERVE THE CITY. AND REALLY I ADMIRE EVERYONE ON THE CITY COUNCIL OR ANYONE THAT DOES IT, UH, HAVE A MEASURE OF RESPECT FOR YOU BECAUSE IT IS SUCH A DAUNTING TASK BEING SUCH A TARGET ALL THE TIME. AND, UM, NOT REALLY BEING RECOGNIZED FOR THE STELLAR LEADERSHIP THAT WE HAVE ON THIS CITY COUNCIL. I'M VERY IMPRESSED WITH THE LAST YEAR. AND I HAVE FULL FAITH THAT, UH, MAYOR ELECT DARRIO CASTELLANOS IS GOING TO DO EQUALLY AS EQUALLY AS WELL. YOU KNOW, THE YOUNG LEADERSHIP ON THIS CITY COUNCIL IS REALLY INVIGORATING. IT'S GREAT. I THINK IT ENERGIZES THE COMMUNITY. YOU'VE BEEN A GREAT FACE FOR THE CITY DARIAN. I KNOW YOU'RE GOING TO DO THE SAME THING. UH, AND WE CONTINUE ON, UH, WITH THIS, THIS WE CALL WEST COVINA. UM, LET ME SEE. THERE WAS SOMETHING ELSE I WANTED TO SAY. UH, NO, JUST GO SHORT TONIGHT. THANK YOU VERY MUCH. R ROBINSON FOLLOWED BY CLANTON ELLIS FOLLOWED BY PAT MADONNA. NICOLE, IS IT, UH, THIS IS A GOOD EVENING COUNCIL [00:45:01] BILL ROBINSON RESIDENT. UH, THIS IS NO LONGER A VIRUS. UM, THIS IS A BIO WEAPON, A SPIKE PROTEIN JAB. UH, WHAT, WHAT WE HAVE COMING AFTER THANKSGIVING UNREPORTED BY THE MEDIA IS THE PANDEMIC OF THE LAB. RATS BIG PHARMA HAS ZERO LIABILITY. AND SO THEY DON'T CARE THAT THE VACCINE ISN'T SAFE. UH, THE VACCINE PROBIOTIC PROGRAM IS AN ENORMOUS, INCREASINGLY OBVIOUS FAILURE. I'LL BE MENTIONING THREE LAWSUITS TONIGHT. UH, I'M, I'M HOLDING IN MY HAND, UH, A COURT AB AFFIDAVIT OF LIEUTENANT COLONEL TERESA LONG MD FLIGHT SURGEON OUT OF FORT RUCKER, ALABAMA. THIS IS, UH, A BRAVE INDICTMENT OF THE FAILED, UH, THE VACCINE VERSUS THE DELTA VARIANT. UH, THIS CONFIRMED IN A TESTED COURT DOCUMENT IS SWORN TO UNDER PENALTY OF PERJURY IN THIS PART OF A FEDERAL COURT MARSH MOTION FOR PRELIMINARY INJUNCTION OR FILED EARLIER THIS YEAR. COLONEL LONG STATED THAT IN A MILITARY POPULATION, IN WHICH LESS THAN 20 ACTIVE DUTY PERSONNEL OUT OF 1.4 MILLION DIED LAST YEAR, DOD MANDATES ARE SENSELESS. MOREOVER, IN LONG'S TESTIMONY IN A ROUND TABLE DISCUSSION, UH, LED BY SENATOR RON JOHNSON, I THINK THREE WEEKS AGO, SHE SAID THAT ABOUT 377,000 MILITARY PERSONNEL ARE LIKELY TO BE LEAVING ALL BRANCHES OF OUR ARMED SERVICES BEFORE 2022. IF THE CURRENT MANDATE POLICY ISN'T QUICKLY WALKED BACK, LEAVING OUR NATION'S DEFENSES, GUTTED AND VULNERABLE, WE SHOULD HAVE BEEN TOLD ALL THIS ON VETERAN'S DAY, COLONEL LONG OPPOSES COERCIVE MANDATES TO FORCE, UH, COVID VACCINE SHOTS FOR LARGE SEGMENTS OF THE POPULATION THAT HAVE FAR MORE RISKS THAN BENEFITS ZERO UPSIDE, BUT A BIG DOWNSIDE, NOTABLY CHILDREN, THOSE WITH NATURAL IMMUNITY AND HEALTHY YOUNG MILITARY PERSONNEL, COLONEL LAWN NEEDS MASSIVE PUBLIC SUPPORT. SHE'S A BRILLIANT EXAMPLE FOR ALL PHYSICIANS TO FIGHT FOR BOTH MEDICAL FREEDOM AND ON A SCIENCE. UM, PLEASE STOP THE, UH, THE BIG BIRD, UH, MEDICAL PROPAGANDA LAWSUIT. NUMBER TWO IS THE MIDDLE D COMES FROM THE MIDDLE DISTRICT OF FLORIDA AGAINST PRESIDENT BIDEN AND THE SAFER, UM, FEDERAL WORKFORCE TASK FORCE CHALLENGING THE FEDERAL VACCINE MANDATE FOR A FEDERAL OLAND. FEDERAL EMPLOYEES ANNOUNCED RECENTLY THROUGH EXECUTIVE ORDER, 14,043, A HEALTH FREEDOM. NONPROFIT HAS CHALLENGED BIDEN'S AUTHORITY TO ENACT SWEEPING VACCINE MANDATES ACROSS THE NATION CITING, UH, AMENDMENT FOUR OF THE BILL OF RIGHTS, UH, QUOTE THE RIGHT OF THE PEOPLE TO BE SECURE IN THEIR PERSONS. YES, YOU HEARD IT RIGHT SECURE IN THEIR PERSONS, HOUSES, PAPERS AND EFFECTS AGAINST UNREASONABLE SEARCHES AND SEIZURES SHALL NOT BE VIOLATED. PERIOD. FULL-STOP LAWSUIT CONTENDS THAT PRIVATE MATTERS OF PERSONAL BODILY CHOICE ARE RETAINED BY THE GOVERN AND TO BE DENIED BY THE INDIVIDUAL ON A CASE BY CASE BASIS, THE PEOPLE HAVE NEVER DELEGATED THOSE RIGHTS TO THE GOVERNMENT FEDERAL STATE, OR LOCAL AS SUCH GOVERNMENT HAS NEITHER THE JUST POWER NOR THE CONSENT OF THE GOVERN TO FORCIBLY DECIDE TO VAX THEM. UH, I'LL SKIP TO A LAWSUIT. NUMBER THREE, UH, 527 LA CITY FIREFIGHTERS HAVE SUED, UH, LA TO PUT A STOP TO THE MANDATES AND THE MADNESS THAT RALLY AND DEMONSTRATION LAST TUESDAY BEFORE LA CITY HALL AMOUNTED TO 4,000 PEOPLE. BUT IT'S NOT ENOUGH. PEOPLE NEED TO STAND UP FOR THEIR, THEIR RIGHTS AND NOW, AND, AND JUST SAY NO. UM, UM, MAKING IF NECESSARY THE CITY AND THE COUNTY ON GOVERNMENT GOVERNABLE, UH, [00:50:02] VACCINE MANDATES CHARIOT. THEY DID THAT. THEY DID THAT IN GERMANY. IN THE 1930S. IT WAS THE NEXT SPEAKER. THE NEXT SPEAKER IS CLAIMED CLANTON ELLIS FOLLOWED BY PAT CORA. IT, IT VIOLATES THE NUREMBERG NUREMBERG CODE. THANK YOU, MR. BRIGGS STANDARD. OKAY. I'VE COME DOWN HERE BECAUSE THEY WANT TO PUT A NO PARKING WITHOUT PERMIT SIGNS ON HARTLEY STREET BETWEEN THE 100 AND 200 BLOCK. NOW THEY SENT OUT A LETTER ON THIS, UH, BACK IN AUGUST. AND I SAID, THE CITY POLICY REQUIRES AT LEAST A MAJORITY OF THE RESIDENTS BE IN FAVOR OF THE PARKING RESTRICTIONS BEFORE IT CAN BE CONSIDERED. NOW THEY SENT THESE LETTERS OUT TO DEAR RESONANT. THEY DIDN'T PUT ANYBODY'S NAME ON THEM, AND THEY ONLY SENT ONE TO EACH HOUSEHOLD. THERE'S OVER 90 RESIDENTS ON THE ONE AND 200 BLOCK OF HARTLEY STREET. THEY GOT 26 BACK THAT WANT THE SIGNS, UH, SIX, IT DIDN'T SEND THEM BACK AND TO THE DIDN'T WANT THEM. I DIDN'T EVEN GET EVEN EVEN SEEN ONE OF THE CARDS WE WERE SUPPOSED TO SEND BACK. MY DAUGHTER-IN-LAW GRABBED IT WHEN THEY SENT THE SECOND LETTER. NOW I'VE, UH, THERE REALLY ISN'T A NEED DURING THE DAY FOR PARKING RESTRICTIONS. THE PROBLEM COMES AT NIGHTTIME. THEY'VE GOT, UH, PEOPLE FROM THE APARTMENTS OVER ON, UH, GARVEY AND VINCENT OR PARKING THEIR CARS OVERNIGHT ON THE STREET. NOW THE NEXT STREET OVER, UH, CLOSER TO THE APARTMENTS. MADEIRA HAS NO PARKING ON DURING THE DAY OR NIGHT. THEY HAVE 30 TO 40 PARKING SPOTS OPEN AT NIGHTTIME ON HARTLEY STREET ON THE 100 BLOCK. THERE'S MAYBE ONE IN THE 200 BLOCK. THERE'S MAYBE EIGHT OR NINE. NOW I DON'T GO TO BED A LITTLE AFTER THREE IN THE MORNING. SO IT WAS EASY FOR ME TO GET UP AND DRIVE AROUND AND JUST, JUST SEE WHAT'S GOING ON WITH IT. BUT MY, MY FIRST OBJECTION, THIS WAS DONE HORRIBLY THE WAY THEY DID IT. SECOND, WE CAN'T KEEP KICKING THIS DOWN THE ROAD. IF WE GET THE, THE PEOPLE OFF OF HARTLEY STREET, THEY'RE GOING TO GO OVER TO THE ELEPHANT STREET AND PARK. THEY'VE GOT TO HAVE SOMEPLACE TO PARK AND, UH, YOU KNOW, THEN NEXT YEAR YOU'RE GOING TO HAVE THE PEOPLE FROM ELLEN STREET WANTING PARKING ON IT. NOW I MADE A SUGGESTION THAT THE TRAFFIC MEETING THAT I WENT TO, THAT THEY TAKE MAYBE 10 PARKING SPOTS GET 10, UH, TEMPORARY OR CONDITIONAL PERMITS FOR PEOPLE TO PARK ON MAROTTA STREET THAT WOULD GET THEM OFF HARTLEY STREET. THERE WOULDN'T BE A PROBLEM ON HARTLEY AND THERE'S SO MUCH SPACE ON MAROTTA. THERE WOULDN'T BE A PROBLEM THERE. NOW ANOTHER SOLUTION WOULD BE TO BRING THE PARKING BACK ON GARVEY AVENUE. THAT'S WHERE THE PROBLEM STARTED. NOW. IT LOOKS LIKE YOU COULD ACTUALLY KEEP PUT THE PARKING ON THERE, NOT HAVE A PROBLEM, THE STREETS RATHER TIGHT, BUT IF YOU GO TO SHADY DALE, WHICH IS, UH, NEXT TO, UH, IS JUST EAST OF, UH, SUNSET HERE, THAT STREET, IF YOU GO DOWN, DO YOU HAVE TO PULL OVER AT THE SIDE? IF SOMEBODY IS COMING FROM THE OTHER DIRECTION IS SO NARROW, ANOTHER POSSIBILITY WE JUST MAKE GARVEY A ONE-WAY STREET AND THAT WOULD SOLVE IT. THERE A THIRD SOLUTION, THE AREA BETWEEN GARVEY AND THE FREEWAY ON RAMP WAS USED FOR PARKING DURING THE CONSTRUCTION THAT'S VACANT. AND WE'D PROBABLY TAKE 10 TO 12 CARS ON THAT. AND THAT'S RIGHT OUT OF THE RIGHT OUT OF THE ENTRANCE OF THE APARTMENT BUILDING, BUT WE NEED TO DO SOMETHING TO SOLVE THIS PROBLEM BECAUSE IT ISN'T GOING AWAY ISSUE THE WAY WE'RE DOING THIS IS GOING TO MOVE AROUND. AND I DON'T LIKE THE IDEA OF SEEING, UH, RESTRICTED PARKING BECAUSE THERE'S MY NEXT DOOR NEIGHBOR. UH, SHE WAS IN FAVOR OF IT, BUT SHE'S ONE OF THESE PEOPLE THAT PARKS BLOCKING HER DRIVEWAY AND HER SON-IN-LAW PARKS. I'VE SEEN HIM SOMETIMES TWO AND A HALF FEET FROM THE CURB. AND, YOU KNOW, THE PARKING POLICE ARE GOING TO BE GOING UP AND DOWN THE STREET WITH THE SIGNS ON THERE, AND THEY'RE GOING TO NAIL THEM FOR THAT. AND THEY'RE GOING TO REGRET IT. THAT'S WHAT I'VE GOT TO SAY. AND I HOPE YOU, I HOPE YOU'LL RECONSIDER THIS THING AND MAYBE TRY SOMETHING BEFORE YOU PUT THE SIGNS OUT. OKAY. THANK YOU. THANK YOU, PAT. HI, CAN YOU TELL ME YOUR LAST NAME AND DOSE? I THINK YOU GAVE ME, THIS IS MY FIRST TIME INVOLVED WITH THE CITY AND I'M VERY PROUD TO LIVE IN THE CITY. [00:55:01] I'M ADDRESSING THE PARKING SITUATION AS WELL. UM, THE MAJORITY OF THE PEOPLE ON OUR BLOCK WERE FOR THE PERMANENT PARKING SPECIFICALLY BECAUSE OF THE PROBLEMS THAT HAVE BEEN ONGOING SINCE THE PERMANENT PARKING WAS PUT ON THE BLOCK BEFORE US, WHICH I BELIEVE IS MORADA, THAT PROBABLY WENT ON TO OUR BLOCK. SO THAT IS VERY TRUE HOW THE PROBLEM ESCALATES TO THE OTHER BLOCK. HOWEVER, THE PROBLEM ON OUR BLOCK IS VERY SERIOUS. THERE'S TRASH THERE'S PEOPLE LOITERING. UM, HAVE THEY REALLY PEED IN FRONT OF OUR HOMES? UM, ONE MAN WAS SO ANGRY ABOUT SOMEBODY LEFT A NOTE ON HIS CAR THAT HE THREATENED. ONE OF THE LADIES THAT WAS HOME. YOU PUT A NOTE ON MY CAR, YOU KNOW, I, THIS IS A PUBLIC STREET AND HE WAS GETTING VERY VIOLENT WITH HER, CAME OVER TO OUR BLOCK AND WAS SCREAMING AT MY HUSBAND, THINKING HE WAS THE ONE THAT PUT THE NOTE. SO IT ALMOST BECAME A FIGHT. UM, ONE OF MY NEIGHBORS HAS CHILDREN THAT WORK LATE. THEY COME HOME AT ONE, TWO O'CLOCK IN THE MORNING. THEY HAVE AN AWARD, A PARK. THEY LITERALLY HAVE TO PARK AROUND THE CORNER. UM, THERE WAS A LADY THAT IN A WHEELCHAIR, THEY HAVE TO COME IN AND PICK HER UP IN THE WHEELCHAIR VAN TO PARTICULARLY IN THE MIDDLE OF THE STREET. THERE'S NOWHERE TO PARK. THERE ARE DUMPING, DIAPERS AND TRASH, AND IT'S THERE. IT'S LOITERING HAS GOTTEN VERY OUT OF HAND AND I WOULD BE TOTALLY GRATEFUL IF YOU WOULD PLEASE PERMIT THE OVERNIGHT PARKING RESTRICTED AS WE HAVE. THANK YOU AGAIN. THANK YOU. THANK YOU. I HAVE NO FURTHER SPEAKER SLIPS MAYOR. SO CITY MANAGER MAY PLEASE RESPOND TO THE PUBLIC COMMENT CONCERNS. UM, GOOD EVENING, MAYOR AND COUNCIL MEMBERS OF THE PUBLIC. I'LL TRY TO BRIEFLY RESPOND TO SOME OF THE COMMENTS THAT WERE MADE REGARDING POLICE MATTERS ARE OUR POLICE DEPARTMENT. WE HAVE A FINE POLICE DEPARTMENT. THEY ENFORCED THE LAW WITHOUT FEAR OF FAVOR. IF SOMEONE'S AWARE OF CRIMINAL ACTS, I WOULD ENCOURAGE THEM TO CALL US REGARDING THE CONCERNS ABOUT THE PARK. UM, YOU SOURS AND THE RODENTS. UM, JD, THANK YOU FOR THAT. I'LL I'LL FOLLOW UP. I WAS UNAWARE OF THOSE TWO THINGS, BUT I'LL FOLLOW UP ON THAT. UM, MR. ELLIOTT, I AGREE, KUDOS TO THE CHOIR AND I'LL BE SENDING THEM A NICE LETTER TOMORROW TO THANK THEM ON BEHALF OF THE CITY, UM, CLAYTON NELLIS, AND PATMAN DOSA REGARDING THE PARKINGS ON, UM, THAT NEIGHBORHOOD, WE WILL FOLLOW UP. WE HAVE A REALLY FINE TRAFFIC ENGINEER AND I'LL SEE TO IT THAT WE SPEAK WITH YOU BOTH ABOUT THAT. AND WE'LL STAY ON THAT UNTIL WE CAN FIND A SOLUTION. WE'LL UM, WE'LL BE IN TOUCH WITH YOU, UM, THIS WEEK YET. THAT'S ALL I HAVE. THANK YOU. [CITY MANAGER'S REPORT] THANK YOU. IS THERE A CITY MANAGER'S REPORT THIS EVENING? THANK YOU. YES, MIRROR. GOOD EVENING. AGAIN. I HAVE A VERY BRIEF REPORT AND THEN WE'VE GOT SOME SPECIAL BUSINESS TONIGHT. I'LL JUST GIVE A BRIEF, UM, UPDATE A COUPLE OF MEETINGS BACK. WE HAD A PRESENTATION HERE, A THOUGHTFUL PRESENTATION BY THE LA COUNTY ASSESSOR, JEFFREY PRAYING. HE MADE US ALL AWARE OF THE POSSIBILITY AS HOMEOWNERS THAT WE COULD GET, UM, UM, A TAX EXEMPTION FOR OWNER-OCCUPIED HOMES. UM, IT REDUCES YOUR ASSESSED VALUATION BY $7,000. THAT SAVES YOU ABOUT $70 A YEAR ON YOUR PROPERTY TAX BILL. WE FOLLOWED UP ON HIS ADVICE AND SENT A LETTER TO, WE SENT HUNDREDS OF THESE FORM LETTERS TO PEOPLE WHO WERE IN THAT CATEGORY WHO LIVED IN THEIR HOME, BUT HADN'T FILED AN EXEMPTION. WE'RE GETTING QUITE FAVORABLE RESPONSE TO IT. UM, IT WAS SENT OUT, UH, ONE SIDE IN ENGLISH, ONE SIDE IN SPANISH, HOPEFULLY WE'VE, UM, GOTTEN A LETTER IN EVERYBODY'S MAILBOX. IT'S IN THAT POSTURE. AND, UM, WE'VE BEEN GETTING A LOT OF CALLS. UM, JUST WANTED TO MENTION WE HAD A VERY POSITIVE VETERAN'S DAY CEREMONY. ON FRIDAY, THE 10TH HERE AT THE CIVIC CENTER, WE'RE GOING TO HAVE, UM, I WANT TO CALL IT ICE SKATING, BUT IT'S NOT REALLY ICE, UH, FREE TO THE PUBLIC FROM SIX TO NINE, WE'RE GOING TO HAVE, UM, SOME FUN ACTIVITIES TO HELP PEOPLE TURN OUT. AND THE CITY IS HELPING TO SPONSOR THE, UM, QUANTIS CLUBS, CHILDREN, CHRISTMAS PARADE, AND SANCHEZ VILLAGE. ON SATURDAY, THE 11TH, WE'RE GONNA HAVE A TOWN HALL MEETING IN THESE CHAMBERS, THIS THIRSTY LOOKING AT THE REQUIREMENTS IN THE STATE ELECTION CODE FOR REDISTRICTING THAT THE COUNCIL SEATS MIGHT BE APPROPRIATELY [01:00:01] DIVIDED BASED ON OUR POPULATION AND A CHANGE IN THE DEMOGRAPHICS. WE'RE TALKING ABOUT PROCESS AND NEXT STEPS THAT WE CAN CONTINUE TO FOLLOW THE STATE ELECTIONS LAW, SOME MORE, UM, UPCOMING EVENTS TO HIGHLIGHT. I MENTIONED THE TOWN HALL ON REDISTRICTING. THIS THIRSTY WE'RE GOING TO BE CLOSED FOR THANKSGIVING. WISH EVERYBODY A SPECIAL HOLIDAY. WE'RE GOING TO HAVE OUR TREE LIGHTING CEREMONY ON THE 10TH HERE AT THE CITY HALL COURTYARD AND THE CHRISTMAS PARADE AS WAS MENTIONED ON THE 11TH. AND THAT'S ALL I'VE GOT THIS EVENING. THANK YOU.
