IN REGARDS TO ITEMS ON YOUR AGENDA THIS EVENING, THE GROUP I AM REPRESENTING CARE THIS EVENING ARE FROM THE MID MANAGEMENT MAINTENANCE AND CRAFTS GENERAL AND CONFIDENTIAL EMPLOYEE BARGAINING GROUPS, WHICH IS COMPROMISED OF 22% OF THE CITY'S FULL TIME WORKFORCE. WE HAVE A TOTAL OF 68 MEMBERS WITHIN THIS, THESE FOUR GROUPS. THIS IS 68 OUT OF 300 PLUS CURRENT FULL-TIME STAFF WITHIN THE CITY. THESE GROUPS WHO MIGHT SPEAK FOR THIS EVENING ARE MID-MANAGERS INSPECTORS, MAINTENANCE WORKERS, ELECTRICIANS, ANALYSTS, ACCOUNTANTS, COORDINATORS IN VARIOUS CLERICAL AND ADMINISTRATIVE SUPPORT STUFF. AND MANY, MANY MORE. THE MAJORITY OF OUR MEMBERS HAVE DEDICATED FIVE TO 35 PLUS YEARS OF SERVICE TO THE CITY OF WEST COVINA. WE ARE THE FIRST PERSON THAT RESIDENTS HAVE CONTACT WITH WHEN THEY CONTACT THE CITY. WE ARE THE, UH, AND DEAL WITH THE CITY DAILY. WE HAVE BEEN HERE THROUGH THE VARIOUS UPS AND DOWNS OF THE CITY AND WE WILL CONTINUE TO BE THE FOUNDATION SUPPORTING THE RESIDENTS, CUSTOMERS, AND STUFF OF THIS GREAT CITY, WHERE MANY MORE YEARS TO COME. AND ACCORDING TO THE LATEST HOUSING ELEMENT THAT I'VE BEEN SLOWLY TRYING TO GET THROUGH, UM, THAT THE AREA WHERE I LIVE AND NORTH OF THE FREEWAY HAS BEEN DESIGNATED A LOWER AREA. SO MY QUESTION TO ALL OF YOU IS WHY IS IT THAT LOWER INCOME AREAS ARE DISH, THIS PROPORTIONALLY AFFECTED BY WHAT MANUFACTURING BRINGS TO THEM, WHICH IS LUCIAN AND MORE TRAFFIC. AND OUR AREA'S GOING TO BE HIGHLY EFFECTED BY THAT FROM AMAZON. I'M NOW LOOKING AT THE TRUCKS THAT WE HAVE GOING THROUGH, AND THEY'RE GOING TO BE SO MANY MORE ALSO, DO YOU REALIZE THAT THERE IS A SCHOOL THAT IS LESS THAN A BLOCK AWAY? THOSE KIDS PLAY OUTSIDE. TO ME THAT SEEMS LIKE YOU'RE TRYING TO BUY THE HEALTH AND THE SAFETY OF THE RESIDENTS OF WEST COVINA. AND THAT SHOULD NOT BE HAPPENING. NO MONEY IS GOING TO MAKE IT BETTER. MY SECOND TISSUE IS THE UNNECESSARY CREATION OF A HEALTH DEPARTMENT TO RAN BY THE CITY OF WEST COVINA. TODAY. I HAPPEN TO LEARN AND THE NEWSPAPER I WISH I HAD LEARNED FROM THE COUNCIL MEMBERS ABOUT WHAT IS GOING ON WITH THE HEALTH DEPARTMENT. WE GET NO, NONE WHATSOEVER. IF YOU DON'T WANT, I FEEL LIKE YOU DON'T WANT US TO KNOW. SO I READ THE NEWSPAPER TODAY, OR I TRIED TO, I DON'T GET THE TRIBUNE. SO IT'S REALLY HARD TO READ IT. UH, COUNCILMAN RUTH TOLD ME THEY REFERRED TO IT AS THE ARENA, THE SOCCER ARENA. IT'S REALLY A MULTI-USE WOW. WHAT A FABULOUS VENUE WE HAVE HERE IN WEST COVINA NOW FOR LARGE EVENTS. AND, UH, I REALLY SEE A LOT OF SUCCESS COMING FROM THAT EFFORT. AND, UH, I DO THINK THERE ARE SOME LIGHTING ISSUES. IT WAS KIND OF DARK WHEN WE WERE WALKING TO THE CAR, ALL THE SIDEWALKS THAT LED TO THE PAVILION AREA, UH, IT WAS KIND OF DARK. SO MAYBE, UH, SOME, UH, THOUGHT ABOUT THAT. UH, MR.
