SO BREAST CANCER IS THE MOST COMMON CANCER AMONG WOMEN IN THE UNITED STATES, EXCEPT FOR SKINS CANCER.
AND 2,650 MEN IN THE UNITED STATES WILL BE DIAGNOSED WITH BREAST CANCER AND MORE THAN 43,000 WOMEN AND 530 MEN WILL DIE FROM THE DISEASE.
DEATH RATES FROM BREAST CANCER HAVE BEEN DECLINING SINCE ABOUT 1989 IN PART DUE TO EARLIER DETECTION THROUGH SCREENING, INCREASED AWARENESS AND CONTINUALLY IMPROVING TREATMENT OPTIONS.
THEREFORE AS MAYOR AND ON BEHALF OF THE ENTIRE CITY COUNCIL, WE DO HEREBY PROCLAIM THE MONTH OF OCTOBER, 2021 AS NATIONAL BREAST CANCER AWARENESS MONTH.

UM, YES, IT, THIS IS A BREAST CANCER AWARENESS MONTH AND AS SUCH WEST COVINA POLICE DEPARTMENT PARTICIPATES IN THE PINK PATCH PROJECT, PINK PATCH PROJECT STARTED ABOUT 2013 OR ONE AGENCY TOOK THEIR SHOULDER PATCHES AND MADE THEM PINK OR AWARENESS.
I THINK 2015, IT WAS IRWINDALE WHO CAUGHT ON TO THAT AND IT JUST LIT FIRE.
AND CURRENTLY WE HAVE WELL OVER 500 AGENCIES THAT PARTICIPATE IN A PINK PATCH PROJECT.
IT'S ALMOST BECOME LIKE TRADING CARDS THAT WE WANT TO TRADE PATCHES, BUT THESE ARE OUR WAY OF RAISING FUNDS TO GIVE TO THE CITY OF HOPE FOR BREAST CANCER RESEARCH.

DOMESTIC VIOLENCE IS NOT ONLY AFFECTS THOSE WHO ARE ABUSED, BUT ALSO HAS A SUBSTANTIAL EFFECT ON FAMILY MEMBERS, FRIENDS, COWORKERS, OTHER WITNESS, AND THE COMMUNITY AT LARGE, IT COALITION OF ORGANIZATION HAS EMERGED TO CONFRONT DIRECTLY THE CRISIS LAW ENFORCEMENT AGENCIES, DOMESTIC VIOLENCE, HOTLINES, BATTERED WOMEN AND CHILDREN'S SHELTERS, HEALTHCARE PROVIDERS, CHURCHES, AND THE VOLUNTEERS THAT SERVE THOSE ENTITIES ARE HELPING THE EFFORT TO END DOMESTIC VIOLENCE.
THEREFORE, I WOULD LIKE TO ALSO PRESENT THE DOMESTIC VIOLENCE AWARENESS PROCLAMATION.

UM, WE GIVE REFERRALS WITH MONEY FOR RELOCATIONS AND KEEPING THEM SAFE IN RESTRAINING ORDERS.
UM, SO AGAIN, I'M SO EXTREMELY PROUD OF WEST COVINA IN THE WAY THAT WE TAKE CARE OF OUR VICTIMS AND SEE THAT THEY HEAL.

THE CITY IS COMMITTED TO ENSURING THE SAFETY AND SECURITY OF ALL THOSE LIVING IN AND VISITING WEST COVINA HOME FIRES KILLED MORE THAN 2,770 PEOPLE IN THE UNITED STATES IN 2019, ACCORDING TO THE NATIONAL FIRE PROTECTION ASSOCIATION AND FPA, THE FIRE DEPARTMENTS IN THE UNITED STATES RESPONDED TO 339,500 HOME FIRES SMOKE ALARMS SEND SMOKE WELL BEFORE YOU CAN ALERTING YOU TO DANGER IN THE EVENT OF FIRE IN WHICH YOU MAY HAVE AS LITTLE AS TWO MINUTES TO ESCAPE SAFETY.

LITTLE, THE CITY COUNCIL SHOULD REVERSE THAT POSITION AT THE NEXT COUNCIL MEETING, CONSIDERING THE HIGH SALARIES PAID TO CITY EMPLOYEES.
AND CONSIDERING THE FACT THAT THE CITY IS A CITY HALL IS ONLY OPEN FOUR DAYS A WEEK.
AND CONSIDERING THAT MANY CITY STAFF JOBS COME WITH LIFETIME PENSIONS, I THINK THAT MORALE BUILDING IS ENOUGH, ENOUGH ALREADY TIME TO TIGHTEN UP THE BELT, HAVE THE CITY'S FINANCES IN THE FOREFRONT OF EVERY DECISION.
IF THE CITY STAFF FEELS LIKE THEY ARE BEING TREATED MEAN, THEN LET THEM GO SOMEWHERE ELSE TO WORK.
THEY SHOULD HAVE THEIR NEXT PARTY AT THE CITY MANAGER'S HOUSE ON HIS DIME ON HIS TIME.

AND BY THAT TRANSACTION, WE WERE ABLE TO ACHIEVE A NET PRESENT VALUE SAVINGS OF NORTH OF $52 MILLION, $52.7 MILLION.

SO WE, THE EFFECTIVE INTEREST RATE FROM 7% AT CALPERS TO A PRIVATE TRANSACTION, ALL IN AT 3.7, 2%, WE KEPT THE TENDER.

SO WE THINK WE'VE MADE REALLY GOOD PROGRESS IN THAT AREA.
