PRECISE PLAN NO. 21-01 CONDITIONAL USE PERMIT NO. 21-01 ADMINISTRATIVE USE PERMIT NO. 21-07 TREE PERMIT NO. 21-07 CATEGORICAL EXEMPTION APPLICANT: Jennifer Daw for Chick Fil A LOCATION: 3041 E Garvey Avenue North REQUEST: The applicant is requesting approval of a precise plan to construct a new fast-food restaurant (Chick Fil A) with a drive-through. The project also requires the approval of a conditional use permit for the drive-through, an administrative use permit allowing outdoor dining, and a tree permit allowing for the removal of various trees on site. The proposed fast-food restaurant would be 5,001 square feet.] PUBLIC HEARINGS TONIGHT, WE HAVE ONE PUBLIC HEARING PAULINA WHO WILL PRESENT STAFF REPORT AND THEY WILL PRESENT THE STAFF REPORT. GOOD EVENING CHAIR AND PLANNING COMMISSIONERS. TONIGHT. I WILL BE PRESENTING ITEMS. UH, ITEM NUMBER THREE, PRECISE PLAN NUMBER 21 DASH ZERO ONE. CONDITIONAL USE PERMIT NUMBER 21 DASH ZERO ONE ADMINISTRATIVE USE PERMIT NUMBER 21 DASH ZERO SEVEN AND TREE PERMIT REMOVAL 2107. LET'S BEGIN. THE SUBJECT SITE IS LOCATED OFF OF EAST GARVEY AVENUE. NORTH IS ADJACENT TO THE IKEA FURNITURE STORE TO THE NORTH, UH, LA FITNESS GYM TO THE EAST JOLLEY B BUILDING TO THE WEST AND THE 10 FREEWAY TO THE SOUTH. AND I'VE HIGHLIGHTED, UH, IN RED OUTLINE, UM, IN A RED OUTLINE, UH, THE PROJECT SITE. AND THESE ARE WELL, THIS IS THE EXISTING SITE CURRENTLY IN THE PROCESS OF BEING DEMOLISHED. IF YOU'VE, UH, DRIVEN BY, UH, PROPOSED BUILDING WILL BE 5,001 SQUARE SQUARE FEET WITH TWO CANOPIES FOR THE DRIVE-THROUGH THAT MENU BAR, THERE'S TWO CANOPIES AND ONE WILL BE FOR THE MENU BOARD. AND THE OTHER ONE WILL BE FOR THE PICKUP WINDOW. THE MENU BOARD CANOPY WILL BE 1,386 SQUARE FEET. AND THE PICKUP WINDOW CAN BE, WILL BE 1,781 SQUARE FEET. THE REQUIRED PARKING FOR THE SITE BASED OFF OF THE PROPOSED SEATING, BOTH INDOOR AND OUTDOOR AND THE SIZE OF THE BUILDING IS 45 PARKING SPACES. YET THE SITE PROVIDES 59 PARKING SPACES. THE APPLICANT IS PROPOSING A DROUGHT TOLERANT LANDSCAPE. THAT INCLUDES A COVID ALOE VERA DESERT SPOON, FESCUE, FLAX, LILY, AND OTHER PLANTS. AND I'LL BE SHOWING YOU GUYS SOME RENDERINGS OF WHAT THAT WILL LOOK LIKE. UH, IN REGARDS TO THE SEATING, THERE WILL BE 104 SEATS IN THE DINING AREA, AND WE'LL GO OVER THE FLOOR PLAN AND 26 OUTDOOR SEATS YOU CAN SEE BEFORE ME THE BUSINESS OP UH, THE BUSINESS WILL OPEN FROM MONDAY THROUGH SATURDAY FROM 6:00 AM TO 11:00 PM. THE TRAFFIC STUDY TRAFFIC IMPACT STUDY FORECAST AT 25 VEHICLES MAXIMUM. AND THE PROPOSED DUAL DRIVE-THRU AS A CAPACITY OF 30 VEHICLES IN THE QUEUE AND THE RESTAURANT WOULD EMPLOY OXIMETRY 80 AREA RESIDENTS. THE BUILDING WILL BE CONSTRUCTED APPROXIMATELY SEVEN FEET FROM EAST OF THE WESTERLY PROPERTY LINE, WHICH IS THE SIDE AND APPROXIMATELY 79 FEET NORTH OF THE SOUTHERLY PROPERTY, WHICH IS THE FRONT AND FROM THE PARKING LOT. CUSTOMERS WOULD GO AROUND THE BUILDING TO THE NORTH TO ENTER THE BUILDING THE SITE AS VEHICLE ACCESS FROM EAST GARVEY AVENUE NORTH. SO WITH MY LIQUOR, I'LL SHOW YOU GUYS THE DRIVEWAY APPROACH ENTRANCE OFF OF EAST GARVEY AVENUE. NORTH RIGHT HERE, AND CARS WOULD GO DRIVE UP HERE ALL THE WAY THROUGH THE BACK AND INTO THE, UH, DRIVE THROUGH, UH, DOING. AND THIS IS THE CANOPY I WAS MENTIONING ABOUT THE MENU BOARD AND HERE'S THE OTHER WITH THE, UH, THE DELIVERY PICKUP WINDOW. AND I SHOULD MENTION TO THE WEST, WE DO HAVE THE TRASH ENCLOSURE SLASH STORAGE HERE. WE HAVE THE FLOOR PLAN, UH, BEHIND ME. THE KITCHEN IS IN THE YELLOW AS LONG AS WELL AS THE OFFICE AREA. [00:10:01] UH, AND THE DRIVE-THROUGH A WINDOW WHERE THE EMPLOYEES WILL WORK FROM, UH, IN BLUE. WE HAVE THE SERVING AREA AT THE CASH REGISTERS, UH, THE ENTRANCE AND THE DINING. AND IN RED, WE HAVE THE PUBLIC RESTROOMS AND THESE ARE THE RENDERINGS. UH, THIS IS A VIEW FROM THE SOUTHWEST, AS YOU CAN SEE, I MENTIONED THERE WAS GOING TO BE A LOT OF DROUGHT, TOLERANT PLANTS, UM, VERY FULL. AND, UH, HERE'S THE NORTHEAST. AS YOU CAN SEE THE CANOPY, YOU CAN ALSO SEE THE OUTDOOR SEATING THERE. THIS IS FROM THE NORTHEAST. AND IF YOU PAY ATTENTION TO THE FAR BACK, YOU CAN SEE THE WALL THAT SEPARATES THE, THE PROPERTIES FROM OUR PROPOSED SITE HERE AT CHICK-FIL-A. AND THEN THE JOLLIBEE BUILDING TO THE WEST SOUTHEAST ELEVATION HERE IS THE ENTRANCE OF THE DRIVE-THROUGH. AS YOU CAN SEE AGAIN, THE OTHER CANOPY AND HERE IS A BIRD'S EYE VIEW. FINDING STAFF WOULD LIKE TO ASK THE PLANNING COMMISSION TO REVISE THE CONDITIONAL USE PERMIT RESOLUTION CONDITION OF APPROVAL ITEM E TO ADMIT THE ABOVE MENTIONED LANGUAGE THAT IS STRIKED OUT AND ADD THE UNDERLINED LANGUAGE. UM, SO IT CURRENTLY READ OR PREVIOUSLY READ CURRENTLY READS RESTAURANT EMPLOYEES SHALL ENSURE PROPER CIRCULATION AROUND THE CENTER BY MANAGING THE DRIVE-THROUGH CAR LINE. SO THAT VEHICLE Q1 DOES NOT LOCK PARKING SPACES. AND SO WHAT WE WOULD LIKE TO STRIKE OUT AND DOES NOT LOCK THE FRONT OF OTHER RESTAURANTS WITHIN THE CENTER, GIVEN THAT THERE ARE NOT OTHER RESTAURANTS IN THE AREA, AND THERE IS A APPARENTLY A GYM, BUT YOU FIGURED WE'D RIGHT IN FRONT OF OTHER BUSINESSES IN THE CENTER TO INCLUDE ANY POTENTIAL FUTURE DEVELOPMENT AND THE FLOW OF TRAFFIC ON OFF OF EAST RV AVENUE. SO THAT'S THE REVISION THAT WE'D LIKE FOR THE CP RESOLUTION. AND WE WOULD ALSO LIKE TO ADD THAT THE RESTAURANT OPERATORS SHALL PROVIDE EXTRA ORDERING POINTS DURING PEAK HOURS AS TO ALLEVIATE ORDERING PLACEMENT. AND THIS SHALL BE A MOBILE ORDER TAKING POINT USING A TABLET OR A MOBILE DEVICE, WHICH AS WE ALL KNOW, CHICK-FIL-A ALREADY, UM, REFORMS, THAT TYPE OF A SERVICE THAT BEING SAID, UH, STAFF RECOMMENDS THAT THE PLANNING COMMISSION ADOPT RESOLUTIONS NUMBER 21 DASH 0 6 8 8 21 DASH 6 0 8 9 AND 21 DASH 6 0 9 0. PROVING PRECISE PLAN, CONDITIONAL USE PERMIT ADMINISTRATIVE USE PERMIT. AND THIS CONCLUDES MY PRESENTATION AND I'M AVAILABLE IF MICHELIN HAS ANY QUESTIONS. ALSO, WE DO HAVE A COUPLE OF TEAM MEMBERS FROM, UH, THE APPLICANTS HERE. SO, UM, THANK YOU, UH, PUBLIC COMMENT PERIOD. I'M ASSUMING, EXCUSE ME. PUBLIC HEARING. YEAH. EXCELLENT. WELL, UH, WE HAVE KELSEY HERE WITH US TODAY WHO HELPED WITH THE ENTITLEMENT PROCESS AND WILL BE HELPING WITH THE PERMITTING PROCESS AS WELL. SHE'S BEEN ACTIVELY INVOLVED WORKING WITH RENEE AND MY NAME IS CARLOS RES, UH, DEVELOPMENT MANAGER FOR CHICK-FILET, UM, ONE AT FIRST AND FOREMOST, A THANK YOU HALL FOR THE CHAIR FOR YOUR TIME TONIGHT, BUT ALSO FOR THE OPPORTUNITY TO BE HERE A SPECIAL THANKS TO RENEE AS WELL. GOSH, FOR THE, FOR THE MANY, MANY MONTHS OF THE, THE INPUT AND COLLABORATION, JUST TO GET TO THIS POINT, IT'S A BIG DEAL, BUT, UH, JUST WANT TO ACKNOWLEDGE THAT THERE'S A LOT OF TIME AND EFFORT ON YOUR BEHALF TO COME UP WITH THE ULTIMATE, UH, OPTIMAL PRODUCT, WHAT YOU GUYS SEE BEFORE YOU HERE TODAY. AND WE'RE PROUD OF, SO THANK YOU TO STAFF AND RENEE SPECIFICALLY. AND, UM, I WON'T ADD TOO MUCH MORE TO THE PRESENTATION ITSELF. UM, AS SOME OF YOU GUYS HAVE PROBABLY SEEN THE HOOTERS BUILDING HAS BEEN VACATED FOR A WHILE AND, UH, JUST UNDERGONE SOME NEGLECT OVER TIME. AND, UH, IT'S IN THE PROCESS OF BEING VACATED. UH, I'M SORRY. DEMOLISH NOW IS, UH, RENEE HAD MENTIONED, BUT, UM, WE HOPE, WE CERTAINLY LIKE TO THINK THAT THIS PROPOSED PROJECT HERE IS BEAUTIFICATION OF, OF THAT AREA AND REALLY A REVITALIZATION SPECIFICALLY OF THAT SHOPPING CENTER. AND SO WE'RE JUST EXCITED. ANYTIME WE GET TO BE TALKING ABOUT A NEW BUSINESS AND NEW OPPORTUNITIES FOR JOB CREATION AND LIVELIHOODS, IT'S, IT'S A SPECIAL THING IN GENERAL. AND SO CAN'T STRESS ENOUGH HOW EXCITED WE ARE ABOUT THAT. EXCITED TO BE PART OF THE CITY PART OF THE GROWTH WITH THE CITY AND, UM, JUST TO BE ABLE TO SERVE IN THE CITY, UH, FOR SOME THAT KNOW [00:15:01] SOME OF THE, UH, OVERALL GOOD AND TO NOTABLE THINGS THAT, UM, OUR CURRENT OPERATORS DOING THAT THE LAKES, UH, SITE THAT'S UP AND RUNNING JUST A LOT OF GOOD COMING OUT FROM THAT. AND WE'RE COMMITTED TO CONTINUE TO DOING SO. AND SO, UH, THANK YOU FOR YOUR CONSIDERATION OF THE PROJECT AND, UH, HAPPY TO ANSWER ANY QUESTIONS YOU HAVE. KELSEY, IS THERE ANYTHING THAT YOU WANT TO ADD? NOTHING TO ADD? THANK YOU AGAIN SO MUCH, RENEE. UM, AS WELL AS THE STAFF, IT'S BEEN A PLEASURE TO WORK WITH EVERYONE, AND I THINK STAFF HAS DONE A GREAT JOB IN THE MIDST OF THE PANDEMIC OF KEEPING THE PROJECT MOVING FORWARD. SO WE'RE HAPPY TO ANSWER ANY QUESTIONS YOU GUYS HAVE. I HAD A MEETING WITH TINA CHOY AND, UM, SHE WENT OVER QUITE EXTENSIVELY WITH ME, THE PROJECT, AND IT SEEMED TO BE, UH, VERY WELL PLANNED OUT. AND IT LOOKS LIKE, UH, THE WAY THAT THE DESIGN IS, UH, THERE SHOULDN'T BE ANY PROBLEMS THAT WE'VE HAD WITH THE LAKES AVENUE WITH TRAFFIC AND NOT. SO DOES ANY OF THE COMMISSION HAVE ANY QUESTIONS AT THIS TIME? DID I HAVE A COUPLE OF QUESTIONS? UM, SO YOUR, YOUR TRASH RECEPTACLE AREA SEEMS TO BE RIGHT AT THE END OF THE, THE, UH, UH, THE INITIAL CUE FOR VEHICLES. AND I GUESS MY, MY ONLY QUESTION OR CONCERN IS JUST WHEN IS PICKUP GOING TO OCCUR AND IS THAT GOING TO BE IMPACTING THE DRIVE-THROUGH? UM, SO IT'S FAIR QUESTION. SO, UM, WE, WE RELY ON THE, UM, OPERATOR TO COORDINATE WITH THAT. IT REALLY DEPENDS ON THE OPERATOR. THE BEST PRACTICES WOULD BE TO CERTAINLY NOT HAVE IT SCHEDULED, TURNING THE BUSY TIMES DURING THE PEAK HOURS. AND SO, UM, USUALLY THEY CAN WORK THAT OUT, UM, IN TERMS OF, UM, JUST SCHEDULING. I THINK THE, UM, THE EXISTING, UH, OPENING A STORE ON LAKE IS ABOUT 10 TO 12 AND THEY COME ABOUT EVERY DAY, BUT EVERY SITE IS DIFFERENT. SOME, SOME SITES GO, YOU KNOW, ONCE EVERY OTHER DAY SOME SITES HAVE LARGER FACILITIES OR MORE BINS. AND SO IT REALLY JUST DEPENDS. UM, I WOULDN'T BE ABLE TO NAIL DOWN THE, THE SPECIFICS TO THAT. IT'S REALLY GONNA DEPEND ON THE SIDE AND THE DEMAND ON THE OPERATOR, BUT, UM, CERTAINLY ALLOCATE, UH, CAN ALLOCATE TEAM MEMBERS IF NEEDED FOR ANY KIND OF HELP, UH, SHOULD IT IMPACT THE STACKING AND THEN, UM, SORT OF A MORE IMMEDIATE CONCERN THAT, UH, THAT I THINK A NUMBER OF RESIDENTS HAVE, THERE'S BEEN A LOT OF REFEEDING, THERE'S BEEN A LOT OF VAGRANCY ON THAT SITE. AND, UH, OBVIOUSLY FROM MY PERSPECTIVE, I DON'T, I DON'T WANT TO SEE THAT CONTINUE PARTICULARLY WHILE THIS PROJECT, IF IT'S APPROVED PRESUMPTIVELY WOULD, WOULD BE DEVELOPED, UM, AND CREATING MORE OF AN ISSUE. SO, SURE. WHAT, UH, WHAT, IF ANYTHING, HAVE YOU HAVE YOU GUYS DONE, BECAUSE AGAIN, THE PROPERTY OWNER HAS BEEN SORT OF ABSENT FROM MAKING SURE THAT THAT'S, UH, THAT'S NOT AN ISSUE. UM, SO THAT, THAT IS NOT AN ISSUE MOVING FORWARD. YEAH. AND I CAN ANSWER THAT. I BELIEVE I ACTUALLY THERE'S THERE'S UM, IN THE CONDITIONS THAT REQUIRES US TO REMOVE ANY GRAFFITI. UM, I THINK THAT WAS A VERY FAIR CONCERN FOR A REASON. AND WE'RE CERTAINLY COMMITTED TO TRY AND, UH, GET RID OF THAT. I THINK THE REQUIREMENTS ARE WITHIN 24 HOURS THAT WE HAVE TO GET RID OF IT, BUT OF COURSE WE, UH, PRIDE OURSELVES ON BEING A GOOD NEIGHBOR AND, UM, UH, JUST MAINTAINING THE CHICK-FIL-A BRAND FROM JUST CLEANLINESS OVERALL AND APPEARANCE. AND SO IT WOULD BE IN THE OPERATOR'S BEST INTEREST TO, UH, NOT HAVE THE GRAFFITI. SO WE, YEAH, WE PLAN ON, YEAH. I MEAN, I'M NOT REALLY TOO CONCERNED ABOUT CHICK-FIL-A WHILE THEY'RE OPEN AND OPERATING. I'M MORE CONCERNED ABOUT THE INTERIM TIME PERIOD BETWEEN, LET'S SAY WE APPROVE THIS NOW AND THEN, YOU KNOW, IT TAKES A YEAR OR HOWEVER LONG FOR IT TO BE DEVELOPED. SURE. THAT'S GOING TO BE A WHOLE YEAR IN WHICH WE COULD CONTINUE TO SEE THOSE PROBLEMS, LIKE SURE. WE HAVE. YEAH. UM, SO WE HAVE HEARD THE CONCERNS OF THE COMMUNITY IN REGARDS TO THAT. AND, UM, ONE INITIATIVE THAT WE'RE TAKING IS DEMOLISHING THE EXISTING BUILDINGS. SO THAT WILL ELIMINATE THE ABILITY OF THE TRANSIENT POPULATION AND JUST DIFFERENT PEOPLE TO COME AND KIND OF SET UP CAMP IF YOU WILL. SO THE PLAN IS TO DEMOLISH THE BUILDING ITSELF, UM, AND HOPEFULLY KIND OF ELIMINATE SPACES THAT HOW QUICKLY WILL THAT HAPPEN? IT'S ALREADY IN THE PROCESS. I I'VE SEEN IT. IS IT SCHEDULED TO BE COMPLETED? I HAVE AN EXACT TIMEFRAME, BUT TYPICALLY DEMOLITION COULD HAPPEN IN THE MATTER OF A COUPLE OF WEEKS. UM, SO IT WOULD DEPEND ON THE LANDLORD SCHEDULE, BUT DEMOLITION ITSELF DOESN'T TYPICALLY TAKE TOO LONG. YEAH, THAT THAT'S FAIR. UM, I THINK ONE OF THE CHALLENGES TOO, FROM, UH, JUST WAITING TO DEMOLISH THE BUILDING WAS THE UTILITIES AND GETTING THROUGH THAT PROCESS, WHICH WAS A HEADACHE. WE DON'T WANT TO BLOW ANYTHING UP DURING THE PROCESS. AND SO THAT WAS ONE OF THE CHALLENGES, BUT WE CAN CERTAINLY WORK WITH THE CITY TO, [00:20:01] UM, AND GET BACK TO YOU ON HOW, HOW QUICK, I DON'T KNOW HOW LONG, WELL, WE CONTINUE TO FOLLOW UP WITH THE LANDLORD BECAUSE WE ALSO WANT TO SEE THE PROPERTY AND A LITTLE BIT MORE OF A STABLE CONDITION WITH THAT BUILDING GONE. AND THEN A QUICK QUESTION WITH REGARD TO THE, THE DOUBLE DRIVE-THROUGH AT THE FRONT HOUSE. I, I GOTTA BE HONEST WITH YOU. I'VE SEEN TONS OF CHICK-FIL-AS. I'VE NEVER SEEN A DOUBLE DRIVE-THROUGH AT THE, AT THE FRONT. OBVIOUSLY THE ONE AT THE LAKES HAS A DOUBLE DRIVE-THRU, WHICH GOES INTO ONE LANE FOR THE, THE, UH, ACTUAL WINDOW. SO HOW, HOW IS THAT GOING TO WORK WITHOUT CAUSING POTENTIAL HAZARDS? THAT'S MY SURE. UM, TRY, THAT'S A GOOD QUESTION. IT'S, UH, WE'RE EXCITED ABOUT THIS, UH, CONCEPT IN GENERAL, ALL OF OUR NEW STORES, UH, HAVE THIS DESIGN, UM, SOMETHING THAT WE STARTED LOOKING AT A FEW YEARS AGO AND, UH, EVEN SOME OF THE EXISTING RESTAURANTS THAT ARE GOING TO GO INTO REMODELS WILL HAVE THAT BECAUSE IT WORKS REALLY WELL. UM, UH, JUST FROM A, AN ABILITY TO PROVIDE OVERALL SITE CIRCULATION AND MOBILITY. UM, IT'S ABOUT A 30% EFFICIENCY INCREASE ON GETTING CARS ON AND OFF THE SITE, KEEP CARS FROM IDLING LONGER, THE DRIVE-THROUGH LANE AND JUST OVERALL CUSTOMER EXPERIENCE. AND SO, UM, IT, IT, UH, IT, MAYBE THEY, MAYBE THE BEST EXAMPLE IS TO GO BACK AND LOOK AT THE DUAL ENTRY POINT, WHICH, UH, I THINK WE'RE ALL FAMILIAR WITH IT. UH, IT MOVES THE, THE IDEA IS YOU DON'T HAVE TO WAIT FOR A CAR TO GET TO THE ORDER POINT. THERE'S NO LAG TIME. YOU DON'T HAVE TO WAIT IN ORDER TO PLACE YOUR ORDER. AND THEN THE FOOD STARTS GETTING MADE. IT'S JUST A CONSTANT STREAM OF ORDERS TAKING PLACE. SO IT'S AN EFFICIENCY THING THAT WORKS REALLY, REALLY WELL NOW WITH TECHNOLOGY. THEN THE TEAM MEMBERS CAN EVEN HELP TAKE PAYMENT BEFORE THE CARS REACHED THE PICKUP WINDOW. SO ALL OF THAT CAN KIND OF HAPPEN THEN THE DUAL DRIVE-THROUGH LANE, SO THAT PAYMENT'S ALREADY BEEN MADE, ORDERS HAVE BEEN TAKEN. AND THEN IN SOME CASES, EVEN FOOD CAN BE DELIVERED IN THE DRIVE-THROUGH THAT WAY. NOT ALL THE OPERATIONS ARE JUST CONTINGENT ON THAT ONE PICKUP WINDOW. UM, A QUESTION I SAW ON, UM, THE MONITOR THAT YOU HAVE, UH, POSITIONS FOR 80 AREA RESIDENTS, AND I THINK THAT'S GREAT. WHAT, HOW FAR DOES THAT AREA GO OUT? SAY THAT THE, IS THAT THE ADA OF TRAVEL? WAS THAT THE QUESTION? SORRY, WHAT WAS THE QUESTION? SO IT'S NICE THAT THEY, THEY HIRE AREA RESIDENTS. SO IT WAS JUST WONDERING HOW BIG IS THAT AREA? I MEAN, UH, LIKE, IT'D BE NICE IF WE COULD GET WEST COVINA RESIDENTS IN THERE AND I'M SURE COVINA THE SURROUNDING. SO HOW, HOW BIG IS THE AREA OR THAT'S CERTAINLY THE GOAL. THE GOAL IS TO HIRE LOCALLY AND THAT'S ONE OF THE UNIQUE, UM, I THINK IS A WONDERFUL THING FROM OUR BUSINESS MODEL, UH, TO HIRE LOCAL OPERATORS, BUT THAT'S THE, THAT'S THE GOAL THAT'S THE HEART IS TO, UM, WHEN WE SAY WE, WE WANT TO BE INVOLVED IN THE COMMUNITY, IT'S JUST THAT TO, UM, GET THE LOCAL RESIDENTS TO BE ABLE TO WORK HERE. AND SO WE RELY ON THE OPERATOR TO DO THAT. THEY HAVE A FULL-ON HIRING TEAM, A HIGH TO HIRING PROCESS THAT COMES OUT AND HELPS THE OPERATOR WITH THAT. AND SO, UM, IT'S UP TO THE OPERATOR. UM, IF W I MEAN, WE ALSO, IT'S A FINE BALANCE, RIGHT? WE WANT TO HIRE GOOD HELP. AND, UH, THOSE THAT, UM, WOULD BE ABLE TO OFFER THE QUALITY SERVICE THAT, UM, WOULD BE IN LINE WITH US. AND SO, UM, I DON'T THINK THERE'S A, THERE'S A SPECIFIC RADIUS FOR THAT. UM, BUT IT'S MORE OF A MAKING SURE THAT WE INVEST IN THE RIGHT PEOPLE. AND SO WE REALLY, THE OPERATORS HAVE A LOT OF FLEXIBILITY TO DO THAT. UNDERSTOOD. THANK YOU. I DON'T, YOU HAVE A QUESTION REGARDING YOUR PARKING. UM, CAN YOU PULL AT THAT PARKING, UM, THE PARKING MAP IN THE DRIVE THROUGH, I'M JUST CURIOUS IN TERMS OF HOW YOU'VE MANAGED WHEN THE DRIVE, NO, TRADITIONALLY THE DRIVE THROUGH LANE, IT'S SEPARATE ON THE PARKING AS WELL. AND IF YOU LOOK AT THIS, THE DRIVE THROUGH LANE, SORT OF LIKE THE ROUTE, ESPECIALLY TOWARD THE BACK FURTHER BACK, I THINK THE ROUTE COMES FROM THE FRONT AND THEN IT WRAPS AROUND THE BACK AREA WHERE THERE'S PARKING. SO ALL THE CARS ARE IN BLIND. HOW DO, HOW DOES CUSTOMER PARK IN THAT AREA? UH, MONDAY, CAN YOU POINT TO THE AREA WHERE THE DRIVE THROUGH COMES IN? I SEE WHAT YOU'RE SAYING. SO, UM, BERNIE HAD MENTIONED THAT THE CIRCULATION OF THE SITE, RIGHT, IS THAT GUESTS WILL COME UP THAT MAIN JIVE AISLE, WE'LL GO TO THAT NORTHERLY ACCESS ROUTE, AND THEN THEY'LL COME DOWN TO THE DRIVE-THROUGH. SO THAT'S THE WAY THEY CIRCULATION WILL WORK. BUT WITH THAT BEING SAID, WE DO HAVE THE 30 CARS THAT CAN FIT INSIDE THE DRIVE-THROUGH LANE ITSELF. AND THE CHADWICK REPORT ANTICIPATED A MAX QUEUE OF 25 CARS. SO IN TERMS OF THAT ANTICIPATED MAX QUEUE, THAT WOULD ALL STILL BE WITHIN THE DRIVE-THROUGH LANE, NOT IN THE PARKING LOT. SO I THINK TO ANSWER YOUR QUESTION, THE ONLY TIME THAT THEY WOULD REALLY BE IN THE PARKING LOT ITSELF IS KIND OF THE TEMPORARY [00:25:01] TIME AS THEY'RE, AS THEY'RE GOING INTO THE DRIVE-THROUGH LANE. BUT WE DESIGNED THE SITE TO WHERE IT CAN HANDLE THE CAPACITY OF THAT ANTICIPATED MAX QUEUE IN THE DRIVE-THROUGH LANE ITSELF. I WILL SAY, UM, ONE PERK OF THE SITE AS COMPARED WITH, UM, PERHAPS SOME OTHER JOBS OR RESTAURANTS THAT WE'VE DONE IN THE AREA, OR JUST SOME OTHER IN GENERAL IS THAT THE SITE ITSELF HAD LOCATED A LOT FARTHER AWAY FROM THE CITY'S RIGHT OF WAY. RIGHT? SO GARVEY IS A LOT FURTHER SOUTH THERE'S THAT WHOLE ACCESS AISLE THAT LEADS UP TO THE NORTHERLY DRIVE AISLE. SO EVEN IF, FOR EXAMPLE, OUR MAX QUEUE GREATLY EXCEEDED WHAT OUR TRAFFIC STUDIES SHOWED. WE WOULD STILL BE ABLE TO CONTAIN THAT WITHIN A SMALL PORTION OF OUR PARKING LOT. AND DURING THE BUSY HOURS, WE ALSO HAVE THE TEAM MEMBERS WHO ARE OUT THERE TAKING THE IPAD ORDERS AND THEY CAN HELP ALSO FACILITATE THE PARKING EXPERIENCE AS WELL. OKAY. SO I GUESS MY QUESTION IS THAT SINCE A DRIVE-THROUGH LANE IS PART OF THE PARKING, IF YOU, IF YOU WERE TO USE YOUR LASER POINTER, RENE, CAN YOU POINT TO DRIVE THROUGH LANE WHERE IT STARTED? FIRST? IT STARTED FROM THE STREET, THE STREET SECTIONS. THAT'S NOT NECESSARILY STARTING FROM THE STREET, IT'S JUST, THAT'S WHERE THE CARS ENTER FROM, CORRECT? CORRECT. SO IT'S A TWO, IT'S A TWO BAY LANE GOING ALL THE WAY IN ALL THE WAY TO THE OTHER SIDE. LET'S SAY IF THE LINE STARTS ON THEIR NECK WRAPS AROUND THE TOP, CAN YOU POINT TO WHERE THE CAR IS COMING IN FIRST, RIGHT THERE? AND IT GOES ALL THE WAY NORTH AND IT WRAPS AROUND. SO THAT AREA RIGHT THERE, THAT AREA ON THE NORTHERN PART, IF THE CARS ARE IN LINE, HOW DOES, HOW DOES THE CLIENT OR THE CUSTOMERS PARK IN THAT AREA? ACTUALLY, ALL THE AREA IS LIKE THAT. IF YOU LOOK AT THE FUCKING, ARE YOU ASKING IF, IF, UM, LIKE OUTSIDE OF THE DRIVE-THRU QUEUING, IF THEY'RE GONNA ALSO DO LIKE A DUAL LANE, I'M NOT SAYING THAT IT'S A, IT'S A DUAL LANE. I'M JUST SAYING THAT WHEN YOU DRIVE IN AND THERE'S A LINE YEAH. RIGHT FROM THE BEGINNING, FROM THE STREET FOR THE BACK RIGHT THERE, JUST START RIGHT THERE AND THEN THERE'S PARKING, KEEP GOING UP RIGHT THERE. SO EVEN AT THAT POINT, IF ALL THE CARS ARE, LET'S SAY, YOU SAID 25 CARS, A PARK LIKE THAT, THEN HOW DO YOU, HOW DOES THE CLIENTS GET IN AND OUT? I'M JUST CURIOUS, BECAUSE KNOW, TRADITIONALLY THE DRIVE THROUGH HAS ITS SEPARATE LANE, TO SOME EXTENT THE SIMILAR IT'S KIND OF SIMILAR TO THE, IN AND OUT ON BRANCA. SO KIND OF THE CARS, I GUESS YOU RELY ON COURTESY FOR THE DRIVEWAY CARS TO STOP AND LET THE CAR COME OUT. NO, I DON'T THINK THEY UNDERSTAND WHERE THE, IF YOU'RE LOOKING AT THE, AND ONLY BECAUSE I'VE ALREADY SPOKEN WITH TINA, UM, AT THE END WHERE AT THE END WHERE THE 30 CARS ENDS, RIGHT. SAY THAT WHOLE CAPACITY FROM THERE ALL THE WAY TO THE DRY WINDOW IS 30 CARS. SO THERE'S NOT GOING TO BE ANY TRAFFIC THAT WILL BE ENDURING. AM I CORRECT? THAT IS. SO EVEN IF IT WAS BACKED UP, YOU HAVE ANOTHER, I THINK, NINE TO 10 CARS SPACES EASILY. YEAH. I THINK FOR IT TO OVERFLOW INTO THE DRIVE AISLE THAT GOES NORTH TO SOUTH. SO HOLD ON. CAN YOU CONFIRM THAT AGAIN? SO FROM THE, FROM THE RIGHT THERE ALL THE WAY AROUND THAT'S 30 CAR. YEAH. THAT'S WHAT IT HAS THE ABILITY TO STACK 28 PLUS A COUPLE MORE AFTER THE DRIVE-THROUGH A WINDOW FULLY SEPARATED FROM THE PARKING. SO THAT IS JUST EXCLUSIVE DRIVE-THROUGH LANE ALL IN THAT AREA. SO THE DRIVE-THROUGH LANE ITSELF IS SEPARATED FROM THE PARKING LOT AT NIGHT. THAT'S ONE OF THE, UH, WE'LL CALL IT THE, THE BETTER THINGS ABOUT THIS SITE THAT, UH, REALLY IS, UH, ALLOWS FOR A MUCH BETTER CIRCULATION MEASURE THAN, THAN THE EXISTING STORE, BECAUSE YOU'RE REMOVING A POTENTIAL CONFLICT POINT THAT I THINK IS WHAT YOU'RE TRYING TO GET AT, BY PUTTING IT BEHIND THE BUILDING. THE OTHER EXISTING STORE HAS THOSE THREE THINGS HAPPENING. YOU'RE PUTTING IT IN A CONDENSED SPOT BEHIND THE BUILDING. AND SO YOU HAVE THE DRIVE AISLES, YOU HAVE THE PARK AND THEN THE, THE I'LL CALL IT THE J DRIVE U SHAPED DRIVE AISLE. AND SO IT CUTS DOWN ON THE PARKING AND IT ALSO CUTS DOWN ON THE, UH, EVERYTHING REALLY. AND SO THAT'S WHY YOU HAVE THE FORCE ONE-WAY CIRCULATION, AND WE HAVE A MUCH BETTER POTENTIAL FOR CIRCULATION HERE. UM, YOU CAN SEE, I THINK, I THINK THE POINT THAT WE'RE TRYING TO MAKE IS IT WOULD BE SOMETHING CRAZY HAPPENING FOR IT TO OVERFLOW WELL PAST THAT NORTHERN DRY BILE. SO YOU HAVE PLENTY OF CIRCULATION OPTIONS ALONG THE FRONT ROW PARKING SPOT. YOU CAN PARK ON THE, ON THE NORTH, THE DRIVE CYCLE. I MEAN, THERE'S PLENTY OF PARKING OPTIONS. AND SO DOES THAT ANSWER YOUR QUESTION? YEAH, IT DOES. IT DOES. THANK YOU. SURE. UM, UM, IF I MAY, UM, ON THE, THE PACKET THAT I GAVE [00:30:01] TO EACH OF YOU, UM, ONE OF THE SHEETS ACTUALLY HAS THE F 30 CARS ILLUSTRATED ON THE SITE PLAN FOR YOU TO LOOK AT TO, WELL, WELL, TRADITIONALLY, UM, BESIDES THE 30 CAR, IT JUST SAID CHICK-FIL-A HAS GOOD BUSINESS, WHICH IS WONDERFUL TO CON YOU KNOW, TO COME INTO VETS, COVINA, BUT ALSO IT'S, YOU KNOW, IT'S JUST A BIG, LONG LINE ALL THE TIME, WHICH IS GREAT. JUST LIKE HE WAS SAYING IN AND OUT DOES HAVE A BIG, LONG LINE AS WELL. UM, I'M JUST CURIOUS IN TERMS OF HOW WE, YOU KNOW, HOW WE MANAGE THAT, THAT WHOLE, WHOLE QUEUE LINE. AND THEN JUST OUT OF CURIOSITY, WHAT, UM, IN TERMS OF THE PERCENTAGE OF BUSINESS, UH, HOW MUCH IS IT THE DRIVE-THROUGH AND HOW MUCH IS IT SIT DOWN? I MEAN, I GUESS OBVIOUSLY WITH THE PANDEMIC NOWADAYS, WE'RE A LITTLE THROWN OFF, I THINK, UM, THE NUMBER IT'S, IT'S, IT'S CONSIDERABLY MORE THAN 50%. UM, I THINK PREVIOUSLY IT WAS IN THE 60 ISH RIGHT NOW. IT'S PROBABLY IN THE 70 ISH. UM, UH, JUST PEOPLE ARE NOT DINING INDOORS AS MUCH AND INCREASED ABILITY TO DO MORE MOBILE ORDER PICKUPS. AND SO IT'S HI, THANK YOU. ABSOLUTELY. THE QUESTION I WAS ASKING, UH, UH, TINA, UH, REGARDING THE TRAFFIC GOING INTO THAT AREA, BECAUSE CHICK-FIL-A IS VERY POPULAR AND JUST, THERE'S A FOUR WAY STOP SIGN THERE. AND I THINK SHE WAS SAID YOU WERE GOING TO GIVE US SOME MORE INFORMATION ON THAT. SURE. YEAH. SO I THINK, UM, PART OF THE COMMENT I THINK THAT MIGHT HAVE BEEN DISCUSSED WITH TINA WAS THE OFF-RAMP RIGHT FOR THE FREEWAY. UM, SO WE DID CHAT WITH OUR TRAFFIC ENGINEERS ABOUT THIS, AND ESSENTIALLY, UM, THE TRAFFIC STUDY DID LOOK AT THE IMPACT TO THE SURROUNDING RIGHT OF WAY, AS WELL AS THEY, UM, DID CONTACT CALTRANS AND CALTRANS SAID NO SIGNIFICANT IMPACT. IT WAS COMPLETELY BELOW THE THRESHOLD THAT THEY WOULD LOOK AT. SO IN TERMS OF THE FOUR-WAY KIND OF STOP WITH THE SITE ON THE TRAFFIC STUDY, DID NOT FIND ANY IMPACT THAT WAS SIGNIFICANT FOR THAT. UM, IT JUST FELL BELOW THE SCREENING THRESHOLD. SO THERE WERE NO CONCERNS IN THE TRAFFIC STUDY ABOUT PEOPLE BACKING UP AT THE DIFFERENT STOP SIGNS OR ANYTHING LIKE THAT. IF THAT, IF THAT ANSWERS. YEAH, IT'S ONLY JUST BECAUSE THERE'S A VERY SHORT AREA BETWEEN THE STOPLIGHT ON BRANCA TO THE DRIVEWAY AND THEN BETWEEN THE FREEWAY, ALTHOUGH THEY HAVE LENGTHENED THE THERE RIGHT LANE TO EXIT, UM, PROBABLY FROM, UH, GOING WEST. IT'S NOT, WOULDN'T BE A PROBLEM BECAUSE YOU HAVE RUSH, YOU HAVE VERY LONG STREET, JUST THOSE TWO WERE POSSIBILITY OF A CONCERN. THANK YOU. I HAVE A COUPLE OF QUICK QUESTIONS, UM, WITH REGARD TO THE LAKES DEVELOPMENT, WHAT IS THE, WHAT IS THE MAXIMUM NUMBER OF CARS THAT YOU GUYS HAVE SEEN CUTE AT THAT AT THE, AT THE ABSOLUTE BUSIEST TIME? ANY GIVEN TIME IS TIME. OKAY. SCENARIO 39 MINUTES, 39, 39 IS THE HIGHEST YOU'VE EVER SEEN. OKAY. AND THEN, UH, I DID HAVE, I DID HAVE ONE QUICK QUESTION IN THAT, THAT DEALS WITH THE, UH, THE DRIVEWAY THERE, UM, THAT EXITS ONTO, UH, ONTO GARVEY. IT WOULD SEEM, IT WOULD SEEM TO ME THAT IT, IT MAY MAKE SENSE TO HAVE TWO EXITING LANES, ONE TO TURN LEFT AND WANTS TO TURN. RIGHT. UM, THAT'S BLEEDING. I DON'T KNOW, MAYBE THE ONE LEFT AND GO STRAIGHT ONTO THE FREEWAY. I ASSUME THAT PROBABLY READY TO TAKE ADVANTAGE OF THAT TO SOME DEGREE. AND I THINK WE, I, I'M SORRY TO INTERRUPT. GO AHEAD. NO, NO, I, I JUST, THE, THE THING THAT I HAVE CONCERNS ABOUT IS THAT FOR, FOR WHATEVER REASON, YOU MAY HAVE A, A QUEUING PROBLEM THERE WITH, WITH REGARD TO TRAFFIC TURNING LEFT AND RIGHT. UM, YOU OBVIOUSLY WANT TO GET PEOPLE IN AND OUT OF THERE AS QUICKLY AS POSSIBLE, PROBABLY BECOME AN ENGINEERING ITEM AT THAT POINT. UM, I KNOW THAT THIS WAS AN EXISTING CURB CUT THAT WE'RE PROTECTING. UM, AND SO I KNOW IT WAS REVIEWED BY ENGINEERING, RENEE. I DON'T KNOW IF YOU HAVE ANY FURTHER COMMENTS, BUT, UM, THIS WAS KIND OF THE, THE CONFIGURATION THAT ENGINEERING REVIEWED AND IMPROVED. I DON'T BELIEVE THERE ARE CONDITIONS OF APPROVAL THAT ENGINEERING REQUESTED SUCH, UH, SUCH A CHANGE. OKAY. IF I COULD ADD ONE THING THAT SHOPPING CENTER DOES HAVE OTHER POINTS OF ACCESS IN AND OUT OF THE SHOPPING CENTER. SO THERE'S A DRIVEWAY, UM, CUT RIGHT IN FRONT OF THE ALLEY FITNESS AND THEN DOWN FURTHER BY ALL TERRITO. SO THERE'S OKAY. I HAD A COUPLE OF QUESTIONS. UM, THE FIRST QUESTION I HAVE UNDER YOUR PROTOTYPE STORES, I DON'T REALLY HAVE ANY SIT-DOWN RESTAURANTS THAT ARE CHICKEN. YEAH, YEAH, ABSOLUTELY. UM, YOU MEAN THAT ARE OPENED OR NEW AT ARE OPEN OR NEW OR? YEAH, ABSOLUTELY. UM, JUST EVEN THROUGHOUT LOS ANGELES, [00:35:01] WE HAVE A LOT THAT ARE CURRENTLY OPEN NOW. UM, UH, SO YES, THE SORTA ANSWER IS YES. OKAY. SO YOU GUYS ACTUALLY DO HAVE A PROTOTYPE THAT DOESN'T NECESSARILY HAVE THE DRIVE-THROUGH. OH, SO YOU'RE MENTIONING, UM, DINE-IN ONLY NO GIANT. YES. THE SHORT ANSWER TO THAT IS NO SECOND QUESTION CONCERNING THE SHARED DRIVEWAY, WHICH I GUESS, UM, THE PRIOR RESTAURANT SHARED WITH THE FITNESS CENTER, UM, I NOTICED THAT THEY HAD A CONDITION IN THERE THAT YOU, YOUR TWO COMPANIES ARE TO HAVE A, I WAS WONDERING, UM, DO YOU KNOW WHETHER HOOTERS HAD SOME TYPE OF A AND AGREEMENT BETWEEN THEMSELVES AND THE FITNESS CENTER FOR USE OF THAT DRIVEWAY? CAUSE APPARENTLY IT'S USED BY BOTH PARTIES, BUT THE ONE ON THE RIGHT, UH, GARVEY. YEAH, THE MAIN ONE. SO IT'S A SHARED ACCESS ROAD. I THINK THERE'S AN EASEMENT FOR BOTH. WE BOTH HAVE RIGHTS TO IT. AND SO I THINK THAT MAY HAVE BEEN WHAT THE CONDITION WAS ALLUDING TO, BUT BOTTOM LINE IS, YEAH, WE WOULD BOTH, I MEAN, ANY, UM, FUNDAMENTAL CHANGES TO THAT WOULD BOTH NEED AN AGREEMENT FOR THAT. AND SO WE'D HAVE TO GET THE APPROVAL. WE BOTH HAVE RIGHTS ESSENTIALLY ACCESS. OKAY. AND BY YOU MENTIONED A SHARED EASEMENT, SO NORMALLY IF YOU DO GO INTO AN AGREEMENT, YOU GUYS WOULD THEN RECORD IT DOCUMENT. ABSOLUTELY. OKAY. COMMISSIONER WILLIAMS. UM, I WOULD LIKE TO ADD, UM, IN REGARDS TO THAT, THAT THERE IS A RECORDED RECIPROCAL ACCESS, UH, AND A PARKING AGREEMENT, NOT ONLY WITH LA FITNESS, BUT UM, THE OTHER EIGHT PARCELS WITHIN THE ROW. SO THAT WOULD INCLUDE LIKE MARIE CALENDARS AND ULTRA RITO AND OTHER ESTABLISHMENTS IN THAT AREA. OKAY. SO IT IS RECORDED IN THERE. YEP. ANY OTHER QUESTIONS? UM, YES, BECAUSE THAT AREA, IT WAS USEFUL HOOTER IN THE PAST AND, UM, UH, LIGHTS NOT LIT VERY WELL. WELL MAYBE IT'S BECAUSE THEY'RE NOT OPEN FOR A WHILE NOW. THAT'S WHY THERE'S NOT REALLY A WHOLE LOT OF ACTIVITY GOING ON A LOT OF LIGHT GOING ON. BUT DO YOU HAVE A, UM, AN ILLUSTRATIONS OF WHAT IT WOULD LOOK LIKE DURING THE EVENING OR, UM, BUT THERE'LL BE THE METRIC PLAN AS PART OF OUR BUILDING PERMIT. I'M SET. I DON'T KNOW IF IT'S PART OF THE PLANNING, UM, PRESENTATION, BUT WE DO HAVE A PHOTOMETRIC PLAN. IT WILL BE REVIEWED BY THE PLANNING DEPARTMENT AND THE BUILDING DEPARTMENT TO ENSURE THAT OUR LIGHTING IS APPROPRIATE, UM, IN TERMS OF SECURITY, AS WELL AS STATE CODE REQUIREMENTS. OKAY. YOU DON'T HAVE ANYTHING FOR US TO LOOK AT. I DON'T KNOW IF I HAVE A PHOTOMETRIC PLAN TODAY, NOT THE LIGHT PLAN, BUT IT JUST A, AN ILLUSTRATION TO SEE IF THERE'S ANY, I NOTICED THAT THERE'S A LOT OF TUBE WILL BE, BE MOVED AROUND THAT AREA. IS THAT, IS THAT ALL THE JURY WILL BE GONE BASICALLY. DON'T SO IS A QUESTION. ARE WE GETTING RID OF THE EXISTING IMPROVEMENTS IN GENERAL, IN GENERAL? YES. AND THEN WHAT TYPE OF LIGHTING THAT YOU'RE GOING TO BE? YEAH, ABSOLUTELY. WE'RE NOT SALVAGING ANY OF THE LIGHTS. UM, THEY WERE, THEY WERE ALL TIED TO THE EXISTING VOTERS AND THEY WERE ALL TIED TO THE EXISTING HOOTERS. AND SO WE WOULD DO THE SAME THING. THEY WOULD ALL BE TIED TO OUR, A NEW BUILDING. AND SO, UM, AGAIN, AS PART OF THE NEW DEVELOPMENT, WE'RE COMPLETELY REDOING, UM, THE, THE ENTIRE LANDSCAPING. SO EVERYTHING IS GOING TO BE AND NEW THE LIGHTS. AND, UM, I DO ACTUALLY HAVE A LITTLE BIT OF A PRINTOUT OF THE PHOTOMETRIC PLAN. I DON'T KNOW IF WE HAVE IT ON ANY ELECTRONIC ITEMS, BUT HAPPY TO GIVE THAT TO YOU AT ANY POINT. UM, BUT WE WILL HAVE ALL NEW LIGHTING. AND HOW ABOUT IN, UH, IN THE FRONT OF THE RESTAURANT AND THE PUBLIC SIDEWALK, WOULD THERE BE SOME LIGHTING REFLECTING ONTO THE PUBLIC SIDEWALK? WELL, HAVE A LIGHTING. SO THERE'S ACTUALLY A RAIL THAT GOES DOWN WITH THE PATH OF TRAVEL TO GARVEY, AND THERE WILL BE CERTAIN LIGHTS ON THAT RAILING. SO, UM, I CAN'T SAY THAT WE'RE DOING ANY NEW STREETLIGHTS. I'M NOT SURE ABOUT THAT, BUT WE DO HAVE THAT SAY STREETLIGHTS, BUT, UH, ON, ON, ON YOUR PARSER ITSELF, MAYBE ON THAT WALKWAY, THERE'S A EXTRA LIGHT, LIGHT POSTS YOU COULD PUT THERE JUST TO, UH, ELIMINATE THE SIDEWALK AREA. YEAH. SO THERE WILL BE LIGHTING. IS THAT A COUPLE OF PLACES ALONG THAT SIDEWALK AREA, LAMB POLES, I MAKE A WALKWAY LAMPPOSTS OR A WALKWAY LIGHT. UM, SO WE'LL HAVE SOMEONE ALONG THE WALKWAY, BUT WE'RE ALSO GOING TO HAVE SOME ON THE, YOU COULD LOOK AT THE RENDERINGS HERE. THERE'S ALSO A COUPLE ON THE WALL, ON THE SOUTHERN MOST PART OF THE WALL. AND SO THAT'S GOING TO ESSENTIALLY, UH, SPILLOVER LIGHTING INTO BOTH THE DRYWALL, BUT THEN SOUTH OF THAT AS WELL, IT LOOKS LIKE SOME OF THE FOOT CANDLES ELIMINATION ARE PRETTY HIGH, JUST SHINING IN ON THE LANDSCAPING. SO YEAH, SO WE NOT ONLY HAVE SOME LOT LIGHTS ON THEIR OWN SEPARATE POLES AS PART OF THE DRIVE THROUGH, BUT THE RETAINING WALL THAT CARLOS AND IT HAS LIGHTS PRETTY FREQUENTLY. AND [00:40:01] HAVE YOU GUYS LOOKED INTO, UH, POSSIBLY, UH, HAVING A SECURITY GUARD, UH, ON THE PREMISES DURING BUSINESS HOURS? CAUSE I KNOW THAT YOU OBVIOUSLY, THE RESTAURANT IS VERY PROFITABLE AND IT'S RIGHT OFF A MAJOR FREEWAY IN TRUMP'S ASSISTANCE WILL SHOW THAT SOMETIMES AREAS LIKE THAT CAN BE DANGEROUS AND HIGH AMOUNTS OF INCOME ARE BEING GENERATED. SO ARE YOU GUYS LOOKING INTO POSSIBLY HAVING, UH, ON, ON, UH, ON CALLS OR ON DUTY SECURITY GUARD? UH, WELL AGAIN, WE, WE DEFER TO, UM, THE NEED OF THE SITE AND PUT IT IN THE HANDS OF THE OPERATORS, BUT I CAN CERTAINLY GUARANTEE YOU WE'VE GOT CAMERAS, YOU KNOW, WE'VE GOT THE SECURITY CAMERAS UP AND RE CONSTANTLY THEY'RE THEY'RE, UM, STRATEGICALLY LOCATED THROUGHOUT AGAIN AS NEEDED. WE BRING IN CONSULTANTS FOR THAT, UH, WHEN THE OPERATOR GETS ELECTED. AND SO IT'S NOT OUT OF THE QUESTION. YEAH. GREAT. THANKS RON. AND PLUS I ASSUME THAT A LOT OF 'EM JUST CHARGED THEIR CARD. YEAH. THERE PROBABLY ISN'T A, YOU KNOW, WHOLE BANK VAULT IN THE STORE. I CAN'T REMEMBER THE LAST TIME I CHARGED A MEAL OR PAID CASH. YEAH. DON'T, DON'T BRING A CHECK. IT MIGHT HOLD UP THE DRIVE THROUGH ANY OTHER QUESTIONS. OH, ONE QUESTION. UM, I'M ASSUMING THE TYPE OF SIGN THAT YOU'RE GOING TO HAVE IS GOING TO BE A POLE SIGN. YES. YEP. THERE'S A PILE. WHAT WILL THE HEIGHT BE? OH, I DON'T HAVE THE POLE SIGN. I CAN NOT RECALL EXACTLY. IT MAY BE 35 FEET, BUT, UM, I JUST DON'T REMEMBER EXACTLY. YEAH. SIGNAGE WILL BE, UH, REVIEWED UNDER A SEPARATE PERMIT. UH, NOT BEFORE THE PLANNING COMMISSION IT'S DONE ADMINISTRATIVELY, BUT WE WILL ENSURE THAT IT MEETS, UH, ALL DEVELOPMENT STANDARDS AND IT'S WITHIN. YEP. YEP. AND I NOTICED THAT THERE'S A DEMO GOING ON RIGHT NOW. IS THAT A CHICK-FIL-A DOMO OR THE OWNERS DEMOING? THE, I MEAN, I'M JUST CURIOUS THE OWNERS DOING THE DEMOLITION CURRENTLY THE PROPERTY OWNER. OH, WOW. SO BASICALLY, BASICALLY AT THE END OF THE DAY, YOU'RE GOING TO GET A VACANT LOT. RIGHT. THEY'LL DEMOLISH THE BUILDING. I THINK THE LEAVE THE CONCRETE PAD AND THEN PROBABLY LEAVE THE LANDSCAPING SOMEWHAT AS IT IS, BUT WE'LL TAKE OVER FROM THERE WHEN WE COME ON BOARD. YEAH. I MEAN, AT THIS POINT, JUST FOR WHATEVER IT'S WORTH IT. UM, AFTER HOPEFULLY THE APPROVAL TONIGHT, WE'RE GOING TO DO EVERYTHING WITHIN OUR POWER TO GET IN FOR PERMITS AND, UH, GET AT THE PERMITS PROCURE SO WE CAN START CONSTRUCTION AS SOON AS POSSIBLE. YEAH. AND I GOT A QUESTION. UM, CAN YOU EXPLAIN A LITTLE BIT ABOUT, UH, CHICK-FIL-A IS COMMITMENT TO THE LOCAL COMMUNITIES THEY SERVE AND ALSO, UH, EXPLAIN A LITTLE BIT, UM, NINE, NINE MY HAIR BLANK, BUT, UH, SURE. UH, SO A LITTLE BIT ABOUT THE ITS COMMITMENT TO LOCAL COMMUNITIES AND ALSO WHY, UM, CHICK-FIL-A IS CHOOSING TO BUILD A SECOND LOCATION IN THE GREAT CITY OF WEST COVINA. SO, YEAH, SO, UM, EVERYTHING ABOUT, UH, I THINK EVERYBODY ACKNOWLEDGES THAT, UH, THE EX THE EXISTING RESTAURANT IS AS, HAS A LOT OF DEMAND. WE HAVE A BIG CUSTOMER BASE AND EVERYTHING ABOUT, UM, THIS NEW PROPOSED PROJECT WILL, UH, REALLY ACT AS A PRESSURE RELIEF VALVE. IT'S GOING TO ONLY HELP, UH, RELIEVE THE PRESSURE AND THE DEMAND OF THE EXISTING STORES. AND SO, UH, IT'S, IT'S GOOD THAT WE HAVE THE CUSTOMER BASE AND SALES ARE GREAT, UM, COMES WITH, UH, SOME CHALLENGES OF COURSE, WITH THAT, THAT SUCCESS. AND SO, UM, WANTING TO, UH, CERTAINLY PROVIDE A RELIEF VALVE FOR THIS AND IN TERMS OF, UM, COMMUNITY GOOD. THE EXPECTATION IS, UM, THAT WE WOULD COMMIT TO, I MEAN, I'VE, I'M THINKING OF DANNY NOW. I THINK HE HE'S DONE A LOT OF, UH, NOTABLE GOOD IN THE COMMUNITY FROM DONATING MEALS THROUGHOUT THE PANDEMIC TO VARIOUS ORGANIZATIONS, TO, UH, PROVIDING SUPPORT TO POLICE OFFICERS WITH FREE MEALS AND FIRST RESPONDERS. AND, UM, MARTIALLY JUST STALE GENERATED A LOT OF TAX DOLLARS THERE. AND SO, UM, WE, WE REALLY DO PRIDE OURSELVES ON, UM, SELECTING THE RIGHT OPERATORS, UH, THAT ARE PART OF THE COMMUNITY, UM, TO REALLY SERVE IN THE COMMUNITY. WE, UM, HAVE, UH, WE JUST, WE'RE COMMITTED TO PROVIDING A POSITIVE IMPACT ON EVERYONE. WE COME IN CONTACT WITH INCLUDING OUR TEAM MEMBERS. AND SO THERE'S, UM, THERE'S A LOT OF OPPORTUNITIES FOR THE YOUNG, THE YOUTH, UH, THAT COME AND WORK IN THE RESTAURANTS, NOT UNCOMMON FOR OUR OPERATORS TO, TO BE ACTIVELY INVOLVED IN THE COMMUNITY, WHETHER IT'S SPORTS IN SCHOOLS AND DONATING FOOD TO SCHOOLS. UM, THEY'RE TYPICALLY GIVE TO A FEW CATEGORIES, EDUCATION, YOUTH LEADERSHIP, UH, RIGHT. AND HUNGER. I THINK ONE OF THE, ONE OF THE TANGIBLE THINGS THAT WE ALWAYS COMMIT TO IS, UM, DONATING TO [00:45:01] THE FOOD BANK. UM, I MEAN, THAT'S REGARDLESS OF HOW THE STORE DOES. AND SO JUST AGAIN, OPERATORS HAVE A TON OF FLEXIBILITY ON HOW TO DO THAT, BUT CERTAINLY COMMITTED TO IT. ABSOLUTELY. NO, THIS IS JUST OUT OF CURIOSITY. YOU MENTIONED OPERATOR, UM, IS THIS, UM, IS THIS INDIVIDUALLY OWNED OR IS IT EVERYTHING IS OWNED BY CHICK-FIL-A AND IT'S WELL, IS IT A FRANCHISE BUSINESS MODEL THEY OPERATED. YEAH. THEY HAVE A LOT OF FLEXIBILITY THOUGH. I KNOW I KEEP SAYING THAT AND PROBABLY TIRED OF HEARING IT, BUT THEY DO, THEY HAVE, THEY, UM, HAVE A LOT, THEY, UM, IT'S NOT UNCOMMON FOR YOU TO HEAR FROM A TEAM MEMBER THAT IT'S, IT'S A DREAM COME TRUE BECAUSE THEY GET TO OPERATE THIS AS A BUSINESS OWNER. UM, THIS IS NOT A PASSIVE, UH, INVESTMENT KIND OF, UH, FRANCHISEE MODEL THAT A LOT OF OUR COMPETITORS HAVE WHERE YOU CAN HAVE AS MANY RESTAURANTS AS YOU WANT, AS LONG AS YOU HAVE THE FUNDS FOR IT. THIS IS NOT THAT IN FACT, WE KIND OF HAVE THE OPPOSITE AND AGAIN, WE GO THROUGH A REALLY LONG VETTING PROCESS TO INTERVIEW AND THE SELECTION PROCESS OF THE OPERATORS TO MAKE SURE THAT THEY'RE THE RIGHT FIT FOR THE COMMUNITY. AND SO THEY'RE UNIQUE IN THAT WAY. SO CURRENTLY AS YOU'RE BUILDING AND AS YOU'RE DESIGNING, YOU DON'T HAVE AN OPERATOR PICKED OUT YET? NO, NOT YET. NORMALLY IN TERMS OF HOW LONG BEFORE IT'S UP, IT'S OPEN AND OPERATED BEFORE THE OPERATOR IS GOOD. IT VARIES DEPENDING ON JURISDICTION AND, UH, THE ENTITLEMENTS PROCESS. UH, USUALLY, UM, UH, USUALLY IT, WE SELECT AN OPERATOR DURING THE CONSTRUCTION PROCESS OR MAYBE LATE IN THE PERMITTING PROCESS. UH, SOME ENTITLEMENTS ARE A LOT QUICKER THOUGH. AND SO IT GOES, IT GOES A LOT FASTER, BUT THERE'S A LOT OF COORDINATION EFFORTS BECAUSE AGAIN, THESE ARE PEOPLE THAT ARE NOT, THEY HAVE OTHER JOBS BEFORE BECOMING AN OPERATOR. UM, AND SO WE HAVE TO COORDINATE THAT, YOU KNOW, THEY HAVE OTHER LIVELIHOODS AND SO TO UP AND LEAVE AND WE, WE, WE CAN'T DO IT TOO EARLY BECAUSE IT'S TOO MUCH OF A MOVING TARGET. SO IT'S NOT NECESSARILY SOMEONE WHO'S ALREADY WORKING THERE. IT CAN BE SOMEONE FROM OUTSIDE OF THE CHICK-FIL-A. UH, OH YEAH, YEAH, YEAH. THEY THERE'S, I MEAN, THERE'S LOTS OF APPLICANTS OUT THERE AND SO NOT EVERYONE HAS TO BE FROM CHICK-FIL-A SOMETIMES THEY ARE, SOMETIMES THEY'RE NOT, BUT WE DO HAVE A TRAINING PROCESS FOR THAT. WHAT ARE THE REQUIREMENTS? UH, THEY GO THROUGH A, IT'S A, IT'S A FULL ON TRAINING PROGRAM, UH, AND AN INTERVIEW. AND, AND SO IT'S, UH, I BELIEVE, UM, AN AVERAGE OF A ONE AND A HALF, TWO YEARS PLUS OF A TRAINING PROGRAM. SO, UH, SOMETIMES EVEN LONGER, UM, IT'S, YOU'LL HEAR STORIES FROM OTHER, UH, FROM PEOPLE THAT JOIN AT A VERY YOUNG AGE, AT A VERY EARLY STAGE IN, IN HIGH SCHOOL OR COLLEGE. AND THEY COME IN AT AN ENTRY LEVEL POSITION AND THEY WORK THEIR WAY UP THROUGH THE COMPANY AND JUST GROW AND JUST LEARN EVERYTHING THERE IS TO KNOW ABOUT AND TAKE THE BULL BY THE HORNS. AND, UM, AND THEY DO EVENTUALLY GO THROUGH THE TRAINING PROGRAM AND GET SELECTED TO DO A JOB, BUT THEY DON'T NECESSARILY NEED TO BE FROM THIS COMMUNITY. UM, YOU KNOW, IF IT'S DEEP IN, UH, YOU KNOW, THERE'S A LARGE, YOU KNOW, TYPE OF DEMOGRAPHIC, HISPANIC OR WHATEVER, SOMETIMES WE THOUGH ALL OF THOSE THINGS MATTER. AND SO WE TAKE THAT VERY SERIOUSLY. AGAIN, WE'RE PROFIT MARGINS ARE GREAT, BUT WE REALLY CARE ABOUT, UM, MAKING SURE THAT WE HAVE THE RIGHT PEOPLE IN PLACE. WHAT IS THE EXPECTED SALE VOLUME FOR THIS PARTICULAR STORES? I KNOW IT'S PROBABLY TOO EARLY, BUT IT'S THERE LIKE A TARGET NUMBER. UH, I MISS A COUPLE, I'M JUST ASKING TO SEE IF THERE'S AN EXPECTED SALES VOLUME FOR THIS PARTICULAR STORES, OR IS IT TOO EARLY TO DETERMINE, UM, I DON'T HAVE THOSE NUMBERS. THAT'S A WHOLE NOTHER DEPARTMENT IN MARKETING AND I WOULDN'T HAVE THAT, BUT I WOULD EXPECT SOMETHING SIMILAR TO WHAT, UH, THE EXISTING STORE HAS. NOW. CAN YOU GIVE ME AN A BALLPARK? I DON'T HAVE THAT INFORMATION. I'M SORRY. THANK YOU. ANY MORE QUESTIONS? THANK YOU. AT THIS TIME. IS THERE ANYONE HERE WHO IS IN FAVOR OF THIS PROJECT THAT WOULD LIKE TO SPEAK ANYONE OPPOSED, HEY, AT THIS TIME WE WILL BE CLOSING THIS PUBLIC HEARING AND OPEN DISCUSSION WITH THE COMMISSION, OR I THINK IT'S A GREAT PROJECT. I JUST WANTED TO SAY THAT, YOU KNOW, I MEAN, OVERALL, WE HEAR QUITE GREAT THINGS ABOUT IT AND, AND THIS IT'S, IT'S MOVING THIS FIGHT. UM, I MEAN, AS YOU DRIVE BY THE AREA [00:50:01] AND I DO TAKE THE, THAT PARTICULAR EXIT KIND OF IT, SO THINGS ARE BEING DEMOLISHED AND, AND IT'S GOING SO NO MATTER WHAT, IF WITHIN A COUPLE OF MONTHS OR SO YOU WILL SEE CHICK-FIL-A. SO, AND IT, IT IS HEALTHY FAST FOOD, YOU KNOW, WITH THE SALADS AND GREAT SALADS. SO IT'S, IT'S A GO-TO PLACE NOW. WAIT, I THINK IT'S SO POPULAR, BUT, UH, YES, I THINK IT WOULD BE VERY GOOD, ESPECIALLY IF IT WOULD ALLEVIATE SOME OF THE TRAFFIC FROM THE LAKES, THEN THAT WOULD BE BETTER. I KNOW YOU HAVE A LOCATION IN, I THINK WALNUT OFF A VALLEY AND FOR YEARS I NEVER WENT JUST CAUSE IT WAS JUST TOO FAR. SO MAYBE THEY MIGHT SOME OF THE OTHER PEOPLE ON THE OTHER SIDE OF WEST GIVING, WE'LL START GOING TO THE OTHER TO THE NEW LOCATION. ONE QUESTION, UM, IN THE FRONT THERE'S A, IT LOOKS LIKE THERE'S TWO LAMB PULSES, ONE ON THE LEFT AND ONE ON THE RIGHT. SORRY. CORRECT. UH, TALL EXAMPLES. SO THERE IS ONE, UM, IN THE FRONT AND THEN I PULLED UP THE PLANS HERE. CAUSE I KNOW YOU GUYS HAD ASKED, UH, BUT THERE ARE LIGHT POSTS BEING, UM, I GUESS YOU COULD SAY INSTALLED ALONG THE DRIVE-THROUGH, UH, CLOSE TO THAT RETAINING WALL THAT YOU SEE THERE. UM, CARLOS, IF YOU CAN CONFIRM THAT, I BELIEVE THAT THAT IS TRUE. UM, SO I SEE, I SEE A TALL ONE NEXT TO THE COVER RIGHT THERE ON THE, ON THE RIGHT. AND THEN I SEE ONE ON THE FAR LEFT. RIGHT. SO YEAH. YEAH. AND WHEN YOU'RE, YOU'RE, YOU'RE YOU'RE BEAUTIFICATION THAT YOU GUYS ARE DOING IS REMARKABLE. MY QUESTION IS, IS IT POSSIBLE TO MAYBE MAKE THOSE TWO, TWO LIME LIGHT POLES HAVE A DOUBLE LIGHTS? LIKE YOU HAVE DOWN THERE BY THE FLAGER REAR RIGHT HERE. IT'S LIKE A DOUBLE ONE THAT SHOOTS ON THE BACK ONE. SORRY. YEAH. IT'S ALSO FLEX LIGHT ONTO YOUR, THE IDEA THAT YOU WANT ADDITIONAL LAND, UH, LIGHTING, UH, SPILLING OVER INTO THE LANDSCAPE TOWARDS THE FRONT TO THE SOUTH OF THE SITE. YEAH. JUST SO YOU COULD, I MEAN, IT'S, IF THAT WAS A POSSIBILITY TO BRIGHTEN UP THAT LANDSCAPING AREA. YEAH, YEAH. CERTAINLY AN OPTION, UH, POLES THAT YOU'RE GOING TO PUT THERE ANYWAYS, WE CAN CERTAINLY TAKE A LOOK AT THAT AND MAYBE WORK WITH, UH, PLANNING AS LONG AS IT DOESN'T, UM, CONFLICT WITH SHIELDING REQUIREMENTS OR LIKE, EH, I THINK IT'S A CANDLE ILLUMINATION FOOTPRINT. YEAH. YEAH. WE DON'T HAVE AN ISSUE ADDING THAT. PERFECT QUESTION. ANYONE ELSE WANT TO ADD ANYTHING ELSE? I WROTE IN TO MAKE A MOTION I'D LIKE TO MAKE A MOTION, UM, GET THE RIGHT WORDING. UH, I LIKE TO MAKE A MOTION TO APPROVE A PRECISE PLAN. NUMBER TWO, ONE DASH ZERO ONE, CONDITIONAL USE PERMIT NUMBER 2, 1 0 1 ADMINISTRATIVE PERMIT NUMBER TWO, ONE DASH ZERO SEVEN TREE PERMIT NUMBER TWO, ONE DASH ZERO SEVEN. UM, AND ALSO TO MAKE A, UH, TO ADD THAT WE, TO ADD TO, UH, TO THE MOTION THAT THE TWO FRONT POSE ALSO HAVE A OPPOSITE LIGHT, UH, THAT CAN REFLECT, UH, ON THE OPPOSITE SIDE AS WELL. FOR THOSE TWO POLES THAT ARE GOING TO GO THERE ANYWAYS, COMMISSIONER GUTIERREZ, UM, FOR CLARIFICATION OF YOUR MOTION, UM, YOU WOULD INCLUDE THAT THE TWO CHANGES TO THE CONDITIONS THAT STAFF RECOMMENDED IN THEIR PRESENTATION. UH, AND ALSO, AND WE REVISE YOUR, UM, LIGHTING TO YOU REQUIRE THAT THE APPLICANT WORK WITH STAFF, SEE IF ADDITIONAL LIGHTING WOULD BE APPROPRIATE. UH, YES, YES. I JUST KNOW THAT, I MEAN, I THINK IT WOULD LOOK MORE BEAUTIFUL IF WE SOMEHOW GET THAT LANDSCAPE RIGHT ENOUGH, BUT YEAH, I CAN DEFINITELY DO THAT. YEAH. GREAT. IS THERE A SECOND, SECOND? UM, OKAY, SO I CAN TAKE OUT READ RESOLUTION. YES. UM, SO MOTION BY COMMISSIONER GUITARS WITH THE ADDITIONAL [00:55:01] CHANGES TO THE CUP AND TO HAVE STAFF WORK WITH THE APPLICANT REGARDING THE LIGHTING FOR THE LANDSCAPED AREA IN FRONT SECONDED BY LOUIS, UM, APPROVING RESOLUTION 21 DASH 6 0 8 8, UM, RESOLUTION NUMBER 21 DASH 6 0 8 9 AND RESOLUTION SIX ONE DASH 0 6 0 9 0. UM, COMMISSIONER WILLIAMS, UH, COMMISSIONER GUTIERREZ, COMMISSIONER HAYNE. I, UH, VICE CHAIR LEWIS, UH, CHAIR BESERA AYE, AYE. MOTION PASSES. FIVE-O HIS ACTIONS ARE FINAL LET'S APPEAL TO THE CITY COUNCIL WITHIN 10 DAYS. THAT CONCLUDES OUR PUBLIC HEARING ITEM. AND THERE ARE NO, UH, NON-HEARING ITEMS ON THIS AGENDA. SO WE WILL [COMMISSION REPORTS/COMMENTS AND MISCELLANEOUS ITEMS] GO TO COMMISSION REPORTS, COMMENTS AND MISCELLANEOUS ITEMS. WOULD ANY OF THE THANK YOU, BUT ANY OF THE COMMISSIONERS LIKE TO REPORT OR COMMENT ON AN ITEM I'D LIKE TO MAKE A COMMENT? I JUST WANT TO SAY, UH, I WANT TO THANK CHICK-FIL-A FOR INVESTING IN THE LANDSCAPING OF YOUR PROPERTY. I THINK IT'S IMPORTANT TO BEAUTIFY, UH, A SITE, ESPECIALLY THE AMOUNT OF, UH, GARDENING AND ITEMS, PLANNING, MATERIAL PLAN. SO YOU'RE PRETTY IN THERE IS REMARKABLE AND IT'S NEVER REALLY BEAUTIFIED ON AREA COMPARED TO HOW IT LOOKS NOW. SO THANK YOU IS THANK YOU FOR INVESTING IN OUR GREAT CITY. THANK YOU. ARE THERE ANY OTHER ITEMS TO REPORT TO THE COMMISSION AND HERE? YES. THERE'S A COUPLE ITEMS I'D LIKE TO PROVIDE YOU GUYS AN UPDATE.
